French minister of foreign trade and economic attractiveness, Franck Riester, says Nigeria needs to create an enabling business environment for companies to carry out their activities.

Riester spoke on Wednesday at a sideline event of the Paris Peace Forum titled ‘Nigeria International Partnership Forum.’

Eyes Of Lagos gathered that, He said that conditions such as taxation and import duties need to be addressed for Nigeria to attract more French companies and investors.

“I must, of course, underline the excellent and growing economic collaboration between France and Nigeria. Nigeria is our first trade partner on the continent and a very strategic one in the oil and gas sector since 10 per cent of our gas supplies comes directly from Nigeria,” he said.

“More than 100 French companies are present in Nigeria whereas almost 20 per cent of French foreign direct investments in sub-Saharan Africa are directed to Nigeria. In 2019, the stock in Nigeria reached a very impressive amount of 9.7 billion euros.

“However, despite these promising initiatives, I believe conditions are yet to be met in order for France to achieve more in Nigeria’s economy. First French companies need your support, and what they need is what Nigerian companies in general also need which is a predictable and stable business environment for their activities.

“This means clear regulations of taxations, customs and import rules. They also need a smooth dialogue channel with your administration, they also need reliable infrastructure should it be in transport or energy. And last but not least, they need reliable access to do the foreign exchange, which is also currently a source of great concern for them.”

He said the two countries still have much to build together.

Riester, who encouraged other French companies to create partnerships and make investments in Nigeria, added that he observed that French companies in Nigeria are welcomed and are helping to create businesses to boost Nigeria’s economy.

“We will all agree that our trade relations remain below their true potential. I believe that we have much to build together. We are determined to give bilateral trade a new impetus. Nigerian people have entrepreneurial spirits and are also well known and certainly the most dynamic among peers in Africa.

“Of course, challenges remain, and I commend President Buhari for tackling those challenges a bit head-on. One of the purposes of today’s forum is to present to the French companies what initiatives have been taken to overcome those challenges and what results have been achieved under the guidance of President Buhari.

“In this context, my intent today is to also explain to Nigeria how France and its companies bring their contributions to Nigeria’s growth. In this regard please allow me to share my impressions after I visited Nigeria.

“What I saw in Nigeria was a thriving French business community of over 100 companies. French companies are in Nigeria to stay, they are here to create local value, and to create jobs in Nigeria, actually more than 10,000 of them.

Smart Adeyemi, senator representing Kogi west, says serving legislators and all past public office holders should be made to account for property abroad.

Speaking on the floor of the senate on Wednesday, Adeyemi said they should explain to Nigerians how they were able to acquire those properties.



The senator made the comments while contributing to a debate on a bill seeking to repeal and reenact the money laundering (prevention and prohibition) bills.



The bills were sponsored by Sadiq Umar, senator representing Kwara north, and Suleiman Kwari, senator representing Kaduna north.

Eyes Of Lagos reports gathered that, The Kogi senator said the bills are necessary because they will drive the federal government’s fight against corruption.



“This bill is furtherance of this government’s drive to fight corruption. There is no doubt that billions that have been siphoned abroad by those who have held public office,” Adeyemi said.



“This bill must take into cognisance public officers and their families. They should tell us how they got those properties. We should know who has acquired properties in the name of their families.



“Nigeria is bleeding out. Anybody who has held public office in the past should be made to give account. Even those who are sitting here.”



Earlier, Sadiq Umar, senator representing Kwara north, said his bill will make the fight against money laundering stronger.



“To make provisions for effective anti-money laundering legislation with the view of new techniques in money laundering,” Umar said.



“Money and terrorists have become bedfellows because of the advancement in technology.”



Also, Suleiman Kwari, senator representing Kaduna north, said the legislation will introduce provisions that will combat money laundering.



“The bill will protect those prosecuting the fight against money laundering. It will introduce certain provisions for law enforcement agencies to implement to combat money laundering,” Kwari said.



“The bill will positively impact the money laundering fight.”



