This is the highest degree of "misplaced philanthropy". That is the problems of some illiterate Nigerians in lagos they had to start charging dem for not using the pedestrian work b4 they started using it, they use seat belt only cos the FRSC told em to, must allow children play in the car with out seat belts, and if u try to tell dem, dey tell u y are u praying for sometin horrible. Most so called educated Nigerians lack the basic safety procedure for the road.
