The State Security Service (SSS) in Kano today paraded a man who it said has specialized in supplying “extremist groups” with highly combustible chemicals for making Improvised Explosive Devices (IEDs) that are used in carrying attacks in the state. Briefing newsmen on the arrest, Kano State director of SSS, Mr. Bassey Uteng, disclosed that the suspect Ayuba Usman of Dala Local Government area of Kano, was found to be dealing with “extremist elements” from confessional statements of “high profile” detainees. He said Usman “has been providing very combustive chemicals to the extremist groups and these are the chemicals which are being used to make the Improvised Explosive Devices,” adding that his arrest was a further build up on earlier raids by members of the Joint Security Task Force (JTF) in the state. Honestly the Nigerian Security and GEJ Government lacks the basic steps on how to combat terrorism in Nigeria. Report gathered from Yobe and Maiduguri where Boko Haram is dominated, it shows that our security operatives only rely on ground attack without any aerial Surveillance helicopter manning the sky. Secondly, there is poor intelligence gathering among our security operatives.

What is Boko Haram about? Our aim is to spread Islam all over Nigeria, that is our mission and I want people to understand that our correct name is Jama’atu Ahlis Sunna Lidda’awati wal-Jihad. Those calling our group Boko Haram do so to discredit the group and it ideas. It was formed at three fundamental levels. The first level from which our group emerged was from people in this country who, for selfish reasons, recruited young people and sometimes children and sent them overseas for education. In reality, these people are totally ignorant of the reasons why these big men take them abroad. In the name of education, these young men are taken to mostly Arab countries and turned into militants who respect only those who sponsored them abroad. Those big men who sponsor these youths don’t have any conscience and no love for this country. It all started in 2004 when the Government of Mauritania fell. It is similar to what is happening in Libya now, though slightly different. When the government in Mauritania fell in 2004, some individuals from that country came into Nigeria to recruit some youths as mercenaries to join forces with them to overthrow the government in power. The second level of our membership is made up of young men who were recruited by our late leader, Mohammed Yusuf. Yusuf was approached by some people from Mauritania to recruit more Nigerians to continue with the struggle in Mauritania. The grounds were that this young people were being recruited to further their Islamic studies. They were to serve as a support group to the Mauritanian army. But our leader Mohammed Yusuf rejected the plan. But a number of Nigerian big men who were involved in the Mauritania struggle were angry with Yusuf. This led to a disagreement which pitched the young men loyal to Yusuf against those backing the big men. Yusuf, however, insisted on genuine Islam whereas those opposing him were mercenaries who were willing to serve their master’s interest in Mauritania. At what point did they leave perfect Islam and become violent? Whatever I am telling you now I have already made available to the SSS when they arrested me. There was a misunderstanding within the group and this disagreement was between those who received military training in Mauritania and those who were loyal to Yusuf. The SSS infiltrated our ranks and began to arrest many of those who were militants. However, as they were arrested some big men moved in to ensure that the court released them and they came back caused more problems within our group. In 2009 the disagreement developed into a crisis in areas where our group was spreading Islamic ideals. I was in charge of our operations in Bauchi, Gombe and Plateau. The crisis was more in Bauchi State in two locations and in Kano in one location. In Bauchi, a group began to lay claim to a mosque that was built by our group. This caused a major crisis again and a young girl was kidnapped in Bauchi and taken to Borno State. Our group was manipulated but we told one intelligence officer, Bala, who was investigating the case that her relations took her to Borno and if the issue was not handled well it could cause a crisis. The SSS directed us to contact the Commissioner of Police in Borno State to secure the girl’s release. We were still in the process when the Bauchi State governor directed that members of our group should be driven away from the state. That was how our people started to resist the forced evacuation and the crisis with the government spread to Borno State. In fact, the crisis began in Bauchi and not Borno. Anytime there is a bombing in Nigeria Boko Haram claims responsibility, for example, four