President Goodluck Jonathan has defended his
decision to concede defeat to Muhammadu
Buhari in the March 28 election, saying he was
concerned about allowing his personal
ambition scuttle a democratic system he
helped nurtured, with the likely consequence of
a "collective tragedy".
Mr. Jonathan said Thursday that he needed to
check his ambition, as the consequences of
not doing so may have been dire not only for
Nigeria, but Africa.
The president made the remarks during
separate meetings with the new ambassadors
of France, Senegal and Ethiopia. He was
responding to commendations for his decision
to promptly accept defeat after it became
clear Mr. Buhari had won the polls.
"Democracy has to be nurtured to grow.
Strong democratic institutions are the
backbone and future of our democracy. They
must be protected and nurtured. As for me, as
a matter of principle, it is always the nation
first," Mr. Jonathan said.
"You need to have a nation before you can
have an ambition. It should always be the
nation first. You don't have to scuttle
national progress for personal ambition.
"Since I assumed duty, I have been involved in
quelling political crisis in some African
countries and I know what they passed
through and what some are still going
through. If you scuttle a system for personal
ambition, it becomes a collective tragedy,’â
€™ President Jonathan declared.
Mr. Jonathan urged world leaders and
international institutions to give their fullest
possible support to the incoming
administration of Buhari.
He also called on all Nigerians to do their
utmost best to help the incoming president
succeed in leading the country to greater
heights of accomplishment.
The president appealed for patience,
understanding and cooperation, which, he said,
Mr. Buhari will need to move the country
forward to greater, peace, security and
progress.
Speaking with the new French ambassador,
Denis Guaer, President Jonathan urged France
to extend the support and assistance it gave
to his administration to Mr. Buhari’s
government.
"President Francois Hollande was our guest in
Nigeria during the celebration of Nigeria’s
centenary. He has been very supportive of the
country in the fight against terrorism. I expect
that the same warmth and goodwill will be
extended to the incoming government. I
expect that France will continue to work with
the new administration, especially on issues
of terrorism.
"The United Nations has been supportive as
well. Our troops, supported by regional forces,
have done very well in fighting the terrorists in
recent times. What we need now is support to
help our people get back their lives,’’ he
said.
The ambassadors commended President
Jonathan for setting a record of humility,
patriotism and courage in safeguarding the
democratic process in Nigeria and Africa.
"Nigeria is not only an economic power in the
world today, but also a great democratic
example. And it is all by your effort, Mr.
President. The last elections and your
response was truly a great achievement and
you will always be remembered for it," the
French ambassador told the President.
Mr. Guaer, the new Ambassador of Senegal,
Baboucar Sambe, and the new Ambassador of
Ethiopia, Samia Zekaria Gutu, who were at the
Presidential Villa to present their letters of
credence to President Jonathan, also assured
him that they will do their best to strengthen
relations between Nigeria and their countries
during their tenure.

Abuja – United States has spoken of its readiness to support President-elect, Muhammadu Buhari, to rescue the over 200 girls seized by Boko Haram militants from Chibok school in Borno State one year ago.
American Vice President, Joe Biden, gave the renewed assurance in a telephone chat with Buhari in Abuja while congratulating him on his electoral victory.
The support, according to US Vice President, Joe Biden, also includes the fight against Boko Haram.
Boko Haram released a new video on claiming to show the missing Nigerian schoolgirls, alleging they had converted to Islam and would not be released until all militant prisoners were freed. A total of 276 girls were abducted on April 14 from the northeastern town of Chibok, in Borno state, which has a sizeable Christian community. Some 223 are still missing.
Biden, according to the excerpts from their discussion, which was made available to Diplomatic Correspondents in Abuja, also said his country was ready to expand collaboration with Nigeria in the new dispensation.
‎According to the readout, “Vice President Biden spoke with Nigerian President-elect Muhammadu Buhari to congratulate him on his victory in the recent Nigerian elections and affirm that the United States stands ready to expand collaboration with Nigeria on issues of common concern, including economic and security matters.

Walks out Customs, NSCDC bosses.

