The Nigerian National Petroleum Corporation (NNPC) has pledged to strengthen the anti-graft war across its value chain to ensure efficiency and optimisation of resources.
The NNPC Group Managing Director, Dr Maikanti Baru, said this on Thursday in Abuja in a statement signed by Mr Ndu Ughamadu, the corporation’s Group General Manager, Group Public Affairs Department.
Baru was speaking when he received a delegation of Anti-Corruption Academy of Nigeria (ACAN) in his office.
According to Baru, the NNPC, as an entity that supports anti-corruption, has appropriate sanctions against staff found to have flouted established process and procedures.
He said the Corporation would work with the management of ACAN, the research and training department of the Independent Corrupt Practices and other Related Offences Tribunal, ICPC, to sustain its age-long tradition.
”We have retired some members of staff and meted out penalties on others who flouted our process.
”NNPC was the first agency of government to form an in-house anti-corruption committee soon after the proclamation of the ICPC Act.
”This action shows our commitment to transparency and openness in all we do; it also shows our zeal to ensure that our staff imbibe the culture of fighting corruption,” the NNPC boss said.‎
He said that the Corporation’s anti-corruption posture had been accentuated with the monthly publication of NNPC financial and operational report in national newspapers, on the NNPC website and other online news portals.
Baru said that the Corporation was prompt in its remittance of oil and gas revenues into the Federation Account.
He also said that the corporation had embraced the practice of conducting open public bid exercises in sourcing service providers and suppliers for operational requirements.
”These open bid exercises are usually covered live by major television networks in the full glare of representatives of the bidding companies.
“Officials of the Department of Petroleum Resources, the Nigerian Extractive Industries Transparency Initiative, the Nigerian Content Development and Monitoring Board, Civil Society Organisations and independent assessors are always present at such bids.
”The NNPC is undergoing reforms anchored on full activation of the 12 Business Focus Areas, BUFA, with the cardinal philosophy of engendering an efficient first class oil and gas entity with clear-eyed gaze at transparency and accountability,” he said.
In his remark, Prof. Sola Akinrinade, Provost of the Academy, said ACAN was ready to help the Corporation to boost its anti-corruption quotient with apt capacity building sessions for staff and management.

The West African Examination Council on Thursday de-registered 12 schools in Kano and Jigawa states for their alleged involvement in examination malpractices during the 2015/2016 Senior Secondary Certificate Examination.
The branch comptroller of WAEC for Kano/Jigawa zone, Mr. Abayomi Zuberu, who made the disclosure in Kano as part of the activities marking the 65th anniversary of the examination council, noted that the schools were de-registered for two years by the examination body.
According to him, 11 of the sanctioned schools were based in Kano, while one is in Jigawa, adding that eight of them were private schools.
Also, he disclosed that last year alone, not less than 97 schools were issued with warning letters, “due largely to complaints WAEC received about their nefarious activities, which allegedly encouraged examination malpractice.

The Federal High Court, Abuja, on Thursday ordered the remand of Andrew Yakubu, former Group Managing Director, Nigerian National Petroleum Corporation (NNPC), in Kuje Prison, and fixed March 21 for ruling on the bail application.
Yakubu was arraigned by the Economic and Financial Crimes Commission (EFCC) on a six-count charge bordering on non-disclosure of assets and fraud, charges to which he pleaded not guilty.
Yakubu was alleged to have, as “Group Managing Director of NNPC, between 2012 and 2014, within the jurisdiction of this court, with intent to avoid lawful transaction, transported to Kaduna $9.7million and €74,000.’’
He was also accused of failure to disclose the sum of $9.7 million and €74,000 to the EFCC in his asset declaration form, a crime which contravened Section 27 (3) of the EFCC Act.
Counsel to Yakubu, Mr Ahmed Raji (SAN) in applying for bail for his client, prayed the court to admit him to bail either on self-recognition or on liberal terms.
Raji argued that the offences Yakubu was charged with were bailable, adding that he did not wait to be arrested, but surrendered himself to the anti-graft body when he was invited.
The lawyer also urged the court to order an interim release of his international passport to enable him to travel abroad for three weeks to complete a medical procedure he was undergoing before he was invited.
“He suspended the treatment to attend to the EFCC invitation and he needs to go back and complete it so that he can be healthy to stand trial.
“He was about to commence a procedure related to prostate cancer in the United Kingdom and requires further urgent attention.
“I urge the court to consider the fact that he has no prior criminal record and he was invited by the EFCC while abroad and he voluntarily surrendered himself,’’
Raji said that the subject matter of the six-count charge was already in EFCC custody and could not be moved by Yakubu or anyone else.
The prosecuting counsel, Mr Ben Ikani, urged the court to dismiss the application on the grounds that some of the prayers were “putting the cart before the horse.”
“We are talking about an application for bail and not a trip to anywhere. It is our submission that we are not yet where we will talk about the issue of travelling.
“We agree that his health is important, but the EFCC is a 21st-century law enforcement agency and since he has been in our custody, we have been monitoring and taking care of his health.’’
Ikani maintained that the EFCC had the necessary facility to take care of Yakubu’s health, adding that there were good medical facilities in Abuja.
The prosecutor, however, held that in the event that the court was disposed to admitting Yakubu to bail, very stringent conditions should be applied to compel him to attend his trial.
The judge, Justice Ahmed Mohammed, adjourned the case till March 21 to rule on the bail application.
The News Agency of Nigeria (NAN) reports that the EFCC raided Yakubu’s house in Kaduna and recovered the sum of $9,772,800 and another £74,000.
Yakubu was subsequently invited by the anti-graft agency and detained. He filed an N1 billion suit against the EFCC, claiming damages and compensation for violation‎ of his fundamental human rights, a suit still pending in court.