times in Borno, Police headquarters and UN office in Abuja. Yes, we bombed some of those places you mentioned. Remember that I told you that some of our members were recalled from military training in Mauritania. Among them were three specialist in bomb making. When this crisis began I made a move to the authorities advising that the arrest of Boko Haram members would not bring an end to the crisis. I suggested that the government should stop the arrest and release those already arrested. Let me repeat it today, government should rebuild houses, mosques and schools demolished in Bauchi and Borno states. Government should not interfere in the genuine worship of our group and ensure justice for all. If these are not in place, I predict that the Nigerian situation may become like what is happening in Somalia. I give this warning because many of those young men who went to Mauritania are being attracted back home because of the violent situation brought by the present crisis. When I gave my advice, the police chased and arrested me, and kept me in detention. Before I was detained, I gave the police the video recordings of how some of how our members were being given military training, but the IGP ordered that I should be detained. I was left in detention for 10 months. But those things that I warned about are playing out today. While I was in detention, I was in contact with our people and I still gave forewarnings to the authorities about attacks. I even told them beforehand whenever an operation was to take place. The bombing of the police headquarters had been planned and on many occasions and I had always told them in advance. In fact, Bala had helped the police because each time I got in touch with him he worked to avert the attacks. If not, the police headquarters would have been bombed before now. Three days before the attack I warned the police that there would be an attack in Abuja that would embarrass the security authorities. Also, after the bombing of the police headquarters, I was summoned before the IGP and given a GSM phone. I called the person who planned and led the attack and we spoke right in front of the IGP. So, all these terror attacks are caused by the negligence of government. Since I was released from detention, I have rejoined my group and some of us have warned our members to stick to the original ideals of our leader, Yusuf. He did not tell us to kill innocent people or to break into and steal from banks. If there is a conflict between the faithful and the authorities our opposition should be against the authorities and not the talakawas. There are allegations that Boko Haram is being sponsored by some top level politicians, is it true? The truth is that politicians are the root cause of this Boko Haram problem. For instance, in Borno State, the governor sponsors a group of armed youths known as ECOMOG. It is this ECOMOG that the governor formed and looks after, above the police, SSS and other security agencies. In Gombe State, the governor has the Kalari. I was once contacted by a governorship candidate to kill an opponent for a fee. The security agencies know what I am telling you. In Bauchi there is the Tarafuka, an armed group sponsored by the government, and the government watches on, even when we have the SSS and police. That is why our new leader, Mallam Abubakar Shekau, is calling on the youths to disregard all government in the country – a call that has that has brought him and the group into conflict with the government. Some politicians are now taking the advantage of the conflict between the Boko Haram leadership and the authorities to execute their own agenda. Did Boko Haram bomb the United Nations Office in Abuja? I would not answer the question of whether Boko Haram bombed the UN building or not for some reasons. Did Boko Haram bomb the Police headquarters in Abuja? Yes, we bombed the police headquarters in Abuja. I told you earlier that when the bombing of the Police headquarters happened I called the person who led the attack, I was in front of the IGP. Yes, we bombed the police headquarters in Abuja. They asked me why we bombed the police headquarters and I told him (IGP) in his presence that it was because of his statement in Maiduguri that the days of Boko Haram were numbered. Why does Boko Haram bomb army barracks and attack police and security operatives? What do they do to affect Islam or the work of Boko Haram? It is because of the indiscriminate killing of our members and innocent people by the police without trial. They arrest innocent people harass and shoot them and the authorities do nothing about it. Why should we then leave the police? Boko Haram is asking for Sharia in all the Northern states, and the states have Sharia, so what is the problem again? I have been waiting for this question. I was in detention when it was said that Boko