Ebonyi State House of Assembly sitting today was engulfed by fear, apprehension and tension as the activities of the ongoing. House was disrupted by smashing of windows of the chamber and security uneasiness outside as a result of members trying to forcefully enter the Chamber. Problems started when some of the honourable members that came late but could not enter the normal door, wanted to go gain entrance through the window, resulting to the shattering of the window glasses. As a result of this, political thugs numbering over100 rounded up the honourable members, beat them up and breaking the head of the House Leader, Hon.Samuel Nwali. It took the intervention of the Ebonyi State Police Commissioner to avert what would have been a major crisis in the state , by his men, arresting the thugs and taken them to the Police Station for further investigation. As the business of the House continued,Chief Odefa Obasi Odefa moved a motion on the groundof matters of urgent public importance, urging the members to reject the purported removal or retirement of the Clerk and some members of the State House of Assembly staff, as it is contrary to the spirit of the constitution which they swore to defend. He said “we have what is called the Ebbonyi State House of Assembly Law passed in 2007 assented to by Governor Martin Elechi which states that the Clerk of the House, the Deputy Clerk can only be removed by the State House of Assembly Commission acting on an address supported by a simple majority of the State House of Assembly for inability to discharge his function due to infirmity or misconduct” According to him, the Head of Service has no legal authority over the staff of the Commission stressing that the State House of Assembly will not allow itself to be intimidated, blackmailed nor tolerate executive recklessness. He payed the House to uphold that Mrs.Roseline Nwokporo and other Staff of the Commission purportedly announced to have been removed, such as, Mrs. Chinyere Nwaogbaga,Bened ict Nwofeke,Mr.Frank Ndukwe,the Sargent At Arms, remains their staff. He said that the purported removal or retirement of the above staff and others mentioned in the sack announcement are doomed and condemned to hell as it cannot stand. Odefa’s motion was supported by Honourable Joseph Nwaobashi, as the Speaker,Rt.Honourable Chukwuma Nwazunku put the motion to vote, and it was unanimously adopted. The House also deliberated on the qualification of the Deputy Clerk Mrs.Chinyere Acho and therein disqualified her, for not meeting the mandatory level 15 grade, as required by the 2007 Constitution taken cognisance of the fact that she is presently in level 12 grade The House explained that her appointment in the first instance was done in error. The House also deliberated on the issue of 15 billion Naira bond being sort by the State Government to finish ongoing projects in the state The motion for this purpose was raised by Hon.Frank Onwe who emphasised that the issue of bound earlier discussed be revisited again due to lack of accountably noting that the idea of collecting new bond by the present administration whose tenure is about to elapse is uncalled for. Frank 0nwe’s motion was supported by the Acting Leader of the House, Hon. Francis Ogbonnaya, who called on those asking for bound at this period, he described as 11th hour, to desist as it is not possible to complete the projects to which the bound are tied to. The Speaker. Mr.Nwazunku later put the motion to vote and it was unanimously adopted, adding that nobody is getting any bound now as there was no time. As result of the result of the disturbances which had effected the smooth operation if the House Hon.0basi put forth a motion for extension of their colleagues to 14 days, for their involvement in tensed atmosphere during the sitting and it supported by Hon Valentine Okike,while the Speaker put it to vote and it was adopted. In his reaction to what transpired ,the Deputy Speaker Chief Blaise Orji said it was an open shame on the part of the police by not protecting one of their members beating up by the thugs, a situation he described as wearisome for our democratic development. Speaking on the brutality at the House,Hon.Eni Uduma called for the intervention of the Inspector General of the Police warning that if the police does not give adequate protection individual may be forced to look for self help to protect themselves from harm. Addressing the Press on tension in the House,Mr.Nwazunku took them to damaged portions of the window warning that people should be careful the way they behave because of tomorrow. source EBONYI VOICE. |
