The police on Wednesday said they had not withdrawn their invitation to the President of the Senate, Bukola Saraki, over his alleged link with suspected robbers, who invaded banks in Offa on April 5, 2018.

The Force Public Relations Officer, Jimoh Moshood, who stated this in Abuja while parading two more suspects of the robberies, said Saraki must appear in person to defend himself.

He added that it was only the police that could issue a statement about the ongoing investigation, noting that Saraki was being expected for interrogation by the police.

Asked if Saraki had a deadline to show up for interrogation, the police spokesman said it was up to the investigators to determine that.

He also stated that the detectives would determine whether the Senate President should be arrested if he failed to respond to the police summons.

The police also vowed they would do everything possible to bring Saraki to justice for his alleged involvement in the multiple bank robberies in Offa.

The force stated that it had arrested two additional suspects out of the three persons named by the gang leader, Ayoade Akinnibosun, a.k.a AY.

Parading the two new suspects, Alhaji Kehinde Gobiri, a.k.a Captain, and Alhaji Oba Olododo, a.k.a Jakwando alongside the gang leaders at the force headquarters, Abuja on Wednesday, the police spokesman explained that the suspects had provided information about their connections to the embattled senator.

He stated that the suspects were part of the notorious political thugs in possession of firearms and other dangerous weapons working for the Senate President in Kwara Central Senatorial District.

He added that Gobiri and Olododo had admitted to the various crimes and criminalities they committed in Kwara Central Senatorial District under the guise of political thuggery for the Senate President.

Moshood disclosed that the third suspect, Alhaji Dona, was still at large, noting that efforts were ongoing to apprehend him.

He stated, “The Nigeria Police Force will not be cowed or succumb to intimidation from any quarter in carrying out a thorough and discreet investigation into the Offa bank robberies, where significant successes have been recorded.

“The ongoing investigation will be driven to a logical conclusion. Meanwhile, the Senate President, Sen. Bukola Saraki is still under investigation in connection with the robbery and the Nigeria Police Force will do everything possible within the ambit of the law to ensure that justice is done in this case.”

Moshood stated that investigations showed that three gang leaders who participated actively in the Offa bank robberies, Akinnibosun, Ibukunle Ogunleye aka Arrow and Adeola Abraham followed Saraki to Olofa’s Palace when he paid a condolence visit to the traditional ruler after the robberies.

He said, “New revelations from further investigations into the matter show that all the five gang leaders namely: Akinnibosun, Ogunleye, Abraham, Salawudeen Azeez and Niyi Ogundiran have direct connection to the Senate President as new pictures of one of the five gang leaders when paraded by the police earlier in the week was in ‘Aso Ebi’ (trouser) used during the Senate President daughter’s wedding.”

“The gang leaders further admitted that they attended the Senate President daughter’s wedding held recently.”

The gang leader, Akinnibosun in an interview explained that his gang members went with the Senate President to visit the Olofa’s palace, but not on his invitation, adding that they heard about the visit through Saraki’s friend, Samshudeen Bada, who invited them.

He said, “I have a friend; he is a politician close to the Senate President. His name is Samshudeen Bada. He was the one that called me and told me that the Senate President was going to Offa, so I called Kunle Arrow and I called Adex that the Senate President was going to Offa.”

“I went with my Lexus SUV to pick them and we went to Offa and on getting there, not quite 10-15 minutes, the Senate President was done. After he was done with the Olofa, he said he was going to Ilorin and we followed him. When we got to a village, Eleyeoka, he stopped to relieve himself. Senator Ibrahim Rafiu (Saraki’s friend) then gave us N50,000; he gave the money to me,” the suspect narrated.

President Muhammadu Buhari on Tuesday shocked members of the National Executive Committee (NEC) of his party when he called for the cancellation of tenure extension for party officials.

The APC had at its NEC meeting on February 28 extended the tenure of members of National Working Committee (NWC) led by John Odigie-Oyegun by one year.

The decision did not go down well with a national leader of the party, Bola Tinubu, who had been in conflict with the national chairman of the party.

Speaking shortly before the commencement of NEC meeting Tuesday, Mr. Buhari told a packed hall at the APC national secretariat to consider cancelling the tenure extension decision because “it is against the party constitution and the Nigerian constitution.”

He therefore, presented the matter “for discussion” at the meeting.

Mr. Buhari said he is having a change of heart because he doesn’t want the party’s activities to be faulted by any court of law.

The president’s request was not discussed at the national caucus meeting which held at the Presidential Villa Monday night, Mr. Odigie-Oyegun had said.

Caucus meetings are precursor to what would normally be discussed at NEC.

The president noted that if the decision to extend party executive tenure can be legally faulted, then any nomination and primary election can also be faulted.

“In particular, I think it is important to talk on the contentious issues of the tenure of our national and state executive officers. As we all know, the motion was moved in the last NEC, February 27 2018, to the effect that when the tenure of the current executive expire in June this year, they should be allowed to continue for one year.

“This motion was moved by majority of members present at the last NEC meeting, even though some of our party members have since spoken very vehemently against it, others have even taken the matter to court.

