Abuja — Worried by the dimension of the disagreement between Rivers and Bayelsa states over oil wells, President Goodluck Jonathan may have convened a meeting between representatives of the two states to find an amicable solution to the disputes. It was gathered that the president was unhappy that some elders in Rivers State were trying to rope him into the dispute with the insinuation that he may have been personally involved in the controversy over disputed oil wells in favour of Bayelsa state. The meeting which is scheduled for this weekend is aimed at calming frayed nerves and is to be led by the governors of Rivers and Bayelsa states. It would be recalled that President Jonathan had in a statement by his Special Adviser on Media and Publicity, Dr. Reuben Abati, Tuesday, denied insinuations by the Kalabari National Forum and some monarchs that he was behind the border disputes between the Rivers and Bay States, with him allegedly behind plans to “cede five Rivers State oil communities to Bayelsa.”. He described the allegations as irresponsible and most unfortunate, especially coming from people believed to be respectable in the society. He said contrary to insinuations, the statutory Federal Government agencies alleged to be used by his government to pursue this unholy allegations, do not take orders from the President; they are independent bodies. Jonathan had said the dispute in question between Rivers and Bayelsa states predated his administration, and had been a matter for consideration by the National Boundary Commission, the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) and other relevant agencies, long before now. He added that the matter had never at any time been brought before either him or the vice president. The statement read in parts: “We consider these allegations irresponsible and most unfortunate considering the status of the persons who reportedly championed the protest. The statutory agencies being referred to by the protesters do not take orders from the President; they are independent bodies. Besides, there are laid down procedures for resolving inter-state boundary disputes. “In this particular case, the dispute between Rivers and Bayelsa states predates the Jonathan administration, and has been a matter for consideration by the National Boundary Commission, the Revenue Mobilisation Allocation and Fiscal Commission (RMAFC) and other relevant agencies, long before now. The matter has never at any time been brought before either the President or the Vice President”. Amaechi was quoted to have called on officials of the Bayelsa State Government to leave the oil wells of Soku and Elem-Sangama communities in Rivers State for Rivers people as they have been in existence even before the creation of Bayelsa State. He said Rivers and Bayelsa states had never had issues with boundaries as the boundaries were well known to all. FOUR persons were yesterday killed in an auto crash, which occurred in front of the Ogun State Governor’s office, Oke-Mosan, Abeokuta. The mangled bodies of the victims were trapped in the damaged car and sympathisers had to use axe to cut the car into pieces to enable them remove the bodies. The accident involved a Toyota Tundra Sport Utility Vehicle (SUV) marked, Lagos: FC 787LND and Nissan Primeria car with registration number FZ 914 LSR. The SUV, said to have been coming from Sagamu end of the road on speed was reported to have crossed the median and hit the car which had six occupants on the other side of the road. The Guardian gathered at the scene of the accident that the driver of the SUV was receiving a telephone call while on top speed, when he suddenly approached the speed breaker in front of the Governor’s office, resulting in the accident. According to an eyewitness “the driver of the SUV was receiving a phone call while on speed, so when he got to the speed breaker he suddenly applied the brake and in the process lost control of the vehicle, which crossed to the other side of the road and hit the other car.” The Ogun State Rescued Team of the Nigeria Security and Civil Defence Corps (NSCDS), officials of the Federal Road Safety Commission (FRSC) and the Ogun State Traffic Compliance and Enforcement Agency (TRACE) who raced to the accident scene took those who sustained injuries to the Federal Medical Centre and deposited the dead bodies in the morgue. Inspector-General of Police, Mohammed Abubakar, has ordered all Zonal Assistant Inspectors-General of Police and Commissioners of Police at the state commands to provide 24-hour water-tight security across the country before, during and after the Sallah celebration.” In a statement by the Deputy Force Public Relations Officer, Frank Mba, in Abuja on Wednesday, Abubakar directed all Commanders of Police Highway Patrol Teams to ensure that motorised patrols on highways targeted at crime and accident prevention, are intensified to ensure a safe, secure and peaceful celebration. “Policemen deployed on our highways have also been directed to render necessary assistance to travelers and road users, especially accident victims and those who might have suffered vehicular break down,” he added. The IG further directed the CPs to personally ensure that key and vulnerable points, all places of worship, recreation centers, resorts and other public places are adequately and effectively protected, to enable worshipers and the general public to enjoy the Eid-el Kabir celebration. THE Joint Task Force (JTF) in Yobe State has