The Police in Bauchi have arrested two teachers of a Primary School in Dutsen Tanshi area of Bauchi, the Bauchi state capital for raping their six-year-old pupil.
The Commissioner of Police, Bauchi state Command, Garba Umar, disclosed this while giving the scorecard of the command in stemming the tide of kidnapping, rape and armed robbery at a Press Conference in his office on Thursday, in Bauchi.
He said the suspects, Sani Abubakar, 39, and Usman Hassan, 33, both of Dutsen Tanshi, were arrested on March 8th, 2017 at about 9:00 am for having carnal knowledge of the minor.
Umar said, “The suspects lured a six-year-old girl and had unlawful carnal knowledge with her at a Primary School in Dutsen Tanshi.
“Unfortunately, two of the suspects are the victim’s teachers at the same Primary School.’’
Similarly, Police detectives attached to Burra Division, on 12th March, 2017, arrested a 20-year-old man of Magani Ward in Burra town in Ningi Local Government Area of Bauchi State for raping his 4-year-old relative.
CP Garba Umar said the victim was rushed to the Burra General Hospital for medical examination.
He said the Command also arrested three suspected kidnappers for kidnapping-related offences in Ganjuwa local government are of Bauchi State.
Umar informed newsmen that on 13 March 2017, following intelligence report, Police detectives attached to command anti-kidnapping unit, arrested two hoodlums, Umar Yusuf, Male, 30, of Jibin village in Ganjuwa LGA of Bauchi State and Mustapha Abbas, Male, 25, of the same address.
He said, “The suspects conspired and stormed the residence of one Ahmadu Dadin of Jibin village with offensive weapons, beat him and his family members and demanded a ransom of N500, 000.00, or they will come back and kidnap his entire family members.
He said, “Discreet investigation led to the arrest of the syndicate and they have all confessed to the crime. Suspects will soon be charged to court as soon as investigation is concluded.’’
The Police Boss said several incriminating items were recovered from them.
He further said that the Command’s anti-kidnapping unit, on 12th March 2017, arrested Abubakar Mohammed, male 33 of Baya in Ganjuwa LGA of the state.
According to him, the suspect conspired with two others now at large and kidnapped one Alhaji Yahaya Rabiu, male, 40, of Baya village and took him to Buzum forest in Ganjuwa LGA.
He said, “Hostage was released after paying a ransom of N700, 000.00.”
Umar said the suspect voluntarily confessed to the crime and would be charged to court after the investigation is concluded.

The chairman of the caretaker committee of the People’s Democratic Party (PDP), Senator Ahmed Makarfi, has accused the party’s national chairman, Alhaji Ali Modu Sheriff, of frustrating the party’s peace process.
Makarfi, who made the accusation in Abuja on Wednesday while meeting some Northern leaders of the PDP, said Sheriff reneged on a proposal by former President Goodluck Jonathan.
He told the gathering that Sheriff refused to abide by an arrangement where both of them would resign their positions.
He also blamed the Bayelsa State Governor, Seriake Dickson, for presenting a convention report to Sheriff without consultation.
Said he, “When Dickson came to meet me on his committee’s report, I told him, you are one of the governors that met with former president Goodluck Jonathan and he spelt out the proposal of peace plan which he communicated to the National Assembly caucus, communicated to us (caretaker committee) and other organs of the party.
“And I asked him, are you now removing yourself from that? Why didn’t you table what you have before your colleagues? I also asked him whether he had taken pains to read the Port Harcourt Appeal Court judgement and he said no.
“That judgement is based on two premises which we did not accept. The first premise, which we did not accept in our appeal to the Supreme Court, that the tenure of three members of the NWC will expire in august this year and 18 will expire in July 2018.
“If you now propose to hold convention in June, what are you going to achieve? How will the June convention is different from last year’s in Port Harcourt and he said he didn’t think about that.
“And if he didn’t think about it, he shouldn’t do anything that will go against court of appeal judgment. What that judgement stipulates is a return to a status quo ante. What the court means is that all the national officers before May 21 must return to office. What Sheriff is doing is against the judgement, all his actions run foul against the judgement.
“The proposal on the way forward is to revert to the status quo as pronounced by the court of appeal. This is what I told Dickson, that he should go back to his colleagues governors and other organs of the party to clear the issue. As far as we are concerned, the caretaker committee has no position other than what the organs of the party.
“President Jonathan, after meeting with the governors, at about 1 am, called me and told me about the resolution they have reached, which he said will be forwarded to the NASS causus and other organs of the party as part of political solution. Some of the resolution is that the judgement of appeal court must be respected to prevent anybody from coming tomorrow to rubbish the party with litigation.
“Again, having reverted to the status quo, everybody will now formally resign. If everybody will resign, then the solicitors of the organs of the party will now sit down and look at all the legal issues involved and then draw up a MoU that will serve as settlement of parties. This will be deposited at the Supreme Court as the settlement of the crisis.
“Even if this is not provided in the constitution of the party, INEC is going to accept it and no one is going to rubbish PDP on that.
“In response, I told the former president that the caretaker committee has nothing against his proposal but that it will be presented before the organs and if accepted, the caretaker committee will stand by it.
“Former President Jonathan said he told Sheriff to go and consult and after his reply, he will get back to him. Uptill now he has not gotten back to him. What it means is that perhaps, he did not get positive response from Sheriff.”

