Horror in Ikotun as police kill 5 looters, arrest scores

Pandemonium broke in Ikotun, Alimosho area of Lagos State following the killing of about five hoodlums who were shot dead by Mobile Police, Mopol, after attacking a popular supermarket and looted various items in the process.

Earlier, a Mopol officer and another person believed to be a police informant were allegedly killed by hoodlums in Idimu-Ikotun road, Egbe-Idimu Alimosho Local Council Development Area, LCDA.

According to an eyewitness, Mr Ayo Akinwale, “At about 2 pm some hoodlums who invaded Ikotun Police Station but found no policeman on ground proceeded to a nearby supermarket, called Twins Faja and looted various items such as computers, households items, wristwatches, foodstuff, among other expensive items.

“While the looters were still operating, a team of Mobile Policemen who arrived the scene following a distress call, started shooting at the looters killing at least five persons, while several others were arrested with various gunshot wounds.

“The bodies and those arrested were later taken away in the police vans to an unknown destination.”

When Vanguard visited the crime scene, the shattered glasses and other looted items which could not be taken away littered the ground.

It was also gathered that earlier, a mob had lynched a Mopol while walking along the road in College area of Ikotun, while another unidentified man believed to be police informant was also beaten to death in the presence of his infant daughter while having a stroll.

“Some of the hoodlums who recognised him as police informant raised the alarm before others descended on him and beat him to death in the presence of his daughter, about 7 years old.

“The body of the deceased was later recovered by the Mopol who have been patrolling this area,” Akinwale narrated.

Amid the curfew and following the ugly incidents the entire area was like a ghost town as the road was totally deserted with several Mopol in their vans seen patrolling the area at the time of filing this report, 6.30 pm.

The report of the Presidential Panel on Reform of Anti-
Robbery Squad, (SARS) has recommended the dismissal of
37 ex-SARS personnel and prosecution of 24 others.

Also, the Police Service Commission on Friday, October 16th 2020 met with the National Human Rights Commission and promised to speed up action on the implementation of the Report of the Presidential Panel on Reform of the Special Anti-Robbery Squad (SARS).

The National Human Rights Commission team led by its
Executive Secretary, Tony Ojukwu was in the Police Service
Commission to formally present the 2018 Report of the
Presidential Panel and to solicit the PSC support in the
implementation of the aspects of the Report covered by PSC constitutional mandate.

The Presidential Panel had among other things investigated
allegations of human rights violations and abuse of office
against SARS and recommended reform or restructuring of
the outfit.

Receiving the delegation, PSC Chairman, Musiliu Smith, retired Inspector General of Police, said the PSC will collaborate and support the Human Rights Commission in
the promotion of good governance.

He, however, said that for effective reform of the much-
maligned SARS, there must be a deliberate effort to select
capable, professional and credible people to replace the
disbanded outfit.

The selected Officers, he added, must be properly trained and exposed to regular training.

Smith said there must also be close supervision of the newly selected officers so that the nation will not experience the rot that became the fate of the disbanded unit.

Any misconduct, he noted, should be severely and promptly
handled.

He, however, said the government should show more concern to the funding of its vital Agencies as these Agencies need funds to do their job.

He also made a case for proper and ‘living accommodation
for the Officers of the Nigeria Police, stressing that these
Officers need good accommodation to put in their best.

The Executive Secretary of the Human Rights Commission
told the PSC Chairman that PSC has all it takes to deal
appropriately with the Report of the Presidential Panel on
Reform of Anti-Robbery Squad, (SARS).

“We have come to see a PSC determined to play a leading
role in the reform of the Nigeria Police Force”, he said.

Ojukwu said the reform is the most topical issue in the
country today, adding that a lot is expected from the PSC.

He noted that the Panel called for and received 113 complaints on alleged human rights violations from across
the country and 22 memoranda on suggestions on how to
reform and restructure SARS and the Nigeria Police in general.

“The Panel also directed the Inspector General of Police to
unravel the identity of 22 officers involved in the violation of the human rights of innocent citizens.

A copy of the Report was thereafter presented to the
Commission.

Lagos State Governor, Babajide Sanwo-Olu on Thursday, revealed the identities of suspected police officers involved in the death of one Ikechukwu Iloamauzor, 55 during #EndSARS protest in Area C, Surulere area of the state.

Iloamauzor was allegedly killed by a stray bullet during Monday’s #EndSARS protest in the area.

The governor stated this on Thursday, while briefing state
Correspondents at Lagos House Marina.

