I'm not doubting the refinery becoming operational but the capacity put here is not correct.

The capacity of refineries is measured in barrels and not in liters.

The three refineries owned by government that has served Nigeria for long produce approximately is 33,000 barrels per day at maximum production. Though this has fallen to about 6,000 per day.

Dangote had the capacity to produce 6,500 barrels of crude per day.

Then you're talking of a modular refinery approximately 37,000 barrels because a barrel is 159 Liters.

If you divide 6million Liters by 159 (which is 1 barrel) it will give you 37,735.85 barrels per day. Knowing that a modular refinery is a simplified refinery requiring significantly less capital investment than traditional full-scale refinery facilities.

So if three full scale refineries at full capacity is producing 33,000 barrels per day, then you don't expect one modular refinery to produce more than the three full scale refinery put together.

Heineken Lokpobiri, the Minister of State for Petroleum Resources (Oil), has praised WalterSmith Modular Refinery for meeting energy needs in the country.

The refinery located at Ibigwe in Ohaji/Egbema Local Government Area of Imo State produces 600 million litres of fuel. Refinery in Imo produces 600 million liters.

Lokpobiri, speaking to journalists after taking a tour of the facility with Simbi Wabote, the Executive Secretary of the Nigerian Content Development and Monitoring Board (NCDMB), expressed delight with WalterSmith.
The minister also noted that the modular refineries are the shortest way to address Nigeria's energy problems.

His words: "The refineries that are state-owned are still under rehabilitation. As the Minister of State for Petroleum Resources, it is my responsibility to ensure that there is sufficient supply of petroleum products pending the resumption of refining activities in the nation’s refineries. “I take charge of the programme to supervise the rehabilitation of our state-owned refineries.
That is why I have gone round all the refineries in Port Harcourt, the refinery in Warri and the refinery in Kaduna. You know the shortest way to addressing our energy problem is the modular refineries. “That is why the Executive Secretary of the Nigerian Content Development Board, said there was the need for us to visit the WalterSmith and that is why I am here today to see things for myself.
I am sure anybody that enters here will be very proud of what we are seeing here."

He added that he is determined to ensure more modular refineries are working “I am happy to be here to see what is going on and to encourage WalterSmith; to that, we can solve our energy problems in this country. But, I want to say that it is not enough for us to give those who have modular refinery license money. We need to identify those who have proven record of success. “Some people will take the money and divert it, but here we are physically seeing one that is functional. And we have also see the expansion of what is going on. And so, we will do whatever we can to support them." He disclosed that "they have produced over 600 million litres of various products from this refinery. About 20 trucks leave the refineries daily.

Legit.ng reported that the Nigerian Upstream Petroleum Regulatory Commission (NURPC) said on Saturday, October 28, 2023, that it would take all the required steps within the Petroleum Industry Act 2021 to ensure enough and regular supply of crude oil to upcoming refineries in Nigeria.
The Commission summoned a meeting with 52 crude oil exploration and production companies to ensure the ramping up of feedstock for new refineries in Nigeria. The Commission's Head of Public Affairs and Corporate Communications, Olaide Shonola, warned in a statement that there would be consequences for undermining the process.

The former governor of the Central Bank of Nigeria (CBN), Godwin Emefiele, is reportedly ready to return over N 1.6 billion to the federal government as part of a plea bargain deal to avoid prosecution over alleged fraud at the apex bank.

Emefiele was arraigned last week by the Economic and Financial Crimes Commission (EFCC) on a six-count charge of procurement fraud involving N1.6 billion. This was a reduced charge from the initial 20 counts of N6.5 billion that he faced. He has been remanded at Kuje Correctional Centre pending the outcome of his trial.
However, according to ThisNigeria, Emefiele is seeking to negotiate with the government to refund some of the money he allegedly looted from the CBN in exchange for a lenient sentence or a dismissal of the case.

A reliable source told the newspaper that the amount Emefiele is willing to return is a fraction of what he actually stole from the CBN. The source said: “He is willing to refund some money to secure a plea bargain, but I can’t give you a figure. Even what he wants to return is a scratch from what we believe he owns.”
Another source revealed that the N1.6 billion Emefiele is being tried for is just the tip of the iceberg, as the ongoing investigations by the Special Investigator, Jim Obazee, may have uncovered a massive fraud by the former CBN governor to the tune of N3 trillion.