In order to prevent another collapsed building in Lagos State, the government, yesterday, ordered ‘stop work’ on about 50 new set of structures being built by Lekki Gardens. Aside halting construction works at the site of Lekki Gardens Phase 3, the government has summoned the management of the firm to present evidences of approval for the buildings. The state government further accused Lekki Gardens of allegedly encroaching on the land earlier reserved for ‘green environment’, just as it said that the buildings were beyond number of floors approved by the Lagos State Physical Planning Permit Authority, LASPPPA and Lagos State Building Control Agency, LASBCA. Speaking after an inspection tour of the buildings located at the Lekki-Epe axis, the LASPPPA General Manager, Mr Remi Oni-Orisan said that most buildings found on the estate belonging to Lekki Garden were built in contravention of approved plans.

A former Attorney General of the Federation (AGF) and Minister for Justice, Mohammed Bello Adoke (SAN), has again faulted the decision of the Economic and Financial Crimes Commission (EFCC) to prosecute him and others for resolving the ownership disputes of the Oil Prospecting Licence 245 between the federal government, Shell Nigeria Ultra Deep and Malabu Oil and Gas Limited.
In a letter he wrote to the incumbent AGF and Minister for Justice, Abubakar Malami (SAN), Adoke said three past presidents namely: Olusegun Obasanjo, Umaru Yar’Adua and Goodluck Jonathan, approved the settlement arrangement that culminated in the final settlement of the protracted dispute.
The former minister also expressed regret that the EFCC had allowed itself to be used by the late Sani Abacha’s family to pursue personal interest instead of national interest for which the commission was established.
He wondered why the Abacha’s family had refused to go to court if truly the family’s interest was adversely affected by the settlement agreement.
The former AGF described as spurious and malicious, the charges filed against him and other individuals and companies, demanding that Malami should speak out on the issue since his office has all the facts.
Adoke said: “Recent actions of the EFCC to impugn the settlement which was done in the national interest, particularly their penchant to suppress facts relating to the transaction and the filing of criminal charges against me for conspiracy and aiding the commission of money laundering offence and the latest allegations of bribe taking, have revealed very clearly that either your office and that of the EFCC are not working in harmony or that something sinister is going on.
“Having given you the benefit of the doubt that you would not sponsor deliberate falsehood against me, my suspicion is that there is an orchestrated plot by the EFCC to deliberately impugn a transaction that has been scrutinised and approved by at least three past presidents and three AGFs; drag my name in the mud and paint me with the tar of corruption in order to attract public odium.
“As the Chief Law Officer of the Federation, you have a public duty to speak on this matter so that Nigerians would know whether I acted mala fide or abused my office in the entire transaction leading to the final implementation of the settlement. Nigerians need to know whether your predecessors in office from 2006 to May 2015 acted in the national interest when they brokered and implemented the settlement.
“It will also be instructive for Nigerians to know whether your predecessors were carrying out their personal agenda or that their respective actions were carried out with the knowledge and approval of their respective principals.
“I believe it is your responsibility to explain to the public who are being sold a fiction that the transaction started from President Obasanjo, under whose administration the Terms of Settlement were brokered with Chief Bayo Ojo (SAN), as the then AGF who executed the Terms of Settlement before the tenure of President Jonathan, who approved the final implementation of the Terms of Settlement and my humble self who executed the resolution agreements. This is more so as the settlement and its implementation were situated in the Federal Ministry of Justice.
“Honourable Attorney General of the Federation, your response is crucial because it has become glaring that the actions of the EFCC in respect of the transaction are not in the national interest, but rather in furtherance of a plot to serve the interests of some powerful families and individuals who are aggrieved by my refusal to accede to their requests to compel Malabu to pay them certain amount from the proceeds of its divestment in OPL 245, and the subsequent re-allocation of the oil block to Shell/Eni. You will recall that I had on several occasions asserted this fact. I am therefore surprised that a national institution is being used to further the interest of individuals whose claim or shareholding in Malabu remains shady, and prefer to engage proxies to fight their battles.
“The pertinent questions that must be asked are: Why are these powerful families and individuals reluctant to litigate their dispute in the law courts if they are confident about their legal claims to the Shares of Malabu? Why are they intent on using state actors and institutions for their private benefits? Where were they when Malabu was negotiating with the federal government from 2006 to 2011 when the settlement was finally implemented? Honourable Attorney General, you will be doing Nigerians a great favour by asking the EFCC, the Abacha’s family and other powerful individuals involved to answer these important questions.”
After chronicling how the dispute over OPL 245 started and efforts by successive administration to get it resolved, Adoke said: “It is therefore quite evident from the foregoing that the role played by the federal government, its agencies and officials in relation to block 245 was essentially that of facilitator of the resolution of a long standing dispute between Malabu and SNUD over the ownership and right to operate block 245. At all times, material to the resolution of the dispute, the federal government was not aware of any subsisting third-party interest in Malabu’s claim to OPL 245 and neither did any person or company apply to be joined in the negotiations as an interested party.”
According to him, the resolution of the lingering dispute over block 245 was in furtherance of government’s demonstrable commitment to attract investment in the oil and gas sector of the economy, and encourage genuine investors (local and foreign) by creating the enabling environment for their business to thrive.

