Punjab, INDIA — Men in India are already beginning to celebrate as the annual Punjab Rape Festival is just days away. Sony has announced a new smartphone that can be used in the shower or bath without the risk of damage. This water-resistant feature is relatively common in Japan, but has not been included in many top-end smartphones released elsewhere. One analyst said it was evidence of Sony Mobile making progress but added "it still had a mountain to climb". …Says suspects were to bomb VP, others at event in Kaduna ABUJA — A senior Army officer whose team apprehended some of the alleged masterminds of the explosion that rocked office of the Independent National Electoral Commission, INEC, in Suleja, Niger State, prior to the April 16, 2011 presidential election, Wednesday, narrated before a Federal High Court in Abuja, how the suspects were nabbed while en-route Kaduna to bomb an event he said was attended by the Vice President Namadi Sambo. The witness whose identity was masked by the Federal Government which is prosecuting six of the alleged members of the dreaded Boko Haram sect, told the court that after some of the suspects, who he said hid inside a trailer covered with tarpaulin, were caught, it was discovered that their sponsor had promised each of them an inheritance of 72 virgins in paradise. The army officer, who mounted the witness box, said two months after the Suleja bomb blast, his team, on July 27, 2011, mounted a road block at Gummel Junction at Kachia, Kaduna, “when we saw a big trailer coming and we saw another car behind the trailer. Surprisingly, immediately we asked the trailer driver to remove his tarpaulin, two of the suspects jumped out. “The second car also had another suspect who was carrying explosives which we immediately impounded. We also seized four handsets and N26,000 from him. While interrogating them, they said they were coming from Suleja.” The witness told the court that upon close scrutiny of the seized phones, the team discovered two striking text messages, he said, indicted the accused persons to acts of terrorism. He said the third suspect was holding a very long brown envelope containing Cortex wires, industrial powder and other ingredients for the manufacturing of Improvised Explosive Devices, IEDs, adding that all the materials were handed over to the State Security Service, SSS, in Kaduna. The text messages “Before I handed over the phones to the SSS, I got out two text messages which I will like to read to the court,” the witness added. Sequel to approval by presiding Justice Bilkisu Aliyu, the said text messages were read in the open court, yesterday. One of the said messages read: “Do a deed which Allah by his grace and mercy save you from the punishment of the grave and a dangerous bridge with the speed of light and make you pass Serud (sic). Save you from the greatest fear and hell fire. 70 members of your family will marry you 72 virgins in paradise; give you a crown of respect which even the prophet will be impressed with; I say by the Rasud, ‘keep your soul in the green birds of paradise and you wish to return to the world and die as he died because of the good blessings and reward you encounter after such a noble last deed. I pray for such a noble deed.” Meantime, the second text message read: “Breast swelling, cap Clous 500 QDS, Tap flag,” which the witness said could be a code for arrangement and detonation of explosives. He told the court that in the other phones, he saw pictures of the late leader of the Boko Haram sect, Yusuf Mohammed, and another picture of three blind-folded men carrying AK-47 riffles. Suspects were to bomb VP, others at event in Kaduna The witness further maintained that investigations revealed that the suspects were headed for Kaduna where he said the Vice President, some Northern governors and top government functionaries, attended a game he said held on July 28, 2011, saying: “We suspect they were going there to cause mayhem.” Nevertheless, counsel to the suspects, Mr Emeka Okoro, said he could not cross examine the witness since the statement containing most of the allegations he made against the accused persons, was not before the trial court, but with the SSS. He maintained that he would need it due to the sensitive nature of the case, a request that was granted by Justice Aliyu who adjourned the case till today. It would be recalled that six suspects, Shuaibu Abubakar, Salisu Ahmed, Umar Babagana-Umar, Mohammed Ali, Musa Adam and Umar Ibrahim, are standing trial over alleged multiple bombings and killings in Suleja, Madalla and its environs. Acused participated in various terror attacks Specifically, the security agency in a five-count criminal charge it recommended against them, maintained that its undercover investigations revealed that the accused persons participated in various terror attacks that killed 28 persons between March and July. However, since September 30, 2011, when the accused persons were docked before the high court, they have been attending trial from the Kuje prisons. The prosecution had alleged that the six accused persons, “between June 4 and July 12 (both dates inclusive) at various locations in Suleja, Niger State; Azare, Nasarawa State and the FCT, did engage in an act of terrorism by encouraging through training of persons now at large, the use of arms and ammunition, and the preparation, planting and detonation of improvised explosive devices for the purpose of terrorism and thereby committed an offence contrary to section 15 (2) of EFCC Act 2004 and punishable under the same section of the Act.” It maintained that they were the persons that bombed a village, Dakna, in Bwari, Abuja, on May 23, an incident it said resulted in the death of three Peace Officers as well as detonated an improvised explosive device at a political rally in Suleja which resulted in the death of three persons too. The Chairman of the Economic and Financial Crimes Commission (EFCC), Ibrahim Larmode on Monday said the commission is not able to meet the aspirations of Nigerians in carrying out its mandate of fighting corruption due to limited budgetary allocation. Mr Lamorde was speaking during the budget proposal defence by the Commission before the House of Representatives’ committee on drugs, narcotics and financial crimes. Mr Lamorde, presented a budget proposal of N21, 028,488,772.90 for 2013, before the National Assembly. He gave the breakdown of the proposed budget as follows: Capital Expenditure: N11,412,803,582.50; Personnel Cost : N6,514,525,127,00; and Overhead Cost: N3,101,160,063.40. Mr Lamorde said the EFCC proposal of N21.02 billion as against the N9.3 billion approved by the Budget Office of the Federation leaves a gap of N11.3 billion which could