29-year-old female officer, Cynthia Marrero Pomales has been suspended after her photos went viral online which showed her comfortably pleasuring herself while on duty and in her uniform.
The officer who is based in the town of Carolina was suspended for disrespecting the police force and damaging its reputation.
The pictures, one in which she was wrapped in the United States flag were leaked by her friends and they went viral on various social platforms. According to Mirror UK, she has been interviewed but no details have been provided to local media.

My boss openly said he's tracking us with his mobile phone whenever he calls, said he can track anyone of us provided the sim is registered. He caught our driver and one of my other colleague last week. This is affecting my movement and I've tried most of the mobile apps but I find hard to see any app tracking a caller without his GPS being activated. True caller is not working either. Your boss might be playing a fast one on you guys! Even the service providers cannot pin point the precise location of any device without GPS. They can locate an active sim to an area around a particular mast that gives service to the device at a particular time. I don't think your boss has a software or hardware to do that across all the networks. He is not CIA or FBI, is he? It might be a coincidence or simple guess work with your colleaques, or they all collabrate to box you in a spot. If you are using official vehicle it might be that he had a tracker installed. There is no software in any store that can enable your boss hack into the network of the service providers to locate a sim card.
I advise that you try and keep to your work schedule and seek permission if you must move during working hours.

One of the requirements of assuring decency and good governance is the rule that a public employee may not use his official position to unduly acquire wealth and property.  For many years that rule has been observed in the breach.  Of recent, such unwholesome acquisitiveness has assumed gargantuan dimension.  Sadly, in quarters where examples should be set, such rules do not seem to exist.
Last week, this newspaper ran details of an extensive investigation into a case of possible land grabbing in the Federal Capital Territory (FCT) by top political office holders, including President Goodluck Jonathan.
According to the account, residents of six villages in the FCT were forced to abandon their homes and land to pave way for a farm that Jonathan apparently planned to establish. The report revealed documents that showed that the unusually large piece of land, 95.88 hectares, in the Cadastral Zone in an area known as Aviation Village, was allocated to Goodluck Jonathan and his mother, Madam Afeni Eunice, in the name of Ebele Integrated Farms Limited, on March 8, 2012, two days after the company applied for the land, and less than three months after it was incorporated by the Corporate Affairs Commission (CAC).
The newspaper’s probe was launched after a nongovernmental organisation, Purpose Driven Human Initiative, published an adverto-rial suggesting that President Jonathan’s farm project was a reason his administration had been unable to fight corruption. According to the NGO, the president’s farm transaction contravened the Fifth Schedule, Part I (Code of Conduct for Public Officers) of the 1999 Constitution. Section I of the Schedule states, “A public officer shall not put himself in a position where his personal interest conflicts with his duties and responsibilities”. The administration’s tolerance level for corruption is widely acknowledged to be very low, as various indices, including those provided by the global anti-corruption watchdog Transparency International have consistently shown. The FCT Minister, Alhaji Bala Mohammed, was reported to have approved a separate piece of land adjacent to the same area as Jonathan’s, for himself.
The explanations given by President Jonathan’s aides underscored the veracity of the newspaper’s investigation.  A pro-Jonathan New Generation Coalition claimed that the president had not done anything wrong because similar land deals were done by Chief Olusegun Obasanjo when he was president.  The notion that one wrong justifies another is offensive and cannot be applicable in any situation, not least a matter that touches on the provisions of the code of conduct for public officers.
The issue goes beyond a public officer having the authorization to engage in farming. There is, in this instance, a case of conflict of interest and suspected one of breach of the oath of office. While the Constitution does not frown on public office holders engaging in farming, it prohibits them from taking any appointment as directors of companies and other paid employment.
The procedure for allocation, the purpose for which it was allocated and the size of the land and its location raise legal and moral questions for the president. The speed at which the application for the land was processed and approved for the said company in which Jonathan is named as a director gives a reasonable ground for action for a case of abuse of office by both the president and the minister of the FCT.
Moreover, according to officials at the Abuja Geographic Information System (AGIS), no part of Abuja Municipal Area Council, including the Aviation Village, is meant to be used for farming. The Aviation Village is officially part of the Phase 5 of the Federal Capital Citty designed to accommodate aviation company needs including hangers, fuelling, maintenance facilities, housing and hotels, etc, which explains why the land is contiguous with the Nnamdi Azikiwe International Airport, Abuja. Given what is in the Abuja master plan,
farmlands are located outside the city, in places like Kuje Gwagwalada and Kwali. The land allocated to Ebele Integrated Farms Limited is therefore in violation of provisions of Abuja master plan, and title to it should be revoked forthwith.
 The Code of Conduct Bureau should by now be swinging into action and calling those involved to account for breaching their oaths of office.

