Those facing charges in state high courts should be housed in state owned and run detention centres.

Those convicted by a state high court should serve their sentences in state owned prisons.

The vast majority of inmates both awaiting trial and on conviction were processed by state high courts.

Let the states handle this responsibility.

I have never heard of this Italian method but if you followed the NSA briefings on how they secured the rescue of the Oyo school children, you will find out that the DSS and DMI first identified every member of the kidnapping gang then traced all their relatives and had them arrested .

From there the DSS communicated directly to the kidnappers that if any of the hostages were to be killed that their relatives will be summarily executed in return.

They then made the relatives of the kidnappers to make videos appealing to the kidnappers to let the hostages go free.

The NSA was able to switch the negotiations from meeting the terrorists demands of freeing their jailed kingpins to now putting demands on the kidnappers to allow the hostages go.

Now that's how it's done

In such delicate situations like the Oyo kidnapping, the NSA opened up a negotiation channel with the terrorists, communicated clearly that the lives of the children were paramount to the govt and told the kidnappers that if they killed the students as they did the teacher , that the army would storm in. The skilled negotiator made it appear that he was the one keeping the Rambo team from storming in.

All this was to buy time, identify the terrorists so as to pick up their relatives .

And when that was done the tables switched.

Then there's the security operatives' perspective. You are now sending them into a very hostile situation with terrorists ready to kill not only the hostages but anyone who attempts to rescue them and fight to the death.

I don't think any security personnel involved in such operational ROE will be enthusiastic to go ahead knowing they are facing irrational opponents.

If you then decide to bomb away the location and sacrifice the victims, how does that fit in with the core of policing which is to secure lives and properties ?

Easier said than done because the blowback from such will see the relatives of the victims seeing you as equally insensitive and irrational as the terrorists.