He said: “The Office of the Attorney General of the Federation superintended over the process to ensure that the implementation was holistic by ensuring that the requisite Presidential Approvals were sought and obtained; that all the relevant Ministries, Departments and Agencies (MDAs) such the Ministry of Petroleum Resources, Ministry of Finance, the Department of Petroleum Resources (DPR) and the Nigerian National Petroleum Corporation (NNPC) were involved in the resolution and final implementation of the settlement; that the relevant agreements such as OPL 245 Resolution and Re-allocation Agreements were duly executed by line Ministries and Departments; that the signature bonus was duly paid to the federal government as required by law, and finally that disbursements from the escrow account were jointly approved by the federal government and SNUD.”
The former minister of justice demanded to know where he went wrong for EFCC to single him out for prosecution.
He also asked the incumbent AGF to consider the effect of section 5 of the Constitution of the Federal Republic of Nigeria, 1999, as amended, with respect to the vesting of all the executive powers of the federation in the president to exercise by himself and/or through his ministers and appointees.
Adoke asked: “What is the effect of section 5 of the Constitution on persons who act pursuant to lawful presidential approvals? This is more so as two out of the three presidents that had the opportunity to scrutinise this settlement (Presidents Obasanjo and Jonathan) are alive. Have they disowned the settlement? Has our predecessor in office, Chief Ojo, distanced himself from the settlement he brokered? Have the Ministers of Petroleum Resources and Finance at the time of implementation of the settlement (Mrs. Diezani Allison-Madueke and Dr. Olusegun Aganga respectively) disowned the settlement or their signatures?
“It is my respectful view that Nigerians deserve answers to these questions as it will help them and myself to understand the actions and the machinations of the EFCC masquerading to be acting in the national interest while surreptitiously deploying state resources and machinery to promote the personal agenda of their cohorts.”
He also appealed to the justice minister to be mindful of his “overarching powers over public prosecution and the need to ensure that state institutions do not become persecutors or instruments in the hands of those pursing personal vendetta.”
According to him, the constitution and the traditions of the legal profession demand that the AGF oversight over public prosecution.
“Consequently, if you find that I had breached my Oath of Office or abused my office, please do not hesitate to bring me to justice.
“However, if it is the contrary, as I strongly believe that certain individuals who had vowed to settle scores with me are now being aided by state institutions such as the EFCC, I deserve protection from these unwarranted attacks and dehumanising treatment that I am being subjected to merely because I chose to serve my fatherland,” he added.
The former AGF also explained that the Terms of Settlement encapsulating details of the settlement between the Federal Government of Nigeria and Malabu Oil and Gas Limited (Malabu) was executed on November 30, 2006.
He said the Terms of Settlement, which was later reduced into a Consent Judgment of the Federal High Court; Abuja was brokered by a former AGF Ojo, and signed on behalf of the federal government by the then Minister of State for Petroleum Resources, Dr. Edmund Daukoru, during the administration of President Obasanjo.
Adoke said when he assumed office on April 10, 2010, he inherited a Consent Judgment, which had undergone the scrutiny of three presidents and Attorneys General.
He said he was therefore restricted to the implementation of the settlement as the issue of ownership of OPL 245 had already been resolved in favour of Malabu by the Terms of Settlement on November 30, 2006, and the Consent Judgment of the federal high court Abuja.
Adoke said he also inherited an on-going Investor/State Arbitration at the International Centre for the Settlement of Investment Dispute (ICSID) in which SNUD had initiated arbitral proceedings against the federal government claiming damages in excess of $2 billion for taking back OPL 245 re-awarded to them when Malabu’s title was initially revoked by the government. SNUD’s claims were also premised on the fact that they had substantially de-risked the block.
He recalled that in furtherance of the Indigenous Exploration Programme Policy introduced by the federal government in the early 1990s to encourage effective development of indigenous capability in the upstream sector of the oil industry, Malabu and other indigenous oil and gas companies were allocated oil blocks which they were expected to develop in partnership with international oil companies as technical partners.
The former AGF stated that Malabu was allocated OPL 245 in April 1998 and in accordance with the terms of the grant; it appointed SNUD as its technical partner.
The two companies, according to him, executed relevant agreements, including a Joint Operation Agreement in 2001. Records indicate that SNUD took 40 per cent participating interests in the venture in a farm-in-agreement, and also signed agreement with Malabu as its technical partner for the venture, Adoke added.
He said: “Although, Malabu was issued a licence for block 245 in April 2001, the same licence was subsequently revoked by the federal government on July 2, 2001. Exxon-Mobil and Shell were invited in April 2002 to bid for OPL 245 despite subsisting contractual agreements between Malabu and SNUD with respect to OPL 245. Malabu was dissatisfied with the revocation and contended that the circumstances leading to the revocation of its licence on block 245 was less than transparent and smacked of inducement and connivance from SNUD, its technical partner.
“Malabu also contended that the subsequent re-award of OPL 245 to SNUD by the federal government was done under questionable circumstances. It then petitioned the House of Representatives Committee on Petroleum to look into the matter. It is apposite to note that the House of Representatives Committee on Petroleum found no rational basis for the revocation and reprimanded Shell for its complicity. The Committee also directed the federal government to withdraw the re-award it made to Shell and return OPL 245 to Malabu, the original allotee of the block

Family of incarcerated leader of the Indigenous People of Biafra, IPOB, Nnamdi Kanu, has raised alarm over alleged plot by prison wardens and the Department of State Services, DSS, to kill Kanu in prison.
The family alleged that Kanu was prevented from receiving visitors because the prison wardens were plotting to hatch their plans without anyone knowing.
In a petitioned to the United States government, the European Union and Amnesty International, the family claimed Kanu was being subjected to humiliation by prisons authorities and the officials of the DSS.
The petition signed by Emmanuel Kanu urged the international bodies to intervene in securing the release of their son.
The statement reads partly, “We observed with great dismay the conspiracy by the DSS and the prison authorities through their prison wardens to stop Nnamdi Kanu from receiving visitors in Kuje prison, Abuja.

