Foreign Affairs / Breaking News: Israeli Missile Hits Iran, U.S. Officials Confirm. by Gjrich(m): 8:01am On Apr 19
Israeli Missile Hits Iran, U.S. Officials Confirm.

Two U.S. officials confirm to CBS News that an Israeli missile has hit Iran. The strike follows last weekend's retaliatory drone and missile attack against Israel, which Prime Minister Benjamin Netanyahu had vowed to respond to.

Officials were tightlipped about the location or extent of the Israeli strike. When reached by CBS News, the Israel Defense Forces had no comment on the attack.

A senior Israeli official told The Washington Post the attack "was intended to signal to Iran that Israel can attack its territory."

The Iranian state-run IRNA news agency said air defense batteries fired across several provinces. It didn't elaborate on why the batteries fired, though people across the area reported hearing the sounds.

In particular, IRNA said air defenses fired at a major air base in Isfahan, which long has been home to Iran's fleet of American-made F-14 Tomcats — purchased before the 1979 Islamic Revolution.

The semiofficial Fars and Tasnim news agencies also reported the sound of blasts, without giving a cause. State television acknowledged "loud noise" in the area.

Isfahan is also home to sites associated with Iran's nuclear program, including its underground Natanz enrichment site, which has been repeatedly targeted by suspected Israeli attacks.

However, state television denied any attack on nuclear facilities, describing all sites in the area as "fully safe," and the International Atomic Energy Agency (IAEA) said it "can confirm that there is no damage to Iran's nuclear sites."

State television said three very small drones were shot down in an area east of Isfahan and was running what it said were live pictures showing a calm and normal Isfahan.

Three Iranian officials told The New York Times the attack on the airbase included small drones that may have been launched from inside Iran, saying radar systems didn't detect unidentified aircraft that entered Iran's airspace.

There has been no urgent meeting of the Iran's High National Council, state television added.

It appeared Iran was trying to downplay the impact of any Israeli attack.

Dubai-based carriers Emirates and FlyDubai began diverting around western Iran about 4:30 a.m. local time. They offered no explanation, though local warnings to aviators suggested the airspace may have been closed.

Iran then announced it had grounded commercial flights in Tehran and across areas of its western and central regions, but Iranian state television later said flights were operating normally again.

Regional tension continues to escalate
Iran last weekend launched an unprecedented retaliatory strike against Israel in response to a deadly attack on an Iranian consulate in Syria that killed seven officers, including two generals, from Iran's Islamic Revolutionary Guard Corps.

Iran's attack on Israel included 170 drones, over 30 cruise missiles and 120 ballistic missiles, according to the IDF and U.S. officials. None of the drones crossed into Israeli territory before they were shot down by Israel and its allies, including the U.S., the IDF said.

Five of the ballistic missiles struck Israel, with four of them hitting Israel's Nevatim Air Base, where Israeli F-35s are based, U.S. officials told CBS News. The officials believe the base was likely Iran's primary target, as the strike against the consulate in Syria is believed to have been carried out by an F-35.

The U.S. and other Israeli allies have urged Netanyahu to exercise restraint in any possible response to Iran. U.S. officials have said the U.S. would not participate in any Israeli retaliatory strike.

In the aftermath of Iran's attack, which the IDF said caused "very little damage," President Biden pressed the Israeli prime minister,"to think about what that success says all by itself to the rest of the region," according to National Security Council spokesperson John Kirby.

United Nations, ECOWAS recognise Yoruba Nation – Arrested agitator.

Abiola-Onitiri
One of Yoruba Nation agitators arrested when they invaded the Oyo State Government Secretariat Ibadan, on Saturday remained adamant on Monday when the police paraded them.

He said he had no regret for his action and that the action was not treasonable.

According to the News Agency of Nigeria, the suspect, whose name was not given, argued that the action of the agitators was legal and that their sponsors had documents stating that the UN and ECOWAS had given recognition to Yoruba nation’s existence.

Another suspect said the agitators were promised jobs and good conditions of living if Yoruba nation became a reality.

A statement by the Yoruba Nation group, Emeritus Prof. Adebanji Akintoye, had, however, said that the Democratic Republic of the Yoruba, a group under Mrs. Dupe Onitiri-Abiola, which claimed responsibility for the attack, had no connection with the Yoruba Nation organisation in any way.

But the Commissioner of Police in Oyo State, Mr Adebola Hamzat, paraded 21 of the agitators arrested before newsmen in Ibadan on Monday.

The Oyo State Police Command Police in Oyo State are on the trail of sponsors of Yoruba nation agitators who invaded government secretariat in Ibadan on Saturday.

The agitators invaded the Oyo State House of Assembly complex located inside the secretariat and hoisted their flag there in an attempt to take over the assembly

According to the police boss, some of those arrested had been listing the names of their sponsors and that police had visited some locations within Oyo State where some incriminating items were recovered.