impact adversely on the operation of the agency. He said: “for 2013, the EFCC requested for N6.51 Billion for personnel cost, and only N5.8 was appropriated by the Budget Office, leaving a short fall of N710 Million. Due to this short fall, the Commission would not be able to meet its personnel cost fully in 2013.” Also speaking during the commission’s budget proposal defence, the Chairman of the House of Representatives Committee on Drugs, Narcotics and Financial Crimes, Jagaba Adams Jagaba decried the poor funding of the EFCC by the executive arm of government. He said “It is even more saddening when funds have been appropriated for the agency in the budget of the federation by the National Assembly and the funds are not released.” He said. The lawmaker further said: “we are not happy because if truly we want EFCC to work, EFCC must be funded properly. We cannot expect the EFCC to work with nothing. For instance, during the 2012 budget consideration, we discovered that nothing was proposed under Legal Services; the Committee then appropriated N200 million for legal services, but the executive said no to that. We are calling on those saddled with the release of budgeted funds to release the balance of your money under the 2012 budget.” It would be recalled that the Chairman of the Senate Committee on Drugs, Narcotics, Financial Crimes and Anti-Corruption, Victor Lar had last month advocated proper funding of the EFCC if the war against corruption and economic crimes in Nigeria is to be taken seriously. Mr Lar had said that there exists a want of harmony between the verbal pronouncements of the government and the financing of the fight against economic and financial crimes. While advocating for proper funding of the Commission, the senator said more needs to be done with regards to building capacity of staff of the EFCC. “It is not in doubt that the expectation of the Nigerians on the direction, speed, scope, effectiveness in the fight against corruption rests with the economic and financial crimes commission”, he declared. |
A Federal High Court in Abuja has dismissed the suit filed by civil society groups against the Attorney General of the Federation, AGF, and the Central Bank of Nigeria, CBN. The judge, Gabriel Kolawole, delivered the ruling on Thursday in Abuja. He said the applicants lack the locus standi to institute the case. Mr. Kolawole however said the plaintiffs should not be seen as busy bodies but patriotic citizens. Six civil society groups, including the Socio-Economic and Accountability Project (SERAP), sued the Attorney- General of the Federation (AGF) and the Central Bank of Nigeria (CBN) over the much publicised $12.4 billion oil windfall, which the country recorded between 1988 and 1992, while former military dictator, Ibrahim Babangida, was in power. The groups wanted the court to compel the government to release a report of a probe panel headed by Pius Okigbo which probed the spending of the money by the government. The Federal Government raised many arguments against the suit including: that the report was missing, only the AGF could demand for such a report, and the court had no jurisdiction to entertain the suit. |

The breakdown of 2013 has shown that the ministry of communications technology has proposed to spend N25.6 million to kill germs, insects and rodents at the ministry headquarters in Abuja. The ministry which was created only last year will also spend N17.4 million on security services, out of the total budget allocation of N14.3 billion. With less than twenty offices at the Abuja Federal Secretariat Complex, the government will require N25 million to fight rodents, insects and germs to submission in the new ministry which is in charge of ICT in the country. Also, apart from civil servants who work as security guards and get paid from the government coffers every month the ministry will spend additional N17.4 million “on security services” in 2013, by a ministry that allocated N3.9 billion for capital expenditure and N10.4 for recurrent expenditure. Overhead and personnel will gulp N656.2 million and N9.8 billion respectively in the ministry’s next year budget. ![]() |

The Commissioner of Police, Kogi State Command, Mr. Muhammed Katsina, on Monday said the command had uncovered another bomb factory in Okaito, a remote village in Okehi Local Government Area of the state. From December 2011 till date, four different bomb factories had been uncovered in Kogi State. One was at Kabba, while the remaining three were at Lokoja, Okene, Okehi and Adavi areas. Speaking with journalists in Lokoja, he said police officers uncovered the bomb factory with the help of the suspect arrested in connection with last Sunday’s bomb explosion near Living Faith Church and Deeper Life Christian Church, along Okene-Obehira Road in Okene. Katsina said the police recovered from the bomb factory, 46 Improvised Explosive Device, three bottles of potassium Chloride, 15 fuses, 15 capacitors, five litres of acid and one electrical detonator. Others items, according to him, were Bibles, Qurans, 250m detonating cord, three remote controlled siren GSM sets, rolls of firing cables, nails of various sizes, ammunitions, motorcycle, and other household items. He said the factory buildings were designed as a church and a mosque ostensibly to deceive people while in actual fact, they were buildings where bombs of various sizes were manufactured and transportation to other places. He, however, did not name the owners of the buildings, but said investigations were ongoing. While parading the suspect, Katsina warned that those arrested in connection with any crisis or insecurity in any part of the state would be punished according to the law, no matter how highly placed. He also advised property owners, especially landlords to scrutinise prospective tenants thoroughly before giving out their properties. Also, less than 48 hours after an attack by suspected terrorists gang in the Mahuta Village of Kaduna State, the police in the state said on Monday that they raided a bomb factory located at Rafin-Guza, near Kawo, where it impounded different cans of explosives and bomb-making powder. Police Public Relation Officer of the state command, Aminu Lawan, a Deputy Superintendent of Police, said one person was reportedly killed during the attack which was repelled by the youth of the area. The Kaduna State Police Commissioner, Mr. Mohammed Abubakar Jingiri, at a press briefing at the headquarters of the command, said a “confessed terrorist” led the police to the hideout where other items were equally recovered. These included two bags of chemicals, a jerry can of acid, two masks, an AK47 magazine with 27 rounds of live ammunition and eight car alarm systems.
