By Michael Eboh The Nigerian National Petroleum Corporation (NNPC), Tuesday, called on Nigerians to desist from panic buying of Premium Motor Spirit (PMS), also known as fuel, stating that it has about 23 days of product supply in all its depots across the country. Reacting to the resurgence of fuel queues in some cities across the country, the NNPC, in a statement by Mr. Ohi Alegbe, Group General Manager, Group Public Affairs Division, stated that its depots have about 927.461 million litres of PMS which is enough to serve the country for the next 23 days if no drop of the product is imported within the period. The NNPC blamed the resurgence of queues at petrol filling stations on rumour of an impending scarcity, assuring that it has enough products to meet the demand of the country. Queues of vehicles at a petrol station By Segun Awofadeji in Gombe The lingering fuel scarcity hitting many parts of the country has turned into a crisis situation in Gombe even as the Gombe and Bauchi Operations office of the Department of Petroleum Resources (DPR) express helplessness in managing the tensed situation[i][/i]. THISDAY checks revealed that there were many sharp practices allegedly perpetrated by the owners of some filling stations in connivance with officials of the DPR, especially within the state capital. Our correspondent who visited many of the filling stations across Gombe metropolis on Friday discovered disorganised and unruly crowds that characterised the fuel stations even as black marketers had a field day doing their brisk business in front of filling stations . One motorists, Danlami Inusa Mohammed, alleged that there was no road side petrol vendor (black marketers) in Gombe town that did not have fuel. According to him, it was an open secret that most of the filling stations, with the knowledge of DPR, sell fuel to illegal vendors in the middle of the night between 1:00 am and 4:00 am. He blamed the DPR for worsening the scarcity saying the DPR allowed the filling stations to sell to the black marketers at above the official N87 per litre while the black marketers sell at N120 per litre and above. However, after a hard search, chasing him from one filling station to the other, Mr. Bernard S Amos, the assistant to the controller in charge of Retail Outlet Monitoring who spoke on behalf of the DPR Controller said Gombe is "suffering sufficiency level of fuel". He explained that instead of the 594,000 litres that could be sufficient for Gombe, the state only got 561,000 litres from Friday all through Monday. Editor’s Note: The South East and South South regions are on the throes of protest by the Indigenous People of Biafra (IPOB). The group, angry over alleged marginalisation of Igbo ethnic group, wants to create a country under Biafra. They are also angry over the continued detention of Radio Biafra director, Nnamdi Kanu. The protest is still limited to the south east. But will it spread to Lagos? Like a wild bush fire in the harmattan season, the Biafra protest by the IPOB, championing a separation from Nigeria is sweeping across the South East and South-South geo-political zones. At the last count, the protest has grounded Enugu, Onitsha, Port-Harcourt, Owerri and threatening other places. In Asaba, the capital of Delta State, angry Biafra youths shut down the Niger Bridge. In Onitsha, the protest turned violent and one person was reportedly shot dead. In Port Harcourt, Governor Nyesom Wike, is a having a hell of battle containing a protest that is threatening to shut the city down. Across the world, the protesters have also demonstrated in major cities such as Paris, New Delhi and other European cities. The IPOB, a separatist movement is seeking to secede from Nigeria citing marginalization of the South East under the Buhari administration and other grievances chiefly of which is the continued detention of Nnamdi Kanu, the Radio Biafra director. Kanu had been arrested on a visit to Nigeria from his base in London. He was seized by security operatives and had been in detention since after failing to meet stringent bail conditions set by a Nigerian court. The Biafra conundrum also has historical antecedents. The Nigerian Civil War, also known as the Biafran War of 6 July 1967 – 15 January 1970, was a war fought to counter the secession of Biafra from Nigeria. Biafra represented nationalist aspirations of the Igbo people, whose leadership felt they could no longer coexist with the Northern-dominated federal government. The conflict resulted from political, economic, ethnic, cultural and religious tensions which preceded Britain’s formal decolonization of Nigeria from 1960–1963. Immediate causes of the war in 1966 included a military coup, a counter-coup, and persecution of Igbo living in Northern Nigeria. Control over oil production in the Niger Delta played a vital