Hamzat recalled that a member of Amotekun Corps (the security network of states in the Southwest) was injured during the invasion just as one of the agitators who resisted arrest got injured in a gun duel with the police.

He stressed that police were not aware of any death during the incident.

“On Saturday, at about 8:55 a.m., information was received that some men, dressed in military-like camouflage and armed with pump action semi-automatic rifles were sighted on motorcycles around Olomi and moving into Ibadan.

“At about 9:15 a.m., the hoodlums, later known as Yoruba Nation Agitation Group, were trailed to the State Secretariat and to the premises of the governor’s office.

“They hoisted their flag at the House of Assembly, proclaiming the creation of a `Democratic Republic of the Yoruba.

“With police reinforcement, the miscreants were warned to disperse. The agitators turned violent and opened fire on the police and a detachment of Amotekun Corps present,’’ Hamzat said.

He said the police responded and were joined by operatives of other security agencies who suppressed the treason.

The police commissioner also told newsmen that five pump action semi-automatic rifles and two wooden double barrel guns and other exhibits were recovered from the agitators.

Also recovered were two jackets, 30 pieces of torch lights, 49 bells, five horse whips, seven pieces of walkie-talkies and accessories, four generators, 72 pairs of camouflage uniforms and 405 live cartridges.

Hamzat described the action of the suspects as criminal, unpatriotic and a clear case of treasonable felony and terrorism to be meted with adequate sanctions through purposeful prosecutions.

He assured that the police would remain steadfast in the protection of lives and property.

“The continued existence of Nigeria as a sovereign indivisible entity is a task that must be accomplished.

“The labours of our heroes past shall never be in vain. Police in Oyo State will be unrelenting in ensuring the continued united corporate existence of Nigeria as a country,’’ Hamzat stressed.

Politics / Tinubu: We Will Transform Police By Fixing Institutional Mentality Of Officers by Gjrich(m): 9:32pm On Apr 16
President Bola Ahmed Tinubu, Monday night, said complete overhaul of institutional mentality and memory of police officers were fundamental in his administration’s ongoing bid to transform the Nigeria Police Force (NPF) into a modern, professional and accountable institution.

Tinubu explained that since coming on board last year, his government has initiated wide-ranging reforms to revitalise the nation’s police force. He declared every April 7 as ‘Police National Day’.

Speaking at the maiden edition of the Nigeria Police Awards and Commendations ceremony in Abuja, the president stressed the need to engage men and women of the force in training and capacity-building to equip them with the requisite expertise to carry out the arduous task of modern policing.

Tinubu, who was represented by Vice-President Kashim Shettima, listed part of the comprehensive reforms of his administration to rejuvenate the police force to include investment in training and capacity-building.

He said this would ensure that police officers were equipped with the knowledge, skills, values, and expertise required to tackle the complex challenges of modern policing, assuring them that the government would upgrade equipment and technology to enhance operational effectiveness and efficiency of the force.

“This includes acquiring fit-for-purpose equipment, weapons, ammunition, and armoured carriers to provide cover and protection for officers in combat situations.

“These endeavours will be supported by suitable measures to enhance the status of our officers and personnel both during their service and after retirement,” he further stated.

The president also explained why the federal government approved the first week of April as police week and the last day of the week as National Police Day.

“Distinguished ladies and gentlemen, in our tradition of honouring the Police Force in the life of this great nation, we have approved the adoption of the first week of April as Police Week. Furthermore, the last day of the week, the 7th of April, is hereby declared National Police Day in Nigeria.

“Tonight, I must remind you that we don’t see you as just the shields of the nation. We don’t see you as robots. This is why we are here. We are here to humanise you,” he declared.

Delivering the president’s speech titled: “Courage Under Fire: A Bouquet for Our Police Force,” the vice-president said at a time in Nigeria’s history when the nation’s security architecture was being stretched beyond elastic limits, the citizens had been able to endure in the face of security threats as well as attacks on their lives and livelihoods due to the commitment of the police.

“Your exemplary valour doesn’t only represent the pinnacle of patriotism that binds us but also instils confidence that brighter days lie just beyond the horizon,” President Tinubu added.

According to him, this administration had been unequivocal about its resolve to transform the Nigeria Police Force into “a modern, professional, and accountable institution that mirrors the aspirations and values” of the nation.

He said, “Our idea of a modern police force goes beyond superficial changes like repainting office buildings and residences or simply procuring firearms.

“True reform of our security doctrine and its architecture necessitates recognising the importance of administering justice and adhering to our ethical values to foster stability and order in the nation.

“The transformation we seek must transcend mere policy and infrastructure; it requires a fundamental overhaul of our institutional mentality and memory.”

In his goodwill message, the President of the Senate, Senator Godswill Akpabio, commended the Inspector General of Police (IGP), Kayode Adeolu Egbetokun, for recognising the hard work, resilience and patriotism of the officers and men of the police force.

