In early July the Department of Homeland Security withheld publication of an intelligence bulletin warning law enforcement agencies of a Russian scheme to promote “allegations about the poor mental health” of former Vice President Joe Biden, according to internal emails and a draft of the document obtained by ABC News.

The draft bulletin, titled “Russia Likely to Denigrate Health of US Candidates to Influence 2020 Election,” was submitted to the agency’s legislative and public affairs office for review on July 7. The analysis was not meant for public consumption, but it was set to be distributed to federal, state and local law enforcement partners two days later, on July 9, the emails show.

Just one hour after its submission, however, a senior DHS official intervened.

“Please hold on sending this one out until you have a chance to speak to [acting Secretary of Homeland Security Chad Wolf]," wrote DHS Chief of Staff John Gountanis, according to an email obtained by ABC News.

That was nearly two months ago. But the bulletin was never circulated.

Russian opposition leader Alexei Navalny was the victim of an attack and poisoned with the Soviet-era nerve agent Novichok, the German government said Wednesday, citing new test results. Navalny, a politician and corruption investigator who is one of Russian President Vladimir Putin's fiercest critics, fell ill on a flight back to Moscow from Siberia on Aug 20 and was taken to a hospital in the Siberian city of Omsk after the plane made an emergency landing.

He was transferred two days later to Berlin's Charité hospital, where doctors last week said initial tests indicated Navalny had been poisoned.

Chancellor Angela Merkel's spokesman, Steffen Seibert, said in a statement Wednesday that testing by a special German military laboratory had now shown "proof without doubt of a chemical nerve agent from the Novichok group."

"It is a dismaying event that Alexei Navalny was the victim of an attack with a chemical nerve agent in Russia," Seibert said. "The German government condemns this attack in the strongest terms."

Perhaps they are referring to another candidate from another Party!” he added, pointing to Joe Biden.

In the wake of the story, people noticed that the conservative outlet Drudge Report published an article featuring images of Trump losing his balance and dragging his feet.

Other said that Drudge’s adversarial reporting on Trump is not a good sign for the GOP in 2020.

Joseph R. Biden Jr. is expected to report a record-breaking haul of donations for August, raising more than $300 million between his campaign and his shared committees with the Democratic Party, according to two people familiar with the matter.

The sum would shatter past monthly records as small donors have poured money into Mr. Biden’s coffers, especially since the selection of Senator Kamala Harris as his running mate, and big contributors, from Silicon Valley to Wall Street, have given checks that can be as large as $721,300.

In a sign of the financial momentum behind Democrats, ActBlue, the main site that processes donations to the party, reported the second-biggest fund-raising day in its history on Monday, with more than $35 million donated. A majority of Mr. Biden’s August total came from online grass-roots donors, according to another person familiar with the figures.

The Biden campaign had previously announced that it raised $48 million in the first 48 hours after Ms. Harris was named as Mr. Biden’s vice-presidential choice. Together with the Democratic convention, those two periods add up to nearly $120 million raised in just six days.

ActBlue has processed at least $11 million in donations every day since Ms. Harris was chosen three weeks ago. In the preceding 41 days, the site had processed that much in a day only twice.

Two evangelical Christians from Georgia who backed President Donald Trump in 2016 now say that he has lost their support — although they so far are not committed to backing Democratic rival Joe Biden.

In an editorial published in The Hill, Georgia voters Ryan and Katharine Hurlburt have written a scathing denunciation of the president, whom they say has gone against their Christian values with his harsh treatment of migrants.

“His immigration policies have proven harmful and cruel, undercutting his stated commitments to life and religious freedom,” they write. “For instance, while we cherish unborn lives, we equally value the lives of thousands of children who were separated from their mothers or fathers by the administration’s ‘zero tolerance’ policy at the Mexican border in 2018.”

Skylor Jernigan frequently attends Patriot Prayer rallies and has been arrested in connection with a shooting at a protest downtown.

Police have arrested a suspect in connection with a shooting during a counterprotest Saturday in downtown Portland.

Skylor Noel Jernigan, 27, was charged with two counts of unlawful use of a weapon, menacing, reckless endangerment, and discharging a firearm in the city.

Portland police executed a search warrant and seized a handgun, which police believe was used in connection with the shooting.