Sanwo-Olu said, “Also, to mention that Lagos state is
taking the issue of police misconduct very seriously,
earlier this week, we all recall the incident that
happened at the Area C command in Surulere.

“All the four officers have been identified and are going through an orderly trial.

“All the four erring officers whose name I will also mention have also been apprehended and are going through an orderly trial. They are Inspector Bagou Michael, Inspector Ekpoudom Etop, Sergent Nnamdi Madura, and Sergent Akinyemi Benson.

“We have also set up a panel to look into all cases of police brutality and fatality and have set up a N200million compensation fund. I will make all announcements shortly. Once again, I apologise toany protester that has faced brutality during any of the protests days.”

The Coalition of Northern Groups, CNG, has said it would begin non-stop protests against the wave of insecurity in the Northern region on Thursday.

The plan, according to the group, aimed at drawing the attention of President Muhammadu Buhari and the 19 northern states governors to the plight of the region.

CNG said the ineptitude and an apparent failure of elected and appointed leaders from the North to either protect the lives and property of northerners or address the myriad distresses the region faced had pushed them to the wall.

Explaining that the government has failed woefully in many fronts, the group argued that the authorities appear bent on sustaining the hikes in electricity tariffs.

According to the CNG, it also appears President Buhari and the governors are not keen on resolving the lingering dispute with the university lecturers.

The CNG noted that it was no longer an exaggeration that the security situation in the country and in particular in the North had deteriorated, while the authorities did not deem it fit to extend the swift spirit deployed against FSARS into security the North.

The group told the President point blank that he has abandoned hundreds of thousands of people in northern communities exposed to insurgents and bandits’ attack.

It, therefore, urged the citizens (northerners), who would participate in the peaceful protest to conduct themselves peacefully, while urging the government to respect their rights to protest.

Briefing journalists in Abuja, the spokesman of CNG,
Abdulazeez Suleiman, said, “The Coalition of Northern Groups (CNG) has followed developments around the bold and necessary steps taken by Nigerian citizens to call attention to Police brutality, the deteriorating national security and other pressing concerns.

“The CNG notes the appreciative progression of the citizens’ action that climaxed with government’s swift response to one of the concerns raised with the scrapping of the Special Anti Robbery Squad (SARS) of the Nigeria Police, and its immediate replacement with Special Weapon And Tactics Team (SWAT)

OBSERVATIONS
“In the unfolding scenario, the CNG hereby inevitably arrives at the following observations and inferences:

“That while the southern elected and appointed leaders and representatives are quick to identify with their people at the time of need, their counterparts from the North, including the President, the Senate President, Senators, Rep members, governors, state legislators and other government appointees would rather abandon the hundreds of thousands of people in northern communities exposed to crime, lawlessness and insecurity in the hands of bandits, insurgents, kidnappers, rapists rustlers, and other violent criminals without any form of protection.

“That it is contradictory that despite several protests and pleas northerners have made, the authorities never deemed it fit to extend the swift spirit deployed against FSARS into securing the North, or addressing the myriad distresses faced by northerners.

“That the authorities appear bent on sustainig the harsh, unacceptable regime of exploitative hikes in electricity tariffs for which the North shall bear the brunt more than other parts of the country.

“That the federal government appears not keen on resolving the lingering dispute with the Academic Staff Union to enable the recommencement of university education.”

RESOLUTIONS
“In the light of the foregone observations, the CNG has no other option but to direct the extension of the protests to all northern states, commencing from Thursday, October 15, 2020.

“By this, all CNG state chapters and student wings are mandated to resume the mobilization of responsible sections of the civil society, NGOs, women groups, professional associations, artisans and concerned parents in their respective states for the continuation of our protests started in Katsina state in June.”

DEMANDS
CNG will lead the protest to: “Demand the federal government to immediately declare a state of emergency on security and take practical steps to end all manifestations of insecurity in northern Nigeria and other parts of the country.

“Demand thorough reorientation of the entire police force and its empowerment by way of additional personnel, modern training and adequate equiptment to be able to reclaim its universal internal security function. .

“Mount pressure on leaders to show real commitment to protecting lives of citizens, ending the prolonged closure of our universities, reconsidering hiked commodity prices, reducing youth unemployment, and checking the rise in poverty level.

“Publicly condemn and pass a vote of no confidence on those office holders and elected leaders who have abandoned the bulk of northerners to the mercy of a vicious insurgency, destructive banditry, rape and sexual assaults, violent communal clashes amidst mounting poverty and entrenched fear of widespread kidnappings for ransom.

“To declare the agreement reached by labour with the
government on new electricity tariff unacceptable and demand the immediate, unconditional reversal to the old rates.”