Per Second News---The president elect has issued a red card to serving top government officials who in recent times besieged his residence in Daura, Katsina to lobby for retention of their positions.

Buhari, was livid last week when the current Comptroller-General of Customs, Abdullahi Dikko Inde, visited his residence in Daura to pay homage. Per Second News learnt that the customs boss who coincidentally hails from, Musawa Local Government Area, Katsina state immediately after informing the President-Elect of his mission was advised to go back to his duty post.

Dikko, shocked by Buhari's response tried unsuccessfully to inform the retired General of the situation at all Nigeria's borders, seaport and the airports, but the President-elect upbraided the 55 year-old that the ideal procedure is to wait until he has been sworn in as president, describing the visit as unhealthy, unethical and disloyalty to a government he is still serving.

He thereafter asked the customs boss to leave his residence, rejecting also his gift items.

The Comptroller general and his team hurriedly left the residence, parking the valuables and gifts items along.

The visit of the current Commandant-General of the NSCDC, Ade Abolurin, on Sunday was more comical, he arrived Daura, the residence of the President-Elect with top officers of the corps, photographers and some members of the press.

According to a member of the Buhari Campaign from Katsina, "The President-Elect was having his normal quiet time when the delegation arrived". The corps officers led by its commandant were left outside in the scorching sun for over an hour, before the the commandant and two corps officers were allowed entry into the President-elect's visitors room

Abolurin, still recuperating from a fire burn incident got the shock of his life when an aide of Buhari, said that the retired General wants him out of his residence and will not be seeing him.

Dumbfounded the corps officers left in a haste to the surprise of other delegation members outside, who were waiting and hoping to see the president-elect and take photographs with him.

Per Second News can authoritatively report that a serving minister last week also sent emissaries to the president-elect in a bid to secure a private meeting.

Private business tycoons are not left out of the visits, Forte Oil CEO, Femi Otedola, and Oando boss Adewale Tinubu also visited Buhari last week. The national leader of the APC, Ahmed Bola Tinubu, shortly before the governorship elections brought the Chagoury brothers to meet with the president-elect in a closed door meeting.

Well-said bro. This is precisely what I have been saying to SE and SS posters on several threads the past few days. Whatever happened to putting Nigeria first? Jonathan had a lot of critics from the SW and North, including me, going into the 2011 election. As soon as he won most of us wished him well and implored he led Nigeria properly so that our Nation can make progress which would be to the glory and happiness of all of us. Contrast this with how most SE and SS commentators continje to spew hatred against Buhari and the APC and it is becoming obvious that many from those region are rooted in the unobjective, petty and malevolent hatred of the SW and the North to the extent they cannot even 'sheat their sword' for the sake of Nigeria's progress. Jonathan had his shot and failed miserably. Nigerians , in the majority, have elected a new President yet primordial hate will not allow many in the SE and SS to respect the will of the majority and get behind the new President and government. Really pathetic.

The bigots in the SE and SS, because they talk loudest, are doing a great job defining those regions as anti-progressive, uncooperative, hateful, unreasonable, petty, ethnocentric, prejudiced, disrespectul and irredeemable enemies of Nigeria's progress who cannot rise above their primitive hatred of the North and SW. ABUJA- PEOPLES Democratic Party, PDP Presidential Campaign Organisation, PDPPCO yesterday asked the All Progressives Congress (APC) to tell Nigerians whether or not its presidential candidate, General Muhammadu Buhari was considering the request of some foreign nations to scrap our anti-gay laws and allow same-sex marriage designed to secure their support.
According to PDP, giving this information to Nigerians was more important than issues that have been raised as a consequence of Morocco’s withdrawal of their Ambassador from Nigeria.

@ sam2020. I have a 1m dish which I wan to use this morning to track this bird. I have a strong 4922A HD decoder for this purpose. The challenge is that I found it difficult in the past to track any signal with that decoder because the signal meter/indicator on the decoder is tiny. My boss openly said he's tracking us with his mobile phone whenever he calls, said he can track anyone of us provided the sim is registered. He caught our driver and one of my other colleague last week. This is affecting my movement and I've tried most of the mobile apps but I find hard to see any app tracking a caller without his GPS being activated. True caller is not working either. Pls I need help from an expert.

