All they do is admin work, no more medical stuff... The resident docs still in training are now the ones running the hospitals and they too have also seen themselves as too important... These people work almost all round the clock. Remove them from the hospital and you have only the few Consultants, and Nurses

Resident Doctors are far more fresh in terms of Knowledge than the Ad Hoc (most of who are going to be GP).
