The proposed law by the senate is actually a good one when you think of it, except you just want to be greedy. I am not a lawyer, but I believe that with the old pattern of yearly payments, when you stay for over 2 years then the landlord is obligated by law to give a notice for 6 months after your rent expire or so. This is to afford you enough time to look for where to move to. But with this new pattern of monthly payment you can pay for any number of years, but the receipt issued now will contain the years in months. I.e 1 year (12 months in advance), 2 years bcoms (24 months in advance), 3years (36 months in advance). This is to effect immediately exit of tenant by law once the rent expires. So is more or less like a removal of grace window for the tenant. Lawyers in the house please shed more light.