Haram had threatened to turn the entire North, or the country, into a Sharia state. Since I came out of detention have you heard that Boko Haram is threatening to turn the whole of Nigeria into an Islamic nation? The truth is that those spreading such information are just lying against us. What we are demanding is that those states that have independently declared their states Sharia states should implement it to the letter. Have you seen Sharia cut the hand of someone who steals a cow head, while someone who corruptly enriches himself is left to go free? They have chased away local LovePeddlers and brought in international red light LovePeddlers to replace them. What is the Trinity? Describing God God is described with different words in the Bible, a few of which translate into English as LORD, Lord, the LORD almighty, God, God Almighty and so forth. When reading these in different places in the Bible, you become aware that although God is “one” He is also “more than one”—God, Jesus, and the Holy Spirit (Holy Ghost). Together, they are referred to as “the Trinity” or “the Godhead.” On this page we will provide explanations that help people understand God, Jesus, the Holy Spirit, and the Trinity. God is not so complex that He can not be understood. The Bible is written so that anyone can understand Him. The difference is that God is not human, so He can not be described as a human can be described. The gods of every other religion can be described in “normal” terms since they were invented in the minds of men.* Even some “Christians” (actually Christian cults) invent their own description of God and make Him seem like these other gods (by denying the aspect of the Trinity). On this page we will clarify the Trinity so that you can understand this aspect of God. * Romans 1:20-23 (chapter 1, verses 20-23) The Simple Answer The explanation of the Trinity is so simple that most people miss it. * If God, Jesus, and the Holy Spirit were the same, they would not have different names. * If they were the same, they would not appear separately as they do in Matthew 3:16,17. * In spite of being different, they are “one.” (John 10:30) So we understand that the three “members” of the Trinity are different, but have the same purpose (and they are all God—more on that later). A Rough Analogy About 20 years ago, Dr. Harold Willmington (Liberty University) shared an analogy he had heard with his students, comparing the Trinity to a book. For example, a book has length, width, and thickness. The length is not the book’s width, the width is not the book’s thickness. These three dimensions can be described separately, yet they are connected together. If you remove one dimension, you are no longer describing a book. In the same way, the Godhead has three separate members that are connected together, and if you try to remove one you no longer have the Godhead. God Is One God is described as “one” in Deuteronomy 6:4, 1 Kings 8:60, Isaiah 44:8 and numerous other passages. For example, Deuteronomy 6:4 says “Hear, O Israel: The LORD our God, the LORD is one!” The word for “one” is the Hebrew word ‘echad. (This Old Testament text was originally written in Hebrew). This is the same Hebrew word that is used for “one” in Genesis 2:24—Therefore a man shall leave his father and mother and be joined to his wife, and they shall become one flesh. In case you haven’t noticed smile when a man and woman are married they do not melt into one human being, becoming some sort of hybrid. Yet, they do become “one.” We could cite other examples, but we have made our point. God Is More Than One Genesis 1:26, Genesis 3:22, Genesis 11:7, Isaiah 6:8, and other passages are examples of conversations within which God uses the word “we” or “us.” However, God is not referring to any others (people, angels, etc.) in these verses. Since God is having a conversation, the “we” and “us” must therefore refer to the Trinity. You might say that God speaks to Himself in the plural form. The Trinity Is God Matthew 28:16-20 is a passage referred to as “The Great Commission.” In verse 19, Jesus states, “Go therefore and make disciples of all the nations, baptizing them in the name of the Father and of the Son and of the Holy Spirit,” Why did Jesus tell his eleven disciples to baptize people in the names of all three members of the Trinity? Why not one or two? It is obvious from this passage that the entire Trinity is God. Jesus Is God We understand that many people agree that God, Jesus, and the Holy Spirit exist. (We are sure that God, Jesus, and the Holy Spirit are relieved to hear that! smile ) These same people may even agree that God, Jesus, and the Holy Spirit are “working together.” However, the followers of several cults are taught that Jesus is “just a prophet,” or “only the son of God”—not God. This wrong viewpoint is easily clarified by