The House of Representatives said
on Sunday that the Federal
Government’s yearly expenditure
was “over N20tn,” contrary to the
N4.6tn (2014) or N4.3tn (2015)
disclosed to Nigerians as the
country’s annual public budget.
The president had on the 23rd of
February 2015, made the remarks
putting the Annual budget at
between N4.3 trillion and N4.9
trillion yearly. This he did while
defending the allegation by the
Former CBN Governor, Charles
Soludo that N30 trillion had either
been mismanaged or missing.
Its Public Accounts Committee,
which made the disclosure in
Abuja, noted that, an ongoing
examination of the finances of
government and its 601 agencies
showed that the N4.3tn given as the
total spending budget for this year
was a “far cry” from the reality.
The Chairman of the committee,
Mr. Adeola Solomon-Olamilekan,
who spoke on the issue, explained
that, unknown to Nigerians, the
N4.3tn, for example, did not include
the expenditure of many “statutory
and extra-ministerial departments”
of government.
He added that his committee found
out that these other agencies not
captured in the regular budget,
generated and spent their money
as it pleased them without seeking
the approval of the National
Assembly.
The lawmaker put the budget of
these other bodies at over N16tn.
Solomon-Olamilekan explained
further, “The N4.9tn, N4.6tn or
N4.3tn, as the case may be, is the
budget that the whole Nigerians are
listening to but in the true sense of
it, the budget of other statutory and
extra-ministerial departments put
together is about N16tn.
“So, the total overall budget year in
year out is over N20tn, which the
executive arm operates, but nobody
is asking questions as to the
implementation of all these
budgets.
“Nobody is bringing information on
the implementation of all these
budgets; and this is one area
Nigerians need to start asking
questions in order to move this
country forward.”
Solomon-Olamilekan stated that
though the Fiscal Responsibility Act,
2007, made adequate provisions on
how these bodies should be held
accountable, the law was observed
in breach.
He cited the “stifling” of the Office
of the Auditor-General of the
Federation as one of the ways to
shield government agencies from
opening their books to scrutiny.
Solomon-Olamilekan said this was
done by starving the office of funds
“over the years” to a point where it
no longer had the financial power
to effectively audit the accounts of
the implementation agencies of
government and its extra-
ministerial departments.
For instance, he revealed how the
government cut the capital budget
of the AGF’ office from N1.9bn to a
“meagre” N100m in 2015.
The lawmaker said his committee
was at a loss on how the AGF’s
office would audit the accounts of
601 agencies with N100m and the
country’s 144 foreign missions.
The PAC chairman added, “How can
we imagine that the capital budget
of the office of AGF for the year
2015 was reduced from N1.9bn to
N100?
“Can you also imagine an office of
the AGF that has 144 foreign
missions to audit and as we speak,
between 1999 to date, that office
has not audited up to 30 of these
foreign missions while three
quarter of these foreign missions
are also revenue generating
agencies?
“So, there is nobody to audit the
revenue generated and the
expenditure they incur.
“The office of the AGF has been
short-changed and the budget has
been reduced to nothing. As such,
the government of the day is having
a field day to carry out whatever its
wants to do because they know
they have an office that is not
functioning.”
The PAC has also been saddled with
the responsibility of retrieving the
full report on the audit
investigation into the $20bn
reportedly ‘missing’ from the
accounts of the Nigerian National
Petroleum Corporation from the
Minister of Finance, Dr. Ngozi
Okonjo-Iweala.
The House had, in plenary on
Wednesday last week, given the
minister seven days to submit the
full report to the lawmakers.
The president had earlier made the
remarks putting the Anual budget
at between N4.3 trillion and N4.9
trillion yearly, this was as he was
trying to oppose an article that had
been put forward by the former CB
Governor, Charles Soludo.
Jonathan had sought to explain
widespread impression of his
government as being terribly
corrupt, saying such allegations are
often fed by spurious claims made
by notable figures like Mr. Soludo.
“So you’ll see that there is a lot of
politicking about some of the
serious issues. Not too long ago I
read in one of the papers, I think
Vanguard, that former chief