Your boss might be playing a fast one on you guys! Even the service providers cannot pin point the precise location of any device without GPS. They can locate an active sim to an area around a particular mast that gives service to the device at a particular time. I don't think your boss has a software or hardware to do that across all the networks. He is not CIA or FBI, is he? It might be a coincidence or simple guess work with your colleaques, or they all collabrate to box you in a spot. If you are using official vehicle it might be that he had a tracker installed. There is no software in any store that can enable your boss hack into the network of the service providers to locate a sim card.
I advise that you try and keep to your work schedule and seek permission if you must move during working hours.

One of the requirements of assuring decency and good governance is the rule that a public employee may not use his official position to unduly acquire wealth and property.  For many years that rule has been observed in the breach.  Of recent, such unwholesome acquisitiveness has assumed gargantuan dimension.  Sadly, in quarters where examples should be set, such rules do not seem to exist.
Last week, this newspaper ran details of an extensive investigation into a case of possible land grabbing in the Federal Capital Territory (FCT) by top political office holders, including President Goodluck Jonathan.
According to the account, residents of six villages in the FCT were forced to abandon their homes and land to pave way for a farm that Jonathan apparently planned to establish. The report revealed documents that showed that the unusually large piece of land, 95.88 hectares, in the Cadastral Zone in an area known as Aviation Village, was allocated to Goodluck Jonathan and his mother, Madam Afeni Eunice, in the name of Ebele Integrated Farms Limited, on March 8, 2012, two days after the company applied for the land, and less than three months after it was incorporated by the Corporate Affairs Commission (CAC).
The newspaper’s probe was launched after a nongovernmental organisation, Purpose Driven Human Initiative, published an adverto-rial suggesting that President Jonathan’s farm project was a reason his administration had been unable to fight corruption. According to the NGO, the president’s farm transaction contravened the Fifth Schedule, Part I (Code of Conduct for Public Officers) of the 1999 Constitution. Section I of the Schedule states, “A public officer shall not put himself in a position where his personal interest conflicts with his duties and responsibilities”. The administration’s tolerance level for corruption is widely acknowledged to be very low, as various indices, including those provided by the global anti-corruption watchdog Transparency International have consistently shown. The FCT Minister, Alhaji Bala Mohammed, was reported to have approved a separate piece of land adjacent to the same area as Jonathan’s, for himself.
The explanations given by President Jonathan’s aides underscored the veracity of the newspaper’s investigation.  A pro-Jonathan New Generation Coalition claimed that the president had not done anything wrong because similar land deals were done by Chief Olusegun Obasanjo when he was president.  The notion that one wrong justifies another is offensive and cannot be applicable in any situation, not least a matter that touches on the provisions of the code of conduct for public officers.
The issue goes beyond a public officer having the authorization to engage in farming. There is, in this instance, a case of conflict of interest and suspected one of breach of the oath of office. While the Constitution does not frown on public office holders engaging in farming, it prohibits them from taking any appointment as directors of companies and other paid employment.
The procedure for allocation, the purpose for which it was allocated and the size of the land and its location raise legal and moral questions for the president. The speed at which the application for the land was processed and approved for the said company in which Jonathan is named as a director gives a reasonable ground for action for a case of abuse of office by both the president and the minister of the FCT.
Moreover, according to officials at the Abuja Geographic Information System (AGIS), no part of Abuja Municipal Area Council, including the Aviation Village, is meant to be used for farming. The Aviation Village is officially part of the Phase 5 of the Federal Capital Citty designed to accommodate aviation company needs including hangers, fuelling, maintenance facilities, housing and hotels, etc, which explains why the land is contiguous with the Nnamdi Azikiwe International Airport, Abuja. Given what is in the Abuja master plan,
farmlands are located outside the city, in places like Kuje Gwagwalada and Kwali. The land allocated to Ebele Integrated Farms Limited is therefore in violation of provisions of Abuja master plan, and title to it should be revoked forthwith.
 The Code of Conduct Bureau should by now be swinging into action and calling those involved to account for breaching their oaths of office.

