There is no band 28 in the global version. You can only get Glo 4G on band 3 in selected locations in Ibadan and Lagos

One thing I noticed in this thread is the way professionals do answer questions here thinking that everyone must be as professional as they are. It's been long I beckoned for help as it patterns to installing of gcam, but would always receive an incoherent answer or a technical answer. YouTube was of help when I unlocked bootloader of my Redmond 5 plus, but couldn't give me the desired results in installing gcam without root.

Pls can anyone help a NOVICE like me on step by step guide on installing of gcam on Redmi 5 Plus.

As long as it is not on 4G only yes you can, it will use 3G to send and return back to 4G

L1 allows for full HD while L3 is for lower resolutions (540p Max).

Netflix, Amazon prime uses Widevine L1 not sure if Hulu does