“Nevertheless, we observed that the security agents and prison authorities, through the prison wardens, are planning to eliminate Nnamdi Kanu without anybody knowing when it will happen, that is why they are making sure nobody visits him again.
“In line with this, we are calling on the international community, USA, EU, Amnesty International, Human Right Watch, men and women of good conscience and other relevant human rights organisations around the globe to caution the Federal Government of Nigeria and its security agents to stop their barbaric attitude towards our brother, Kanu.

Ms. Faithfulness Kennedy, Nigeria’s Miss Tourism and South-south Queen, 2016, has narrated a near death experience she allegedly had aboard a flight yesterday.
Faithfulness revealed that she was on the flight bound when it started raining heavily and it suddenly became dark and cloudy, thus making it difficult for the pilot to see clearly. She revealed the flight which was meant to take about 45minutes to Lagos took them about 2 hours 30 minutes.

It started raining heavily … and suddenly became dark and cloudy.. the pilot couldn’t see again .. the speed increased, the turbulence worsened .. the plane began to shake .. heavily .. we went up high.. came down, went up again. For exactly 10times… the plane almost turned 360 it’s just God I didn’t know when I started crying .. I almost turned on my phone to tell my mum that is time for me to die.. but I realized it will worsen the situation.. so I prayed in my heart and this was my prayer..
“Lord you know I’m destined for greatness, you said in Jeremiah that the thoughts you have of me are good and not evil, is this how u meant it?, if truly I have an unfinished business on earth and I’m going to be a great person don’t all this plane crash”.
I closed my eyes so tight with tears the pregnant woman beside me said she feels her baby is coming out.. I got scared and I told her not to panic too much … finally with the whole speed and all the traumas, we got to Lagos .. after 2hours 30minutes… on my knees I say God thank You”.

President of the Senate, Dr. Bukola Saraki, on Friday, said he received the news of the death of the former military governor of the defunct Midwestern State, Brig.-Gen. Samuel Ogbemudia, with shock.
In a statement by his Special Adviser on Media and Publicity, Mr. Yusuph Olaniyonu, Saraki described Ogbemudia’s death as a colossal loss to the country, “especially coming at a time Nigerians are still mourning the demise of another elder statesman and former governor of the defunct Western State, Gen. Adeyinka Adebayo.The Senate President commiserated with the Ogbemudia family, the government and people of Edo and Delta states as well as Nigerians in general over the incident.
He noted that Ogbemudia’s death had robbed the entire country of an intelligent officer, dynamic administrator, focused gentleman and a leader par excellence, who served his country and people meritoriously.
“Ogbemudia was a man of the people. His humility and courage stood him shoulder high above many of his contemporaries. We shall all miss him,” Saraki said.

A 34-year-old man, Isaac Sackey, has surrendered himself to the Police after stabbing a Nigerian lady to death and locking her up at his Spintex residence in Accra.

The suspect inflicted knife wounds on the thighs and stomach of the lady whose name is only given as Tina. The police report says an argument ensued between the two when the lady took one hundred and fifty cedis from the suspect after they had sex together overnight.
She is said to have threatened to stab Isaac, but rather ended up being stabbed with her own knife. Isaac is said to be a psychiatric patient.
The Accra Regional Police PRO, ASP Effia Tenge, who confirmed the incident to Citi News, said, “just around 2:00am, we had a gentleman who surrendered himself to the police. He gave his name as Isaac Sackey, a 34-year-old man.
According to him, he stabbed a lady to death in his room and locked her up. We escorted him to the said room and we found this lady in a pool of blood with knife wounds on her tummy and tighs so we had to get him arrested so we start with interrogations.”
She added that “the body has been deposited at the Police morgue. But according to the gentleman, he met the lady on the Spintex road, he bought drinks for her.
She is believed to be a sex worker so they went to his apartment, a single room in a compound house where they had an engagement.
After that, the lady took GH¢150 and an argument ensued between the two of them which led to a confrontation.
The lady took a knife and wanted to stab him, but he quickly overpowered her and rather stabbed her.” “He went to the Accra psychiatric hospital to report the incident, but was made to understand that he had to report to the police.”
According to ASP Effia Tenge, the deceased, a Nigerian, is believed to be in her 30s. She said efforts to get persons who can identify the deceased have proven futile.