“The N1.6 billion that Emefiele is being charged for is the tip of the iceberg which the EFCC has arraigned him for. It is a slap on the wrist as what the Special Investigator may have uncovered is up to the tune of N3 trillion,” he said.

Another top CBN source disclosed that Emefiele allegedly misappropriated funds from various sources, including the COVID-19 funds and the Anchor Borrowers scheme, which were meant to support the economy and the farmers.
He also said that Emefiele was involved in foreign exchange manipulation, abuse of CBN rules, and other shady deals.

He further claimed that Emefiele operated over 300 accounts without Bank Verification Numbers (BVN) through family members and proxies.
“Some of the names were those of close family members,” he added.

The source also stated that the main subhead through which Emefiele perpetrated the fraud was the ’Ways and Means’ of the CBN, which is a mechanism for the CBN to lend money to the government

More than a million Palestinians in Gaza are now displaced; why are Arab countries not opening their doors?


JERUSALEM — At a summit of leaders from more than 50 Arab and Muslim states held last weekend in Riyadh, Saudi Arabia, Israel’s military response in Gaza following Hamas’ Oct. 7 massacre was fiercely condemned.

But what was missing from the gathering’s final statement was any immediate solution for the 2.3 million civilians of the Palestinian enclave, more than half of whom are now internally displaced after nearly six weeks of fighting.

While the final resolution called for an immediate end to "the brutal Israeli aggression on Gaza" and made offers of humanitarian and financial aid to the Palestinians, not one country came forward with a viable solution, even temporarily, for the 1.5 million civilians who, according to the latest U.N. figures, are now internally displaced in the southern section of the Strip.

As the death toll in Gaza rises, thousands of civilians continue to flee the conflict and head southward, where the Israeli military has said it is safer and where truckloads of food, water, and medicine arrive daily via the Rafah Crossing with Egypt. The U.N. estimates 250,000 fled in the past week alone.

Some have questioned why nearby Arab countries, who have provided temporary shelter in the past to civilians from other regional conflicts, appear unwilling to even discuss sheltering the refugees from Gaza.

"Arab states have historically been divided with regard to their stance on the Palestinian people and numerous other significant issues," Ahed Al-Hindi, a senior fellow at the Center for Peace Communications, told Fox News Digital. "Although these states project solidarity with the Palestinian people, they hold divergent views on the most effective course of action."

"Certain countries, including those in the Arab Gulf, Jordan, Morocco and Egypt advocate for a two-state solution, which they believe can be accomplished through diplomacy. Conversely, the Iranian axis espouses the ideology of obliterating Israel and establishing a Palestinian state extending from the river to the sea."

Al-Hindi said the primary reason why even the moderate states, most of which have diplomatic ties with Israel, have not taken practical steps to help the civilian population in Gaza is due to their aversion to Hamas and its goals."


"As a result, many Arab countries are concerned that aiding the Gazans could inadvertently benefit Hamas, given that the organization has ruled in Gaza for nearly a generation," he said. "Hamas is a network affiliate of the Muslim Brotherhood, and the Muslim Brotherhood opposes every Arab monarch. This poses significant internal risks to the aforementioned states."

"Ideologies of the Muslim Brotherhood advocate for the overthrow of Arab monarchies and the formation of a Sunni revolutionary Islamic republic, which would resemble Iran but operate under the banner of Sunni jihadism," Al-Hindi added. "Since Hamas serves as an agent for Iran, which in turn presents an additional danger to Arab monarchs, the majority of these nations are worried that their assistance to Gaza may fall into the clutches of Hamas."

The two Arab countries bordering Israel on either side — Egypt and Jordan — have both pointedly refused to offer refuge to any number of Palestinians from Gaza, even though Jordan already has a large Palestinian population and Egypt’s expansive and sparsely populated Sinai Peninsula is just a few miles from where the thousands of Palestinians are now being cared for by international aid agencies.

Earlier this month, Egypt’s Prime Minister Mostafa Madbouly dismissed calls for displaced Palestinians to resettle in the Sinai desert, saying his country would protect its land and sovereignty at any cost. His comments came following the revelation of an Israeli intelligence document proposing that residents of the Strip be evacuated to tent cities in Sinai as the Israeli military works to destroy Hamas.