defending the allegation by the
Former CBN Governor, Charles
Soludo that N30 trillion had either
been mismanaged or missing.
Its Public Accounts Committee,
which made the disclosure in
Abuja, noted that, an ongoing
examination of the finances of
government and its 601 agencies
showed that the N4.3tn given as the
total spending budget for this year
was a “far cry” from the reality.
The Chairman of the committee,
Mr. Adeola Solomon-Olamilekan,
who spoke on the issue, explained
that, unknown to Nigerians, the
N4.3tn, for example, did not include
the expenditure of many “statutory
and extra-ministerial departments”
of government.
He added that his committee found
out that these other agencies not
captured in the regular budget,
generated and spent their money
as it pleased them without seeking
the approval of the National
Assembly.
The lawmaker put the budget of
these other bodies at over N16tn.
Solomon-Olamilekan explained
further, “The N4.9tn, N4.6tn or
N4.3tn, as the case may be, is the
budget that the whole Nigerians are
listening to but in the true sense of
it, the budget of other statutory and
extra-ministerial departments put
together is about N16tn.
“So, the total overall budget year in
year out is over N20tn, which the
executive arm operates, but nobody
is asking questions as to the
implementation of all these
budgets.
“Nobody is bringing information on
the implementation of all these
budgets; and this is one area
Nigerians need to start asking
questions in order to move this
country forward.”
Solomon-Olamilekan stated that
though the Fiscal Responsibility Act,
2007, made adequate provisions on
how these bodies should be held
accountable, the law was observed
in breach.
He cited the “stifling” of the Office
of the Auditor-General of the
Federation as one of the ways to
shield government agencies from
opening their books to scrutiny.
Solomon-Olamilekan said this was
done by starving the office of funds
“over the years” to a point where it
no longer had the financial power
to effectively audit the accounts of
the implementation agencies of
government and its extra-
ministerial departments.
For instance, he revealed how the
government cut the capital budget
of the AGF’ office from N1.9bn to a
“meagre” N100m in 2015.
The lawmaker said his committee
was at a loss on how the AGF’s
office would audit the accounts of
601 agencies with N100m and the
country’s 144 foreign missions.
The PAC chairman added, “How can
we imagine that the capital budget
of the office of AGF for the year
2015 was reduced from N1.9bn to
N100?
“Can you also imagine an office of
the AGF that has 144 foreign
missions to audit and as we speak,
between 1999 to date, that office
has not audited up to 30 of these
foreign missions while three
quarter of these foreign missions
are also revenue generating
agencies?
“So, there is nobody to audit the
revenue generated and the
expenditure they incur.
“The office of the AGF has been
short-changed and the budget has
been reduced to nothing. As such,
the government of the day is having
a field day to carry out whatever its
wants to do because they know
they have an office that is not
functioning.”
The PAC has also been saddled with
the responsibility of retrieving the
full report on the audit
investigation into the $20bn
reportedly ‘missing’ from the
accounts of the Nigerian National
Petroleum Corporation from the
Minister of Finance, Dr. Ngozi
Okonjo-Iweala.
The House had, in plenary on
Wednesday last week, given the
minister seven days to submit the
full report to the lawmakers.
The president had earlier made the
remarks putting the Anual budget
at between N4.3 trillion and N4.9
trillion yearly, this was as he was
trying to oppose an article that had
been put forward by the former CB
Governor, Charles Soludo.
Jonathan had sought to explain
widespread impression of his
government as being terribly
corrupt, saying such allegations are
often fed by spurious claims made
by notable figures like Mr. Soludo.
“So you’ll see that there is a lot of
politicking about some of the
serious issues. Not too long ago I
read in one of the papers, I think
Vanguard, that former chief
economic adviser to President
Obasanjo who also went to
become a CBN governor… Soludo
is a professor and first class
material. Yes, making a first class
in economics, he is a brilliant
