KANO – Suspected members of the Islamist extremist group Boko Haram set fire to churches and border posts in northeastern Nigeria on Sunday, residents said, but it was not immediately known if there were casualties. Around 50 gunmen in cars and on motorcycles carried out the attacks on three churches and border posts with neighbouring Cameroon, opening fire on police and chanting Allahu Akbar, (God is Greatest), residents said. Among the security posts burned were offices for immigration, customs and the secret police and a quarantine building in the city of Gamboru Ngala, about 140 kilometres (80 miles) from the Boko Haram stronghold in Maiduguri. “The gunmen believed to be Boko Haram were around 50 in number and came in cars and on motorcyles around 8:30 am and attacked the security offices at the border posts, burning them,” resident Modugana Ibrahim told AFP. “They opened fire on the security personnel but it is hard to say if anybody was hurt or killed,” Ibrahim said. Another resident, Hamidu Ahmad, said the gunmen went into town “chanting ‘Allahu Akbar’ and burnt down the divisional police station and three churches”. The Chief Executive Officer of Kenya’s Equity Bank, Dr James Mwangi, has been named Forbes Africa 2012 Person of the Year. Dr Mwangi beat the likes of Nigeria’s Aliko Dangote who is Africa’s richest man; Tony Elumelu – Founder and Chairman of Heirs Holding; President of Malawi Joyce Banda and Stephen Saad, co-founder of the Aspen Pharmacare. The event was held November 29, 2012 at the prestigious Porsche Centre in Victoria Island in Lagos, Nigeria. The award was presented to him by Managing Editor of Forbes Africa magazine, Chris Bishop. In his acceptance speech Dr. James Mwangi asked that “all Africans should brace up and take up the challenge of improving Africa as our generation could go into history as those that changed the African continent for good,” reports Kenya Broadcasting Corporation. Dr Mwangi was honored for playing a central role in making Equity Bank the largest bank in East and Central Africa, with more than seven million accounts in Kenya alone. The judges said “Mwangi is an example of what it means to make it and to overcome the enormous challenges facing the average person in Africa. His influence and contribution to society, in a difficult environment, is significant.” Mwangi holds a Bachelor of Commerce degree and is a Certified Public Accountant. KADUNA (AFP) – Troops have recovered explosives and bomb- making items from a Boko Haram base in restive Zaria and arrested a suspect, the military said Friday. “During the operation, a two- bedroom bungalow of bomb- making factory was discovered in which Improvised Explosive Devices in stage one state of readiness and several IED-making components were recovered,” the military said in a statement. It said bomb-making items found in the building at the Jushin Ciki neighbourhood in Zaria on Thursday included 17 sensor mechanical timers (remote contro), 11 primed suicide bombers vest, 36 primed IEDs in cans and one military kitbag. Others were a hammer, cellotapes and gums, two gallons of paint containing prepared IEDs, two gallons of turkey oil brand with prepared IEDs, seven rolls of wires of various lengths, one bag containing several sensors and 25 volt batteries, it said. The military said they arrested a suspect and destroyed the building. “A sixty-year-old man Umaru Mohammed was arrested within the premises and in line with resolve to deter terrorists, the building housing the factory was demolished,” it added. Kaduna state where Zaria is located, has been hit by numerous attacks blamed on Boko Haram in recent months, prompting frequent military crackdown on hideouts of of extremist group. Telecommunication companies may have more fines levied on them if their services haven’t improved by the time service quality checks are made in December, Communications Technology Minister Omobola Johnson said. The telecommunications regulator fined companies including MTN Group Ltd. (MTN) and Emirates Telecommunications Corp. (ETISALAT) a combined 1.17 billion naira ($7.4 million) in May for failing to meet minimum service standards. Nigeria, Africa’s most populous country with more than 160 million people, is targeting voice penetration of close to 100 percent by 2014-2015. “Fining isn’t something we want to do every six months, so we’re working very closely with them,” Johnson said in a Nov. 26 interview in the southern city of Warri. “Many of the companies don’t want to get fined again, but if they do not meet those quality of service indicators, they will get fined,” the minister said, adding that most customers say the service hasn’t improved. The Nigerian Communications Commission fined South Africa- based MTN and Abu Dhabi-based Emirates, or Etisalat, 360 million naira each for failing to meet the service standards. New Delhi- based Bharti Airtel Ltd. (BHARTI) was fined 270 million naira and domestic operator Globacom Ltd. 180 million naira. The regulator threatened last year to stop operators from signing new customers unless they reduced the number of dropped calls and improved connections. MTN and Etisalat cited lack of power and sabotage as reasons for the poor service. Power Cuts While the companies need to increase their spending on infrastructure, the ministry is trying to “remove a lot of delays and bureaucratic bottlenecks that are in their way,” Johnson said. Power cuts are a daily occurrence in Nigeria, where demand for electricity is almost double the supply of about 4,000 megawatts. MTN is investing $1.4 billion in Nigeria this year to improve infrastructure and capacity. Etisalat said after it was fined in May that it will spend more than $500 million on its network. The ministry has banned some sales promotions, including lotteries for free minutes, because they added pressure to the system, Johnson said. If the necessary infrastructure is put in place, voice penetration should reach almost 100 percent by 2014 - 2015, compared with about 