Abuja- President Goodluck Jonathan has ordered the restructuring of the Office of the Head of Service of the Federation to enable it fast track the development of the country. Jonathan made this known in Abuja on Friday at a formal send-off ceremony for two past Heads of Service of the Federation, Mr Stephen Oronsaye and Prof. Oladapo Afolabi. The president was represented by Vice President Namadi Sambo. He said his administration was committed to the transformation of the service into an enviable and modern institution capable of supporting the political leadership in its effort to fast track the development of Nigeria. “It is in line with this thinking that I have recently approved the restructuring of the Office of the Head of the Civil Service of the Federation to enable it drive the transformation of the service. “It is envisaged that at the end of the restructuring, the present five office structure would be reduced to three. “It will lead to slimmer, more efficient and fit-for-purpose organisation devoid of overlaps, duplications and fragmentation, more responsive and better able to provide quality management, direction and guidance to the Federal Civil Service,” he added. He, therefore, urged the Head of Civil Service of the Federation to ensure that the implementation of the restructuring of his office was carried out to the letter. Jonathan said that “this is to enable our quest for a responsible civil service and one that takes cognisance of the need to deliver is achieved. The president said that government on its part would continue to provide whatever was needed to ensure the continuous development of the civil service. He maintained that this had become imperative in view of the fact that meaningful growth and development of the nation had a direct relation with the quality of the civil service. Jonathan noted with delight that the celebrities had made tremendous contributions to the development of the service. He said the two officers during their stewardship as Head of Service had demonstrated courage and commitment in implementing various reforms aimed at renewing and reinvigorating the service. “I am very happy to note that the current leadership of the service has not only recognised these contributions but has made it a duty to celebrate it.” He, therefore, congratulated Oronsaye and Oladapo for being honoured by their constituency for their selfless service to the nation. According to him, retirement is a time for reflecting on the past and looking onward to the future. “It is a time to move on to bigger and newer challenges in life and it is a very unique and exceptional time to freely assess one’s experiences and look forward to further useful service to the fatherland. He urged them to constantly reconnect with the service to share their experiences and guide succeeding leadership on the best human and material management practices. Responding on behalf of the celebrities, Oronsaye thanked Jonathan, Sambo, the Head of Service of the Federation as well as civil servants across the country for the recognition accorded them. He, however, challenged the civil servants to strive hard in transforming the civil service for greater efficiency and effective service delivery. He pledged that they would continue to support and advice the government on how best to move the nation forward for the general good of the society. Senate President, David Mark, has warned that the Lagos Third Mainland Bridge would be a major national disaster if allowed to collapse. This is sequel to the Senate’s intention today, to debate a motion on the imminent collapse of the bridge. Senator Mark said “the bridge is an important edifice and its collapse will be a major catastrophe, as many lives may be lost.” The Third Mainland Bridge which connects the Mainland to Lagos Island, was commissioned by former military president, General Ibrahim Babangida, in 1990 and is reputed to be the longest bridge in sub-sahara Africa at 11.8 km. Information Nigeria recalls that the Federal Ministry of Works completed repair works on the expansion joints of the bridge last October, after its closure to motorists and commuters for over four months. At the plenary session on Wednesday, Senator Gbenga Ashafa from Lagos East raised a point of order to bring to the attention of the Senate the state of the bridge, adding that he would want urgent remedial measures to be taken. He said a consultant who carried out a post- assessment of the repair works of the bridge discovered that the repair work on its foundation was not properly done. President Goodluck Jonathan has told his friends on Facebook of giant efforts his administration is making in boosting job growth and the restoration of infrastructure in the country. In a posting on his page, Tuesday, Dr. Jonathan cited recent efforts by his administration in boosting job opportunities through encouraging Foreign Direct Investment, FDIs, building of a 600-bed hospital and the restoration of rail services in some parts of the country. John Mikel Obi’s former team mate at Chelsea, Salomon Kalou, has paid up a $5,000 bet he had with the Nigerian midfielder, after the Super Eagles defeated Cote d’Ivoire 2-1, to move into the AFCON 2013 semi-finals. In what looks likes the Lagos State government’s arrangement towards getting a replacement for the commercial motorcycle transport system (popularly called Okada), a cable car company, Ropeways Transport Limited, is set to launch a cable car mass urban transit system in the nation’s commercial capital. This is as a result of the signing of a 30-year Franchise Agreement by Ropeways Transport Limited, the Lagos Metropolitan Area Transport Authority (LAMATA) and the Lagos State Government recently. According to the Tribune, which reported the story, under the terms of the agreement, Ropeways Transport will this November begin the construction of towers, stations and connecting network cables along various routes covered in the first phase of the project, namely, Ijora–Iddo, Iddo–Adeniji, Apapa–Oluwole, Oluwole–Adeniji, Adeniji–Obalende, Obalende–Falomo, and Falomo–Victoria Island, just as the project is expected to be fully completed and commissioned by early 2015. www.informationng.com/2013/02/okada-replacement-lagos-moves-to-introduce-cable-cars-for-mass-transportation.html