“On my own part I have taken some time to review and seek advice on the resolution and what I have found is that it is contravenes our party constitution and the constitution of the Federal Republic of Nigeria.”

According to him, while the APC constitution article 17, limits the tenure of elected officers to four years, renewable once by another election. The 1999 constitution of Nigeria as amended, in section 223, also prescribes periodic election for party executives at regular intervals which must not exceed four years.

“Furthermore, article 31 of our party’s constitution provides that any principal officer wishing to re-contest or contest for another post must resign from his current post at least one month before the election. In this circumstance what is expected of us is to conduct fresh election once the tenure of the current executives approaches its end.

“If the tenure of our party executive can be legally faulted then it means that any nomination and primary election can also be faulted”, he said, adding that this is not to talk of the (crisis) that will arise and is already arising within the party when some of its members feel that they are being denied the right to aspire to executive positions.

“I am therefore of the firm believe that it is better to follow strictly the dictates of our party and national constitution rather than put APC and its activities at grave risk.

“The only thing I feel too strongly about is that we should not allow our party to be vulnerable to the opposition,” he said.

He also revealed that a timetable for congresses and elections has been approved and he hopes everyone will work towards making the timetable useful.

“Fortunately we have already approved a timetable for the holding of congresses and elections. I think this should be allowed to go forward and all efforts should now be geared towards making them a great success,” he said.

Former vice president Atiku Abubakar has for a long time been challenging Nigerians who accused him of being corrupt to come forward and prove it. So far nobody has come forward.

Well, has received a report on how Atiku was the subject of a probe ten years ago, by a United States Senate Permanent Subcommittee on Investigations, chaired by Senator Carl Levin.

The report detailed how Atiku Abubakar while still the vice president of Nigeria between 2000 and 2008, used offshore companies to siphon millions of dollars to his fourth wife in the United States, Jennifer Douglas.

Specifically, the report said Jennifer Douglas, an American citizen, helped her husband bring over $40 million in suspect funds into the United States through wire transfers sent by offshore corporations to U.S. bank accounts.

In 2004, the then President Bush barred Atiku and other corrupt politically exposed persons from being issued visa to the United States.

The US Senate probe was motivated by US government concern about corruption in the Third World and its corrosive effects on the development of honest government, democratic principles, and the rule of law.

“It is also blamed for distorting markets, deterring investment, deepening poverty, undermining international aid efforts, and fostering crime. Some have drawn connections between corruption, failed states, and terrorism. Corruption also continues to be a massive problem. The World Bank has estimated that $1 trillion in bribes alone exchange hands worldwide each year,” the committee noted in its bulky report.

Atiku was not the only foreign Politically Exposed Person(PEP) probed by the committee. He had company in Teodoro Nguema Obiang Mangue, now the 48-year-old son of Teodoro Nguema Obiang Mbasogo, the President of Equatorial Guinea (EG), late President of Gabon, Omar Bongo and three Angolan PEP accounts, involving an Angolan arms dealer, an Angolan government official, and a small Angolan private bank.

The committee submitted its report on 4 February 2010, three years after Atiku left office.

The report unveiled violations of US laws by Atiku and his fourth wife, Jennifer Douglas. It also included revelations about Siemens bribe paid into one of the accounts, and it possibly provided the basis for Atiku being barred from entering the United States, since then.

This Report examines how politically powerful foreign officials, their relatives, and close associates – referred to in international agreements as Politically Exposed Persons (PEPs) – have used the services of U.S. professionals and financial institutions to bring large amounts of suspect funds into the United States to advance their interests. Using four case histories, this Report shows how some PEPs have used U.S. lawyers, real estate and escrow agents, lobbyists, bankers, and even university officials, to circumvent U.S. anti-money laundering and anti- corruption safeguards. This Report also offers recommendations to stop the abuses.


Here is a summary of the report:

Atiku Case History.

From 2000 to 2008, Jennifer Douglas, a U.S. citizen and the fourth wife of Atiku Abubakar, former Vice President and former candidate for President of Nigeria, helped her husband bring over $40 million in suspect funds into the United States through wire transfers sent by offshore corporations to U.S. bank accounts.

In a 2008 civil complaint, the U.S. Securities and Exchange Commission alleged that Ms. Douglas received over $2 million in bribe payments in 2001 and 2002, from Siemens AG, a major German corporation.

While Ms. Douglas denies wrongdoing, Siemens has already pleaded guilty to U.S. criminal charges and settled civil charges related to bribery and told the Subcommittee that it sent the payments to one of her U.S. accounts.

In 2007, Mr. Atiku was the subject of corruption allegations in Nigeria related to the Petroleum Technology Development Fund.

Of the $40 million in suspect funds, $25 million was wire transferred by offshore corporations into more than 30 U.S. bank accounts opened by Ms. Douglas, primarily by Guernsey Trust Company Nigeria Ltd., LetsGo Ltd. Inc., and Sima Holding Ltd.