"We are ready to sacrifice millions of lives to protect our territory from any encroachment," Madbouly said in a recent speech, advocating that a two-state solution between Israel and the Palestinians was the only comprehensive resolution that would guarantee regional peace.

Hussain Abdul-Hussain, a research fellow at the Foundation for Defense of Democracies, told Fox News Digital that such a solution should have been touted by the international community at the onset of the war.

"Washington should have made the humanitarian argument, helped fund a camp for Gaza refugees in Sinai and guaranteed their return after the end of the war," he said. "This would have convinced Egyptians to take them."

Still, said Abdul-Hussain, both Jordan and Egypt also have their own domestic concerns driving their refusal to offer refuge to Palestinians now displaced due to the fighting.

"Jordan is not an option," he said, adding that it does not border Gaza, and logistically it is not feasible to move hundreds of thousands of Gazans there.

Egypt’s resistance, Abdul-Hussain said, stems from President Abdel Fattah El-Sisi's view of Hamas, a Palestinian off-shoot of the Muslim Brotherhood, which the Egyptian leader has been fighting since he came to power.

"Transplanting Gazans, with thousands of possible Hamas cadres or partisans, into his Sinai, where he battled ISIS, might scare the Egyptians a bit," he explained. Hussain also pointed out that even if Egypt did want to take in the Gazan refugees, the country’s financial instability made it impossible.

While the practical arguments presented by these two Arab countries are plausible, there is also a deeper, ideological and even emotional reason rooted in the region’s history, mostly dating back to Israel’s creation in 1948. In fact, many of the images coming out of Gaza in recent days, with columns of shabbily dressed and clearly shaken civilians trekking miles on foot to reach safety in the south, have been compared to what Palestinians refer to as the Nakba, or "catastrophe," when an estimated 700,000 Palestinians chose to leave their homes or were forced to flee to neighboring countries during Israel’s war for independence.

"The Arab world, particularly countries like Egypt and Jordan, have found themselves in a very uncomfortable situation," said Michael Horowitz, a geopolitical and security analyst and head of intelligence at Leo Beck International. "They need to show support for Palestinians in Gaza because a large majority of the Arab public sympathizes with the Palestinian cause. But there is not much they can do beyond token statements of support and limited aid."

Horowitz said the notion of Egypt or Jordan hosting Palestinian refugees was a "non-starter."

"Doing so would actually anger the pro-Palestinian segments of their population, who would feel that they are actively facilitating a "second Nakba," he said, adding that such a move would be so unpopular among the public it could even destabilize some of those countries.

"Arab states feel they should not be held responsible for Israel's conflict with the Palestinians, which to them stands at the origin of much that ails the region," said Joost Hilterman, program director for the Middle East and North Africa at the International Crisis Group. "To them, Israel, as the occupying power, has absolute responsibility for the welfare of the Palestinian population."

Hilterman also noted that the Palestinians "do not want to leave Palestine and become refugees again, and both Egypt and the Palestinian population of Gaza fear that the temporary will become permanent, especially if Israel renders Gaza uninhabitable, which it is well on its way in doing."

Edo State Governor, Mr. Godwin Obaseki, has extended his congratulations to Bendel Insurance goalkeeper Amas Obasogie for earning a spot in the Super Eagles squad for the upcoming FIFA World Cup Qualifiers against Lesotho and Zimbabwe, Soccernet.ng reports.

Obasogie was not in the 23-man roster of players that Super Eagles coach Jose Peseiro invited for the November qualifiers.

The 23-year-old shot-stopper was, however, handed his first national team call-up following the withdrawal of Udinese goalie Maduka Okoye.

He becomes the first Bendel Insurance player to be called for national team duties since the turn of the millennium.

A Nigerian graduate, Olutimain Ilenre, has narrated why he burnt his original certificates.

The History and International Studies graduate from Ajayi Crowther University (ACU) in Oyo State set his certificates on fire.

Ilenre burnt his Bachelor of Arts, West African Examinations Council (WAEC), University Degree and National Youth Service Corps (NYSC) Certificates.

In a video released on social media on Monday, Ilenre said he burnt his certificates due to a lack of a job, adding that the current situation in the country has rendered his certificates useless.

