Frontline Itsekiri leader, Chief Rita Lori Ogbebor, has rejected the Christmas gifts comprising a cow, rice, hamper and other items sent to her house in Warri by the Delta State Government on December 24. The Igba of Warri (Irowojo) disclosed that it was imperative for her to turn down the gift items to show Governor Emmanuel Uduaghan that she was not happy with the way he had been running the administration of the state.

In a letter dated December 28, 2012, addressed to Governor Uduaghan and personally signed by the Itsekiri leader, Rita Lori Ogbebor stated that she could not accept the Christmas gifts from the governor while many communities in the state had not enjoyed dividends of democracy. According to her: “I saw the cow, rice, hamper and other Christmas gifts deposited in my house on December 24, 2012, from the Delta State Government. But I am sorry, I have to decline the gifts for the following reasons.

“By now, you already know my stand on the way you run the administration of Delta State. I feel unhappy and depressed to see the state and Itsekiri land, particularly, declining from the time you have been in government. “Severally, I have spoken to you as a mother and son, stressing that the Itsekiri riverine areas were declining educationally and economically. The way our land is today shows no planning or foresight. There is no creation of jobs, neither is there adequate security of lives and property.

“For many years, there has been fighting and bloodletting in Escravos. In fact, things have got worse since you became governor. Yet, you have not used your position to bring peace to this very important Itsekiri town. Indeed, what we have are cases of Itsekiri sons killing one another. And you are also an Itsekiri. “Also, it is sad to know that when people are saying we have a governor as a son, a place like Ugborodo, which people know as the terminal for Nigerian oil, can boast of nothing but mud and water.

There is no infrastructure, no houses, no roads, schools or hospitals.” Ogbebor also took a swipe at the governor for allegedly taking over Okere land and beginning construction on it without any consultation or due process. The Okere people, she said, had appealed to the governor to leave the place for them because they had no other land and they needed the land to build a cultural centre. “You caused the matter to be brought to my house in Lagos, where you discussed with Okere people and promised to leave the land for them. We all thanked you and even feasted.

You left my house, but did exactly the opposite of what you had promised. Today, the Okere people have gone to court against your government. Where then lies the trust between you and the people who voted you into power? “I was astonished to see you depositing a cow and other gifts in my compound in Warri, when your word to Itsekiri people has not been your bond. I, therefore, reject with all that is in me your gifts,” Ogbebor said.

merengue: I have been watching this thread and waiting patiently for the Uduaghan arse lickers, paid sycophants and mentally retarded people to show pictorial evidence of their master's achievements; Alas!!!! I waited in vain. One numbskull mentioned winning Eko 2012 Sports Festival as an achievement: how ridiculous is that? Delta has been winning that since Moses was in diapers. Uduaghan (like Ibori) is a total, unmitigated disaster and deserves to rot in hell for a thousand eternities for the desecration of The Big Heart. E.O.D!!!!

Among the knocks that the programme has received from the general public since its establishment, perhaps the latest one was from the National Assembly which has raised more critical questions on how far the project have positively touched the lives of the common people.

The legislators did not only express shock on the alleged profligacy recorded in the last four months but observed that the functions of the organisation were mere duplications of existing government agencies.

Dissatisfied with the role of SURE-P, the lawmakers, penultimate Wednesday faulted the existence of the agency, saying its role is synonymous to that of the MDAs.

It was at the joint sitting of the National Assembly, Down Stream, were Kolade, its Chairman, told the lawmakers that N135 billion was realised by the agency by the end of October, raking N15 billion monthly and that the money was channelled into construction of abandoned road projects and maternal mortality care. He also disclosed on efforts at youth employment.

But the lawmakers had disagreed with the Chairman’s submissions, insisting that what was being done by SURE-P was already being carried out by existing agencies.

Senator Danjuma Goje for instance lamented that the task executed by the SURE-P has already been executed by the existing Ministries in the country, adding that with the advent of the SURE-P it is an indication that the Federal Government has lost confidence in existing ministries.

Goje observed that the agency was more focused on distributing money around as its activities have not positively affected the lives of the ordinary people that are meant to be the primary targets. For him, SURE-P is another way of spending the nation’s money on overheads.

According to Goje; “Going by the projects listed, it is an indirect loss of confidence on the ministries. You are just going around distributing money. Government is indirectly saying the ministries do not have the ability to handle projects. Something is wrong somewhere in this set up. N1 billion is allocated on just SURE-P board. SURE-P is another Nigeria way of spending money on overheads”.