70 percent now, she said. Data penetration should reach 30 percent by 2017 from 6 percent now. Stock Exchange Nigeria wants international companies operating in the country to list on the Nigerian Stock Exchange “to democratize the wealth and the revenue that they’ve generated in Nigeria,” Johnson said. While none of the main four telecommunications operators are listed on the exchange, the authorities have stopped short of compulsory listing “because that will be seen as targeting telecommunications companies, and really and truly, it wasn’t a requirement or a condition for when they were investing, particularly the international ones,” she said. The Banker Magazine, a publication of Financial Times, has named United Bank for Africa Plc (UBA), the ‘Bank of the Year’, Africa at an event held in London. The bank also won the country awards for Senegal and Cameroon, bringing the total number of awards received by UBA to three. A statement from UBA yesterday, said the financial institution carted home the regional award for the continent, joining the ranks of other regional winners like Scotiabank- Global Americas, Nordea-Western Europe, Rai ffeisen Bank International -Central and Eastern Europe, DBS-Asia\Pacific and Qatar National Bank-Middle East. “The ‘Bank of the Year’ is selected based on the overall performance of the financial institution and the opinion of leading financial analysts from the world’s financial markets. Winners were recognised and presented with awards in the presence of over 450 leading bankers across the globe,” the statement explained. The awards, according to UBAM further attested to its growing recognition “as the leading pan- African financial services institution and as Africa’s global bank.” The awards were received by the Bank’s Deputy Managing Director, Mr. Kennedy Uzoka; Managing Director, UBA Cameroon, Mr. Georges Wega; Managing Director, UBA Capital Europe, Mr. Ebele Ogbue, and Head UBA Representative Office Paris, DeMontalivet Edouard. Explaining the rationale for the awards, The Banker said UBA was chosen on account of the bank’s successful turnaround to profitability following the write- offs and clean-up of its balance sheet in 2011. Abuja—The Federal Executive Council, yesterday, approved the construction of a new banquet hall in the Presidential Villa for the sum of N2.2 billion. The approval is part of the final set of N19.4 billion contracts for this year covering road construction, rail transportation and infrastructural development in the Federal Capital Territory. Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, who briefed State House correspondents after the meeting, said the new banquet hall would have a capacity of 150 seats. He said subsequent Federal Executive Council meetings would be devoted to reviewing what had been achieved by government in the last one year. Dr Abati, who stood in for the Minister of Information, Labaran Maku, said aside from the roads, rail and other contracts, the council also approved the award of contract for the conduct of fiscal allocation and statutory disbursement audit for 2007 to 2011 as well as oil and gas industry audit. He said the approval was in conformity with section 2 of the NEITI Act 2007. He said: “The objective of this initiative is to ensure transparency and accountability in the application of resources from payments received from extractive industries and to further ensure that all fiscal allocations and statutory disbursements due from the Federal Government to statutory recipients were dully made.” Abati noted that the essence of the contract was to enable NEITI track extractive industry sector funds paid into the federation account as distributed and received by federal, state and local government areas. Trouble may be looming over allocations from the Federation Account to the states as feelers from the North indicate that the governors believe they are not getting a fair share from the nation’s commonwealth. Governor Rabiu Kwankwaso of Kano State, one of the 19 northern govs, yesterday, slammed what he described as a Federation Allocation regime that enriches some states, especially those in the South- south, but impoverishes the northern states. Kwankwaso said pointedly: “In this context, many other states, specifically in the South-south are today ahead of the northern states in terms of income from the Federation Account. This means that some states are getting richer while others are getting richer by the day and people are wallowing in devastating poverty.” He hinted that the northern governors are also making an issue out of the Petroleum Industry Bill (PIB), currently in the works in the National Assembly, saying the implications of the Bill being passed in its form would have dire consequences for the North. He said the northern governors would soon meet to consider the implications of the PIB for the region. Kwankwaso did not mention the specifics of the northern governors grouse with the PIB. He spoke while commissioning the Serbian General Consulate Office in Kano, an event that coincided with the appointment of a former lawmaker, Alhaji Faruk Adamu Aliyu, as the Honoray Consulate of the Republic. On the allocations from the Federation Account to the states, the governor said: “As a former member of the Niger Delta Development Commission (NDDC), a former member of the National Assembly, a former minister and now a governor, I have vast knowledge of what is being shared to all the states.” ‘UNCERTAIN FUTURE’ While speaking on the PIB, the former defence minister under Obasanjo administration and one-time deputy speaker of the House of Representatives said: “We in the North are keenly watching and we will not allow our region to be plunged into yet another uncertain future as we will do all we could to make sure that there is equity that will guarantee a sense of belonging to every citizenry”. The North today, he said, is at the lowest political ebb, stressing that it is the more reason stakeholders from the region need to