On his part, Ali Ndume, senator representing Borno south, said the bills should be supported because there is a fundamental problem in the fight against money laundering and corruption as a whole.



“This law should be supported by the national assembly to nip money laundering in the bud. The EFCC and ICPC are yet to be effective because there is a fundamental problem in the fight against corruption,” Ndume said.



“Let’s shift the burden of proof to the accused. If we do not give teeth to this bill we are processing, this will be another waste of time.



“The root of all the problems in this country is corruption.”



The bills passed second reading after they were put to voice votes by Senate President Ahmad Lawan.

The Department of State Services (DSS) on Wednesday denied journalists access to the courtroom where the trial of detained leader of the Indigenous People of Biafra (IPOB), Nnamdi Kanu, is expected to resume today.

Also barred from the courtroom are Igbo traditional leaders, Maxwell Opara (one of Kanu’s lawyers), observers and activists.

However, Kanu’s other lawyers, including Ifeanyi Ejiofor and Aloy Ejimakor, were allowed inside the courtroom.

“We are working on instruction. We can’t let you people in,” one of the operatives told newsmen.

He pleaded not guilty to seven charges at his last appearance in court on October 21.

The federal government had in the amended charge marked FHC/ABJ/CR/383/2015, which was signed by a team of government lawyers led by the director, Public Prosecution of the Federation, Mr M. B. Abubakar, alleged that Kanu had in furtherance of an act of terrorism, issued a deadly threat that anyone that flouted his sit-at-home order should write his or her will.

Three persons were confirmed dead on Saturday in an accident involving a DAF truck, a Toyota Sienna and a Toyota Camry at Olowotedo axis outbound Lagos along the Lagos-Ibadan expressway.

Mr Babatunde Akinbiyi, the Spokesperson, Ogun Traffic Compliance and Enforcement Corps (TRACE), confirmed the incident to Eyes Of Lagos Media in Abeokuta.

Akinbiyi noted that the accident occurred at 4:07 pm and was caused by the Toyota Camry car with no registration number.

He explained that the car wrongfully overtook the truck, loaded with empty crates, and this caused the truck driver to lose control and rammed into the Toyota Sienna in front.

Eyes Of Lagos gathered that nine people were involved in the accident, adding that two people were injured while three persons died on the spot.

“The Toyota Camry car which caused the accident escaped,” he said.

Akinbiyi said that both the Sienna marked SHS 31 XH and the truck with registration number AKD 361 XY had been taken to Redeemed Police Station for further investigation on the unfortunate crash.

He stated that the deceased were deposited at a private morgue in Sagamu while the injured were taken to Famobis hospital in lotto, Mowe.

Akinbiyi commiserated with the families of the deceased while admonishing drivers to avoid reckless and dangerous overtaking.

No fewer than 45 personnel drawn from the Nigeria Police Force, Nigeria Immigration Service, and National Agency for the Prohibition of Trafficking in Persons (NAPTIP) have been trained in Calabar, Cross River State capital, on how to stem the rising tide of human trafficking and migrant smuggling in Nigeria.

Participants were selected from the southeast, south-south and southwest offices of the three law enforcement agencies.

Eyes Of Lagos gathered that , The team leader of Action Against Trafficking in Person and Smuggling of Migrants (A-TIPSON), Rafael Molina spoke at the two-day training workshop on the investigation of trafficking in persons and smuggling of migrants.

Molina said the training is meant to strengthen the capabilities of the personnel in investigating migrant smuggling and human trafficking for the successful prosecution of perpetrators.



He disclosed that “the training is part of the 11th European Development Fund signed between the European Union and the Federal Government.

“The overall objective of this training is to contribute to the initiatives of Nigeria’s government towards decreasing the ratio of trafficking in persons at the national and regional level, and between Nigeria and the European Union, with specific emphasis on women and children.”

A speaker at the training Aondoaver Kuttuh who spoke on Trafficking In Persons Identification and Key Indicators and Financial Investigation mentioned that human trafficking is not limited to stealing human beings but includes failure to document victims and or aiding children recruited as child soldiers, child bandits.

