Yet Tinubu has been there, done it and got the t-shirt. He can point to RRS, perhaps the most professional subdivision of the Nigerian police force, he created, equipped and funded innovatively.

If you want to talk economics, Tinubu simply has to point to his achievement of making Lagos the 5th or 6th biggest economy in Africa, richer than nations like Ghana, while Obi's and Kwankwaso's reign as Governors were mediocre and completely unremarkable.

Let's not even talk about the likes of Eko Atlantic City that is a stupendous ode to Tinubu's unreal vision and ability to concieve great ideas.

All in all, the reality is that no other can match Tinubu, not even remotely close, if we talk about record and achievements in political leadership and public administration.

and what of tinubu ? obi was a governor just like tinubu. even though tinubu was a senator before. stop discouraging people with talent. if you read obi's story you will be surprised. he spent 3 years in court fighting the governor electoin until he was declared winner. then the dull inec expecting him to serve only 1 year? he challenged it and spent the full 4 years. after that they impeached him because he was being stingy on costs and i think he used people he knows for procurement at cheaper costs.

when i read the story, i started to respect him. so don't judge a book by its cover. you think atiku that was a vice president for 8 years and was in charge of power problems, is better? for 8 years, atiku spent 16 billion dollars to fix power, but there's no result.

Competency and loyalty can not be bought overnight,if you know the level of pilfering going on in Banking industry at the moment,you will pity these banks.

i agree. you pay by milestone, but engineering design will not cost billions. procurement is what takes most of the cost.

Nah, you can't do that, most engineering contracts have Mobilization, statutory approvals, Engineering design and reviews in that order as their first 3 milestones, procurement and construction amongst others follow suit. As a client you pay by milestones following that sequence.

A government can do that if the contractor has shown previously that it can be trusted and has delivered same promises they made. JB has been delivering multiple flyovers within 10months of going into site.

In a runaway and inflation prone economy such as Nigeria's what Wike did by giving 80% is the most logical thing to do....unless ofcourse you want contractors to come back and ask for variation due to price changes.

Most contractors includes validity period of the quoted contracts sum, if it exceeds such period it gives them grounds to ask for contract review hence variation but paying upfront you corner and compel them to expeditiously execute the contract within the stipulated time frame, it is also pertinent to ensure strick supervision to ensure compliance in both quality and schedule. That's basic logic.

Most procurement laws actually doesn't encourage paying that much as initial milestone but exigencies compels.