person. His secondary school
records are fantastic. So by all
standards he is a brilliant person.
So the Vanguard wrote that he
accused Ngozi; that N30 trillion
was stolen under the watch of
Ngozi in four years,” the president
said.“Ngozi became a finance
minister, let’s say from 2011 till
date. From that time till now, our
annual budget is between N4.3
trillion and N4.9 trillion. So even if
you put all together, it is about 18
plus trillion naira, and not 30
trillion. The budget for these four
years is less than N20 trillion, but
Soludo said that under Ngozi’s
watch they stole N30 trillion. This
is in the papers, social media,
stored in the clouds and will
continue to be there. And when
you type it in it will come out that
during President Jonathan’s time
they stole N30 trillion.”
But while the president hinged his
explanation on realized budget
figures for Nigeria annually, Mr.
Soludo, in his article, based his N30
trillion claim on funds available to
the government, amounts not
reconciled and what the country
should have earned earn if there
had been quality economic policies.
“Under you as the Minister of
Finance and coordinator of the
economy, the basket of our national
treasury is leaking profusely from
all sides. Just a few illustrations,” he
wrote to the finance minister in
January.
“First, you admit that ‘oil theft’ has
reduced oil output from the
average 2.3 – 2.4 million barrels
per day to 1.95 mpd (meaning that
at least 350,000 to 450,000 barrels
per day are being ‘stolen’). On the
average of 400,000 per day and the
oil prices over the past four years,
it comes to about $60bn ‘stolen’ in
just four years.
“In today’s exchange rate, that is
about N12.6tn. This is at a time of
cessation of crisis in the Niger
Delta and the amnesty
programme. Can you tell Nigerians
how much the amnesty
programme costs, and also the
annual cost for ‘protecting’ the
pipelines and security of oil wells?
And the ‘thieves’ are spirits?
“Second, my earlier article stated
that the minimum forex reserves
should have been at least $90bn
by now and you did not challenge
it. Rather, it is about $30bn,
meaning that gross
mismanagement has denied the
country some $60bn or another
N12.6tn. Now, add the ‘missing’
$20bn from the NNPC. You
promised a forensic audit report
‘soon’, and more than a year later,
the report itself is still ‘missing’.
This is over N4tn, and we don’t
know how much more has ‘missed’
since Sanusi cried out.“How many
trillions of naira were paid for oil
subsidy (unappropriated?)? How
many trillions (in actual fact) have
been ‘lost’ through customs duty
waivers over the last four years?
As coordinator of the economy,
can you tell Nigerians why the
price of Automotive Gas Oil,
popularly called diesel, has still
not come down despite the crash
in global crude oil prices, and how
much is being appropriated by
friends in the process?
“Be honest: Do you really know (as
coordinator and minister of
finance) how many trillions of
naira self- financing government
agencies earn and spend? I have a
long list but let me wait for now. I
do not want to talk about other
‘black pots’ that impinge on
national security.”
Mr. Soludo added, “My estimate,
Madam, is that probably more
than N30tn has either been stolen,
or lost, or unaccounted for, or
simply mismanaged under your
watchful eyes in the past four
years. Since you claimed to be in
charge, Nigerians are right to ask
you to account. Think about what
this amount could mean for the
112 million poor Nigerians, or for
our schools, hospitals, roads,
etc.“Soon, you will start asking the
citizens to pay this or that tax,
while some faceless ‘thieves’ are
pocketing over $40m per day from
oil alone.”
In his interview with ThisDay, the
president said after reading the
former CBN governor’s claims, they
(cabinet members) simply asked
Mrs. Okonjo-Iweala about the
impression of her former
colleagues at the World Bank, about
Mr. Soludo’s charges. He said they
were convinced it was political.
“We asked Ngozi how her
colleagues in the World Bank saw
the accusation and she said they
were laughing and couldn’t believe
it. There are certain things that you
just cannot believe and if that is
coming from somebody considered
to be cerebral like Professor Soludo,
then of course you know what the
ordinary person would say. It is all
political,” the president said.