“There are thousands of perpetrators who are not identified or arrested. Participants should increase the tempo of their investigations. Numberless trafficking cases are ongoing in Nigeria without notice.

“In fact, internal trafficking is bigger than external and is estimated at 58%. Children such as house help, street beggars and unprotected kids, are frequently the major targets of perpetrators,” he said.

He disclosed that in 2019, the number of victims rescues was 1152.

Basic digital technological skill has made it easy for lawyers to obtain the hardcopy of a WhatsApp conversation but most often they attempt to tender it in evidence in the same manner as an SMS and that is where they encounter the difficulty of getting it admitted. A printed copy of an SMS and that of WhatsApp conversation are computer-generated evidence but they are distinct when sought to be tendered in evidence in our Nigerian judicial proceedings. Their distinctness is rooted in their digital programming. While SMS is controlled by Global System for Mobile Communication (GSM), WhatsApp being an e-mail/social media application is controlled by internet network. Internet network makes use of mobile data/Wi-Fi but GSM does not. Whereas an SMS can only be done using one digital device (phone “or” personal computer with MODEM) at a time, WhatsApp can be operated using many digital devices (phones “and” personal computer) at the same time. Therefore the question, whether the printout of a WhatsApp conversation is tendered just as that of an SMS? Evidentially, the electronic conversation must be relevant, the content in the printout of the conversation pleaded and the printout frontloaded together with its certificate of authenticity, In OROGUN & ANOR v. FIDELITY BANK (2018) LPELR 46601, the evidence in issue is an SMS. The respondent denied/disputed the information in the printout of the purported SMS conversation. It was held that it is fundamental that the printout should be tendered alongside with the operating digital device – the GSM phone used in the communication. Joseph S. Ikyegh J.C.A opined therein that the essence of the GSM operating device following the printout is to render “Proper Records” which cannot be seen on the face of an SMS printout. The learned Jurist went further to lay down what constitutes proper records, to wit: Evidence of conversation (date, time of the message & whether the message was received by the other party) Identification of the sender/receiver of such message. The above requirement is not at variance with the combined reading of ss.94, 125 and 126 of Evidence Act, 2011. The printout of a WhatsApp conversation by its default tech configuration/programming comes with “Proper Records” which also satisfied the within cited sections of the Evidence Act. Therefore, the requirement for the operating device to be tendered alongside the printout of an electronic conversation is unnecessary with regards to tendering the printout of a WhatsApp conversation. Thus, the Court should disregard it and admit the document. See, OROGUN & ANOR v. FIDELITY BANK (2018) LPELR 46601, Joseph S. Ikyegh J.C.A at pg.44 Also in BRILA ENERGY LTD v. FEDERAL REPUBLIC OF NIGERIA (2018) LPELR-45651 C.A, it was held that the only requirement for admitting the printout of an e-mail – an internet network system is the fulfillment of s.84 of the Evidence Act, 2011 From the ongoing, it is clear that where counsel pleaded the content of the WhatsApp conversation in issue but failed to frontload its printout, for Counsel to succeed, he must tender the operating digital device (as a document as defined by s.258 of the Evidence Act, 2011. and in fulfillment of the requirement of “Proper Records”) at the time the witness-the maker gives oral evidence of it in the witness box. Same is applicable where Counsel made the proper pleadings and frontloading but due to system malfunction/error the printout of the WhatsApp conversation does not have on it the “Proper Records”. Again, if by reason of advancement in technology, SMS printouts starts having “Proper Records”, there will be no need tendering it along with the operating digital device (the GSM phone or Personal device with the MODEM). NOTE: This is personal research as at 12/05/2021 and it contains the personal observations of the researcher.

Following the closure of public and private schools in Lagos state, the Lagos State Government has concluded plans to assist 1 million students with Electronic-learning solutions and devices, to cover up for the physical classes that would be missed by the students due to outbreak of coronavirus in the country.

This decision was reached after First Bank Nigeria, announced its partnership with the government to equip and empower primary, secondary and tertiary schools with the learning solutions.