“To get a certificate in this country is like a waste of time,” he lamented.

The Nigerian graduate added that even when travelling out of the country, the certificates are rendered useless.

He noted that he had been unable to sleep in the last week after he recalled that all the jobs he had done for the past 13 years were jobs for which his certificates were not needed.

Ilenre, therefore, advised Nigerian youth to learn handwork due to the country’s present realities and urged parents to empower their children to learn handwork and trade.

“I finished school in 2010 and did my NYSC in 2010/2011; till today, I haven’t used these certificates to get a job,” Ilenre said

South Korea: Robot Kills Factory Worker After Mistaking Him For Box Of Vegetables.


A man has been crushed and killed by a robot at a pepper sorting plant in Gyeongsang province, South Korea.
The robot was reported to have failed to differentiate between the man and the boxes of peppers it was handling.

According to Yonhap South Korean News Agency, the incident occurred on Wednesday when the man, identified as a robotics company employee in his 40s, was inspecting the robot.

According to Yonhap, the robot was responsible for lifting boxes of peppers and transferring them onto pallets.

The man, a worker from the company that manufactured the robotic arm, was said to have been checking the robot’s sensor operations late into the night, ahead of its test run scheduled for November 8.

The robotic arm, confusing the man for a box of vegetables, grabbed him and pushed his body against the conveyer belt.

He sustained injuries to his face and chest and was taken to hospital where he died.

The test had originally been planned for November 6, but was pushed back by two days due to problems with the robot’s sensor.

The JAPA syndrome is like an epidemic and it is very contagious. Over the years, I have seen people who don’t need to relocate do it. The grass is not always greener on the other side. Even when it is, the species of grass might choke or purge you if you feed on it. The UK and Canada are facing similar challenges. They have been stretched thin by a high migration rate.

Below is a list of people who don’t need to JAPA even if it is for free:


(1) Big earners (N2 million and above):

If your monthly salary is in the range of N2 million and above, it might be in your best interest to stay back in Nigeria, except if you are coming with an employment letter with commensurate pay with your local earnings. As of today, the blue-collar jobs that constitute the saving grace of migrants have become scarce. The white collar jobs have also become harder to get due to the high influx of people to the UK.

(2) Corrupt politicians:

If you are a serious contender and not a pretender in politics in Nigeria, you have no business in the UK. You can travel there for tourism purposes anyway. We all know politics in Nigeria is the most lucrative business around. Despite the cash crunch, the members of the House of Representatives still took delivery of 360 brand new exotic cars costing between N160 – N200 million purportedly. Only an established footballer or a mega music star can live like that in the UK. For a footballer, you have to be constantly banging week in and week out like Erling Haaland of Manchester City.

(3) Popular pastors:

If you have a growing religious ministry as a pastor and your position is putting quality meals on your table either directly or indirectly, you should stay back in Nigeria. Culturally, people in the UK don’t give. It is like a taboo to give out money without a concrete reason. They are largely irreligious and no scripture in the Bible can convince them to do so.

(4) Yahoo Boys:

If you are part of the Easy Money Gang, the UK isn’t for you. You are advised to remain in Nigeria where you can play ‘catch and release’ with highly corrupt law enforcement agents. The UK is arguably the most surveilled country in the world. It is a place where action and consequences strictly go hand in hand. If you get caught doing internet fraud, you will head to jail faster than you made it into the country.

(5) Music Artistes:

If you are making reasonable money from the entertainment industry as a musician, Nigeria is the right place for you. Since relocating to the UK might give your public profile a boost, your account balance might compete with a mustard seed in terms of size. If music was easy here, Naira Marley would have remained in Peckham, London where has was a kingpin.

(6) Business Owners:

If you are an employer of labour and you have a decent staff strength, you don’t need the UK to better your life. All you need is patience and concerted efforts to expand your network. Your business might grow and become a force to be reckoned with in the league of businesses in Nigeria. Hamas bosses Khaled Mashaal and Ismail Haniyeh are worth an estimated $4 billion each, and political bureau leader Mousa Abu Marzouk is worth $3 billion.

"The longer they stay away from the Gaza Strip, the more they live in the lap of luxury," Schanzer said.