economic adviser to President
Obasanjo who also went to
become a CBN governor… Soludo
is a professor and first class
material. Yes, making a first class
in economics, he is a brilliant
person. His secondary school
records are fantastic. So by all
standards he is a brilliant person.
So the Vanguard wrote that he
accused Ngozi; that N30 trillion
was stolen under the watch of
Ngozi in four years,” the president
said.“Ngozi became a finance
minister, let’s say from 2011 till
date. From that time till now, our
annual budget is between N4.3
trillion and N4.9 trillion. So even if
you put all together, it is about 18
plus trillion naira, and not 30
trillion. The budget for these four
years is less than N20 trillion, but
Soludo said that under Ngozi’s
watch they stole N30 trillion. This
is in the papers, social media,
stored in the clouds and will
continue to be there. And when
you type it in it will come out that
during President Jonathan’s time
they stole N30 trillion.”
But while the president hinged his
explanation on realized budget
figures for Nigeria annually, Mr.
Soludo, in his article, based his N30
trillion claim on funds available to
the government, amounts not
reconciled and what the country
should have earned earn if there
had been quality economic policies.
“Under you as the Minister of
Finance and coordinator of the
economy, the basket of our national
treasury is leaking profusely from
all sides. Just a few illustrations,” he
wrote to the finance minister in
January.
“First, you admit that ‘oil theft’ has
reduced oil output from the
average 2.3 – 2.4 million barrels
per day to 1.95 mpd (meaning that
at least 350,000 to 450,000 barrels
per day are being ‘stolen’). On the
average of 400,000 per day and the
oil prices over the past four years,
it comes to about $60bn ‘stolen’ in
just four years.
“In today’s exchange rate, that is
about N12.6tn. This is at a time of
cessation of crisis in the Niger
Delta and the amnesty
programme. Can you tell Nigerians
how much the amnesty
programme costs, and also the
annual cost for ‘protecting’ the
pipelines and security of oil wells?
And the ‘thieves’ are spirits?
“Second, my earlier article stated
that the minimum forex reserves
should have been at least $90bn
by now and you did not challenge
it. Rather, it is about $30bn,
meaning that gross
mismanagement has denied the
country some $60bn or another
N12.6tn. Now, add the ‘missing’
$20bn from the NNPC. You
promised a forensic audit report
‘soon’, and more than a year later,
the report itself is still ‘missing’.
This is over N4tn, and we don’t
know how much more has ‘missed’
since Sanusi cried out.“How many
trillions of naira were paid for oil
subsidy (unappropriated?)? How
many trillions (in actual fact) have
been ‘lost’ through customs duty
waivers over the last four years?
As coordinator of the economy,
can you tell Nigerians why the
price of Automotive Gas Oil,
popularly called diesel, has still
not come down despite the crash
in global crude oil prices, and how
much is being appropriated by
friends in the process?
“Be honest: Do you really know (as
coordinator and minister of
finance) how many trillions of
naira self- financing government
agencies earn and spend? I have a
long list but let me wait for now. I
do not want to talk about other
‘black pots’ that impinge on
national security.”
Mr. Soludo added, “My estimate,
Madam, is that probably more
than N30tn has either been stolen,
or lost, or unaccounted for, or
simply mismanaged under your
watchful eyes in the past four
years. Since you claimed to be in
charge, Nigerians are right to ask
you to account. Think about what
this amount could mean for the
112 million poor Nigerians, or for
our schools, hospitals, roads,
etc.“Soon, you will start asking the
citizens to pay this or that tax,
while some faceless ‘thieves’ are
pocketing over $40m per day from
oil alone.”
In his interview with ThisDay, the
president said after reading the
former CBN governor’s claims, they
(cabinet members) simply asked
Mrs. Okonjo-Iweala about the
impression of her former
colleagues at the World Bank, about
Mr. Soludo’s charges. He said they
were convinced it was political.
“We asked Ngozi how her
colleagues in the World Bank saw
the accusation and she said they
were laughing and couldn’t believe
it. There are certain things that you
just cannot believe and if that is
coming from somebody considered
to be cerebral like Professor Soludo,
then of course you know what the
ordinary person would say. It is all
political,” the president said.