Expressing his delight and that of the National Assembly for celebrating the well-deserved officers of the force, the Senate President said the decision to celebrate the nation’s unsung heroes would pave the way for a new police force in the country.

His words: “The leadership of the police understands the role of police force in a democratic dispensation. I commend the Inspector General of Police and I commend the police officers for the work of sacrifice and for maintaining peace and order in our communities.

“As we commend the good officers, let us weed out the bad ones among the police force,” Akpabio stated, adding that, ‘to whom much is given, much is expected’.

Earlier, in his welcome address, Egbetokun applauded Tinubu for his support to the force, as well as his administration’s efforts in ensuring the nation’s security forces were up to their game.

To the recipients of the awards and commendations, the police IG assured them that their “dedication, courage and selflessness are truly inspiring,” adding that, their contributions to the force would be remembered for many years to come.

Speaking, also, Chairman of the Police Service Commission and former IG, MrSolomon Arase, advocated improved welfare package for men and women of the Nigeria Police Force, noting that enhanced wellbeing of the personnel would improve their overall performance in securing lives and property.

He commended the Tinubu administration for the support so far given to the police force, even as he pledged the cooperation of the Police Service Commission for the transformation of the force.

Those who also delivered goodwill messages included the Kano State Governor, Abba Kabir Yusuf; Minister of Police Affairs, Senator Ibrahim Gaidam; Chief of DefenceStaff, General Christopher Musa; and former IGP, Chief Sunday Ehindero.

BREAKING: Obaseki Appoints 38-Year-Old Omobayo As Deputy Gov After Shaibu’s Sack.

In the early hours of Monday morning, Governor Godwin Obaseki of Edo State appointed Omobayo Marvellous Godwins as his new deputy, following the impeachment of the former Deputy Governor, Philip Shaibu, by the Edo State House of Assembly.

Omobayo Marvellous Godwins is currently 38 years old and hails from Akoko-Edo, Edo North Senatorial District.

Shaibu’s impeachment came after the State Assembly adopted the report of a seven-man panel that investigated allegations of misconduct against him.

The panel, led by retired Justice S. A. Omonuwa, held its inaugural sitting last Wednesday in Benin, concluding on Friday after Shaibu or his counsel failed to appear to defend the allegations.

Despite being given multiple opportunities to respond to the accusations, Shaibu did not attend the hearings, prompting the House of Assembly to proceed with the case.

Shaibu’s counsel, Oladoyin Awoyale, initially attended the inaugural sitting but later withdrew from the proceedings after the panel declined his request to suspend the hearings pending the outcome of a suit filed in Abuja challenging Shaibu’s impeachment.

“At the end of today (Thursday, March 28, 2024), all of you will smile. Check your accounts at the end of business today,” he announced.

Governor Otti highlighted his commitment to fulfilling campaign promises and delivering positive change to the people.

He stated, “Yesterday, work started at Obohia Road. After Easter, work will start at Ohanku Road, and we are doing something a little different in Ohanku Road because we are using Cement Pavement Technology so that it will last longer.”

Otti expressed his appreciation for the Catholic Church’s support and pledged to continue practicing good governance.

“I want to thank the CKC particularly for the support you have given me. Thanks for your support. Thank you for being who you have been and supporting the good governance that we have today,” he stated.

The Catholic Bishop of Aba Diocese, the Most Rev. Augustine Echema, commended Governor Otti’s performance and leadership. He described the ongoing reconstruction of Port Harcourt Road as a benchmark and praised the governor’s achievements.

“You are doing well. So far, so good, and I bet you, if you continue like this, you don’t need any other campaign for a second tenure. Your works will speak for you. The things you do will campaign for you. I have nothing else to say than to assure you of our efficacious prayers.

“We Abians for once are proud of our Governor. You have done greatly well and the people are happy. When the righteous people are in authority, the people rejoice. Thank you and God bless you,” Bishop Echema stated.

10 Strange Laws Momany Nigerians Don't Know About. No. 1 Will Shock you

In every corner of the world, legal systems are shaped by cultural norms, historical legacies, and societal values, often giving rise to unique and sometimes surprising laws. Nigeria, a land of vibrant culture, rich history, and diverse traditions is no exception. These laws might make you scratch your head, chuckle, or simply wonder at the vast array of what’s considered legal (or not) across the world. So, let’s take a stroll through some of the strange laws you didn’t know existed in Nigeria.

9. Treatment of Animals in Transit

Nigerian regulations mandate the humane treatment of animals during transit, particularly when being transported for trade purposes.