moved 90 suspected members of the Boko Haram sect in the state to Abuja. The 90 were part of the 169 suspected members of the sect that were initially arrested in Damaturu, the state capital, out of which 79 were cleared after a thorough screening. ] This is coming even as the Yobe State government imposed 24-hour- curfew on the state. It was gathered that the 90 suspects were transferred to Abuja for further investigations. Meanwhile, the curfew in the state started at 10p.m. yesterday as all entrances and exit roads to the state were cordoned off by security men. Also, at about 4a.m. on Saturday, the JTF operation in Maiduguri, Borno State, Operation Restore Order, based on intelligence, conducted simultaneous cordon and search operation in some areas of the Maiduguri metropolis. The operation conducted at Dala area of the city resulted into a massive recovery of arms, ammunition and IED hidden in an underground in a house. Also, three unidentified Boko Haram members were arrested while four of the Boko Haram members were killed in Gombaru area of Maiduguri. Details of the recovered items, as given by the JTF, were two AK-47 riffles, one rocket propelled grenade tube, three rocket propelled grenade chargers, three G3 rifles, one smoke pistol, one FNC riffle, four pump action machine gun, two locally made pistols,, three tear-gars lunchers, 34 tear-gas canisters, three tear-gas grenade, 1.5m detonating cord, one IED cylinder, magazines of FNC riffle, 22 assorted ammunition, 12 assorted empty magazine, 1045 assorted ammunition and 12 GSM handsets. From the mainland to the highland, it was a tale of woes as most filling stations were shut to customers. Though, fuel attendants were seen standing on-guard at their duty post but not dispensing the product. Though, the major cause of the partial scarcity is still shrouded in heresies. But the acting spokesman of the Nigerian National Petroleum Corporation (NNPC), Fidel Pepple, blamed the situation on the damaged corporation’s pipeline by oil vandals at Arepo in Ogun State. The NNPC spokesperson stated that the corporation is yet to fix the damaged pipeline following the killing of some of their officers by suspected bunkers deployed to effect repairs. This development, Pepple said compelled the corporation to bridge products by trucks as against the pipeline. But beyond this explanation, speculations were rife that the situation may degenerate as most major oil marketers refused to import fuel following the subsidy claims controversy they were embroiled in with the federal government. However, in Lagos, none of the filling stations’ managers were willing to comment on the situation. As at Monday morning, it has become glaring to Lagosians again, that the battle for fuel has began in earnest as the usual long queues were noticed at most filling stations that agreed to dispense the product. Ikorodu Axis As at last Sunday evening, virtually a handful of filling stations were sighted dispensing the product to motorists. But in Owode, Ajegunle, prospective buyers were disappointed as the filling stations in the area were closed to customers. A teenager who identified himself as Nnamdi expressed surprise at the sudden scarcity of fuel in the area and wondered if the situation was the same in the entire Lagos metropolis. “My uncle sent me to buy fifteen litres of fuel to power our generator as we cannot store the product but all the filling stations were closed, not even the NNPC filling station at Novel drugs bus stop was opened to customers,” Nnamdi said. Like the Nnamdi, other teenagers and adults alike were seen clutching different sizes of jerry cans searching for the product to power their generator as the community has been plunged into perpetual darkness for almost three months. As at Monday morning, the situation assumed a different dimension as all the filling stations in Ikorodu axis were shut. Again, the fuel attendants were on guard but not on duty. By Tuesday, only few filling stations agreed to sell to customers while others maintained their hard stance ostensibly for pecuniary reasons. Ikorodu residents had to journey to Maryland and Anthony before they could get fuel to buy. Saturday Vanguard investigations showed that the few filling stations which dispensed fuel only had just one or two of their pumping machines working while customers groaned under long queues. Beside, the attendants were requesting for pecks before fuel would be sold to anyone buyer. A motorist who refused to part with some amount of money aside the cost of the litre of fuel purchased was not attended to. The young man who later identified himself simply as Bode, wondered why the extra payment. “If they (Federal government or oil marketers) want to increase the pump price of fuel why not do it instead of this under-hand dealings,” he said. According to investigations, the amount of money requested for as gratifications depends largely on the litres of fuel bought. For 20 to 50 litres of fuel, customers were expected to pay N200) as pecks. But for 50 litres and above, the sum of N300 is requested as pecks. The fuel attendants made more money from those buying with jerry cans. Apart from the filling station at Palm Groove in Onipan, the other filling stations along the Ikorodu axis were under lock and key as at last Thursday. However, as at yesterday, Friday, some of the filling stations have stated dispensing the product with caution as only two pumping machines were functional. Surulere At