Comrades relax ippis could pay you even during weekends or later in the evening today.... October salaries but not with arrears the arrears will be paid separately because the ippis has to get the details of all staff captured from the various bursary departments of the universities and polytechnics and use it to prepare the arrears: As long as you are on ippis your details are already with them but they just want to make sure it is in order according to the financial regulations guarding it.... Remember due process have to be followed appropriately and effected as a standing order to clear fti arrears has already been approved by the Federal government.... |

Minimum wage: FG to pay arrears of varsity workers, deductions from IPPIS The Federal Government has agreed to pay the arrears of minimum wage to members of the Non-Academic Staff Union of Educational and Associated Institutions (NASU) and Senior Staff Association of Nigerian Universities (SSANU). The Office of the Accountant-General of the Federation has been given two weeks to compute the arrears from April 2019 to January 2020 and send to the Federal Ministry of Education for processing and onward forwarding to the Federal Ministry of Finance, Budget and National Planning. The government also set up a committee to look into the complaints on the Integrated Payroll and Personnel Information System (IPPIS) by the unions in order to harmonise its activities and operations. Office of the IPPIS is to involve the unions and identify those staffs that have been captured but have not being receiving salaries and pay them. The committee is also expected to identify those unions whose check off dues have been deducted but not remitted and pay them. The government asked the unions to forward necessary data to IPPIS. These were some of the agreements reached at a meeting between the Federal government team and the leadership of NASU and SSANU on Tuesday in Abuja. Both unions had threatened strike at the expiration of their 14-day ultimatum, forcing the government to call for a meeting with them. On earned Academic allowance, the government said: “The meeting resolved that the N30 billion (Thirty billion) naira, earlier agreed with the Academic Staff Union of Universities (ASUU) is to include all the Unions in the University Sector namely, National Association of Academic Technologist (NAAT), NASU, and SSANU, and all the Unions are to work with the AGF, NUC and Ministry of Education to achieve that by the end of December, 2020.” In a communique at the end of the meeting both parties agreed to set up a re-negotiation committee on the FG/NASU, SSANU 2009 agreement before the end of October this year and renegotiation concluded on or before 31st December, 2020. Non-Payment of Retirement Benefits of Outgone Members: The AGF, Integrated Payroll and Personnel Information System (IPPIS), Office of the Head of the Civil Service of the Federation (OHCSF) and the Pension Commisison (PENCOM) are to make enquires on this and update the meeting in two weeks. The Universities are to forward the death benefit claims for members that died before March 2020 through the Federal Ministry of Education to the OHCSF for processing. “Teaching Staff Usurping Non-Teaching Units in Clear Violation of Condition of Service and Establishment Procedures: The Unions are to write to the National Universities Commission (NUC)on this and the NUC is to act on the letter within two weeks “Neglect and Poor Funding of State Universities: It was agreed that the NUC Act would be amended in order to strengthen its regulatory capacity. It was also agreed that the Unions will work with NUC on this and involve the relevant Committee of the National Assembly (NASS). “Non-Constitution of Visitation Panels for Universities: The meeting was informed that the Visitation panels to Federal Universities have been approved by Mr. President, but they have not been gazetted. The Federal Ministry of Education is to ensure gazeting within two weeks (29th October, 2020). “The meeting agreed that the Panel will be inaugurated latest by the end of November, 2020 and the Panel will have a 4 – 6 weeks mandate to finish its work by 31st December, 2020 subject to the gazetting and opening of universities and submit two reports per university covering five year periods of 2011 – 2015 and 2016 – 2020,” the communique said. By Economic Confidential - August 20, 20203522 Dr Mahmud Isa Dutse Permanent Secretary Ministry of Finance FAAC: FG, States and LGCs share N676.407bn for July 2020. The Federation Accounts Allocation Committee (FAAC) at its virtual meeting chaired by the Permanent Secretary, Federal Ministry of Finance, Budget and National Planning, Dr. Mahmoud Isa- Dutse, shared to the three tiers of government, a total sum of N676.407 billion as federation allocation for the month of July, 2020. From this amount, inclusive of VAT, the Federal Government received N273.189 billion, the States received N190.849 billion, the Local Government councils got N142.761billion, while the oil producing states received N42.851 billion as derivation (13% of Mineral Revenue) and Cost of Collection/Transfer and Refund got N26.757 billion. The communique issued by the Federation Account Allocation Committee (FAAC) at the end of the meeting, indicated that the Gross Revenue available from the Value Added Tax (VAT) for July, 2020 was N132.619 billion against N128.619 billion distributed in the preceding month of June, 2020, resulting in an increase of