10. Respect for the Flag

Politics / Aba Geometric Power Plant And Yoruba Omoluabi - Dr. Adeniran by Gjrich(m): 6:54pm On Mar 27
Aba Geometric Power And Yoruba Omoluabi - Dr. Adeniran

The whole nation has been over the moon since Vice President Kashim Ibrahim commissioned the Geometric Power Group on Monday, February 24, 2024, designed to generate 188 megawatts and supply power to the Aba industrial city and the environs in Abia State as a ring-fenced area. The nation has been agog for three principal reasons, namely, the first time a part of Nigeria will have constant and quality electricity; Aba will serve as a model to be used in other parts of Nigeria, as Power Minister Adebayo Adelabu stated during the commissioning; and the Geometric Power takeoff shows the tenacity of its chief promoter, Professor Bart Nnaji, who has battled all manner of people in government and their minions for a whole 20 years to get to the Aba Independent Power project to this level.
I join millions of Nigeria in congratulating Professor Nnaji, whose one-year tenure as the Minister of Power from 2011 to 2012 achieved unprecedented heights in power development in Nigeria.

After reading Nnaji’s speech, I came out with a strong conviction that the Yoruba omoluabi has always been at play from the inception of Geometric Power.
The omoluabi principle made the Aba IPP possible. Omoluabi is a philosophical concept among the Yoruba that makes working for the common good a supreme good.
Omoluabi is the direct opposite of parochialism or self-centredness.
Therefore, the new attempts by some politicians to sow seeds of enmity between the Igbo and the Yoruba since the 2023 general elections do not reflect who the Yoruba people are.

In the nationally well-received speech, Professor Nnaji noted that though the seed to build the thermal power plant was sown by the late World Bank President, James Wolfensohn, and Nigeria’s former Finance Minister, Dr Ngozi Okonjo-Iweala, when they visited Aba on March 17, 2004, to see firsthand the potential of Aba as an industrial city, it was the administration of President Olusegun Obasanjo which made the seed planting possible.

Until 2005 when the Power Sector Reform Act was enacted, the Federal Government, through the National Electric Power Authority (NEPA), had the monopoly of power generation, transmission, and distribution.
Still, President Obasanjo carved out Aba as a kind of island for the Geometric Power team to generate its own electricity and distribute it.
The whole idea was to accelerate Abia’s rapid development as Nigeria’s foremost indigenous manufacturing place. In taking this far-reaching and unprecedented measure, Obasanjo, a Yoruba, did not care about the part of the country from where Professor Nnaji hails.

As Nnaji revealed in his speech at the commissioning, ex-President Obasanjo has continued to support the Aba IPP with infectious enthusiasm even out of office.
In recognition of his preeminent role in the emergence of the project, the IPP promoters insisted that the statesman commission the imposing building of the Aba Power Electric Company, their electricity distribution subsidiary.
Even when Obasanjo was not going to attend in person because he was in Namibia for the funeral of the country’s president, Hage Geinob, the Geometric Power team expressed satisfaction that Obasanjo could be represented by a member of his family.
Today, the Aba Power complex, which houses the corporate headquarters of the Geometric Power Group, proudly bears a plaque stating that it was commissioned by Obasanjo, who was represented at the commissioning ceremony by his son, Dr Seun Obasanjo.

It is regrettable that during the privatization of the Power Holding Company of Nigeria (PHCN) successor companies in 2013, certain powerful individuals in the government of the day bluntly refused to recognize the agreement signed between the Federal Government and Geometric Power in 2005 and, consequently, sold it as part of the Enugu Electricity Distribution Company (EEDC) to a consortium of core investors.
The sale was despite the fact that the Bureau of Public Enterprises (BPE) stated clearly in all documents presented to the EEDC bidders that the Aba Ring-fenced Area was not part of the EEDC.
Analysts point out that the National Council of Privatisation (NCP) took this strange stance because of Nnaji’s opposition to secret moves by top government officials during the PHCN successor companies’ privatisation to corner the national assets when he was the Minister of Power.

The Yoruba omoluabi was demonstrated fully again during the Enugu Electricity Distribution Company’s privatization.
Bola Onagoruwa, the Director General of the BPE, one of the FG agencies that signed the 2005 agreement between the Federal Government and Geometric Power, put her foot down against perversion of justice, arguing that the NCP must respect the agreement over the Aba IPP. Ms Onagoruwa, a lawyer and niece of Nigeria’s former Attorney General and Minister of Justice, Dr Olu Onagoruwa, SAN, is imbued with conscience and a fighter for justice.
She was fired instantly for her insistence on justice and due process.
The senior Onagoruwa had earlier in 1995 been fired as the justice minister for opposing Sani Abacha’s dictatorship gravitation towards malevolent dictatorship.

The Yoruba omoluabi came to play again in the resolution of the nine-year-old legal battle between the Geometric Power Group and interstate Electrics over the ownership of the Aba Ring-fenced Area which comprises nine of the 17 local government areas in Abia State. In his speech at the commissioning ceremony of 26 February 2024, Prof Nnaji noted the resolution was done during the President Muhammadu Buhari administration, and quickly attributed the heavy lifting to Vice President Yemi Osinbajo and Power Minister Babatunde Fashola.
In other words, these two Yoruba persons ended, at least legally, the mess that became the EEDC privatization in 2013 which caused Geometric Power a decade of waste. Interestingly, the mess occurred during the presidency of the man some politically exposed Igbo persons used to call an Igbo when he was in office because of their private gains.

