The solution to this is simple. Create federating units that will control the resources and if they seem it fit to have 100 states, so be it. Our system of revenue sharing is the most fr fraudulent system that I've ever come across.

Why would a state that generates less than 10 million IGR receive over 2billion monthly allocation? Why is it a state in the first place? Which serious institution pays salaries that are grossly overs its earnings?