looking at two Bible verses: Isaiah 9:6, and Isaiah 43:12 (below). Isaiah 9:6 For unto us a Child is born, Unto us a Son is given; And the government will be upon His shoulder. And His name will be called Wonderful, Counselor, Mighty God [0410], Everlasting Father, Prince of Peace. Isaiah 43:12 I have declared and saved, I have proclaimed, And there was no foreign god among you; Therefore you are My witnesses,” Says the LORD [03068], “that I am God [0410].” Notice the numbers in brackets that we placed in the text. Those numbers indicate the “Strong’s Numbers” of those particular words. Strong’s Numbers are index numbers in a document called a “Strong’s Concordance” that allow someone who only reads English to understand what the Bible’s original Hebrew words are. For example, the number [03068] refers to the Hebrew word YHWH. This word is usually written in English as LORD, Jehovah, or (phonetically) Y@hovah. Similarly, the number [0410] refers to the Hebrew word ‘el, which is normally written in English as God. It has been thoroughly proven that Isaiah 9:6 is a Messianic Prophecy referring to Jesus Christ. Notice how Isaiah 43:12 clearly shows that God (YHWH) refers to himself as God (‘El)—the exact same term (‘El) used to refer to Jesus. There are numerous other examples, but we will not belabor the point. It is obvious that God and Jesus are both God. Jesus Doing What Only God Can Do Mark chapter 2 opens up with an interesting story about Jesus healing a paralytic man. Notice that Jesus forgives the man’s sins in verse 5 and the reaction of the teachers of the law (the religious experts of the day) in verses 6 and 7. Mark chapter 2 1 And again He entered Capernaum after some days, and it was heard that He was in the house. 2 Immediately many gathered together, so that there was no longer room to receive them, not even near the door. And He preached the word to them. 3 Then they came to Him, bringing a paralytic who was carried by four men. 4 And when they could not come near Him because of the crowd, they uncovered the roof where He was. So when they had broken through, they let down the bed on which the paralytic was lying. 5 When Jesus saw their faith, He said to the paralytic, “Son, your sins are forgiven you.” 6 And some of the scribes were sitting there and reasoning in their hearts, 7 “Why does this Man speak blasphemies like this? Who can forgive sins but God alone?” 8 But immediately, when Jesus perceived in His spirit that they reasoned thus within themselves, He said to them, “Why do you reason about these things in your hearts? 9 Which is easier, to say to the paralytic, ‘Your sins are forgiven you,’ or to say, ‘Arise, take up your bed and walk’? 10 But that you may know that the Son of Man has power on earth to forgive sins”—He said to the paralytic, 11 “I say to you, arise, take up your bed, and go to your house.” 12 Immediately he arose, took up the bed, and went out in the presence of them all, so that all were amazed and glorified God, saying, “We never saw anything like this!” The teachers of the law knew that only God could forgive sin. Since the people could not “see” sin being forgiven, Jesus proved He did indeed forgive the man’s sins by supernaturally healing the man’s paralysis (providing visible proof everyone could see). You can also read about this event in Luke 5:17-26. In both cases it is obvious that Jesus is God. Out of the Mouth of Jesus In Luke 22:70 and John 8:58, Jesus answers questions put to him by the Pharisees that declare Himself to be on “God’s level.” Notice how Jesus answered their questions by saying “I am.” (Ego eimi in Greek.) Ego eimi is not a translation of YHWH, but it is similar to our translating YHWH into “I AM” in English. This choice of words was not lost on the Jewish audience He was talking to! They immediately wanted to kill Jesus for blasphemy. That is, the Jews believed that by comparing Himself to God in that way, that Jesus deserved death. They clearly understood the implication Jesus was making—that He was the same as God. We hope that makes sense to you also. |

Islam as a religion is central to the lives of over a billion people, but its outer expression as a distinctive civilization has been undergoing a monumental crisis. Buffeted by powerful adverse currents, Islamic civilization today is a shadow of its former self. The most disturbing and possibly fatal of these currents. It is very easy for those in the Islamic world to point finger and accuse the western powers for fueling the problems. When the Automated Teller Machine, or ATM, was introduced some years ago, it was meant to facilitate financial transactions, decongest the banking halls, and for their owners to have quick access to their money as well as make life more convenient, among other factors. The introduction of ATM terminals as a banking instrument at