President Muhammadu Buhari will on Tuesday, May 10 depart the shores of Nigeria for the United Kingdom, NAIJ.com has gathered. Finally, after four months and two weeks of dilly-dallying, President Muhammadu Buhari has signed the 2016 budget into law. Nigerians expect that the nation will immediately get to work, and the Keynesian economics of spending our way through crisis will finally yield its good.

Here are five magical moves or changes that the Nigerian people are expecting to take over almost immediately:

NAIRA CAN NOW APPRECIATE TO N250/$1

At the joint appropriation committees of the national assembly, Joseph Nnana, deputy governor, financial system surveillance of the CBN, said the naira will rise once the budget is passed.

“Distinguished chairman sir, we have $20bn lying idle in various domiciliary accounts of many customers at the various banks across the country,” he had said.

“This is part of the reasons why the naira has continued to slide against the US dollar. The CBN will embark on aggressive liquidity mop-up to enable the naira regain confidence.

“The CBN will not sit down and watch the consistent fall of the naira. After the passage of the 2016 budget, the naira will begin to bounce back. Those who speculate on dollars will have their fingers burnt.”

Did Nnana say the naira will rise to N250 to a dollar? No, we are just being optimistic.

FASHOLA CAN NOW BUILD ROADS

About two weeks ago, Babatunde Fashola, minister of power, works and housing, said the country cannot build roads, until the budget is passed.

“There’s a plan to deal with the road challenge, but unfortunately as I speak, there is no budget,” Fashola said at a town hall meeting in Lagos.

“Those of us that are tuned to public service will understand that budget is the article of faith, without appropriation, you can’t spend money.”

With the budget now passed, we should expect roads, fixed, houses built, and a new face for works in Nigeria.

These websites can now begin to function and hasten Nigeria’s technological and mining development in the nearest future.

The last has not been heard of the trial of Senate president, Bukola Saraki – Senators loyal to the Senate president has been looking for ways to save Saraki’s job – Their next move has been revealed in this report Senators who are hard core supporters of Senate president, Bukola Saraki yesterday, April 22, formed a new group called G77. The senators who are from both the Peoples Democratic Party (PDP) and the All Progressives Congress (APC), say their goal is to protect the integrity of the Senate.
The group had their first meeting on Thursday, April 21, at the residence of the Senate minority leader, Chief Godswill Akpabio.
They resolved to extricate the Economic and Financial Crimes Commission (EFCC), from the control of the presidency, as they see the agency as a tool of the present administration to intimidate political opponents. The group comprising mostly of first time senators , are reportedly against their older colleagues who they claim have monopolised the juicy committees of the Senate. According to Vanguard, the meeting commenced shortly after 7pm and ended just before midnight following which some senators also broke up into groups. The report further stated that 36 senators were physically present at the meeting, but its membership is 77 senators, hence the name G77. which inside sources disclosed has a membership roll of 77, almost all of them new senators. The G77 meeting resolved to push forward an amendment bill to the law establishing the EFCC to among other things remove the president’s right as appointing power and transfer same to the National Judicial Council.
The group is also pushing for the minimum qualification for the office of executive chairman of the EFCC to be occupied by a Deputy Inspector-General of Police. The senators lamented what they claimed was the way and manner the EFCC have being used to hound politicians who they perceive as opponents of the Buhari administration. As part of the amendment the EFCC would be compelled to finish investigations before filing charges against anyone, a source at the meeting disclosed. One of the senators who attended the meeting told Vanguard on the condition of anonymity, that the group would frustrate the ambition of older senators who are positioning themselves to take over from governm Senators who attended the meeting includes Senators Samuel Anyanwu, Clifford Ordia, Matthew Urhoghide, Ben Murray Bruce, Dino Melaye, Biodun Olujimi, Isa Misau among others.
Meanwhile, Saraki has hinted that his ongoing trial at the Code of Conduct Tribunal is a result of the fact that he opposed a Muslim-Muslim ticket for the APC in the build-up to the 2015 general elections. In a related development, during plenary on Wednesday, April 20, the Senate vowed to stand with Saraki throughout his ordeal at the CCT.