Yes. I stand to be corrected but its my sincere belief that the crash in global oil price will in the long run turn out to be a blessing for Nigeria. Crude oil now sells for $49 in the international market and my prayers are that it should remain like that for the next ten years. The implications of low crude oil prices for Nigeria are that it will, among other things has the potential to:
1. Reduce our over dependence on the sector,
2. Force us to diversify our economy into manufacturing, refining, agro-allied, other minerals and tourism etc.
3. Create more employment and wealth as a result of point 2 above,
4. Save the creeks and reduce oil pollution and environmental degradation,
5.Reduce corruption as a result of the absence of the ever ready petro dollars.
6. Inject sanity, transparency, probity and accountability into the system.
7. Eliminate oil cartels, and hopefully other cartels, who have held our jugular and our economy to ransom.
8. Force us to explore our talents,blessings and creativity as necessity is the mother of invention.
9. Bring a revolution in governance as only the incorruptible and competent hands may be elected, executive rascality and extravagancy will be reduced as expenses will be pruned by running a very thin government. Our unicameral legislature may be replaced with a unicameral one and legislation will become a voluntary service. No billions for the state and national assemblies to squander.
10. Eliminate or reduce insults from citizens of oil producing states against others,
11. Make the idea of resource control, 'true federalism' and even state police palatable and possible.