designated public buildings was therefore proved to be a welcome relief to customers because of its utility as an alternative to the frustrating queues that hitherto characterized banking services, especially in developing countries such as Nigeria. The ATM uses a computer chip with embedded data that provides bank customers with easy access to financial transactions in a public space without the need for direct contact with a cashier or bank teller. For a customer to cash money from his account through the ATM, he requires to insert the plastic ATM card which contains unique and supposedly secure information such as the holder’s Personal Identification Number (PIN) and expiration date. Given the benefits of ATMs, it came as a surprise when the Central Bank of Nigeria (CBN) issued a deadline (extended to August 31, 2009) for banks to remove ATMs from public buildings, including hotels and airports. In spite of the convenience provided by ATMs, the rate at which cases of ATM-related frauds are reported by customers to their banks has become a source of serious concern to the users and the banks that provide such services. The incidence of ATM frauds has grown to become one of the most common white-collar crimes confronting the banking industry in recent times. Some of the frequent causes of ATM frauds have been identified to include customers’ carelessness with their smartcards and PIN details as well as their indiscrete response to unsolicited electronic mails and text messages. IT-savvy fraudsters send scam e-mails to extract card information from unsuspecting people. The banks, too, open a window for fraudsters in their indiscriminate issuance of cards to customers without regard to their ability to utilize them. The Bauchi State government is set to demolish a two-bedroom flat owned by the embattled state Deputy Governor, Alhaji Garba Gadi and attached to his personal residence, just as the panel reconstituted to investigate allegations of gross misconduct contained in his impeachment notice has commenced sitting. The deputy governor, whose travails started soon after he refused to decamp to the PDP along with his boss, Governor Isa Yuguda, already received a revocation notice yesterday on the 1, 463.76 square meter plot of land attached to his residence situated behind the Bauchi State Hotel in the GRA area of the capital city. The notice dated the 7th of July, 2009 with reference number GO/GA/S/BLD/9/S.1/T.9 signed by Muktar Hamid Alhaji on behalf of the state’s Head of Civil Service, which asked the deputy governor to liaise with the Ministry of Finance for the refund of his money, did not give any reason for the revocation. Speaking to our correspondent in his office yesterday, the deputy governor said he purchased the plot of land at the cost of N2. 325m and issued a treasury receipt number 188005 on the 25th of December, 2008 after getting approval from the state governor and Certificate of Occupancy No. BA/33335. Efforts to get relevant government authorities to speak on the matter proved abortive as the state General Manager, Urban Development Board refused to speak, directing our correspondent to the Commissioner for Special Duties but our correspondent was told that he had traveled while the Permanent Secretary was said to be not on seat. A visit to the Ministry of Land and Survey also yielded nothing as our correspondent was told that it had no commissioner but a Permanent Secretary who told our correspondent that he could not talk on the matter as he was a “mere civil servant”. Meanwhile, the seven-member panel constituted to investigate impeachable offences leveled against the deputy governor has commenced public sitting at the state House of Assembly just as the lead counsel to the deputy governor, Abubakar Malami has opposed the constitution of the membership of the panel, saying it was not properly done. EXCLUSIVE: Saharareporters Obtains List of High-Powered Patrons of Militants, and a Copy of Yar'Adua's Amnesty Plan Sahara Reporters, New York Saharareporters has exclusively obtained the names of “prominent” Nigerians in the so-called "Tom Polo's lists" found by the Joint Task Force (JTF) during their attacks on Camp 5, Tom Polo's base in Gbaramatu Kingdom near Warri, Delta State. In addition, our investigative team has also secured a secret document that would form the basis of Umaru Yar'adua's so-called “amnesty” program that may be announced next week. The documents emanated from the Godwin Abbe panel set up to work out the details of amnesty for Niger Delta militants. The names on Tom Polo’s list include former Delta State governor, James Ibori, usurper “Vice President” Goodluck Jonathan, Governor Emmanuel Uduaghan of Delta, former Governor Diepreye S.P. Alamieyeseigha of Bayelsa, former secretary to the Delta State Government, Ovie Omo-Agege (who was linked to Tom