Ojuelegba, the filling stations were completely closed. But feelers showed that they were operational at night. Some of the fuel attendants declined comment. But a security officer to one of the filling station who refused to keep sealed lips disclosed to Saturday Vanguard that they dispensed fuel only in the evenings at extra cost to the consumers. However, at Lawson, the filling stations were selling fuel at N130 per litre. Though, they did not adjust their machines, but the cost was calculated with biro and paper. A visibly angry fuel attendant responded this way when queried why the sudden jerk in the pump price of fuel. “Oga nobody is forcing anybody to buy at this rate. If you have a choice, then, go there and let us be,” he said. A young man who gave his names as Justin Nwafor, said the case of those buying in jerry cans are even worse as they were forced to buy at the rates of between N140 and N150 per litre. “I operate a business centre and need fuel to power my generator. I don’t know how much to charge for a page of photo-copy if I buy a litre of fuel at N140, he queried. Yet another angry buyer on the queue who gave his name as Innocent urged the government to be transparent in its dealings with the citizens. “It the federal government want to withdraw subsidy completely from petroleum product, let them come out and say so instead of this shoddy dealings marketers indulge in. Nigerians are already confused because marketers and federal government were busy trading blames while the masses suffer. Only God knows whose interest those behind this current scarcity are serving,” he said. Other suburbs tucked in Surulere, the story is the same as all the filling stations visited were hoarding the product. Island, Lekki, and Ajah Although the situation at Island became pronounced on Tuesday as the filling stations at Awolowo Way and environs were shut but by the next day, Wednesday, some were opened to customers, again, with just four out of the ten pumping machines dispensing fuel. A banker who gave his name as Demiji, said he left his car at his office for fear that his fuel tank may run dry on his way home. Demiji who blamed the partial fuel scarcity in Lagos on marketers who want to maximize profit, lamented that the regulatory agency saddled with responsibility of ensuring that fuel is dispensed and sold at appropriate price seems to abandoned their duty. Hence, all these illegalities by these filling stations. “Who will check them? They have fuel but sell whenever they are ready to do so. Often times, they engaged in this sharp practice whenever they anticipate increment in pump price of fuel by the federal government in order to make outrageous profit,” he said. As at yesterday, all but the NNPC Mega filling station at the Island was consistent in dispensing fuel to motorists without gratifications. But at the Lekki, Ajah axis, virtually all the filling stations in these vicinity were operational on full time. Available report states that filling stations throughout the week sold fuel at no additional cost. A motorist who ply the Lekki, Ajah axis and would not want his name in print, said that when abnormal situation is normal, one has to watch it as there might be a foul play somewhere. “That the filling station attendants were not asking for pecks like their contemporaries at the Mainland does not mean that all is well. But how can you be so sure that the 10 litre fuel dispensed in your car is actually 10 litres. We all know these things but choose to ignore them. It could be possible that the quantity of fuel sold here may likely not correspond with the amount of money purchased. So, one needs to be careful, he said. However, as at yesterday afternoon, the long queues noticed at some of the filling stations have started disappearing. But investigations showed that most of the filling stations operate at minimum hours. Apapa area The industrial layout,Apapa has its share of pain when the fuel scarcity began last Monday. Most filling stations were shut. But the day after, some started to resume operation but not in full capacity as only two pumping machines dispensed fuel to the long queue of motorists anxiously waiting to buy the product. From Wharf to Mile 2 only two filling stations were seen dispensing fuel to motorists and other buyers with jerry cans. Not even the filling station adjacent to Berger Yard sold fuel all through the week. Orile, Badagry The situation was not better either in these localities as filling stations in Orile down to Mile 2 indulged in the same sharp practice of dispensing the product with just two pumping machines. Saturday Vanguard investigations showed that the situation was entirely different on the first day of the scarcity. The filling stations were closed. But on the third day, skeletal services were rendered to customers but not without parting with a token to the attendants. At Festac, Okomaiko, down to Agbara, the story was not different either as motorists and other users of the product groaned under the yoke of the partial scarcity of fuel. Ironically in Badagry, the product was readily available but at N140 per litre. The filling stations were opened to customers but dispensed fuel at outrageous price per litre. However, a general survey by Saturday Vanguard showed that fuel crisis situation is gradually returning to normal. But filling station owners who still harbor the fear of sudden increase in pump price of the product seem adamant in running their stations