ABUJA- THE National Assembly Wednesday took a swipe at President Goodluck Jonathan’s Subsidy Reinvestment and Empowerment Programme (SURE-P), describing it as a drain pipe on the Nigerian economy, just as it called on the government to scrap it if there were no improvements.

The Lawmakers who expressed their total dismay and lack of confidence on the activities of the Christopher Kolade led Programme, however stressed that the agency was nothing, but a duplication of activities already carried out by existing Ministries, Department and Agencies, MDAs in the country.



The Legislators while also criticising the SURE-P, stressed that SURE-P, saying that it has not helped the youths in the area of employment as the claim of provision jobs for 360,000 youths cannot be justified.

The National Assembly members spoke yesterday at the Joint sitting of both the Senate and the House of Representatives Committees on Petroleum, Down Stream, when the SURE-P Chairman, Christopher Kolade appeared to defend the 2013 budget of the agency.

In its 2013 budget proposal presented to the committee, SURE-P said it expected an inflow of N180 billion to add with its N93.52 billion unspent balance from 2012 budget to carry out its projects in the 2013 fiscal year, adding that N135 billion was realized by the agency up till the end of October, 2012 raking N15 billion monthly, adding that the money has been channelled into construction of abandoned road projects, maternal mortality care.

Dr. Kolade who disclosed that the Programme requires N273.52 billion in its 2013 budget, said that one of the major problems the SURE-P was facing has to do with the fact that it never came up with brand new programmes on its own, adding that the beneficiaries of the mass transit buses are the National Road Transport Operators and some organizations in transport business.

The SURE-P, it will be recalled was established in January, 2012 by President Jonathan after the subsidy from Premium Motor Spirit (PMS) was partially removed

Not satisfied with the performance of the SURE-P, Chairman of the joint Committee, Senator Magnus Abe, PDP, Rivers South-East said, “From the details presented before us here, it is believed that the performance of your 2012 budget was put at only 31 percent. You have to sit up in 2013, else, Nigerians will start losing interest in you.  Our fears is not with your credibility, but the fact that these main roads are the same also awarded by the Federal Ministry of Works during this period.

“One of the problems of the SURE-P intervention attempts is that there projects duplication that we don’t seem to know how payments are paid to these contractors working on these projects.’’

The committee said however that unless the organization provides its full details of 2012 dealings, it would not debate the 2013 budget and therefore directed the chairman, Dr Christopher Kolade to furnish it with the details before it considers the next sitting date to debate on the budget.

According to Senator Abe, “there is no need to discuss anything on the 2013 budget when there are issues unresolved here in the 2012 budget. From the mood of members of this committee, nobody is ready to discuss anything on issue regarding 2013 budget”.

Corroborating Senator Goje, Member representing Akoko-Edo Federal Constituency, Peter Akpantasi said, “SURE-P is all about identifying existing projects that are having funding deficit, and they set up their own committee that interfaces with ministry officials who are in charge of those projects with a view of agreeing on such projects they will bring their intervention programmes to support.

‘’Then, they will inspect the jobs that the ministries have awarded, look at the certificates of completion and at the end of the day they approve money for their payment.

“In all of these you will see that they are not in any way financing any new projects, they are not initiating any new projects, they only put money into existing projects.

“Our belief is that the road projects, you talk about the most prominent like the east-west road, it is the responsibility of government, it has been there over the years and funds have been appropriated for that. ‘’Why is it that it is the same thing that the ministries have been doing that “SURE-P is putting their money into. Now, what is then the job of the ministries? If the ministries were that efficient, why are we having this backlog of these uncompleted projects?

Sincere 9gerian: The use of boko haram onslaught and killings of innocent Nigerians to score cheap political points is most callous on the part of ACN. Well I'm not surprised. It's in the tradition of ACN and Lai Muhammed to so do. Just compare this destructive criticism by ACN with the constructive criticism of Fashola by Aturu that was reported yesterday. Yes the FG promised to recruit 10,000 persons per state and pay them monthly stipends. But the scheme was meant to be done in conjunction with the state govt and the state govt were expected to foot 50% of the bill. Unfortunately some states(especially ACN states) have not cooperated as expected. The process has been delayed but it has taken off in some states. Also it seems that due to challenges of non-cooperation of some governors, the number of those to be employed has been reduced to 5,000 in some states