Watch out all you dollar hoarders: the Chinese yuan is coming for you. Many financial analysts think the dollar under your pillow may soon be worth less than the rate at which you bought it. They think you run the risk of vomiting most of what you have swallowed since the forex crisis started. With the yuan going to be directly available to Nigerians — effectively eliminating the “middleman” called dollar — it is safe to say the Central Bank of Nigeria (CBN) has made a bold move in its controversial management of the exchange rate crisis, a move that some analysts believe may ease the demand pressure on the dollar, even if the gains would only be marginal.

For those who may still be in the dark, the news is that Nigeria and China have agreed in principle to a yuan swap. In simple English, it means Nigerians and Chinese would not need the dollar when they do international business with each other. Yuan will now be directly used. Currently, a Nigerian importer needs to buy dollars from the bank (or black market) in order to pay for Chinese goods and services, which are priced in dollars. This automatically puts pressure on the exchange rate. The dollar is then converted to yuan. In between, conversion charges are incurred. Now Chinese exports to Nigeria will be priced in yuan. That is the deal.
Why does a yuan swap matter? Good question. China is the biggest exporter to Nigeria — to the tune of over $14 billion yearly. Therefore, we can say the demand for dollar will drop by at least $14 billion when we do the swap deal. Mr. Godwin Emefiele, the CBN governor, will certainly sleep better if $14 billion can be struck off the FX demand list. That also means the naira may begin to lose less energy against the dollar. Many economists and experts still find it unpardonable that the government of President Muhammadu Buhari has refused to officially devalue the naira, and the jury is still out on the resort to unorthodox measures to “protect” the national currency.

Lest I forget, no deal has been signed yet. There are, thus, no details to discuss. By the time the CBN puts pen to paper with the People’s Bank of China (PBOC), we will get to know how much is involved in the swap, how long the deal will last and what the exchange rate will be. The good news is that unlike many currencies, the exchange rate of yuan is not tied directly to the dollar. Rather, it is determined by a basket of currencies, even though the dollar is still a key determinant. There is a reference rate used by PBOC to attain “parity” — but we all know that the yuan is undervalued for economic reasons. Nigerians could, therefore, expect to buy a cheaper yuan.

Before we celebrate too much, there are possible downsides. The CBN must look at the details with a fine toothcomb, because the devil could be in the details. More importantly, Buhari must show the “political will” to protect Nigeria’s interest. He has said the right things — by insisting that Nigeria will not become a dumping ground for Chinese exports, and that the Chinese should come and establish factories in Nigeria. This is beautiful. The next thing is action. We have heard a lot of that rhetoric in the past but a lack of will means we do not follow through. The Chinese could end up enjoying all the benefits while we come out empty-handed.

The first danger is that a cheaper yuan means our imports from China may increase astronomically. The swap would offer a massive incentive to patronise made in China more than we have ever done. The implication is that the “Buy Nigeria” campaign will become a waste of time and energy. If I know my country very well, we may start taking advantage of the yuan deal to import water and suya from China without a care in the world about the damage it would do to our local industry. One of the stated reasons for the current FX regime is to encourage local industry — but if we don’t manage this swap deal well, we could end up shooting ourselves in the foot.

In my experience, to sign deals with the Chinese is the smallest problem. It is the implementation that always hurts us: the Chinese always derive the maximum benefits while Nigerians just look on like a figurine. Six years ago, we signed a deal with them to build three green field refineries in Lagos, Kogi and Bayelsa. Can someone remind me if the refineries have started production? In truth, the fields are still green! Six years in the life of a country! If the deal had been treated with seriousness by the Nigerian government, we would not be needing to import fuel today, and that is 40% off the demand for forex in the name of fuel importation. No wonder the naira is snookered.

Buhari returned from China with a lot of good news following a series of agreements to build infrastructure valued at $6 billion. This is fantastic. Absolutely fantastic. But we have seen all this euphoria before. Presidents Olusegun Obasanjo and Goodluck Jonathan signed all kinds of agreements with the Chinese and the Koreans to build infrastructure, including rail lines, and we were to give them oil licences as incentives, but can anybody remind me of the outcome again? It is either there was no political will or there was no seriousness — or perhaps the Nigerian factor rendered most of the agreements worthless. Buhari must deliberately buck the trend.