The students would enjoy the low-end devices which have been preloaded with Government accredited curriculum and designed to work offline given the fact that data consumption of most e-learning solutions has been a major stumbling block for the majority of students and teachers alike.

The device which fits all-purpose also has an online option via subscription for those who have devices already and can simply sign on to it.

Eyes Of Lagos gathered that, In a statement signed by the Head, Public Affairs Unit, Ministry of Education, Kayode Abayomi, Babajide Sanwo-Olu and Chief Executive Officer (CEO) First Bank Nigeria, Dr. Adesola Adeduntan, urged individuals and corporate organisations to partner this initiative which keeps the children engaged and safe during this period.

“We have to ensure that we engage our students while they stay at home due to the COVID-19 pandemic. We plan to use multiple media including radio, TV and the internet to reach students. Also, we have worked on a technology device loaded with the Nigerian curriculum that the students can use while at home.” Governor Sanwo-Olu said.

The Governor established that students at this time will now be able to continue learning, test themselves and send tests to their teachers who will also be equipped with the device.

In the same vein, The First Bank CEO, Dr. Adesola Adeduntan, while maintaining that education is the bedrock of any society, stated that with education, the country has the potential to produce global citizens that could proffer solutions to any challenges confronting the world.

“First Bank will be providing a size-able number of devices in this drive to move one million students to e-learning. This partnership is an avenue to support our children to remain resourceful and fully engaged at this time so they can compete favorably with their peers internationally.

“It is a responsible approach to empower them given that they are our future and the foundation to build our country to greatness. By partnering on this we are solving a problem for families and our future”. Dr. Adesola said.

Thousands of members of The Redeemed Christian Church of God (RCCG) across the country on Sunday protested the killings of Christians in the north as well as worsening insecurity.

Eyes Of Lagos gathered that, They were led by General Overseer of the church, Pastor Enoch Adeboye, who led the march protest/ prayer walk for 2km in the National Headquarters of the church in Ebute-Metta, Lagos.

The protest kick started the 3-day prayer and fasting declared by the Christian Association of Nigeria(CAN) over the killings of Christians.

Adeboye led the Lagos leg of the protest with members of the Executive Council of RCCG.

The 2km protest/prayer march started around 10:55am from the church to the Redemption way to Coast street and back to the church.

Members were seen praying as they walked.

They also bore placards and card boards with inscriptions such as “we say no to killings”; “we say no to terrorism”, “every life matters’, “shed no blood it cries to God”, “God hurts when his creatures hurt”, “all creatures are created equal”, and “silencing others’ right is not right”.

Adeboye, who led the exercise that lasted for 15 minutes, carried a placard with the inscription: “All souls are precious to God”.

He said: “There are some things the government can do alone and there are others that they cannot do alone that is why we have to pray for the country that God should have mercy on Nigeria.

“We pray that that there will be peace and security in Nigeria. God sees all things and knows where the terrorists are. We pray that God sends His light to Nigeria and expose the evildoers in the country. That God should uproot all their sponsors.”

The Assistant General Overseer Personnel and Administration of RCCG, Pastor Johnson Odesola, said the “church is part and parcel of CAN we are not an isolated church. This morning we are doing the prayer walk to pray for the state of the nation, which everybody have been commenting on and has call for concern and we believe that God who has the solution to the multi-dimensional problems we are faced with as a country”.

The Kaduna police command has confirmed the escape of the kidnapped lecturers from their abductors.

Eyes Of Lagos reports gathered that, The police made the confirmation, yesterday, in a press release issued by the command’s public relations officer, DSP Yakubu Sabo.

“Today 17/11/2019, at about 11:51am, the command received information from the family of the two kidnapped lecturers, Adamu Chonoko from Ahmadu Bello University and Umar Chonoko from Kaduna Polytechnic, that the duo have manage to escape from the den of their kidnappers,” the statement said.

According to the statement, the commissioner of Police, CP Ali Aji Janga, vowed that the perpetrators would be apprehended and be brought to face justice.

“The police will not relent on the ongoing investigation to track down the perpetrators of this and other similar criminal incidents with a view to arrest and prosecute them in accordance with the laws of the land.