Suleiman noted that while CNG welcomed the creation of the SWAT to replace SARS, it urged the government to expedite action in improving the professionalism of the personnel drafted into SWAT

Mba, on Friday explained that aside going against dangerous criminals, 419ners, Yahoo boys and armed robbery suspects, operatives of the Special Anti-Robbery Squad (SARS), are “deeply” involved in the fight against banditry and terrorism in the northern part of the country.

Giving reasons why SARS cannot be scrapped as demanded
by nationwide protests, Mba said they are specially trained
to withstand criminals elements including kidnappers,
armed bandits and militant’s among others who operate in
very dangerous and deadly fashion.

Speaking at Channels Television programme, Sunrise Daily,
the FPRO noted that following the outrage over the infractions of some of the operatives, the IGP has commenced reforming the operations of SARS officers
nationwide to curtail such excesses.

He reiterated that the Inspector-General of Police,
Mohammed Adamu has banned SARS personnel from
engaging in routine patrols, stop-and-search, mounting of
roadblocks and traffic checks with immediate effect.

But protesters have insisted that the ban announced on
Sunday by the IGP was not the first of such bans as 6 other
bans have been announced in the past and nothing happened.

However, Mba said, “I have heard some critics say these
instructions have been given before but I will challenge them to produce any other IGP that has given these instructions very clearly, articulated them very clearly as IGP Adamu has done.

He appealed to the general public to give the Police some
time for the full implementation of the IGP instructions.

He urged Nigerians to be cautious about the clamour noting
that different people have different motives for calling for
the end to SARS but the Force would do everything possible to get rid of bad elements within SARS.

Mba said, “If EndSARS is a metaphor and is seen as a call
for a symbolic reform of SARS, I will say clearly that the
leadership of the NPF is in line and is ready to work with
those who are making that call.

“However, if the EndSARS should be seen and interpreted
as the total disbandment of SARS, I will tell you very clearly
that it will be difficult for any responsible organization to
walk that path taking into cognizance the amount of investment that government has made in training and setting up that department, (and) taking into cognizance the critical role that department is playing.

“As a matter of fact, we have also received a lot of calls from people, particularly in states like Yobe, Borno, Katsina and other parts of the north where SARS operatives are deeply embedded in the fight against banditry, in the fight against insurgency.

“And these people have made it very clear that ending SARS is not even an option for them because of the critical roles that SARS operatives are playing in those areas to rein down heavily on bandits, on terrorists and other kinds of violent criminals.”

Special Anti-Robbery Squad, SARS, on Thursday in Owerri,
Imo State, started shouting “Shoot us!” when a Division
Police Officer, DPO, cocked his gun and acted like he was
going to shoot.

Channels TV reported that the protesters had gathered
around the popular Imo State University Junction in Owerri,
bearing carrying placards with various inscriptions and
chanting solidarity songs.

However, officers of the Nigeria Police Force, NPF, were on
the ground to disperse the gathering and a DPO got into an
altercation with a protester.

As the argument became heated, the DPO whose name was
said to be Obioma Obi, cocked his gun and gestured like he
was going to shoot the protester, who began screaming
“shoot us!”.

After a short back and forth, reminisce of the anti-SARS
protests across the country, the Protesters Were Dispersed
With Heavy Teargas.

Reacting to the incident, the state Police Commissioner,
Isaac Akinmoyede, said in dispersing the crowd, the officers were only doing their job.

Akinmoyede told newsmen that the policemen were at the
venue of the protest to prevent any breakdown of law and
order in the state, as the actions of the protesters were already disturbing the free flow of traffic.

He, however, promised to take disciplinary actions against
Mr. Obi for pulling a gun on the protesters, stressing that the action of the DPO is not acceptable to the Nigerian Police.

He said the Force is meant to be civil to the members of
the public, adding that even though he was trying to shrug
off an intending mob action, the officer should have been
more civil.

The Nigerian Navy on Wednesday deployed six warships and 65 gunboats in a joint multinational maritime exercise comprising 16 foreign Navies from Europe, America and Africa.

The participating countries are the U.S., France, Italy, Brazil and Gulf of Guinea countries, including Angola, Benin, Cameroon and the Democratic Republic of Congo.

Others are Equatorial Guinea, Gabon, Ghana, Ivory Coast, Liberia, Republic of Congo and Sao Tome and Principe.

Rear Adm. Perry Onwuzulike, the Fleet Commander, Eastern Naval Command, Nigerian Navy, flagged-off the four-day exercise tagged: ‘Exercise Grand Africa Nemo 2020’ in Onne, Rivers.