Another thing we have to be very careful with is the standard of Chinese products that will be coming to Nigeria. The Chinese can produce any quality you want. They can produce the highest quality obtainable anywhere in the world — as well as the lowest. Their exports to Nigeria need to be properly monitored. Unfortunately, Nigerian institutions at the borders are very weak, and we may not expect the best of scrutiny from them. We may end up injuring ourselves. We cannot afford to open ourselves too much to anything made in China. We cannot afford to lower the barrier to Chinese products simply because they are offering us huge loans.

Of course, we also have to watch closely that we do not begin to import labour from China. There is massive unemployment in Nigeria. All these projects should offer job opportunities to Nigerians, as well as an opportunity for transfer of knowledge to our engineers and project managers. If I know the Chinese very well, they may even want to bring clerks and gardeners from their country. After all, they are providing the money and they can easily hoodwink us into accepting whatever conditions they put forward. These are the details that must be closely monitored by the Nigerian government as we celebrate our new romance with the Asian giants.

One more thing and I’m done: the working conditions of Nigerian workers in the employ of Chinese companies must be watched. Chinese companies operating in Nigeria are notorious for dehumanising their workers, treating them as no better than slaves. Now that we have opened our doors wider to them, we must mark them tightly so that we do not gain something on the one hand and lose it on the other. We are desperate for foreign investments and we can easily fall victim to base labour practices with our eyes wide open. The Chinese are not the best employers of labour in the world, but we can enforce our labour laws without favour.

Back to the question: is the yuan swap deal sublime or ridiculous? I think it could be a masterstroke, depending on the seriousness with which we pursue it and the attention we pay to the details. Nigeria is the biggest economy in Africa and the Chinese now have a jewel in their crown in their bid to be the biggest global political bloc. The CBN can take advantage to ease the forex crisis (and any reprieve will do). Buhari can seize this opportunity to implement an infrastructural revolution which is what we frantically need to grow this economy. We must also make sure these deals are mutually beneficial. We must never repeat past mistakes.

Governor Nasir El-Rufai has recently raised the alarm over the emergence of a new Islamic group in Kaduna state that may be worse than the dreaded Boko Haram sect. After studying the group’s activities, the state government concluded that the sect should not be allowed to stay in Kaduna as they preach contrary to the teachings of Islam and recruite youth in the name of religion. Undoubtedly, the governor’s statement caused concern among not only residents of Kaduna state, but all Nigerians. Meanwhile, Daily Trust conducted an investigation that revealed that the spiritual leader of the sect is living in a remote village on the outskirts of Zaria and has supporters all over Nigeria and beyond.
When journalists visited Makarfi for the first time, the leader of the sect in the area was not on hand to speak. On a second visit, Malam Salisu Abubakar declined to give any comments, saying that the right person to speak is the overall leader of the sect. In company of the Makarfi sect leaders, the journalists visited Madinatu Zaria, where the spiritual leader of the Gawsiyya sect resides. Madinatu Zaria is located between Zaria’s ancient gate of Kofar Gayan and Amana Mai Kasuwa town in Igabi local government area of Kaduna state.
Speaking with journalists, Sheikh Isma’il Bn Sayyadi Yusha’u explained that the Gawsiyya sect is not a new one as it was alleged by Governor El-Rufai and other Nigerians. He said that they are adherents of the Tijjaniyya sect, and their leaders are Prophet Muhammad (pbuh), Sheikh Ahmadu Tijjani, a 19th Century North African cleric, and Sheikh Ibrahim Nyass, a 20th Century Senegalese cleric. “I am not an alien in Zaria. I was born and bred at Kaho Zaria to the family of Sayyadi Yusha’u and Sayyada Hindatu about 50 years ago. I started my Qur’anic education in Kaho in Zaria city and I completed my Qur’anic education in Igabi. I have been to many places in this country in search of knowledge of Islamic jurisprudence before I finally settled in the school of Sheikh Atiku in Sanka, Kano.” “After the demise of Sheikh Atiku, I met one Sufi (saint) by name Dalhat Bn Dahiru Al-Kanawee. It was in his school that I learnt many things about Tijjaniyya. After my sojourn in Kano, I returned to Zaria where I met Malam Usman Na Malam Na Iya. I learnt many things about Islamic jurisprudence, the science of Hadeeth and Qur’anic commentary (Tafseer) in Malam Na Iya’s school. After my pursuit for knowledge, I began teaching where I started with Tafseer and these continued up to the time I was divinely anointed as Gawsiy,” he said.
According to Sheikh Yusha’u, Gawsiy is a divine anointment that usually takes place every century. He said that Allah chooses one of his servants to lead Muslims globally. He added that before his anointment as Gawsiy, the last one that the world had was Sheikh Ibrahim Nyass of Senegal. Sheikh Yusha’u stressed that since Allah has anointed him as the new Gawsiy, Muslims all over the world are obliged to accept and give their allegiance to him. Commenting on the issue of coming up with a new religion, he said his background and the sect’s activities are proof to the fact that they are not introducing a new faith.
“I teach the books that are known in Islam, like Sahihul Bukhari, Sahihul Muslim, Muwadda Malik, among many others. I have written many books on different aspects of Islamic jurisprudence, science of Hadeeth and Islamic poems. I just told you some of my teachers and where I was born, then tell me how our religion is new. If you want to know my actual creed, you can go to the books I wrote because they are in the public domain. We are not hiding anything.” “All the people that are spreading these rumours are mischief-makers. If they are jealous about my position as the new Gawsiy, they are fighting Allah, because I was not the one that gave myself this position. It is not my power, age or wealth that gave me this position of Gawsiy,” he said.
Sheikh Yusha’u said that he has followers not only in Madinatu Zaria, but all over Nigeria and beyond. He added that Makarfi is just one of the many branches of the sect. The cleric recalled that once he was invited to the palace of the Emir of Zazzau where he was given an opportunity to defend the position of his sect. He noted that scholars understood his position and what he believed in. When contacted, Alhaji Abubakar Ladan, the chief protocol officer to the Emir of Zazzau, confirmed that the cleric was invited to the palace for the Emir and scholars to have a clear understanding of what Sheikh Yusha’u preaches. Meanwhile, some local residents said that they do not have any problem with the group, as its members have never exhibited any tendency for violence. Muhammad D. Shehu, the area commander in charge of Zaria police headquarters, said that the police are monitoring activities of the sect. He urged Nigerians to be vigilant on the activities of all religious groups and report any suspicious movement to the relevant authorities.