in full capacity. Justice Mudashiru Oniyangi of an Abuja High Court on Friday dismissed an application by former Inspector General of Police, Sunday Ehindero, which urged the court to stop Independent Corrupt Practices and Other Related Offences Commission (ICPC) from arraigning him. Justice Oniyangi also dismissed similar application filed by the suspended Commissioner of Police in charge of Budget at the Force Headquarters, John Obaniyi. The judge further refused to vacate the leave granted the ICPC to arraign the duo. The duo had filed separate notices of preliminary objection challenging the jurisdiction of the court as well as the leave granted the ICPC to file charges against them. They had prayed the court to quash the six counts preferred against them by the anti- graft agency. The ICPC had filed a charge of alleged corrupt embezzlement of N16 million against them. The ICPC said the amount was the interests generated from N567 million donated to the Nigeria Police by the Bayelsa State Government for the purchase of arms, ammunition and riot control equipment. The accused persons could be imprisoned for seven years if convicted. Delivering his ruling, Justice Oniyangi held that the anti-graft agency had, by the proof of evidence before the court, successfully established a prima facie evidence against the accused to warrant their being put to trial. “Prima facie evidence has been shown by the ICPC through the exhibits and statements of witness to proceed with trial,” he said. Justice Oniyangi also held that the ICPC was competent to prosecute the accused, adding that the ICPC Act 2000, under which the duo were charged, was a valid law. He said that the submission of Mr Ehindero’s counsel, Mike Ozekhome, that the ICPC Act 2000 was a non existing law, was not tenable. He said that the offence the suspects were charged with were known to written laws, stressing that it was not correct to say the ICPC was charging the accused under non- existent law. The judge further held that the commission is empowered to prosecute offences which fall under the penal and criminal codes. Justice Oniyangi, therefore, dismissed the objections and subsequently ordered that Misters Ehindero and Obaniyi be arraigned. After the ruling, Justice Oniyangi read the charges to accused persons who pleaded not guilty. Justice Oniyangi, refused to grant bail to Misters Ehindero and Obaniyi on liberal terms as made in an oral application by Mr Ozekhome. He granted them bail in the sum of N10 million each and one surety in like sum and ordered that the surety must swear to an affidavit of means. He also said the accused persons should be detained in prison if they failed to meet the bail conditions. OGOJA area is one of the last provinces in Nigeria that has not become a state. Whatever the reasons no one is sure. Most under-developed areas of the country that have become states have seen fast and significant infrastructure, economic, and political development overnight. For example, Akwa Ibom and Ebonyi states of Nigeria. This must be remedied to bring psychological, educational, economic and political development to this part of the country that hasn’t seen any significant development since the colonial rule. The creation of then South Eastern State or current Cross River State has left this region still largely untouched by any meaningful economic or political progress. The vast human and natural resources of Ogoja are not being harnessed to benefit the people of the area or Nigeria for that matter. The human and natural resources are wasting away. For years, this area was neglected by the Federal Government because the area is occupied by mostly minority tribes. The area continues to suffer from huge economic disparity, health, educational, and poverty problems. No part of the country should be left to suffer such deprivation, especially when the country has the economic resources and the political wherewithal to address the issue. The economic, educational, and political gains made by the sons and daughters of this area are not significant enough to benefit the citizens, so they continue to suffer in silence and without a voice in their own country. This imbalance must change so that Ogoja people can engage and participate fully in our new democratic process. With the on- going constitutional review, the National Assembly and the Federal Government should embark on the immediate task of creating an Ogoja state during this legislative session. This bold step will remove the pains the Ogoja people have suffered in educationally, socially, emotionally, politically and economically over time. Any visible development in the area is credited to the early Roman Catholic missionaries that came to the area to serve the spiritual needs of the people. They built schools, churches, orphanages, and hospitals, most of all they gave the people some hope for a better future. The current Cross River State is too large to undertake any meaningful economic development to benefit the Ogoja people.For Ogoja people, progress is standing still. Ogoja State should be created in this administration because of the political and economic benefits it will bring to the region as well as the nation as a whole. Ogoja state would become the agricultural home of the nation. The region is noted for fertile soil and agricultural produce such as yams, rice, cassava and cocoa grown in the area.State creation will bring immediate wealth, education, health, economic, and