The terror group is estimated to earn more than $1 billion a year from a global network that includes cryptocurrency, real estate, legitimate business and taxing and extorting Gaza residents. The U.S. Treasury department has slapped sanctions of dozens of Hamas honchos, but the vast number of shell companies and financial maneuvering has made Hamas one of the richest terrorist organizations in the world.

Reports have long claimed that one of the Hamas leaders' base of operations has been the Four Seasons Hotel in Doha, Qatar. Four Seasons touts its property as being "reimagined with modern grandeur and sparkling with sunlight and sea views. From the elegant lobby to energetic restaurants and lounges, our beachfront urban retreat has been transformed into a vibrant hotspot."

In a statement to Fox News, the company said, "Four Seasons confirms that Ismail Haniyeh is not living at or staying at Four Seasons Hotel Doha. Sen. Ted Cruz, R-Texas, has introduced legislation, "The Hamas Sanctions Act," that would block Hamas’ ability to find safe havens abroad, including in Qatar or Turkey. The legislation would impose sanctions on "hotels, landlords, banks, and similar businesses in allied countries that provide services to Hamas leaders," and would potentially classify countries, like Qatar and Turkey, "as state sponsors of terrorism for hosting Hamas."

"The United States needs to reevaluate our policy toward these billionaire Hamas leaders and the countries that provide them shelter," Cruz told Fox News. "These leaders live in the territory of American allies, where they live in luxury in mansions and exclusive hotels. The Biden administration should sanction everyone involved in these outrages. And if they don’t, Congress should force them to."

Schanzer said Qatar and Turkey, two countries that have provided safe havens for Hamas honchos, should be singled out, too.

He claimed Doha and Ankara pitch in about $150 million a year each into Hamas' coffers, but that the terror group's sugar daddy has long been Iran.

"The first and most meaningful step that the United States can take to cut off Hamas funding would be to stop giving money to Iran," said Schanzer.

"We helped sponsor Iran’s proxies. That cannot continue to happen. That means no more hostage diplomacy, no $6 billion in exchange for hostages. None of that can happen if we want to cut off Hamas and Hezbollah and the other terrorist organizations."

The Treasury Department said it is "taking swift and decisive action to target Hamas’ financiers and facilitators… to deny Hamas terrorists the ability to raise and use funds to carry out atrocities and terrorize the people of Israel."

The Biden administration sanctioned numerous Hamas officials and financial operations after the Oct. 7 massacre, including cash transfer operations in Gaza and operations in Qatar and Turkey.

"Much like many Russian elites, senior Hamas officials often live in luxury, while the average Gazan faces dire living conditions," Deputy Secretary of the Treasury Wally Adeyemo said during a speech at the Royal United Services Institute in London last month.

"The United States has targeted nearly 1,000 individuals and entities connected to terrorism and terrorist financing by the Iranian regime and its proxies, including Hamas, Hezbollah and other Iran-aligned terrorist groups in the region."

Despite the crackdown, Hamas' big shots continue to be ensconced in Qatar and Turkey.

Qatar said it will revisit its relations with Hamas after the war, and the government of Turkish President Recep Erdoğan said it has no plans to change its backing of Hamas.

Israel-Hamas war: Oyo Muslims protest, hold solidarity rally in support of Palestinians.

Hundreds of Muslims in Oyo State on Saturday staged a peaceful protest in solidarity with Palestinians, who they described as the victims of the ongoing war between Israel and Palestine militant group, Hamas.

DAILY POST reports that the protest started at the Iwo Road under bridge around 9:00 am and culminated at OTM Mosque in Iwo Road around 12:00 pm.

The protesters, who gathered at Iwo Road, noted that many innocent lives have been lost as a result of the war.

They explained that they organised the rally in solidarity with Palestinians, who they said have been adversely affected by the war.

Our correspondent reports that the protesters were surrounded by security men, including men of the Nigeria Security and Civil Defence Corps and the Police, to prevent a breakdown of law and order.

Those who were at the rally organised by Congruence of Islamic Organisations in the state
include top Islamic scholars, clerics and leaders of various Muslim organisations.

Some of those who spoke at the rally include Grand Mufti, Conference of Islamic Organisations, Lagos, Sheikh Dhirulahi Shafi, Dr Daud Amao Alaga, Barrister Abdulrahman Olaiya and a professor of Chemical Engineering, Modiu Durowoju.