Polo over the Baco liner hostage crisis), former Chief of Army staff, Owoye Andrew Azazi, and current Minister for Special Duties to Yar'adua, Godsday Orubebe. A senior Presidency source told Saharareporters that the Yar’adua regime was reluctant to release the list because “the government sees the names as a ‘visitors register’ that Tom Polo kept of big guns who visited his camp to pay homage or negotiate with him sometimes on behalf of Yar'adua.” He added that the list also contains names of undercover agents from the Directorate of Military Intelligence (DMI), the Joint Task Force (JTF) and State Security Service (SSS) whose identity cannot be exposed to the public. However, the "amnesty" document (see below) gives the impression that the names of Tom Polo's backers may be released and the indicted persons also offered amnesty. RE; REPORT OF THE PRESIDENTIAL PANEL ON AMNESTY AND DISARMAMENT OF MILITANTS IN THE NIGER DELTA INTRODUCTION 1. Amnesty to combatants has remained one of the most effective tools to end conflicts, promote reconciliation and prevent re-ignition. It is on this strength that Mr President inaugurated a Panel on amnesty for the militants in the Niger Delta region. The panel was essentially tasked to prepare a framework for amnesty and disarmament, demobilization and re-integration (DDR); ensure those with criminal record do not take advantage of it; and work out the cost of implication DDR. 2. The Panel’s report adequately addressed all the relevant issues in its report but stressed that the strategy advocated is neither perfect nor exhaustive but tailored to the Nigerian situation. The Panel further opined that the report would be useful to the judiciary, legislators and other tiers of government. This write-up will make attempt at bringing out the high points discussed with additional inputs by way of comments, hence it is not a summary. CHAPTER 1: AMNESTY 3. The report stated that “Amnesty” is not mentioned in the constitution, but however empowers the President to grant pardon to any person concerned/convicted of any offence. These include those who have committed offence but not prosecuted, and those who have been prosecuted and convicted of offences. The Panel posited that all categories of militants should be allowed to benefit from the amnesty. This should include Henry Okah and his group who are only facing trial but not yet convicted. 4. Amnesty goes beyond pardon as it completely obliterates all legal remembrance of the offence. Contextually, amnesty has been defined as a legislative or executive act by which a state restores those who may have been guilty of offences against it to a position of innocence. The Panel stressed that not withstanding the absence of the word “amnesty” in the constitution, the President can grant a reprieve that would operate as amnesty. 5. According to the Panel, amnesty may be used to bring citizens into compliance with the law rather than punishing them for violation of same. Apart from encouraging the combatants to reconcile with the society, amnesty also avoid expensive prosecutions especially when it involves large number of people. As stated earlier, the panel is of the opinion that all categories of militants should be granted the amnesty including those undergoing criminal prosecution. This will serve to encourage every militant to participate and remove any fear of hidden agenda or discrimination. Consequently, the Panel suggested that state governors should be given the tasks of compiling the list of militants seeking Mr President’s amnesty. This should also be forwarded to the Honourable Minister of Justice and Attorney General of the Federation. 6. The Panel also stressed the need for Mr President to make a proclamation to the nation by way of a presidential broadcast. The panel included a draft proclamation as an annex of the report. A period of 60 – 75 days was suggested for combatants to renounce militancy. 7. Modalities for establishing a strong database of ex-militants was also discussed. Details of each ex-militant such as name, age, qualification, locality, reasons for resorting to militancy, how he/she was employed in the group, what he/she intends to do in future etc will be documented. COMMENTS 8. The Panel was given 3 Terms of Reference (TOR) wherein the second TOR states that “to ensure that those with criminal records do not take advantage of the amnesty”. This may be misconstrued to mean anybody with criminal background should not be included. In any case the beneficiaries of the amnesty are mainly those with criminal records. This should be noted only as the Panel did not make attempt to exclude anybody in the package. 