“The command enjoins the good people of Kaduna State to continue to support the command in the current battle against criminality in the state,” it said.

It would be recalled that the duo lecturers were kidnapped few days ago as it was reported that Adamu was the first to be kidnapped by the gunmen.

When Umar offered to take the N2 million and a motorcycle demanded by the abductors to their den, he too was held.

National Leader of the All Progressives Congress (APC), Asiwaju Bola Tinubu, has debunked media report suggesting that he is opposed to the ongoing construction of Cargo Airport in Ekiti State.

Governor Kayode Fayemi is currently embarking on the construction of airport in Ekiti, a move seen by many as misplacement of priority.

The statement insisted that authors of the report were either clearly mis-informed or deliberately out to create mischief and cause disaffection between Tinubu and the authorities working on the cargo airport or perhaps to use his good name as an alibi to scuttle the plans for the cargo airport.

The foreign exchange restrictions placed on 43 items by the Central Bank of Nigeria (CBN) on Tuesday drew criticism from the International Monetary Fund (IMF).

The policy is holding back Foreign Direct Investments (FDIs) into the local economy, IMF’s Divisional Chief, Research Department, Oya Celasun, told a news conference on the World Economic Outlook at the World Bank/IMF Annual Meetings in Washington D.C.

Besides, the IMF chief said Nigeria requires a tight monetary policy and the unification of its exchange rates to achieve the desired growth.

His position contradicted that of CBN Governor Godwin Emefiele who had always insisted that the apex bank acted in the best interest of the local economy.

He said the decision to restrict forex access and shut the official foreign exchange window for the importation of the banned 43 items would protect Nigeria’s foreign reserves, as well as the nation’s economy.

According to him, the policy was introduced to stimulate the domestic economy and enhance domestic production and protect local industries from undue foreign competition and take-over.

But Celasun said the policy was working to the contrary, pointing out that Nigeria’s growth has been weak, even as he gave hope that growth would pick up next year with support from the agricultural sector, which will enable the country to spend more on priorities, such as social safety and infrastructure.

He said: “There is need for the strengthening of the banking system and unified exchange rate system. Foreign exchange restrictions have also been distorting the public and private sector decisions and holding back investment. Therefore, strengthening the banking sector resilience and continued stronger structural reforms, especially in infrastructure, power sector and broader governance, are critical.”

Eyes Of Lagos gathered that, IMF Chief Economist and Director of the Research Department Mrs. Gita Gopinath noted that the local economy still depended on oil prices and its prospects.

She added that there has been some weaknesses in the oil sector, stressing that one thing to keep in mind about Nigeria was that per capital growth has remain weak, hence, the need for structural reforms.

Celasun said Nigeria saw slight upward revision for growth this year and that came mostly from strong agricultural production.

However, the growth was not high enough to lift the per capital growth into positive territory.

Mrs. Gopinath said: “For some time, we have been emphasing on a comprehensive package to lift growth. One element of that will have to be stronger non-oil revenue mobilisation, as Nigeria has one of the lowest rate of revenue in the world, which was hit hard by the drop in oil prices. Stronger non-oil revenue mobilisation is essential for the country to be able to spend more on priorities such as social safety and infrastructure.”

She said the global economy is in a synchronised slowdown, stating that the Fund was downgrading growth for 2019 to three per cent, its slowest pace since the global financial crisis.

Her words: “Growth continues to be weakened by rising trade barriers and increasing geopolitical tensions. We estimate that the US-China trade tensions will cumulatively reduce the level of global Gross Domestic Product (GDP) by 0.8 per cent by 2020.

“Growth is also being weighed down by country-specific factors in several emerging market economies, and structural forces—such as low productivity growth and aging demographics in advanced economies, adding that in the October World Economic Outlook.

“We are projecting a modest improvement in global growth to 3.4 per cent in 2020, reflecting another downward revision of 0.2 per cent from our April projections. However, unlike the synchronized slowdown, this recovery is not broad-based and remains precarious.”