Unknown gunmen laid an ambush on the convoy injuring several people. No report of dead yet. This report was personally monitored on Radio Rivers broadcast this morning.

US cybersecurity experts say they have solid evidence that a former employee helped hack Sony Pictures Entertainment’s computer system — and that it was not masterminded by North Korean cyberterrorists.
One leading cybersecurity firm, Norse Corp., said Monday it has narrowed its list of suspects to a group of six people — including at least one Sony veteran with the necessary technical background to carry out the attack, according to reports.
The investigation of the Sony hacking by the private companies stands in stark contrast to the finding of the FBI, which said Dec. 19 its probe traced the hacking — which ended up foiling the planned wide release of the Hollywood studio’s “The Interview” — to North Korea.
Kurt Stammberger, senior vice president at Norse, said he used Sony’s leaked human-resources documents and cross-referenced the data with communications on hacker chat rooms and its own network of Web sensors to determine it was not North Korea behind the hack.
“When the FBI made this announcement, just a few days after the attack was made public, it raised eyebrows in the community because it’s hard to do that kind of an attribution that quickly — it’s almost unheard of,” Stammberger told Bloomberg News in a telephone interview from San Francisco.
“All the leads that we did turn up that had a Korean connection turned out to be dead ends,” he said.
The information found by Norse points to collaboration between an employee or employees terminated in a May restructuring and hackers involved in distributing pirated movies online that have been pursued by Sony, Stammberger told Bloomberg.
The initial demands by the group calling itself Guardians of Peace were extortion, rather than pulling the movie from release, he said.
Stammberger and his team at Norse, which have been looking into the hack since just before Thanksgiving, briefed the FBI on Monday about their findings, according to a separate report.
Stammberger said after the meeting that the FBI was “very open and grateful for our data and assistance” but didn’t share any of its data with Norse, although that was what the company expected, according to the second report, from Politico.com.
The FBI said Monday it is standing behind its assessment, adding that evidence doesn’t support any other explanations.
“The FBI has concluded the Government of North Korea is responsible for the theft and destruction of data on the network of Sony Pictures Entertainment. Attribution to North Korea is based on intelligence from the FBI, the U.S. intelligence community, DHS, foreign partners and the private sector,” a spokeswoman said in a statement, according to Politico. “There is no credible information to indicate that any other individual is responsible for this cyber incident.”
The attackers released private emails, employee salaries and health records of some A-list movie stars.
They’ve been silent since Dec. 16, even as Sony reversed its decision to cancel the release of “The Interview” — a movie that depicts a couple of bumbling Americans recruited by the CIA to assassinate North Korean ruler Kim Jong-un.
While the virus used to attack Sony’s computers was coded in a Korean language environment and is similar to the one that struck South Korean banks and media companies in 2013, that’s not enough to link it to North Korea, Trend Micro, a developer of security software, found, according to Bloomberg.
The malware is available on the black market and can be used without a high level of technical sophistication, according to Trend Micro’s Tokyo-based security evangelist Masayoshi Someya.
It was customized for the company, targeting specific anti-virus software, he said.
“A lot of malware is kind of like a Roomba — it shuffles around the computer network, bumps into furniture and goes in spirals and looks for things kind of randomly,” Stammberger told Bloomberg. “This was much more like a cruise missile.
‘‘This malware had specific server addresses, user IDs, passwords and credentials, it had certificates. This stuff was incredibly targeted. That is a very strong signal that an insider was involved.’’
In addition to Norse’s analysis of Internet forums where perpetrators may have communicated and compiled dates within the malware used, a report from firm Taia Global said a linguistic analysis of the purported hacker messages points to Russian speakers rather than Korean, Politico reported.
CloudFlare principal researcher and DefCon official Marc Rogers wrote that the FBI’s indicators seem to rely on malware that is widely available for purchase and IP addresses easily hijacked by any bad guy, Politico reported.
Errata Security’s Robert Graham also noted to Politico that the hacker underground shares plenty of code, calling the FBI’s evidence “nonsense.”
While there is plenty of doubt about the FBI’s finding, cybersecurity experts said Monday there is a slight chance the feds are correct.
The FBI could have other intelligence that points directly at North Korea — evidence the private companies don’t have and that the FBI is choosing not to release.
Stammberger told Politico that if there is more information out there, it should be released to private cybersecurity firms that are also investigating the attack.

President Jonathan speaking at the ground breaking ceremony at Onitsha in March 2014 said that “as part of our administration’s Transformation Agenda in the road sector, we have set out to construct two very important new bridges, across our Nation’s two great rivers – the River Niger and River Benue.These are the Loko-Oweto Bridge linking Nasarawa and Benue States,which is progressing satisfactorily, and this 2nd Niger Bridge, connecting Anambra and Delta States.” It is worthy to note that the other bridges are being constructed by Jonathan regime without any PPP and without any toll tax on the people of Benue and Nasarrawa States.

This means that all President Ebele Jonathan can do for the Igbos since they gave him unprecedented support since 2010 is to contribute only N30 billion naira while some Shylock consortium raises the rest of the money and milks the Igbo nation for 25 years.

Experts have told me that the bridge is not supposed to cost anything above N50 billion , going by Nigerian standard of cost inflation, including the 11 km access roads. However, this contract cost was doubled overnight to N117 billion naira to justify the financial heist on Ndigbo. The fraudulent construction will cost N117 billion for a 1.5 km bridge while the 1.3 km Lekki-Ikoyi suspension Bridge cost only N29 billion naira. Thus the thieves jerked the cost of constructing the 2nd Niger bridge to 4 times the actual cost just to justify the rape on the over grateful Igbo nation.