Onwuzulike said the exercise was aimed at developing the capacity of the various navies for maritime security operations within the Gulf of Guinea countries.

“Exercise Grand Africa Nemo 2020 is a yearly ritual that is organised by the French Government in collaboration with the United States and European Union, among others.

“The objective of the exercise is for capacity development toward maritime interdiction operations and security operations in the area.

“The exercise is a continuous exercise toward securing the nation’s territorial waters and the Gulf of Guinea,” he said.

He noted that Nigerian Navy Ship (NNS) Okpabana, NNS Thunder, NNS Andoni, NNS Gongola, NNS Shiroro and NNS Kyanwa would take part in the exercise alongside other foreign naval fleets.

According to Onwuzulike, the exercise would also be used to train troops on the use of the nation’s maritime domain awareness infrastructure for surveillance and threat assessment.

“It will also be used to train our men and ships on the conduct of vessel boarding, search and seizure as well as how to handle evidence exhibits after arrest.

“The whole idea is to develop capacity and training within the Gulf of Guinea in line with the protocols of the Yaoundé Code of Conduct,” he added.

I closely observed that the extreme hatred of SS & SE people for APC and PMB has nothing to do with human conscience or party affiliation but extreme hatred for North/Islam/Hausa-Fulani who are not the cause of your mayhem. I've learnt that this hatred is propagated from Politicians and religious groups which have no fundamental basis. The hate doesn't stop only on PMB but extended to Yoruba who gave cause for PMB's triumph. I've never seen this kind of hatred even in adventure films.
GEJ got the required votes percentage in almost all northern states which took him to victory in 2011, he failed woefully the following election because of the terrible state of security in the North in 2015. PDP has been in power since 1999-2015 but has nothing concrete to show in those 2 regions which will convince them to stay tune wth the party but they're brainwashed with ethno-religious bigotry because they're neither accommodative nor cosmopolite enough to live with others in diversity. They brainwashed them to think that PDP is a Christian party but in reality Northerners have total control of the party with their slaves being instructed to answer to their plan. I bet u if anybody from SS or SE think PDP belongs to them a Northerner is going to run under PDP come 2023 and the slaves will campaign for him. Federal government Wednesday approved the sum of $3.02bn for the rehabilitation and reconstruction of the Port Harcourt-Maiduguri eastern narrow gauge railway.

Disclosing this the minister of Transportation, Rotimi Amaechi, said “The Federal Executive Council has approved the award of contracts for the rehabilitation and reconstruction of the Port Harcourt-Maiduguri eastern narrow gauge railway, with new branch lines and trans-shipment facilities.

“The council also approved the construction of a new deep seaport in Bonny, under PPP and the construction of a railway industrial park in Port Harcourt.

“The railway line will be at the cost of $3,020,279,549. The industrial park, which is under PPP, at no cost to Federal Government, will cost $241,154,389.31. The Bonny deep seaport will cost $461,924,369, at no cost to the Federal Government.

“The Port Harcourt to Maiduguri narrow gauge railway will have new branch lines: from Port Harcourt to Bonny and from Port Harcourt to Owerri are new lines.

“There is another connecting narrow gauge to standard gauge at Kafanchan. There is a branch line from Gombe or before Maiduguri to Damaturu and Gashau.”

TWELVE state governors and other chieftains of the All Progressive Congress Wednesday stormed Ondo state for the grand finale of governor Rotimi Akeredolu’s campaign rally ahead of Saturday’s poll.

They include Abubakar Bello (Niger) Solomon Lanlong (Plateau) Abdulrasak Abdulrahman (Kwara) Babagana Zulum (Borno) Nasir el-rufai (Kaduna) Umaru Ganduje (Kano) Inuwa Yayah (Gombe) Atiku Bagudu (Kebbi)

Others include, Babajide Sanwo Olu (Lagos) Abubakar Nassau (Jigawa) and former governor Abdul Aziz Yari of Zamfara and ministers.

The rally which is coming ahead of the governorship election was held at Akure Township Stadium and was witnessed by mammoth supporters of the APC, from the 18 local government areas of the state.

The National Caretaker Chairman of the APC, Mai Mala Buni, expressed optimism that the party will come out victorious in the Saturday election and appealed to the people of the state not to embrace violence during the poll.

He urged the people to come en mass to vote for APC and Akeredolu to sustain continuity of progress in Ondo state.

According to him, ” We are here to win election. We are here not to create or cause any violence. We are here to consolidate our mandate on Aketi.