sit on the roundtable to make their stand known on the PIB and other sundry matters in the polity. Commenting on the new Serbian Consulate Office in Kano, Kwankwaso said his administration would exploit their presence to the benefit of Nigerians. The leader of the Kwankwasiyya political clan in Kano described the new Honorary Consulate, Aliyu, as a man of honor and integrity, a reason, he said, the Government of Serbia deemed it fit to appoint him as their representative in the state. It is no longer news that Barrack Obama is back to the White House for his second term as President of the United States of America. His eventful first term no doubt paved the way for the feat. In earnest, the man’s vision, passion and general demeanour present him as a person who can win an election any day. It is probably on this score that my friend, Paul, spent a whole day sermonizing to me the other day about how great Nigeria would be if she could get a President like Obama. While I agree that we need a dynamic President I imagine quite vividly, that Obama cannot win election in Nigeria. In the first place, getting a platform to participate in a Nigerian election would almost be an impossible task for an Obama; yet he has to find one because the Nigerian political system does not allow for an independent candidate. To use the platform of the largest party in Africa – the Peoples Democratic Party (PDP) is probably the surest way to win but getting its ticket is dicey in view of the difficulty in understanding the party’s all- important zoning policy.In 2011, when the slot was zoned to the North for example, the way the party handled it left some people to begin to see Bayelsa as a Northern State. On the other hand, to be the candidate of the Congress for Progressive change (CPC) is ruled out because the position is not available as the members are reportedly anxious to see the founder of the party contesting again. There is also no chance in the Labour Party (LP) which usually fields no candidate of its own but merely endorses that of another party. If however Obama decides to look up to the Action Congress of Nigeria (ACN), he is not assured of victory because the party members can vote against him as they did to their own Nuhu Ribadu in 2011. All the other political parties being moribund, the way out would appear to be for Obama to set up his own party – an option which has its humorous but ridiculous challenges. With some dollars, it would be easy to find 37 Coordinators in the States and Abuja but the seed money for the take-off of the new party across the nation is unfortunately likely to be embezzled. It would indeed be a disaster if some of the Coordinators turn out to be like one character I know who uses the one room accommodation he secured as a party secretariat in the day time and as a ‘beer-parlour’ in the evenings. This is however not serious compared with our absurd electoral process. To start with, our Electoral Act – the law which governs elections in Nigeria is temperamental. The legislature which is made up of politicians who have interests in elections may decide to endorse open ballot as the voting system for future elections. All they need to do is to sustain the argument that it is the system that best suits voting in our illiterate society. Oh yes that is the argument with which they have refused to allow electronic voting. We all know however that the reason for the refusal is because electronic voting would prevent any voter from thumb printing more than one ballot paper and would thus invalidate thousands of votes that politicians score through massive thumb printing of ballot papers by some rented hooligans in hide-outs. Otherwise, why would our politicians continue to argue that our so called illiterate population that can easily use the GSM cannot understand electronic voting? It only suggests that if an Obama decides to contest a Nigerian election, he should be ready to contend with a multiplicity of electoral manipulations. Again, the argument that our electoral process has improved is only a theory and at best a fiction as children who are legally excluded from the process still participate in it and openly too because of the bogus nature of our voters register. A person’s name can be in it this year; and out of it next year while it can return there in the third year. Notwithstanding assurances, no one is sure as at today that he would get what our electoral commission describes as a “permanent” voter’s card before the magical year 20-20. Not long ago, the commission announced as one of its achievements, the likely completion of the printing of the cards next year. In the case of election results, there are still many areas where votes often outnumber accredited voters. An Obama would probably wonder aloud about the porous security system which allows such malpractices. In the USA, the electoral process is technically secured whereas in Nigeria it is manually experimented upon by law enforcement operatives Soldiers are rarely seen in American cities except in the airports when departing to assignments abroad. For this reason, Obama may be disturbed by the number of soldiers on the road during elections. It should not bother him because our soldiers are these days part of the lucrative police business of mounting check points supposedly to apprehend criminals. To utilize the provision may be an option in America but not so in Nigeria where almost every loser usually challenges the outcome of an election. In fairness, some petitioners are not necessarily bad losers as Obama may gather from our media, rather such ‘losers’ are incensed by the impunity with which elections are manipulated. If an Obama is in their shoes, he may be forced to petition. Unfortunately Nigeria courts are often compromised. Indeed, clean judges are so few in our clime that a blanket condemnation of the Nigerian judiciary is not uncharitable. So, Obama is likely to lose not only a Nigerian election but also the election petition. I rest my case. |