The story of the Yoruba omoluabi at Geometric Power continues.
Power Minister Adelabu disclosed at the commissioning that he had always intervened on the Geometric Power side on President Bola Tinubu’s instructions anytime agencies under his supervision didn’t quite agree with the private sector operator.
Tinubu understands Geometric Power’s critical role in Nigeria’s electricity history. On the same occasion, Chief Adelabu revealed that Prof Nnaji was the only ex-minister invited to address senior members of the Tinubu administration when the new government came into being last May because Tinubu appreciates Nnaji’s mastery of the electricity sector.
It may be noted that when Nnaji resigned as the Minister of Power in August 2012, Tinubu described Nnaji as “the only performing minister in this government”.

This article has only sought to establish that the Yoruba are a liberal people, and liberalism has always been a critical development driver everywhere in the world.
Our omoluabi philosophy has made them contribute significantly to the Geometric Power success, an important Nigerian story.

Politics / Alex Otti Ignites Excitement In Isuikwuato LGA As He Kickoff Road Construction by Gjrich(m): 4:13am On Mar 27
ABIA: Excitement In Isuikwuato LGA As Gov Otti Kicks Off Long-Awaited Road Construction.

There was excitement in Isuikwuato Local Government Area of Abia State on Tuesday as Governor Alex Otti flagged off the long-awaited construction of an 11.7-kilometer road in the LGA.

Hailing the road’s significance, Hon. Lucky Johnson, representing Isuikwuato State Constituency, called it “the heart of Isuikwuato” and a vital link connecting Enugu State to Port Harcourt and Umuahia.

When completed, the road is expected to reduce travel time and boost the sale of farmers’ agricultural products by enabling easier access to markets in Umuahia and Aba.

The project’s impact is anticipated to extend beyond transportation, with Hon. Johnson pointing to a new fuel station already under construction near the road as a sign of the potential development projects in the LGA.

“We are in governance, the election has come and gone. This is about good governance, not partisanship,” the lawmaker stated.

The project is being undertaken by China Civil Engineering Construction Company Ltd (CCECC).

BREAKING: Russia Proposes Visa-Free Travel for African Nations.

In a significant geopolitical move, Russia has proposed visa-free travel for all African nations, aiming to strengthen diplomatic and economic ties with the continent. President Vladimir Putin’s growing popularity among African leaders has led several countries, including Burkina Faso and Niger, to reconsider their alliances with the West in favor of closer relations with Russia. This proposal could streamline travel and facilitate increased cooperation between Russia and Africa.

Furthermore, Russia has already established visa-free arrangements with six African countries, with discussions underway to expand this agreement to additional nations. Additionally, Russia offers citizenship to Africans who serve in its military, with recent decrees allowing individuals involved in military operations in Ukraine to apply for citizenship for themselves and their families.

However, amidst ongoing conflict with Ukraine, discussions about military mobilization have surfaced. Ukrainian President Volodymyr Zelensky has proposed mobilizing additional troops, signaling concerns about military capacity and preparedness in the face of enduring hostilities.

These geopolitical developments underscore Russia’s efforts to expand its influence in Africa and establish stronger diplomatic and economic ties, potentially reshaping the geopolitical landscape in the region.

Politics / Detained Binance Executive Nadeem Anjarwalla Escapes Nigeria Custody by Gjrich(m): 10:00am On Mar 25
"A Binance executive, Nadeem Anjarwalla, who was detained by Nigerian authorities for alleged tax evasion and other offenses, has reportedly fled the country, escaping custody through a Middle Eastern airline. Anjarwalla, one of the detained executives, managed to leave Nigeria using a Kenyan passport, as confirmed by sources familiar with the situation, according to Premium Times.

The executives had been lured to Nigeria under the pretense of negotiating the government's proposed ban on the crypto exchange platform. However, upon arrival, they were detained, and their passports were confiscated to prevent them from leaving the country.

Anjarwalla, aged 38, seized an opportunity to escape custody on Friday, March 22nd, during a visit to a mosque for Ramadan observance. Despite having his British passport confiscated, he reportedly used a Kenyan passport to board a Middle Eastern airline and flee the country.

The escape is believed to have been facilitated by the leniency shown towards the detained executives, including access to phones. Nigerian authorities have yet to issue an official statement regarding the incident."

Politics / FG Begins Renovation Of Dodan Barracks In Lagos, Nigerian First Seat Of Power. by Gjrich(m): 7:10am On Mar 25
FG Begins Renovation Of Dodan Barracks, Nigerian First Seat Of Power

The Federal Government has started renovating the former seat of power, Dodan Barracks, with plans to complete works by May 29, 2024, this newspaper gathered.