Former military head of state Ibrahim Babangida (IBB) has said that the Peoples Democratic Party can rule for 60 years “provided it can put its house in order”.
Babaginda made this known on Saturday, March 11, when he received leaders of the party at his Hilltop mansion in Minna, Niger state capital.
According to him, PDP is the only political party, whose presence had been felt, known and accepted by the people, NAN reports.
He said: “PDP’s presence is felt not only in Abuja or Lagos, but down to the lowest level,” he saidIf you go to the grassroots, the ordinary man will talk about PDP; that is the asset the party has and should use to spring back to reckoning.
“Already, it is accepted and known. All you have to do is work harder and try to convince the people back to your fold.”
The former military president also re-echoed his support for a two-party system, and declared that it was the best option toward deepening democracy.
He said: “Gradually, my earlier suggestion about the practice of a two-party system is gradually coming to the fore in the country.
“In 1999, when I was advocating for a two-party system, some of my colleagues had their doubts, but I told them that it provides a choice, which is the first essence of democracy.”
Earlier, Jerry Gana, head of the delegation, described Babangida as “a visionary leader, who read the future and advocated a two-party system long ago”.
Gana also urged the ruling All Progressives Congress (APC) to allow opposition political parties to always voice their opinion on issues.
He advised the APC to allow rival parties to develop so as to offer Nigerians other options“at all times”.
“The presence of opposition is key to democratic growth; we must allow Nigerians to listen to the other side,” he said.
Gana was accompanied by Alhaji Aminu Wali, Chief Raymond Dokpesi, Chief Tom Ikimi, Mr Emeka Ihedioha, Prof’. Rufai Alkali and former Niger governor, Dr. Babangida Aliyu.

The state government-owned Imo Air has commenced recruitment of Imo State indigenes to occupy various positions in the airline as promised by Governor Rochas Okorocha in January.

The airline, launched in January 20, is currently operated by Dana Air.

During the interview which commenced in the first week of February, over 400 Imo indigenes participated in the recruitment process just as the airline prepares to hit the ground running with several initiatives aimed at ensuring effective service delivery in the state and the South East at large.

The Accountable Manager for the airline, Obi Mbanzuo, said “we have commenced recruitment of Imo State indigenes to occupy various positions in the airline and the process will be in batches.

“We intend keeping to the promise of the governor and at the same time; we are trying not to over bloat our workforce. As you may be aware, Dana Air was selected to manage Imo Air as a result of our consistency, on-time performance, world-class in-flight service, and shrewd managerial style and we intend sticking to this style just so we can match-up to the operational challenges in the industry.’’

“Definitely, all qualified candidates will be absorbed and as an airline committed to giving back to the society; we are already looking at other areas to impact and contribute our quota to increasing the traffic into Imo State, to make the state an investment and tourism hub in the south east.’’

Governor Okorocha while reacting to the news of the recruitment said “the exercise is just a confirmation of the promises we made during the launch of Imo Air. I am happy about this, as people thought we were joking about this well thought-out idea.

”The truth is, we want people to visit Imo State for both business and pleasure and going into an airline business was just a perfect business decision, considering that Imo State is the fastest developing city in Nigeria at the moment. And as you know, tourism and aviation are a perfect combination, one cannot work without the other.”

Lagos State Governor, Mr Akinwunmi Ambode, on Wednesday said his administration’s plan to carry out a total reconstruction of the International Airport Road from Oshodi was being frustrated by the Federal Ministry of Works.
Governor Ambode, who spoke to Government House Correspondents at the Lagos House, shortly after carrying out an extensive inspection of some critical projects in the state, said Muritala Muhammed International Airport Road required immediate attention.
He said the State Government has a design for the reconstruction of the road as well as the funds to embark on the project but the Federal Government was yet to grant approval.
He said, “The road linking Oshodi to the International Airport, you would all agree with me is a national embarrassment. In the spirit of the regeneration and urbanisation that this administration has set out to achieve, we believe strongly that the image that is exhumed by the decadence of that road must be repaired and we took it upon ourselves to appropriate the 2017 budget that the House of Assembly should approve the total reconstruction of the Airport Road from Oshodi to the International Airport.
“The State currently has a design of 10 lanes to come from Oshodi to the International Airport with interchange and flyover that would drop you towards the Local Airport. The contractor is already set to go and everything as I said has been completed and we already have the cash, but alas we are having challenges with the Federal Ministry of Works and Housing. This is a Federal and not a State road. The Federal Ministry of Works believes that they should do the road, but they have not been able to do it all these years past.”
He lamented that despite the fact that the FG was indebted to the State to the tune of N51bn, which was spent on repairing Federal roads over the years, the LASG’s effort to transform the Airport Road to world class standard was being frustrated.
Governor Ambode said if given the approval, his administration was ready to hit the ground running and begin construction of the Airport Road within two weeks and finish same within a period of six months.
Besides, the Governor also implored the Federal Government to avail the State of the N2bn appropriated for the Airport Road in the 2017 National Budget to carry out the project.
He said, “I just want to remind Lagosians that prior to my becoming Governor, the Federal Ministry of Works has been owing Lagos State a total of N51bn as reimbursement for reconstruction that was carried out by the State Government on federal roads in the State.
“So obviously, what we are asking for is that whatever it is that we are asking for, it can never be up to the N51bn that they are owing us.
“I just want to appeal to the Federal Ministry of Works, to let go or reimburse us with whatever it is that they are owing us and even if they are not willing to pay us now, we have the money to do it. It is a national disgrace and we would not be part of it. We would like to do it as part of the celebration of Lagos at 50.”