9. While keeping in focus the aim of the amnesty (as discussed by the Panel) the issue of Mr Henry Okah deserves some mention. In relation to his case, some soldiers have been court marshaled and are now facing various sentences in jail. If Okah is to be granted amnesty, it should be made clear that this will be of no benefit to the soldiers. The possibility that lawyers or politicians could be sponsored to call for a reduced sentence or amnesty to the soldiers must be anticipated. 10. It is pertinent to note that Sogboma George was in Portharcourt awaiting trial for the broad day light murder of one Golden Kalio (Ateke Tom’s so called 2i/c) at Lagos bus stop in 2005. He eventually organized a bloody jail break before escaping. It is possible that the families of the victim could see these as injustice if he is granted amnesty. However, the benefit of granting amnesty to everybody is well underscored in the Panel’s report. Also following the recent incursion into Camp 5, the involvement of some members of the security forces became apparent. If there is a well established case that could warrant prosecution, it should be clear that the amnesty package will not involve such characters. 11. The period of 60 – 75 days for renunciation could be scaled down to a period of 21 – 30 days for the following reasons: a. A longer period of renunciation could avail a calmer environment for those not fully committed to move and hide weapons as once the proclamation is made, the tempo of JTF operations will reduce. b. In this era of telecommunications and the massive media campaign organized by the Panel, it is given that 21 – 30 days is well adequate for anybody to be fully educated on the amnesty. In fact, even now after the takeover of Camp 5, most of the militants are apprehensive and hoping for the amnesty. c. It is also given that a reduced period will reduce the herculean financial/logistical implications. d. After the initial period of 21 – 30 days, ex-militants can be moved for rehabilitation outside the region, while the JTF will be tasked to route out all those not willing to drop arms. 12. In line with the UN Article on Conflict Resolution, there should be a commitment on the part of government to grant amnesty with a reciprocal commitment by combatants to disarm. In the case of Niger Delta, if some pockets of bandits, do not embrace the peace process, then the JTF must be allowed to quickly go after them. Government must declare a zero tolerance for militancy as due to the peculiarity of the region, militancy is a quick way of making money (especially in illegal bunkering and hostages taking). 13. The Panel opined that State governors are to compile list of militants willing to disarm. This should however not be encouraged as some states governors are known to have issues (either as foes or friends) to some militants. They could become partisans. It is therefore suggested that a channel of communication should be considered directly with the militants and the proposed committee on DDR. CHAPTER 2: DISARMAMENT AND DEMOBILISATION 14. Disarmament and demobilization can only be achieved when sources and means of arms procurement have been severed from the militants. The Panel noted the close correlation between armed conflict in the Niger Delta and illegal oil bunkering. To this end, the Panel stressed the need for the Nigerian Navy to be adequately empowered in terms of platform acquisition to effectively stop illegal bunkering. Equally stressed was the need for the JTF to be empowered to control proliferation of light weapons before and after proclamation. 15. The report recommended a wide media campaign that will engage leaders of thought, mass public enlightenment and international organizations. NGOs will be engaged but only after screening. Religious bodies will not be left out equally. 16. It was suggested that the FGN should establish an Inter-agency Coordinating Centre (ICC) at Enugu to coordinate all the agencies in the disarmament process. Enugu was chosen as ICC because of the need to have the centre slightly away from the zone of the militants, it is centrally placed in the region and operates an airport, thus facilitating transportation. The Panel also called on the FGN to define the task of each participating agency, and seek the support of the UN. 17. The concept of disarmament should be the return of arms for full rehabilitation and freedom from prosecution. “Arms for money” concept must never be entertained. Screening points are to be established in all the states of the Niger Delta. 