Senior government officials involved in the project exclusively told our correspondent that the work became necessary as perennial floods threatened the facility and critical components were deteriorating fast.

This comes months after President Bola Tinubu proposed N4bn to renovate the official residence in Lagos and another N3bn to refurbish the Vice President’s official quarters in the state.

On October 30, 2023, the Federal Executive Council approved the amount as part of a N2.18tn supplementary budget for the 2023 fiscal year.

The budget covers additional spending in defense, works, and welfare packages such as wage awards and conditional cash transfers, as agreed with the Organised Labour earlier that month.

Tinubu assented to the bill on New Year’s Day of 2024, to run until March 31. However, on March 19, the Senate extended its implementation period to June 30.

A senior government official who spoke anonymously confirmed to our correspondent, “Yes, renovation works have begun as approved by the budget. The rehabilitation was necessary because of the sorry state of the structure.

“Last rainy season, a major part of the building was almost taken away by floods. So we have to protect it from erosion and floods.

“We will also repair broken items, renew the furniture and make it a functioning State House Liaison Office.”

Dodan Barracks, located in Ikoyi, Lagos, was Nigeria’s former military headquarters and the seat of power from 1966 until 1991, when the Babangida administration made Abuja Nigeria’s administrative capital.

Though its establishment dates back to the British colonial era when it served as a military installation, it rose to prominence in Nigeria’s post-independence history, housing the office and residence of military heads of state, including Yakubu Gowon, Murtala Muhammed, Olusegun Obasanjo and Muhammadu Buhari, as well as the Supreme Military headquarters during the Nigerian civil war (1967-1970).

Dodan Barracks also accommodated the first state visit of a United States President, Jimmy Carter, to sub-Saharan Africa from March 31 – April 3, 1978.

After General Ibrahim Babangida moved the seat of government to Abuja in December 1991, it became a Liaison Office in Lagos, catering to presidential liaison in the South-West geopolitical zone.

It also provides protocol and logistical support services for top government functionaries visiting or passing through Lagos.

In April 2022, then-Permanent Secretary of the State House, Tijjani Umar, revealed plans to give the former seat of power a facelift by rehabilitating it.

After an on-the-spot assessment of the current state of its facilities, Umar said, “The collection and preservation of archival materials for posterity in the seat of government would receive more attention.”

He noted that the rehabilitation would entail upgrading its library facilities and historical artefacts and opening the edifice to researchers and academics.

“We want to keep this place active, alive and functional, as well as make the working environment more conducive for the staff.

“We cannot fix the entire structure in one day, but we can begin somewhere and see it to completion,” Umar had said.

Politics / SERAP Urges Tinubu To Heed The Court's Ruling, Stop Pensions For Ex-governors by Gjrich(m): 9:22pm On Mar 24
President Bola Tinubu has been asked by Socio-Economic Rights and Accountability Project (SERAP) to emulate the “good” example of Governor Alex Otti of Abia State by immediately obeying the judgment ordering the Federal Government to recover pensions collected by former governors, and to challenge the legality of states’ pension laws permitting those involved to collect such “outrageous pensions.”

The judgment, dated November 26, 2019 was delivered by Honourable Justice Oluremi Oguntoyinbo at the instant of a suit filed by SERAP.

Recall that Governor Otti last week signed into law the bill to repeal ‘The Abia State Governors and Deputy Governors Pensions Law No 4 of 2001’, following the passing by the house of assembly. Under the repealed law, former governors and deputy governors in the state were paid lifetime salaries and got houses in Abia and Abuja.

SERAP in a letter dated March 23, 2024, and signed by its Deputy Director, Mr. Kolawole Oluwadare, told Tinubu that until the judgment is immediately obeyed, former governors and their deputies including those now serving as ministers in his administration and members of the National Assembly who receive pensions would continue to “evade justice for their actions.”

The organisation noted that obeying the judgment would show the sovereignty of the rule of law in Nigeria and go a long way in protecting the integrity of the country’s legal system.

According to SERAP, over N40 billion has reportedly been collected by former governors serving as ministers and members of the National Assembly.

The letter read in part: “SERAP agrees with former president Olusegun Obasanjo’s conclusion that states’ pension laws are ‘acts of daylight robbery’, and his call for such laws to be abolished by other state governors.”

“Nigeria’s democracy needs courts so that public officials and private actors including former governors and their deputies collecting life pensions, exotic cars and other allowances from their states can be held accountable for any infraction of Nigerian laws.”

“Immediately obeying the judgment would demonstrate your oft-repeated commitment to the rule of law, and respect for the judiciary as the guardian of justice in this country. A democratic state based on the rule of law cannot exist or function, if the government routinely ignores and/or fails to abide by court orders.”

“Many of the former governors serving as ministers in your administration and as members of the National Assembly are reportedly enjoying pensions from their states while drawing normal salaries and allowances in their new political offices.”