The U.S. banks maintaining those accounts were, at times, unaware of her PEP status, and they allowed multiple, large offshore wire transfers into her accounts. As each bank began to question the offshore wire transfers, Ms. Douglas indicated that all of the funds came from her husband and professed little familiarity with the offshore corporations actually sending her money.

When one bank closed her account due to the offshore wire transfers, her lawyer helped convince other banks to provide a new account. In addition, two of the offshore corporations wire transferred about $14 million over five years to American University in Washington, D.C., to pay for consulting services related to the development of a Nigerian university founded by Mr. Atiku Abubakar.

American University accepted the wire transfers without asking about the identity of the offshore corporations or the source of their funds, because under current law, the University had no legal obligation to inquire.

Executive Summary

Combating corruption is a key U.S. value and goal, due to its corrosive effects on the rule of law, economic development, and democratic principles. In 2001, the Patriot Act made the acceptance of foreign corruption proceeds a U.S. money laundering offense for the first time, and required banks to apply enhanced scrutiny to private banking accounts opened for senior foreign political figures, their relatives, and close associates. In 2003, the United States supported the United Nations Convention Against Corruption, now ratified by over 140 countries. Also in 2003, U.S. Immigration and Customs Enforcement (ICE) formed an investigative group dedicated to combating foreign corruption by PEPs. In 2004, President Bush issued Presidential Proclamation 7750 denying U.S. visas to foreign officials involved with corruption, and Congress later enacted supporting legislation. A 2009 study sponsored by the World Bank analyzed PEP controls worldwide and recommended stronger measures to reduce corruption.

The Permanent Subcommittee on Investigations (Subcommittee) initiated this investigation to learn how U.S. laws apply to PEPs utilizing the domestic financial system, and examine how foreign senior political figures, their relatives, and close associates may be circumventing or undermining anti-money laundering (AML) and PEP controls to bring funds that may be the product of foreign corruption into the United States. It is the latest in a series of Subcommittee hearings examining foreign corruption and its U.S. aiders and abettors.

During the course of its investigation, the Subcommittee staff conducted over 100 interviews, including interviews of lawyers, real estate agents, escrow agents, lobbyists, bankers, university professionals, and government officials. The Subcommittee issued over 50 subpoenas and reviewed millions of pages of documents, including bank records, correspondence, contracts, emails, property records, flight records, news articles, and court pleadings. In addition, the Subcommittee consulted with foreign officials, international organizations, financial regulators, and experts in anti-money laundering and anti-corruption efforts.

Former president, Goodluck Jonathan has said Atiku Abubakar cannot get the presidential ticket of the All Progressives Congress and hinted that he should go for that of the Peoples Democratic Party (PDP). There has been speculation that the former vice president would contest in the 2019 presidential election although this has not been made official yet.

In an interview published on This Day, Jonathan said Atiku would perform well on the ticket of the PDP. He also advised him to reach out to former president Chief Olusegun Obasanjo saying he has also learnt his lessons. He said: “He can’t get the APC ticket. If Atiku gets our party ticket, he would compete well. He’s always a passionate politician. But he would have to reach out to our boss, Baba OBJ, the boss of all bosses. We’ve all learnt at different times that you ignore OBJ at your own peril. OBJ has the magic wand, respected at home and abroad…” He also spoke about the issue of running mate saying the PDP would do better picking a candidate from the south east or south south.

He said: “Strategically, since Professor Osinbajo is already running with Buhari, the South South and South East, remain the most fertile grounds. And there are many brilliant people there waiting for the chance. The Governors control some of the richest states in Nigeria except Lagos…” NAIJ.com had earlier reported that Jonathan laid to rest speculation that he might contest in the 2019 presidential election insisting he has no intention of doing so. Kenyan opposition leader Raila Odinga has pulled out of October's election re-run.
Mr Odinga said his withdrawal would give the electoral commission enough time to introduce reforms that will help deliver a more credible election.
The Supreme Court annulled the result of the original 8 August poll after finding irregularities and declaring it "neither transparent or verifiable".
The electoral commission had declared incumbent Uhuru Kenyatta the winner.
It said Mr Kenyatta had won by a margin of 1.4 million votes

The re-run was due to take place on 26 October, but Mr Odinga said on Tuesday: "We have come to the conclusion that there is no intention on the part of the IEBC [electoral commission] to undertake any changes to its operations and personnel... All indications are that the election scheduled for 26 October will be worse than the previous one."
As a result, he said, "considering the interests of the people of Kenya, the region and the world at large" it was best that he withdrew from the race.

The opposition party has previously made clear its participation in the election was contingent on reforms being made.
It believes the election will have to be cancelled as a result of Mr Odinga's withdrawal, allowing "adequate time to undertake the reforms necessary to conduct an election that is in strict conformity with the constitution, the relevant laws and the constitution".
Mr Odinga has also called on people to protest on Wednesday, using the slogan "no reform, no elections".
But Mr Kenyatta said the election will go ahead regardless.
Speaking at a rally in the southern town of Voi, he said: "We have no problem going back to elections. We are sure we will get more votes than the last time."