N3.793 billion. The distribution is as follows; Federal Government got N18.500 billion, the States received N61.668 billion, Local Government Councils got N43.168 billon, while Cost of Collection/Transfer and Refund got N9.283 billion. The distributed Statutory Revenue of N543.788 billion received for the month was higher than the N524.526 billion received for the previous month by N19.262 billion, which the Federal government received N254.688 billon, States got N129.181 billion, LGCs got N99.593 billion, Derivation (13% Mineral Revenue) got N42.851 billion and Cost of Collection/ Transfer and Refund got N17.474 billion. The communique also revealed that Oil and Gas Royalty, Petroleum Profit Tax (PPT), and Value Added Tax (VAT) increased considerably, while Companies Income Tax (CIT), Import and Excise Duty recorded decreases. The total revenue distributable for the current month including Value Added Tax (VAT), according to the committee is N676.407 billion. |

Below are some of the fallout from the meeting: INCLUSION OF EAs INTO OUR SALARIES: *That IPPIS is favourably disposed to include the OHA in our salary but other EAs were adjudged to be the responsibility of each Universities governing council. NHF : That this is a statutory deductions and there's nothing the Union could do about it. The president informed that he has met with the director of NHF and he advised that every members as a matter of urgency should go online and download FORM 2 and fill, then take the form to Any mortgage bank in the state and open account, it is this account that the monthly deductions would be remitted failure to do so would amount to forfeiting all the deductions at retirement. And to those that already have account with mortgage bank, they should go online and download the UPGRADE FORM and fill then take it to the mortgage bank in the state. MINIMUM WAGE ARREARS: The President informed that arrangements have been concluded to pay this month. He said the payment will be done separately. Good evening to you all. I was at the liason office of our great Union yesterday in Ibadan for a meeting with our General Secretary. In the course of our meeting, he informed me that IPPIS has responded to NASU strike treat. In their letter to the National Headquarters of our Union, IPPIS promised that the new minimum wage arrears will be paid in the month of August all things been equal. Thank you. |
NIGERIA LABOUR CONGRESS(N.L.C) Good evening colleagues. While we await further actions on the release of the minimum wage arrears for federal chapters as assured by IPPIS, it has become pertinent to explain that the justification behind filling of a template for this purpose is hinged on the fact that some staff would have retired from service and some others employed within the period April 2019 to January 2020. The implication is that the current payroll of the institutions may not contain appropriate information for the purpose. This is very different from the case of MDAs who enrolled earlier than our sector and thus benefitted directly with their prevailing payrolls as at then. This information is to provide some clarity on this issue even as we are working hard to ensure release of the funds as promised. ������ Good evening colleagues, A delegation of the CNO was at the IPPIS office on the 8/7/20 for a meeting with the management team of IPPIS, led by the director. Find below a brief on the issues discussed: 1. Release of arrears of the minimum wage: The union was assured that steps leading to the release of the arrears will commence with the release of the template for compilation to institutions in the coming days with a view to releasing the arrears soon. 2. Unpaid staff salaries for June 2020 in Fed Poly Nassarawa: The unpaid salaries were due to omissions. However, the issue had been rectified with affected staff receiving their salaries same day. 3. Non payment of Academic Allowance in monotechnics: IPPIS already working on the necessary approvals for commencement of such payments. 4. Witheld check off dues in MUBI, IDAH, EKOWE, NASSARAWA,OFFA and EDE: The challenge was traced to technical challenges. The IT team of IPPIS was detailed to sort out the problem to enable the release of the deducted funds. 5. Training of Payroll Staff: Institutions to deploy TRAINABLE staff for such trainings which will continue within the month. It is expected that on conclusion, all payroll and auditing duties will be restored to the Institutions. On the 9th of July, same delegation visited the chairperson of the FG committee on release of promotion arrears to staff of MDAs. Union was informed that all arrears up to 2017 has been released to deserving staff of cleared MDAs. 2018 and 2019 arrears are yet to be approved by the President/FEC. However, institutions yet to receive arrears up to 2017 should send in their report without further delay. VISIT TO FMBN: The visit to the FMBN took place on the 9/7/2020 and was aimed at ensuring the release of deducted NHF funds to the credit of members within the shortest possible time. A memo on the resolutions of the meeting containing the details of the contact persons of our union for each institution is to be delivered to FMBN to facilitate ease of registration and subsequent remittances of deducted contributions from February, 2020. PRESS CONFERENCE: The Union's leadership also addressed a press conference on the 9th of July, bringing to the fire, the many challenges of the sector as well as views on national issues.