Below are excerpts from the chat;
During the unveiling of housemates, you came across as a very strong character, and many people believed you would go all the way in the competition. At what point did you realise that the game might have been over for you?
At the point when Soma left. Because I was going along with Soma who was my first target and I achieved that goal. When I saw that Soma actually left, I felt like the house will be awkward for me to be in but I just had to stay strong and make sure I target them all.
You went in with a mixed strategy, you played the game by getting a love interest very early in the game. Aside from there being an attraction (as you have admitted Soma is a fine guy), would you say he was an easy target for you, and your own way of sustaining yourself in the house?
My strategy was to be controversial and hilarious. Soma was very very easy, he was so easy! like extremely easy. He was so easy for me to kiss and put down in a second. Also, in the house, I had a thing like I had to do a 2 in 1 with Soma and Miyonse. I had to use one stone to kill two birds.
Were you really genuinely attracted to anyone in the house?
I was attracted to John. I kind of liked John so much. I was moving close to John but he had his crazy ways that I was trying to add to my own plan. So it wasn’t easy to chase that.
You’ve been out for a few days now. Have you been in personal contact with Soma? Perhaps for drinks, dinner or just to hang out?
First of all Soma is not my kind of guy. There is no lunch date, dinner date, nothing like that outside the house with anyone. I am just dedicated and married to my business. Right about now, its all about the money.
The incident about your comments in the house with regards Banky W and Falz was a huge talking point. You have cleared the air on what you meant, offered adequate apologies and explained that it was all part of the game. Would you say that the comments you made were used by the public against you to get you out of the house?
I would say that part of it actually got me out of the house and part of it was also the accent. I was massively misunderstood. Normally you don’t judge people, you get to know the person well enough before making decisions on their characters. So I think I was quite judged and the Banky W and Falz drama, I was completely misunderstood. There is this appearance celebrities have on TV and in reality they don’t match up. So I had to ask to make sure who they were.
Looking back on your time in the house, who would you call the slippery snake, who would you call the content one, and who would you call the master strategist?
I would say Bisola Uriel and Tboz is the slippery snake. The master strategist would be Thin Tall Tony…TBH I don’t know, I would say everyone brought their “A” game and we all also over played the game at the same time.
Now you are out of the house, everyone knows who Gifty is. We know about your ambitions to be a great, recognisable actress. Do you have any plans of settling down and starting a family sometime soon?
Of course who no like better thing now. I would love to get married, have kids of my own and be successful. But for now, I would say I want to build that foundation first. I want my husband to be proud of me. I don’t want to depend on anybody, I don’t want to ask him for airtime, for sanitary pad, I want to be able to afford all those things first. And then if marriage comes after that, I am open.

The operatives of the Lagos State Task Force have arrested four notorious criminals and recovered a snatched laptop from them at under the bridge in Oshodi, Lagos, Southwest Nigeria.
The Chairman of the Lagos State Task Force, SP Olayinka Egbeyemi said the hoodlums were arrested by the monitoring team of the agency who were strategically positioned around Oshodi.
Egbeyemi disclosed further that the criminals specialised in dispossessing innocent citizens of their valuables such as phones, laptops, necklaces, wrist-watches, and ear-rings.
According to him, the hoodlums were arrested immediately they snatched a laptop from a woman who simply identified herself as Mrs. Adebambo due to security reasons at under bridge, Oshodi.
The woman who identified herself as Mrs Adebambo said “Immediately my laptop bag was snatched from me, Lagos Task Force officers chased the criminals, got them arrested and recovered my laptop for me”
However, Egbeyemi confirmed that the Lagos State Commissioner of Police, Mr Fatai Owoseni had directed that the four arrested criminals be charged to court immediately.
The arrested criminals include; Ojo Olaomo (21yrs), Ola Akinwunmi (25yrs), Okiki Nurudeen (22yrs) and Mr. Damilare Balogun (20yrs).

They stated further in the letter that they were “deeply concerned that the continued harassment, intimidation, extortion, unlawful detention, and cruel, inhuman, and degrading treatment of People Living With Disabilities, PWLDs at the Lagos State Rehabilitation Centre, Majidun is inconsistent with these public commitments of your Administration.”

Jei then urged the Governor to order the immediate and unconditional release of all PLWDs currently being detained “unlawfully at the Lagos State Rehabilitation Centre, Majidun as well as payment of compensation to the relations of persons, who died due to the condition of the Centre and to PWLDs previously unlawfully detained at the Centre.”

Also in a statement, the Physically Challenged Empowerment Initiatives, PCEI, Nigeria condemned the alleged dehumanization of their members by the Lagos State Government.

They alleged that last year alone, they recorded six deaths due to the condition in which people are detained at Majidun-Owotu.

“One young man, who was unlawfully detained for 16 months was released, when he had grown too weak to walk, and less than a week after his release, died of suspected tuberculosis. Another young mother, who was nine months pregnant, when arrested had no option but to put to bed inside the cell aided only by her cellmates; her baby contracted neonatal tetanus due to being born in unsanitary conditions and died several weeks later,” they said.

They demanded the closure of Majidun-Owutu “Rehabilitation Centre “as a place of detention for PWLDs and the immediate release of “all persons unlawfully detained,” and the immediate suspension of enforcement and subsequent repeal of Section 166 (1) of the Criminal Law of Lagos State that criminalizes ordinary street begging amongst others.

Addressing the protesters, a member of the state house of Assembly, Adefunmilayo Tejuosho, who stood in for the Speaker of the House, Mudashiru Obasa, promised them that the House would look into the matter and get back to them in due course.

She assured them that the state government was committed to inclusive governance and had several programmes to empower the physically challenged.

