I remember during Rochas' tenure in Imo State when the government was combatting excessive dumping of pure water sachets the government started paying pure water companies an amount of money per 50kg of sachets they submit to the government. Sachet water hawkers would sell to a customer and wait until the customer drinks the water and they'll collect the empty sachet and keep, because the sachet water companies pay them a small amount for each empty sachet they submit. The companies would, in turn, submit the sachets to the government and get paid while the government recycles the sachets.

Owerri was very clean because of this.

That's how to solve such issues, not by banning outrightly