Opinion leaders in the North have identified lack of sincerity on the part of the Federal Government as well as opposition by certain elements within the security services as the factors frustrating genuine attempts to dialogue with the extremist Boko Haram sect. In separate telephone interviews withSUNDAY PUNCH in Abuja, on Friday, Executive Director of the Civil Rights Congress, Mr. Shehu Sani, and the Convener of the Coalition of Concerned Northern Politicians, Academics, Professionals and Businessmen, Dr. Junaid Mohammed, said the factors were obstacles to peace. Specifically, Mohammed said, “The only obstacle now is that some elements within the Federal Government’s security services are making money out of the crisis and they are not interested in settlement. “It is just a matter of people protecting their financial interests. “If there is an obstacle, it is the financial interest of those who are milking the country and making money from the present insurgency.” Sani noted that the choice of mediators had been a major challenge between government and members of the sect. He said, “You have situations where people trusted by the sect are not accepted by the government or people who enjoy government’s support are not respected (or accepted) by members of the sect.” Also, the Borno Elders’ Forum has dismissed doubts over the ceasefire announced by Boko Haram, stating that members of the sect had started submitting their arms to their leaders. The Secretary of the forum, Dr. Gubio Bulama, told SUNDAY PUNCH that the reports of a faction of the sect opposing the ceasefire was untrue and a creation of those who did not want the crisis to end. He said, “There is no faction of Boko Haram anywhere that is not part of the ceasefire. All the commanders of the group in all the 19 northern states were there when the ceasefire was announced. It is not true that any faction has refused to lay down its arms. “The ceasefire is genuine and the Boko Haram members have already started submitting their arms to their commanders.” Meanwhile, Navy Commander Wabi Mohammed of the Directorate of Defence Information, has denied that security services are frustrating efforts to dialogue with the sect. He said, “All these things are allegations; there is no truth in these allegations. There is no proof in what they are saying, it is not true. Is it not government that handles the issue of negotiation with Boko Haram? Why are allegations being directed at us? It has nothing to do with us. “You people (media) should try to reason; it is not just people trying to talk. Have they given you any evidence that government is refusing to negotiate with Boko Haram? “Are those speaking Boko Haram members? How can you be making such statements about them when you are not their member? At a press conference at the Sandton Sun Hotel, Johannesburg, on Friday, CAF Secretary-General, Hicham El Amrani, said the body would not bend its rule for any member federation in order to sustain its financial independence. The Nations Cup matches are not on Nigerian televisions after the Broadcasting Organisation of Nigeria refused to go beyond the $1.5m it offered for the coverage of the matches. CAF rights holder, LC2, refused the offer, insisting on $6m. Amrani said, "Nigeria will purchase an English package or a European football package at the right price but they want to purchase our package free, or at a ridiculous price. "We cannot go ahead with that, there is a minimum balance we have to maintain. Other countries have done the right thing and showing the matches at home. We cannot give out the competition for nothing if we do not want to collapse. "CAF needs to secure two things. The first is to sustain the maximum coverage of the competition and the other is to respect the laws of the market and the prices. "We cannot sell to someone who wants to buy at 20 times less than the usual price, we cannot do this, otherwise we will have to close our doors. We cannot survive if we do not sustain the minimum value of our television rights. "We have seen steady progress in the Nations Cup in the last few years, this is because we are self-sustainable and financially independence." Former military head of state and National Leader of the Congress for Progressive Change, Maj-Gen. Muhammadu Buhari (rtd), has come under flaks from the presidency over his comments on the attack on the Emir of Kano, Ado Bayero. The presidency described his comment as “irresponsible, reckless and opportunistic.” It also cautioned against politicizing the attack on the revered traditional ruler, explaining that the attempt by Buhari, his political party, CPC and the Nigeria Labour Congress (NLC) is irresponsible. That we "fear too much" Anytime an incident occurs that involves loss of lives due to the recklessness and corruption of our leaders at all levels every body will be saying "may their souls RIP". Nobody gets angered by the gross neglect of our roads,the gross neglects of our emergency recovery agencies,the neglect of our hospitals by our "selected" leaders which as make our nation a vast killing field for both young and old. Until these occurences galvanise us as individuals to demand performance from those who have imposed themselves so long will these unfortunate incidence occur.