Three people were feared dead while three others were said to have sustained varying degrees of injuries following a gun duel at Bode-Saadu in the Moro Local Government Area of Kwara State between officers of the Nigeria Customs Service and suspected smugglers. An eyewitness told our correspondent on Tuesday that the smugglers who specialise in importing fairly used vehicles popularly called ‘Tokunbo’ were coming through illegal route from Cotonou, Benin Republic when they sighted the customs officials who had laid ambush for them. The car dealers were said to have sped off to escape arrest by the customs officials while the law enforcement agents pursued them. The source, who pleaded anonymity alleged that the Custom officials opened fire on the fleeing smugglers, who were said to have retaliated. He added that three persons were hit by bullets while three others sustained serious injuries. The Kwara State Police Public Relations Officer, Mr Ajayi Okasanmi confirmed clash between the Customs officials and smugglers. According to him, no arrest had been made over the clash.

A Deputy Superintendent of Police (DSP), Aaron Sunday, serving with Kpakungu Division, Minna, has been killed by suspected hoodlums in Barkin-Sale area, Niger State.
The Niger Police Command on Saturday confirmed the killing through its Public Relations Officer, ASP Bala Elkana.
Elkana said the killing occurred at about 6pm on Friday when the deceased was performing his official duty.
Elkana said that over 13 suspects had been arrested in connection with the incident, adding that the arrested suspects would help police to fish out the rest of the hoodlums.
He said that the command had declared war on hoodlums in Minna, and urged parents to advise their wards to desist from taking the law into their hands.
“Any youth caught in the act will be made to face the law; it is high time we stop the madness,’’ he said.
The remains of late Sunday have been deposited at the Minna General Hospital morgue.
The PPRO said that the incident occurred few weeks after late Sunday was promoted to the rank of DSP and was the Divisional Crime Officer (DCO) at Kpakungu Division in Minna.
Eyewitnesses who spoke to journalists but pleaded anonymity, said that late Sunday led a police team to quell a disturbance by some suspected hoodlums who invaded a wedding party at Barkin-Sale, when the incident occurred.
He said that someone sent a distress call to the police that some area boys, intoxicated with Indian Hemp and other dangerous drugs, were harassing innocent people at the venue of the wedding party.
The eyewitness said that while the police team was trying to ensure law and order, one of the boys reportedly axed the DSP from behind.
He said that the police officer fell in the pool of his blood and died before reaching the hospital.

Gov. Akinwunmi Ambode of Lagos State on Saturday advised security officers to be friendly with residents in their host communities, being the primary source of intelligence gathering.
Ambode, who was represented by his Deputy, Dr Idiat Adebule, gave the advice at the Passing Out Parade of Cadet Officers Basic Course 29/2016 of the Department of State Services Academy, Ojo, Lagos.
He also urged them to be diligent, disciplined and dedicated to the responsibility of ensuring the security of lives and property.
“The constitution makes security a direct responsibility of government.
“The training and retraining of security personnel are part of government strategies to equip security officers with knowledge and skill to discharge their duties.
“The state government will continue to support our security agencies with equipment and facilities to enhance their performances in ensuring security for all,” he said.
Ambode urged the graduating cadets to be guided by the rule of law at all times.
In his address, the Chief of Air Staff, Air Marshal Sadique Abubakar, said the threats posed by insurgents had challenged the human capital and other resources of the nation.
Abubakar said the Nigerian Air Force would continue to maintain a healthy working relationship with the DSS to achieve a strong security architecture to contain the security challenges facing the nation.
”The training of these fresh minds will boost the security system of the country.
”I have no doubt in my mind that their contributions to national service will be seen and appreciated in no distant time,” he said.
The Director-General of State Services, Alhaji Lawal Daura, said at the event that the security challenges facing the country required constant flow of critical intelligence.
“The security intelligence services are besieged with a lot of threats such as terrorism, insurgency, cyber-crime, corruption, kidnapping, espionage, subversion and others.
“To effectively deal with these, I urge you to fully apply the knowledge acquired to ensure availability of critical intelligence to drive the management of these threats,” he said.
In his remarks, Mr Felix Ikumapayi, Director, State Services Academy, said that the academy was graduating the 29th set of cadets since its establishment.
Ikumapayi said that out of the 849 persons inaugurated to resume the course on June 13, 2016, 487 scaled through all the hurdles successfully.
“This is the first time this large number of cadets will be enlisted and graduated from the academy.
“They have been trained in the areas of insurgency, intelligence gathering and operations, leadership, team building and other drills.
“They are therefore, thoroughly trained to go all out to discharge their duties,” he said.
The highlight of the event was the display of combat drills, driving drills and ground-breaking drills by officers.

HE SAID, “I HAVE BEEN ARRESTED MANY TIMES IN THE PAST. BUT I USUALLY SETTLED THE COMPLAINANTS. I HAVE NEVER BEEN CHARGED TO COURT. I WAS ONCE DETAINED AT THE STATE CRIMINAL INVESTIGATION DEPARTMENT IN UMUAHIA ON A CASE OF A WOMAN I DEFRAUDED OF N50,000. I ALSO RAPED THE WOMAN. .

BUT WHEN I WAS ARRESTED, I BEGGED FOR THE CASE TO BE SETTLED OUT OF COURT AND COMPENSATED THE WOMAN WITH N100,000. THE CASE WAS CLOSED AND I WAS NOT CHARGED TO COURT.”

NWOBILO’S RECENT ARREST IS A RESULT OF DEFRAUDING ANOTHER VICTIM OF N800,000, WHICH HE HAS ALSO CONFESSED TO. ASKED WHAT HE INTENDED TO DO NOW THAT HE HAD BEEN RECAPTURED BY SARS, HE EXPLAINED THAT HE WAS WILLING TO PAY BACK ANY OF HIS VICTIMS WHO SHOWED UP.