strategic role. Within a year of the war, the Federal Military Government surrounded Biafra, capturing coastal oil facilities and the city of Port Harcourt. The blockade imposed during the ensuing stalemate led to severe famine—accomplished deliberately as a war strategy. Over the two and half years of the war, about two million civilians reportedly died from starvation and diseases. In the manner that a gentle breeze snowballs into whirlwind, the agitation of the Indigenous People of Biafra (IPOB) and Movement for the Actualization of the Sovereign State of Biafra (MASSOB), which began as an innocuous event, appears to have assumed a disturbing dimension. In the last one week, the agitators have staged series of protests across the region and parts of Delta State, paralysing commercial activities in the process. Findings showed that the development has caused anxiety among the people who now fear that the agitation may compound kidnapping, armed robbery and other anti-social activities that have bedevilled the region over the years, and metamorphose into acts of terrorism if it is not nipped in the bud quickly. A worried respondent said: “In the past one week that the agitators started the protests, we have been living with the fear that the region may come under a new regime of insecurity. “If care is not taken, this may transform into another form of terrorism that would compound the challenges of kidnapping and armed robbery in our area. “Something urgent should be done to spare us and our land of acts that are capable of causing bloodshed.” The fear of the agitators appears to have become the beginning of wisdom for some of the leaders in the zone as they declined to comment on the issue for fear that they might incur the wrath of the agitators. It was learnt that in some areas, the groups have started disregarding existing Igbo leadership and have begun to project themselves as the new leaders of the South East. An Igbo leader, who did not want his name in print, said: “It is risky to openly speak about the group. If you say anything that is against their agitation, they will take you as an enemy, and the truth is that there is nothing positive about what they are doing. They are opportunists and relevance- seeking people who are misleading unsuspecting youths to take to an unworthy cause. “If there is a need for such agitation, it would not be championed by rudderless and misguided set of human beings; it would be the collective decision of the entire zone. But as we speak, there is no need for such agitation. They are very unruly and power drunk. “It is disturbing that some of them have no regard for existing leadership in the land and have started seeing themselves as the leaders that the people should reckon with. That is actually their mission, but it would not work.” It was gathered that the anxiety of the people is fuelled by the aggressive manner the agitators have been “brainwashing” young people to join the movement. Checks revealed that the recruitment is strategically designed to get members across the country. Ikedigwe Raphael, an IPOB coordinator in Lagos State, confirmed this in a chat with The Nation. He said: “IPOB is divided into groups A and B. Group A comprises Bayelsa, Rivers, Abia, Imo, Akwa-Ibom and Cross River, while group B comprises Anambra, Enugu, Delta and Ebonyi. We regard any other state, region or zone not captured in the aforementioned groups in the country as a zoo. “The protests will continue until the director of Radio Biafra, Nnamdi Kanu, is released. Benjamin Onwuka of Biafran Zion Movement (BZM) and others currently arrested should also be released.” He berated the acclaimed leader of (MASSOB), Chief Raph Uwazurulike, for allegedly misleading and selling out Ndigbo in the pursuit of the Biafran agenda, describing him as a businessman. The Nation investigation revealed that a number of Igbo traders and commercial motorcycle operators have already been recruited in Lagos. A commercial motorcycle operator who spoke with our correspondent relished his membership of the group, singing various songs he said they were taught during a training conducted by the leaders of the agitators. “The high point of the protest will occur in December when we will travel home en masse to hold a mass protest. The arrangement is concluded and all we are waiting for is the right time to strike.” Two leading members of IPOB in Anambra State, Osita Amaechina and Obinna Remigus Ani, said their interest was to actualise Biafra like Southern Sudan, Eritrea and others, adding that it was the reason why they were non-violent. MASSOB, in a statement it issued in Awka, said there was no meeting, dialogue or discussion with South East governors and the apex Igbo socio-cultural organization, Ohanaeze, without IPOB and MASSOB, asserting that they are the new Igbo leaders.