In order to alleviate poverty level in the state particularly among the people at the grassroots, the House of Representatives’ Member representing Ibadan South East/North East Federal constituency, Adedapo Lam-Adesina has presented ‘keke marwa’, ‘okadas’ and other items worth over 30 million naira to the people across his constituency.

The items which included 17 tricycles, 40 motorcycles, 110 cassava grinding machines and 146 sewing machines were distributed among 313 beneficiaries. He also presented cheques to 10 trainers at the event held within the premises of Ibadan North East Local Government, Iwo Road, Ibadan on Thursday.

Hon. Adedapo Lam-Adesina, while addressing the press at the event said that the step was a way of giving back to the people and to fulfill some of the promises he made during the electioneering campaign that he was going to be a responsive and responsible representative.

He further said that the empowerment was mainly embarked upon to alleviate the level of poverty among the people, particularly at the grassroots, adding that the empowerment will go a long way in reducing the suffering degree of people in this period of economic downturn.

Hon. Dapo Lam disclosed that the empowerment scheme which cuts across communities, registered associations, youth organizations as well as artisans was in line with the progressive agenda of his party, All Progressives Congress (APC). He added that this was just first phase of his programmes, he promised that the second phase which will include barbing, hairdressing and some other vocations would soon take off.

He charged the beneficiaries not to attempt to sell the equipments and items because he has put a monitoring team in place to ensure effective and efficient utilization of the equipment. He therefore, urged them to ensure they use them to better their lives.

The First phase of the Scheme with emphasis on Entrepreneurship commenced months ago with Rigorous in-house training at the Honourable Members’ two constituency offices and practical sessions at designated offices of trainers from the Nigerian Union of Tailors (NUT), National Society of Professional Tailors (NSPT), Amalgamated Commercial Motorcycle Riders and Owners Association of Nigeria (ACOMORAN), National Union of Road Transport Workers (NURTW) and Pepper and Corn Millers Grinding Association (PCMGA).

The Thursday tagged ‘Omo Oloore Empowerment Scheme 2016’ was attended by leaders of the party including Prince Akinkanye, APC Chairman, Oyo South Senatorial District, Chief Ayo Eniade, Mrs. Williams, state Women Leader, Mufutau Adisa, Hon. Lekan Afuye, Caretaker Chairman, Ibadan North East Local Government and other prominent people in the party in the state.