“SERAP is concerned that while many Nigerian workers and pensioners have not been paid by state governors for several months and struggle to make ends meet, former governors continue to collect double emoluments and enjoy opulent lifestyles.”

The organisation revealed that based on information at its disposal, former governors that are reportedly receiving double emoluments and “large severance benefits” from their states include: Godswill Akpabio (Akwa Ibom); Rabiu Musa Kwankwaso (Kano); Kabiru Gaya (Kano); Theodore Orji (Abia).

Others are Abdullahi Adamu (Nasarawa); Sam Egwu (Ebonyi); Shaaba Lafiagi (Kwara); Joshua Dariye (Plateau), and Jonah Jang (Plateau).

“At least 22 states starting from Lagos State have reportedly passed life pensions laws for former governors and other ex-public officials. Other states include Akwa Ibom; Edo; Delta; Ekiti; Kano; Gombe; Yobe; Borno; Bauchi; Abia; Imo; Bayelsa; Oyo; Osun; Kwara; Ondo; Ebonyi; Rivers; Niger; Kogi; and Katsina,” SERAP added.

Politics / FG To Complete Benin-Lokoja Road Within 6 Months – David Umahi. by Gjrich(m): 6:50pm On Mar 22
FG to complete Benin-Lokoja road within 6 months – Umahi.

The Minister of Works, David Umahi says the Federal Government has put plans in place to complete the construction of the Benin- Lokoja road project within six months.

Umahi made this known on Thursday in Abuja during a meeting with the contractors handling the road projects.

The News Agency of Nigeria (NAN) reports the Senator representing Edo North, Adams Oshiomole and the All Progressives Congress governorship candidate in Edo, Sen. Monday Okpebholo were at the meeting.

Umahi said that federal government had device means to hasten the completion of the road project which was awarded since 2012 but could not be completed.

He disclosed that the federal government had agreed to BUA’s commitment to construct 30 kilometres of the road under the tax credit scheme after which a tax certificate would be awarded to the company.

The minister added that three other contractors would be mobilised for the construction of the remaining 30 kilometres..

“Four contractors will handle the four sections off the road.

The first section from Lokoja is being handled by CGC, the second section is being handled by Mother Cat, the third section is handled by Dantata and Sawoe while the last section is handled by RCC.

“Let me say that this project was first awarded in 2012, later the last administration reviewed the project to N879 billion under the Nigerian National Petroleum Company (NNPC) tax credit scheme.

“However, the costs of the project is different from the commitment of NNPC because NNPC’s commitment was just N122 billion and so there was a funding gap of N775 billion and I don’t see where that money is coming from.

“So all I did when we came onboard was to keep the project but review the texture of the pavement, by allowing the existing carriageway to be asphalt and then reviewed the new carriage way to be concrete.’’

Umahi said that the ministry would mobilise the contractors after signing an addendum to collect 30 per cent fund to fast track the project amounting to N9 billion each.

He however, said that the contractors would do an affidavit agreeing on the timing for completion of the project

“We are very serious about the timing of our projects; we no longer allow contractors to determine how long they stay on site.

“We have to demand for timetable and we have to work according to the timetable. So I am appealing to you contractors to be diligent and committed,,,” he said..’

Responding, Mr Kabiru Rabiu ,Group Executive Director, BUA Group ,said the company was committed to supporting the administration of President Bola Tinubu to succeed.

According to Rabiu, in Edo alone, BUA made an investment of over 2billion dollars with five lines of cement.

He said that the construction of the 30 kilometres road was also in favour of the group as well as the people of Edo.

“I want to give our commitment to take on the road project. We are committed to make the necessary investment under the tax credit scheme in return for a tax certificate.’’

Earlier, Oshiomole, commended the Tinubu led administration for responding swiftly to the needs of the people.

According to Oshiomole ,Edo state residents had been lamenting over the deplorable state of the road for the past two to three administrations.

He said that some of the contractors were not serious with the project while some totally abandoned it.

“We appealed to the previous governments, we had a lot of promises but they were not kept. So we cried to the president.

“We are happy that through the intervention of the minister, the president has given us a listening ear.

” I was shocked that within 72 hours the minister swung to action, the problem that ministers before him could not solve got a swift answer,”
he said.

For his part, Okpebholo said President Tinubu succeeded in rekindling hope in the people of Edo through the road project.

“We didn’t know how we were going to campaign because of bad roads; I commend the minister for the swift action.

“If this is how Nigeria works, everybody will want to come back home. Nobody will want to leave the country.

“I am happy that this is done. It is an excellent move for Edo people. With this, we will win our election with a clean slate,’’he said

Politics / Emulate Alex Otti, Stop Ex-Governors Pensions, Obasanjo Urges State Governors by Gjrich(m): 5:49pm On Mar 22
Emulate Otti, Stop Ex-Govs Pensions, Obasanjo Urges State Governors.