political resources to this neglected region. The area will see steady flow of goods, people and capital for economic development and growth. Better roads for commerce will be developed and maintained by the Federal Government and Ogoja State. Ultimately, this will alleviate poverty and the suffering of the Ogoja people. Educationally, the new state will create more primary, secondary and higher education opportunities to benefit the citizens of this area. The area lacks health care facilities to serve the people. This will change because Ogoja State will be able to build more healthcare facilities and increase access to healthcare resources for families and children. For small scale industries to develop there must be electricity. Ogoja State will embark on rural electrification project to allow businesses and entrepreneurs to invest in small scale industries and to create jobs in the area. Most importantly, it will focus attention on the areas of human development that has been neglected for generations. Participatory democracy requires that all citizens must be allowed to participate and contribute to the economic and political affairs of the nation, share in the benefits and burdens of the country. The creation of Ogoja State would give its citizens some participation and voice in the political process of the country. It would also promote the regional development of the economic activities of the region, promote interstate commerce, as well as cooperation and sharing of natural and human resources. In addition, it would create favourable business environment and spur economic development. The voice of the people would be fully represented. The current political landscape leaves most of this area under-represented and unappreciated.If the nation is to keep its promise to the minority people of the country and to live up to the true spirit and aspirations of the Constitution, then Ogoja State must be created now. The ruling party in Cross River State should welcome the creation of Ogoja State because the regional economy will benefit all. Finally, this would encourage sound economic and political development in the region and ultimately give the people of Ogoja a voice they never had because equity, fairness, and justice demand this change. With the much-awaited launch of the iphone5 in Japan, the honour of being among the first to get their hands on the iPhone 5 has gone a bit awkward as thieves in Japan broke into carrier stores and carted away over $100,000 worth of Apple’s latest smartphone. The Wall Street Journal reports that both Softbank and KDDI’s au were the victims of burglaries just hours before the iPhone 5 was set to go on sale. Three separate incidents across Osaka resulted in a total of 191 phones being lifted. Police estimated the largest heist, which saw 116 units nabbed from Softbank, was worth an estimated 7.45 million yen ($95,000). It’s not clear whether the incidents were connected, though proximity and timing makes it possible that all three burglaries were committed by the same perpetrators. The high value of Apple devices makes them frequent targets of theft. Apple has had difficulty with smash-and-grab burglaries that take advantage of the glass doors in many of its retail stores. One recent high- profile incident involved a BMW SUV crashing through a storefront in Temecula, California. Friday morning’s burglaries do slightly mar the launch of Apple’s new gadget, but expected record sales should more than make up for the unfortunate incidents. I personally do not have any problem with Ibo Presidency or any part of the country's Presidency for that matter. The only thing I would encourage Nigerians to look for in selecting their leaders is to look for honest, upright, and above all, tested and trusted individuals. Experimenting with rookies and "PDP brought up" candidates like the present occupier of ASO rock will always backfire and with grave consequences as the country is presently experiencing.

OSOGBO – Former Abia State Governor, Dr. Orji Uzor Kalu yesterday declared that the Igbo will not compromise for any other position other than the post of the President in 2015. Fielding questions from newsmen shortly after he delivered a lecture on “Leadership: Key factor to a better Nigeria” at the Professor David Ijalaiye annual lecture series organized by the Equity Chambers of the Obafemi Awolowo University, OAU, Ile Ife, Dr. Kalu stated that the Igbo will not settle for any other position. His words “In 2015 what will happen is that the Igbo will vote for the Igbo, Yoruba for Yoruba and Hausa vote for Hausa. Then, we will all come to Abuja to discuss and determine who should be Nigerian President.” “Anybody who thinks that there is going to be a straight ballot thing to produce the President in 2015 is only fooling himself ,” he added. The former presidential candidate of the Progressive Peoples Alliance said although he was currently not in any political party he will continue to fight against injustice and all that is in the interest of the good people of the country. Sir, is their any future for us: from the past records, such huge funds as always turn to be, people who are to implement the project, enrich their bank account with this funds. Mr president, we voted you in because we want a change and let every funds approved by your administration be subject to accountability and as well the agency or contractor involved, by so doing we can dream big and achieved our common objectives. |