Nigeria international Asisat Oshoala made a goal-scoring debut in Arsenal Ladies 3-1 victory against Reading FC Women on Wednesday night at Meadow Park.

The Nigerian’s first appearance for the Gunners few days after her switch from Liverpool Ladies became a reality as she started against Reading in her second season in the English Women's Super League.

Dutch star Dominique Jansse put the Gunners ahead in the 34th minute with the woodwork denying Oshoala of her debut goal nine minutes later before the break.

On the resumption of the second half, the 21 year old sailed into the box and rounded the visitors goalkeeper before slotting into an empty net her first goal to double Arsenal's lead.

But Boho Sayo pulled one back for Reading in the 58th minute before Danielle Carter extended the Gunners' lead in the 70th minute to secure victory.

The impressive victory for Oshoala who last for 90 minutes in their opening game of the season temporarily puts the Pedro Martínez Losa's side atop of the WSL with three points and two goals.

A Lagos State High Court in Ikeja on Wednesday convicted one Friday James of armed robbery and sentenced him to death by hanging.

The convict, a middle-aged man, was said to have robbed one Olanrewaju of her jewelry worth about N100,000.

The convict, who was said to be armed with a gun and a machete, was said to have also attacked and inflicted injuries on Olanrewaju’s husband’s head and hands with his weapons.


The state prosecutor, Mr. Akin George, told the court that the convict committed the crime on February 17, 2012 at about 3am in the Ikeja area of Lagos.

According to George, the crime was contrary to Section 297 Criminal law of Lagos State 2011, and Section 295 (2) (a).

The trial judge, Justice Oluwatoyin Ipaye, found James guilty of the two counts pressed against him by the state.

The judge said the prosecution proved its case beyond reasonable doubts.

Nigeria Professional Football League (NPFL) new boys, MFM FC of Lagos, defeated Rivers United 2-1 at the Agege Stadium wednesday to remain at the summit of domestic club football.

It was maximum points for the Olukoya Boys in their first two matches at the topflight. In their opening game against Nasarawa last Sunday, MFM record a precious away 2-1 victory to signal that they are in the NPFL with a mission.

They however share the top spot on six points with Lobi Stars who defeated Sunshine Stars 2-1 in Makurdi.

Ifeanyi Ifeanyi converted from the spot in the 18th minute to give the Olukoya Boys advantage. Sikiru Olatunbosun doubled their lead six minutes later. Rivers United however pulled back one through Fredrick Obomate in the 57th minute.

In Makurdi, Anthony Okpotu scored a brace as Lobi Stars defeated Sunshine Stars 2-1.
The forward opened scoring for his side in the 13th minute, with Emmanuel Sunday grabbing the equaliser for the visitors in the 68th minute.

Okpotu restored the hosts' lead two minutes later when he scored the winner.

Elsewhere, Warri Wolves defeated Kano Pillars 1-0 at the Warri City Stadium to secure their first maximum points of the season.
Kelvin Itoya scored the winner in added time to break the hearts of the visitors who gave their all in the closely fought encounter.

At the Umuahia Township Stadium, Olaha Michael came off the bench to score the winner as Abia Warriors laboured to a 2-1 win over ten-man Elkanemi.

A cagey opening minutes soon turned exciting as early as the 4th minute when a Sakin Bolaji's headed through ball set Chisom Chikatara through on goal.

The Kolanut boy as he is known did enough to hold off the defenders before slotting home to give the homers the lead.

Elkanemi coached by former Abia Warriors man, Ladan Bosso urged his boys forward and it paid off five minutes later when Ibrahim Mustapha and Ohanachom Chinedu combined well to draw level.

Mustapha powered into the box beating Abia's defense for pace before making a one two with Chinedu whose perfect cut back was neatly buried by Mustapha.

Elkanemi having lost their first game of the season at home to Wikki Tourists took control of the game. Perhaps the thought of losing two games in a row spurred them on. They defended well and in numbers and also created few chances that amounted to nothing though.

They played well until the 33rd minute of the game when Aghoha Otakho was sent off for a second bookable offense to put his side one man short and on the back foot. They maintained their shape and went to the break level on score board.