Former President Olusegun Obasanjo has called on state governors that pay pension to former governors to emulate their Abia State counterpart, Alex Otti, and stop paying.

He described payment of pension to former state governors and their deputies as outrageous.

Obasanjo also described the pension as “a daylight robbery.:

The former president stated this on Friday when he paid Otti a visit at his country home in Nvosi, Isiala Ngwa South Local Government Area of the state..

He said, “I watched the television and I saw the repealing of Abia pensions and I asked you what exactly is this, and you said to me that the pensions scheme for former governors here was too outrageous.

“It’s like trouble because it allowed them to have a house in Abuja and elsewhere, and it allowed them to cart away with whatever they can, yet the pensions of ordinary people from 2014 are unpaid.

“What sort of leadership? You came and said there would be an end to that rascality. I congratulate you, and I say to you, I hope that your colleagues will follow in your footsteps.”

Commending Otti for his courage in repealing the law, Obasanjo said he hoped that other governors would follow in his footsteps.

He added, “Congratulations for your tenacity, congratulations for your not giving up, congratulations for your weathering the storm and congratulations for what you did yesterday (signing the repealing of pension law for former Governors and Deputy Governors) and congratulations for what I found you doing this morning (exercise).

“This morning, I came in, and I met you exercising, a sound mind and a sound body, and I say to you, now I know your secret. I was glad when you said you do that every other day. It’s just like me playing squash on Mondays, Wednesdays, and Fridays, I think a leader must keep himself or herself in a healthy condition.

“There is still a lot of work to be done, I said to you, and here you have started, but you should never be tired. Don’t be discouraged; you will be abused, you will be called names, but if we have one-third of our states doing what should be done, this country will be a different country.”

Obasanjo urged Otti to pay attention to the infrastructural development of the state, explaining that with infrastructure and good leadership, the state will attain greater heights.

Abia and the South East people, he said, are industrious and enterprising, adding that the people of the zone require good leadership that will give them encouragement and support to achieve greatness.

“I will urge you to pay adequate attention to infrastructure because if you give infrastructure and you give the type of leadership you are giving, the people of the state will have nothing to worry about. On their own, they are enterprising. All they need is the leadership that will give them all the encouragement.

“I have always maintained that if there is any zone in this country that could really give what I call regional development, it’s the South East geo-political zone because you are almost monolithic in everything,” the former President added.

Receiving the former president, Otti assured him that his administration was focused and single-minded on infrastructural development, especially in Aba, as that is at the core of all that is required.

He highlighted his infrastructural development in the state and thanked the former president for supporting his government’s decision to repeal the law that empowered former governors and deputy governors to receive pensions.

He, however, stressed that the cost of governance is a major problem for every state and the Federal Government.

“I agree with you completely on your comment about infrastructure, that is why we are very focused and single-minded in developing infrastructure, particularly for Aba, which is the commercial and industrial hub of the state, and actually the South East.

“I want to also thank you for supporting our decision to repeal the pension law for former governors and former deputy governors. I had said yesterday as I signed the bill into law that I strongly believe that leadership is stewardship and if you’ve come to serve the people, you can’t at the same time be fleecing the people,” the governor declared.

The PUNCH reports that the Abia State House of Assembly repealed the Abia State Governor’s and Deputy Governor’s Pensions Law number 4 of 2021.

The repealed law provided for security, medicals, cooks and stewards, among others for the former governors.

The bill titled “H.A.B 11, The Abia State Governor’s and Deputy Governor’s Pensions Law Repeal Bill 2024,” was sponsored by the Majority Leader and member for Arochukwu State Constituency, Mr Okoro Uchenna Kalu.

Breaking: Tinubu Has Approved Creation Of State Police – Presidency

The Presidency has disclosed that the creation of state police outfits and forest guards has been approved by President Bola Ahmed Tinubu.

It was reported that sixteen state governors have submitted reports to the National Economic Council (NEC) expressing their support for establishing state police.

In one of the reports, the governors also recommended changes to the constitution to allow for the creation of state police.

The reports were among the documentation received at the 140th NEC meeting, which Vice President Kashim Shettima presided over at the Aso Rock Villa in Abuja on Thursday.

A presidency official who did not want to be named said the governors would ultimately determine the success of both security outfits.

The presidential aide said there is a consensus on creating the state police because the National Assembly is considering inserting state policing into the constitution.

He said, “The President told the state governors to discuss it further at the state level. A committee was set up for that. We have not heard from the committee yet. Don’t also forget that simultaneously, the National SAssembly is considering inserting state policing in the constitution. So, there is a consensus around state policing.

“As for the forest guards, work is going on with it. There are existing forest guards in several states, but they are under the states’ ministries of agriculture. The goal now is to strengthen their capacity by arming them properly and recruiting more people.

“Still, it all falls in the hands of states to strengthen the forest guards. That is where we are now.”