“I want our people to come out en masse on Saturday and vote for APC in order to sustain the continuity of progress in Ondo state.”

The Vice President, Prof. Yemi Osinbajo, whose message was also delivered electronically, commended the governor for various projects he had embarked upon in the first term, especially in the areas of infrastructure, education and prompt payment of salaries of the civil servants of the state.

He urged the people of the state to come out on Saturday to vote the APC candidate for the continuation of the work.

Speaking, Kogi state governor, Yahaya Bello said governor Akeredolu has performed credibly well in all strata of government including massive infrastructural drive and human capital development.

He boasted that the party will record victory in all the 18 local government areas of the state urging the people to come out and vote the party.

Akeredolu has performed creditably well in the area of infrastructure, human capital development and he wants to continue to deliver the dividends of democracy to the people of Ondo state.

“This is why we are asking for continuity so that he can consolidate on his achievements.

“Don’t be intimidated by the opposition parties because we are going to win in the whole 18 local government areas in the state. It is going to be a landslide victory, we will win, don’t be intimidated”.

The Chairman of the Nigeria Governors Forum (NGF) and the Ekiti State Governor, Kayode Fayemi, said APC is more united than ever to return Akeredolu second time as the governor of the state.

We are fully behind the governor of Ondo state and we shall win by God’s grace.

“I have to be here because Akeredolu is in the exclusive list of governors in Nigeria and all of us are united and behind him. We will deliver and return Akeredolu on Saturday, there won’t be room for rerun.

Akeredolu appreciated President Buhari, his Vice, Yemi Osinbajo, all APC governor’s and leaders and the people of the state for their support in the last four years.

He said the giant strides recorded by his administration will ensure his victory in the Saturday election, assuring the people of more developmental projects in his second term.

Kogi State Command, National Drug Law and Enforcement NDLEA on Wednesday destroyed the largest Cannabis Sativa farms stretching over four KM of land in the State.

NDLEA State Commander, Mr. Alfred Adewumi disclosed this while speaking with journalists during the destruction of the farm at Kara Forest in Agbokete Community, of Igalamela/Odolu LGA of the state.

Mr. Adewumi said Kogi state is gradually becomimg a producer of the illicit drug, said the destroyed farm is evaluated at N1.5 billion.

Adewunmi expressed worry over the changing status of Kogi State from a transit point to cultivating State of illicit drug, stressed he could not believe what he had seen on the farm.

His words,”I want to tell you that I am astounded, shocked, and perplexed that something as huge and enormous as this can be discovered in Kogi State.

“Our assumption is that Kogi State, even though it surrounded by some states that are notorious for cannabis Sativa cultivation, is just simply a transit point because of her strategic location. To discover that within Kogi State we can have a plantation of this huge proportion is something that has shocked me to the marrow,” he added

Adewumi said the startling discovery was a result of
intelligence gathered by the operatives of the command who had placed the suspect on surveillance and was subsequently arrested.

“I will simply tell you that it is a very enormous plantations of cannabis Sativa. It is not just one single farmland And of course, all of you have been on my entourage and we have walked within farms for over four kilometres and we are still within the farms. So to begin to describe what I have seen today is simply to tell you that I am shocked that Kogi State is now being used as a place where Cannabis Sativa is being
cultivated so extensively”.

He explained that the farm looks like it was a community business, as it beats logic for over four killometres of arable land to be dedicated to the cultivation of the illicit drug without the community raising eyebrows.

“I must tell you that what we have here is far in excess of the 7.5 hectares of Cannabis Sativa we discovered sometimes in mid-September. If you put all of these farms together you will see we will be talking of over 35 hectares of cannabis Sativa
plantation. To begin to talk about the market value, to be frank with you we are talking about more than N1.5 billion of cultivated illicit drugs here”, he added

Adewumi commended the Kogi State government for the support given to the agency to carry out their duties

He stated that the cannabis farm owner, Ameh Joseph will soon be charged to Court, adding those involved in cannabis Sativa should desist as the command will leave no stone unturned towards ridding the state of illicit use and cultivation of drugs.

The suspect, Ameh Joseph however said he was the owner of a section of the farms and not the entire farms, stressed that he only ventured into the business when he had an economic crisis.

Joseph pointed out that he had once been employed as farm manager in charge of cannabis Sativa at Ogbese in Ondo State in 1995 with a yearly salary of N100, 000 before he stopped to ventured into good business; until recently when it nose-dived and he has to embraced cannabis Sativa as an alternative.

The suspect who was full of regret said he will never go back to the cannabis business again, warned other youths not to involve in any illegal business because it will backfire one day.
