It was a show of shame on those indicted by the Anti-Corruption and Transparency Unit (ACTU) yesterday in Federal Polytechnic Oko as confiscated items of Entrepreneurship were displayed in the open. One of the Lecturers was indicted for illegally forcing his Entrepreneurship Development (EED) Students to submit items ranging from 15 buckets of Paints, 15 gallons of 20 liters oil, 30 buckets of Custard etc produced by each group of 10 students and submitted to him without passing through the due process of Knowledge Acquisition.

Occasioned by this, the Students now squeeze out their hard-gotten feeding money to purchase EED items in Markets as to get better scores instead of bending down to learn from Professionals in the Skill acquisition center of the school. The Lecturer (identity withheld) whose name has gone viral on Campus for perpetrating this evil act has been suspended with immediate effect by the Management while others are still facing panel.

The ACTU Chairperson, Mrs Nwobi Nnenna said her unit has bogus reports on the non-repentant and already-suspended Lecturer who forces students not only to purchase Supermarket items to earn few marks but also forces them to buy his textbooks that are sold outside the bookshop for N3000. She also posited that her unit has confiscated the items through the help of an informant who led her men to the building where the Lecturer stores all the items bought by the students. The ACTU Chairperson also took the Rector and his Management team to the premises where the confiscated items were kept.

When the Rector saw the numerous items allegedly submitted to the indicted Lecturer, he wept in the open. He angrily harped that Students should not hesitate to report Lecturers who are involved in such a dastard act without fear.
The Rector thanked the ACTU Chairperson and her team for doing a wonderful job of redeeming the image of the Polytechnic from maggoty personified Teaching Staff (Lecturers). He said he doesn’t believe that any Lecturer would continue mal-treating the Students after his pleas to them on many occasions.
His words “This is still unbelievable! This is pure extortion from my Students in disguise. It is lamentable and unfortunate that people enjoy it when the little ones cry. The Economy is not very good and as such, Students should not be made to go through all these. I built Entrepreneurship and Skill Acquisition Centre for the Students to be taught on how to be self-employed after their Polytechnic Education and not for criminals. Students should be taught how to produce these items and not forced to buy them outside for marks. The perpetuators of this crime have flopped the essence of Entrepreneurship Development and must pay dearly for it. The equipment needed for all these practical and the Professionals have been put in place in the Skill acquisition Centre to guide the Students. So why are all these students forced to go outside the school to enrich just few men? This situation must be thoroughly dealt with and the doers must be brought to book immediately”
The Rector further used the opportunity to reiterate his earlier warning to the Lecturers who boldly fail students in their 30% Continuous Assessments; asking them to have a rethink and stop the illegalities or face the wrath of the School Management.
He charged ACTU members to continue without fear in the discharge of their duties. While beckoning on all members of staff to cooperate with the Unit to achieve a corruption-free Institution, the Rector promised to ensure that ACTU is fully supported by the Management to carry out their assigned duties.
The Anti- Corruption and Transparency Unit (ACTU), was established by the Independent Corrupt Practices and other Related Offences Commission (ICPC) as one of the implementation mechanisms for its Mandate on prohibition and prevention of corruption especially in the Public Service. Prof.Godwin Onu installed ACTU in Federal Polytechnic Oko when he took over as the Rector of the Institution to fight Mal-practices and Corruption.

The secret police arrested some of them.A debate now rages over the propriety of their action.But here are three instances from the world’s greatest democracy.
On January 31, 2013, the FBI arrested nine judges for “conspiracy to commit wire and mail fraud, wire fraud, mail fraud, perjury, making false statements to the FBI, and aiding and abetting”.On November 4, 2015, the agency arrested a superior North Carolina court judge for bribery and corruption.Also, on May 30, 2014, it arrested a superior Puerto Rico court judge for bribery.Some of the judges the DSS arrested are Adeniyi Ademola and Nnamdi Dimgba (federal high court), and Slyvester Ngwuta and John Okoro (supreme court).Ademola is the judge handling the trial of Sambo Dasuki, former national security adviser (NSA), who is being prosecuted by the DSS for alleged illegal possession of firearms and money laundering.The judge has been critical of the DSS owing its refusal to release Dasuki after he had granted him bail.
Dimgba has also criticised the DSS for its high-handedness.The DSS claims it is on a mission to sanitise the judiciary.

Yesterday, the popular Barnawa road in Kaduna state was blocked with refuse dump in protest for non payment of employees. According to reports, governor Nasir Elrufai has not paid the workers he employed to evacuate the refuse dump in Kaduna and in protest to that, the employees poured the wastes on the road and blocked from using the road.

The Senate Tuesday clarified its position on the proposed amendment of the Code of Conduct Bureau and Tribunal Act as it said under no circumstances can the amendment affect the on-going case of its president, Bukola Saraki, before the tribunal.

In a statement by Chairman of the Committee on Media and Public Affairs, Aliyu Sabi, the Senate stated that many of the comments on the proposed amendments were made by those who have neither read the bill nor understood the principles behind it.

Mr. Sabi said since Mr. Saraki’s case commenced in 2015, any amendment of the law in 2016 cannot retroactively affect an on-going case. He added that the proposed amendment would still take a minimum of six months given the long process that lawmaking requires.

According to him, this process include committee hearing, public hearing, report back to Senate committee of the whole, the concurrence in the House of Representatives and, assent by the President as the final stage.

“There is no way we will even complete the process of finally effecting the amendments before the completion of the Saraki case. So those who read selfish or ulterior motives to this ordinary legislative activity are either mischievous or ignorant of legislative procedures,” he stated.

Mr. Sabi added that the sole aim of the amendment was to give effect to the right to fair hearing as enshrined in Section 36 of the 1999 constitution and the recent pronouncements of the Supreme Court.

“The amendment only affects section 3 and paragraph 17 of the Third Schedule of the current law. The sub-sections in Section 3 were re-arranged in such a way that it will reflect elegance in legal drafting.

“Also, the proviso in Sub-section 3 (d) was removed since it has also been removed in the constitution. To give fair hearing to the defendants in cases involving the bureau, sub-sections 3 (c) was enlarged to ensure that the person concerned was invited to state his own case, after which the CCB can still refer the matter to the tribunal for trial. This eliminates the constant complaint that a defendant was not given the opportunity to make explanation on the inconsistencies alleged to have been found in his Asset Declaration form. This is bringing the law in compliance with the judicial principle of Audi Alterem Partem (Hear from both sides to a case before taking a decision).

“The proposed deletion of Paragraph 17 in the Third Schedule of the law is to ensure that the court does not assume a procedure for which the drafters of the law and the law makers did not intend. The Penal and Criminal Codes mentioned in the Paragraph are no longer relevant. The CCT was not created to be a court with criminal jurisdiction and that is why the law provides for the defendant to be referred to another court if criminal issues emanates from any matter.

“We have found this amendment necessary so as to cure the inconsistencies and mischief arising from the operation and interpretations of the present law. Unfortunately, this ordinary act of legislation has been caught in a conspiracy theory beyond the wildest imagination of lawmakers,” he said.

The Senate spokesman therefore urged all members of the public to always seek to have full information about anything that goes on in the Senate before making comments or seeking to condemn the legislative institution.

He also invited all interested members of the public to make submissions to the National Assembly now or attend the public hearing, which would be duly announced.