She attributed the weakness in growth to a sharp deterioration in manufacturing activity and global trade, with higher tariffs and prolonged trade policy uncertainty damaging investments and demand for capital goods.

“In addition, the automobile industry is contracting owing also to a variety of factors, such as disruptions from new emission standards in the Euro area and China that have had durable effects. Overall, trade volume growth in the first half of 2019 has fallen to one percent, the weakest level since 2012,” she said.

She went on: “Also, in contrast to extremely weak manufacturing and trade, the services sector continues to hold up almost across the globe. This has kept labour markets buoyant and wage growth and consumption spending healthy in advanced economies, saying there are some initial signs of softening in the services sector in the United States and euro area.

“Monetary policy has played a significant role in supporting growth. In the absence of inflationary pressures and facing weakening activity, major central banks have appropriately eased to reduce downside risks to growth and to prevent de-anchoring of inflation expectations.

The Benin Zonal Office of the Economic and Financial Crimes Commission (EFCC) said it arrested at least 113 internet fraud suspects in eight months through its ‘Operation Re-wire’.

Muktar Bello, Head of Operations, EFCC in the zone, said this on Monday during a news conference in Benin.

Mr Bello said the arrests took place between January and August in its area of jurisdiction, including Edo, Delta, and Ondo states.

According to him, the arrests were made possible because of the anti-graft commission’s new strategic plans to tackle the menace of cybercrimes in the zone.

He said the commission secured 53 convictions during the period under review, while other cases were still pending in different courts.

He said that several exotic cars, laptops, mobile phones, flash drives, internet modems and charms were recovered from the suspects.

Mr Bello said the commission, in collaboration with the Federal Bureau of Investigation (FBI), would soon bust cybercrime kingpins and personalities in the zone, using the new operation wire.

He gave assurance that the operation would ensure that businesses and properties established and connected to suspected cybercriminals would be confiscated.

“Very soon you will see us closing up car dealerships and raiding hotels, but all these are end result of Business E-mail Compromise (BEC),” he said.

Eyes Of Lagos gathered that, He said the collaboration with the FBI had led to the arrest of a female suspected cyber fraudster, who allegedly worked in collaboration with foreign counterparts in a dark web.

Mr Bello said the suspect specialised in obtaining and stealing people’s identification information, which she usually forwarded to her American collaborator.

“Her collaborator uses it to file for fraudulent tax return with the Internal Revenue Service, and she receives her cut through Bitcoin.

“About 185 Bitcoin, which by current market value is over N656 million, has been traced to her,” Mr Bello said.

He also said the commission had arrested a cybercriminal and two siblings involved in BEC.

He said that the modus operandi of the three suspects was to always search for victim’s official email addresses in the web.

He said the suspects would soon be arraigned, adding that the commission remained resolute in eliminating cyber crimes in the zone

“Oil will struggle to make substantial headway topside this week with no progress on trade talks or meetings even, soft data from Asia and a possible cracking of OPEC’s resolve to control production,” said Jeffrey Halley, senior market analyst at OANDA.

Output from the OPEC rose in August for the first month this year as higher supply from Iraq and Nigeria outweighed restraint by top Saudi Arabia and losses caused by U.S. sanctions on Iran.

OPEC, Russia and other non-members, known as OPEC+, agreed in December to reduce supply by 1.2 million bpd from Jan. 1 this year.

OPEC’s share of the cut is 800,000 bpd, to be delivered by 11 members and exempting Iran, Libya and Venezuela.

Russian oil production C-RU-OUT in August rose to 11.294 million barrels per day (bpd), topping the rate Moscow has pledged to cap output at under a pact with other producers and hitting its highest since March, data showed on Monday.

Nonetheless, Russia aimed to fully comply with an agreement during September to cut oil production among OPEC and some non-OPEC producers, Russian Energy Minister Alexander Novak said in a statement on Monday.

“What’s bad for the outlook for global growth is bad for oil at the moment and only big draws in inventories can delay that drift lower,” said Greg McKenna, strategist at McKenna Macro.