Informed sources within Ohanaeze and among Igbo leaders and All Progressive Grand Alliance (APGA) have continued to echo that this 2nd Niger Bridge business venture is actually between Julius Berger, Ebele Jonathan and Peter Obi and that Mr Peter Obi’s 2nd Niger Bridge business venture will yield at least N12 billion naira annually. Reliable sources have revealed that whenever the bridge is finished, all heavy duty vehicles will pay N1000 toll fee while cars and mini buses will pay N500 naira. Tricycles will pay N200 while cyclists will pay N100 naira each time they pass through the bridge.
This criminal toll gate will yield the corrupt business consortium and their secret sponsors about N1 billion monthly. This means that in 4 years, the thieves would have recovered N50 billion which is the actual over-exaggerated cost of constructing (going by the Federal Ministry of Works Corrupt Standard). Going by the Governor Fashola Run Lagos State standard, the bridge will not cost anything above N30 billion naira and thieves will take about two years plus to recover their investments and the rest 22 years will be excess profit.

The financial interpretation of this criminality is that for 25 years with static revenue of N12 billion annually (ignoring the tendencies to increase the toll fee after 2 years) , the thieves will make N300 billion naira turnover with 250 billion naira as profit. This means that their investment is recouped within 4 years and the rest 21 years is profit. If the cost of such offshore long term cost is factored, usually 2.5 -5% per annum, and its future value for 25 years is factored, it cannot get any anywhere near N60 billion naira and yet the financial bandits are bandying N117 billion naira as cost of constructing the bridge.

The implication is that some politicians within the presidency and Anambra State Govt House have done 419 on the Igbo nation and we are all smiling like charmed drunks. If the entire Igbo nation is charmed, I am not. God will definitely disgrace the thieves that want to put the Igbo race into a slavish bondage of paying through the nose for a Niger Bridge when all the rest of Nigeria, from Benue to Kogi , Calabar to Lagos,Maidugeri to Sokoto and all over Nigeria has bridges, dams, silos, roads etc built with Federal Government money while the defeated Biafran Igbos of South East will have theirs built and tolled for 25 years.

For all the support Ndigbo gave Ebele Azikkiwe Jonathan since 2010, a PPP modeled 2nd Niger Bridge is far worse that what Awolowo did when Ojukwu released him from Calabar prison and he promised to declare Oduduwa Republic, but chickened out at the deceptive offer of Gowon. This time around, this disappointment is not from a Soyinka nor Obasajo nor Tinubu, rather it is under the supervision of “our cousin” Ebele Azikiwe Jonathan, and our former Chairman, Board of Trustees of All Progressive Grand Alliance (APGA) ‘Igbo Party” Peter Obi and world acclaimed Igbo Economist Okonjo Iwuala whose economic wisdom failed to notice the injustice and criminality in this transaction.

Condemning the fraud called 2nd Niger Bridge, former governor of Anambra State and serving senator, Dr Chris Ngige said that “The first is that the bridge is being built on a Public Private Partnership(PPP) deal, with overseas financiers. For that reason, the cost of the bridge suffered double inflation, both from the Nigeria end and the financiers who alleged cost of fund.

“The bridge, which should have cost N70 billion is now to cost N114 billion, that was why I told the South-East Senate Caucus that I was not going to be a part of it”. Ngige even got it wrong-the bridge should have cost between N30-N50 billion naira, and factoring cost of funds it should be t around N40-N60 Billion if PPP should be used.

Ohanaeze and all Igbo leaders should condemn this enslavement of Ndigbo through this over-bloated and fraudulent construction of a bridge and must demand immediately the cancellation of this PPP Design, Finance, Build, Operate and Transfer model .

Jonathan led Government should takeover the responsibility for the full construction of that bridge, and settle off the fraudulent consortium. This fraudulent 419 2nd Niger Bridge should be revised for a full scale Federal Government Built arrangement before another scandal erupts.