18. Close to screening points, arms collection points are to be established (close to military installations). The Nigerian Army Ordinance Corps in collaboration with DICON staff could be used to examine and document recovered arms as opined by the Panel. COMMENTS 19. The Armed Forces and the Police have over the years lost several weapons to militants in the Niger Delta during shootouts. Some weapons were equally pilfered from the armories as well. It is therefore suggested that the Armed Forces and the Police should provide a data of all weapons lost in the Niger Delta. Among the details to be included are type, serial number, location taken from, how it was misplaced etc. The detail should then be circulated to all the arms collection centre with the hope that such weapons could be traced and if possible returned to their parent armouries. CHAPTER 3: PUBLICITY AND LIAISON 20. The Panel recognized the importance of perception management so as to influence the hearts and mind of all militants and the general public towards the programme. It also discussed the need to counter any possible propaganda that may be mounted. Accordingly, the uses of posters, jingles and songs, town hall meetings, creating of websites will be employed to achieve adequate publicity. To counter any propaganda, press statements and conferences will be issued on regular basis. In essences, the main effort will be to saturate the consciousness of every Nigerian, through every means possible to ensure that the expectations and outcome of the process are communicated to all so that no one can claim ignorance of what the FGN is doing. 21. The Panel proposed Dr.Timiebi Koripamo Agary as Chief Spokesperson with Hon. Dafe Akpedeye, SAN as the alternate spokesperson. 22. While noting the budgetary provision for placement of adverts, the Panel request for the NTA and FRCN to air this free or at a highly discounted rates. CHAPTER 4: RE-INTEGRATION 23. It was observed that Disarmament, Demobilization and Reintegration of ex militants form a continuum that is itself a part of the entire peace process. It therefore follows that reintegration programme can over-lap with long term peace building initiatives and some activities should start at the early stage in the peace making process. 24. The framework for reintegration shall include rehabilitation of 20,000 ex militants for a projected period of 3 months. The proposed rehabilitation centers are Plateau, Adamawa, Taraba, Kwara, Lagos, Enugu and Cross Rivers States. The FGN was advised to expedite action on the Local Content Bill to be passed by the National Assemply as soon as possible. The need to create a Presidential Standing Committee on DDR was also discussed. COMMENTS 25. Cross Rivers State is the only rehabilitation centre close to the (or within) crisis area. This may pose some security challenge. It should be noted that rehabilitation centers could serve as recruitment centers for militants or other subversive elements. This is moreso as militants have carried out attacks around Bakassi Peninsula to show their disagreement on the peaceful settlement of the crisis between Nigeria and Cameroon. There is also the need to involve the NDLEA activity in all rehabilitation centers as such places could become hard drug hotspots. 26. On a general note, one of the driving force that has brought about the Niger Delta crisis is the feeling of neglect (whether real or imaginary) by the people of the area. The peaceful and non violent genuine struggle for resources control was along the way hijacked by criminal elements. It is therefore imperative for the FGN to show the political goodwill to pursue this peace process to a logical conclusion by critically considering who should head the Presidential Committee on DDR and its members whilst not promoting or castigating any person proposed by government, the following may be considered. a. The head of the committee/members must have a means of having direct link with the people at the grassroots. b. The head of the committee should if possible have an international recognition as an advocate of non-violence. c. Someone of Ijaw ethnic extraction may be preferable as about 70% of the militants and camps are in Ijaw lands. d. Members of the committee must be taken based on the practical challenge of the task. e. The head of the committee should be someone who has no much commitment at the national level, as such he should be within the Niger Delta or rehabilitation centers for most of the duration of the exercise. 27. While trying to draw lessons from the UN, it should be noted that in the recent past, the NDDC has rehabilitated a sizeable number of ex militants in Lagos. It is expected that the FGN should have encouraged that by expanding the scope and funding it. It is therefore desirable for the FGN to carryout a quick assessment on how successful the NDDC exercise was. How many militants were rehabilitated, how was it done and did anybody ever go back to the criminality after rehabilitation. In the final analysis, studying and improving the NDDC blueprint could save time, money and ultimately help eradicate the problem of restiveness in the Niger Delta. This is also bearing in mind that an accelerated development of the region will be carried out as soon as progress is made in the peace process. ![]() |