The protesters, during the rally, called for an urgent peace process to bring the war to an end.
The professor of Chemical Engineering, Modiu Durowoju, who addressed journalists on behalf of the protesters, said that the international community led by the United Nations must retrieve the peace process from the monopoly of the United States.

He also suggested that the UN should prevail upon Israel to cease its bombing campaigns of Gaza and other areas.

He said, “The international community led by the United Nations should prevail upon Israel to cease its bombing campaigns of Gaza and other areas which has brought horror not just to the Palestinians but to the world.

“The United Nations should lead efforts at creating humanitarian corridors and ensuring that aid and relief packages have access into Gaza and other places.

“Any interim peace process must as a matter of necessity, incorporate the lifting of the siege of Gaza.

“The international community led by the UN must retrieve the peace process from the monopoly of the United States which has become part of the Israeli occupation machinery.

The world must work to bring Israel to the Two-States solution, compel it to halt settlement building and lift its siege of Gaza."

A group, the Northern Consensus Movement of Nigeria, has vowed to stop the supply of food from the North to the southern part of the country.

The group made this threat following a recent ultimatum issued by a Yoruba nation agitator, Sunday Adeyemo popularly known as Sunday Igboho for the Fulani community to vacate Yorubaland within 10 days.

The group also vowed to do everything in their reach to stop the move, adding that if the threat persists, they will force the Yorubas living in the northern part of the country to evacuate their region.

The group’s President, Awwal Aliyu, gave the warning on Thursday during a press conference.
The video of the conference has since gone viral.

Aliyu said, “Just recently, Sunday Igboho was released from prison but he issued a fresh ultimatum for the Fulani community that are living in Yorubaland to leave the region within seven days.

“This time around, we the Northern Consensus Movement of Nigeria will do everything possible to stop that move and if he resists listening, then we have no option other than to ask the Yorubas who are living in northern Nigeria to also go back to their region.:

The group also demanded compensation for the victims of the ENDSARs killings, the Shasha-Akinyele market and the IPOB/ESN killings.

They noted that several efforts made on their demands have proven abortive as their pleas were ignored by the previous and current leaders across the country.

They, however, issued a four-week ultimatum for their demands to be met, noting that they would embark on a nationwide protest and stop all food supplies to the southern region of the country.

“On the issue of compensation to our victims of the ENDSARS killing, SASA-Akinyele market killings and IPOB and ESN killings, we have been pursuing it for several years now. Since previous administrations, a lot of promises were made but the Federal Government refused to fulfill the promises.

“So, we are requesting President Bola Tinubu to do something as we are giving a four-week ultimatum. If nothing is done, we are going on peaceful protest, after which we will shut down the country on all food supplies moving from the North to all Southern parts of the country.

“This thing we have sent to the President even before he was elected, we have also forwarded this demand and request. All heads of security agencies are aware of it. all governors of the 19 northern states, all former leaders, former presidents of the Federal Republic of Nigeria, most especially those from the North are aware of it.

“The Northern traditional councils are aware of it, the 19 Northern state assemblies are also aware of it.”

The group also called on the Yoruba socio-cultural group, Afenifere, to call Sunday Igboho to order.

In October, Igboho issued a seven-day ultimatum to Fulani herdsmen in the South-West to vacate the region, over the killings of some farmers in Oyo and Ogun states.

Igboho said the warning became important so that they would not be forced to take the laws into their own hands.

President Bola Tinubu has committed a blunder by nominating Etekamba Umoren from Akwa Ibom State as a Resident Electoral Commissioner (REC) when the tenure of the current commissioner from the state has yet to expire.

PREMIUM TIMES investigation showed that the tenure of Monday Udo-Tom, an indigene of Akwa Ibom, and currently the Delta State REC, will expire in January.

Therefore, if Mr Umoren is sworn in as REC, having been cleared by the Senate, the oil rich state would have two of its indigenes in that position, a clear violation of the laws of the land.

Illegal appointments
Last week, the president nominated Mr Umoren alongside nine others as RECs of the Independent National Electoral Commission (INEC).

PREMIUM TIMES would later find two of them, including Mr Umoren, to be members of Mr Tinubu’s party, the All Progressives Congress (APC), an affiliation that made their nominations and subsequent appointments illegal.

Mr Umoren also has a political link with the Senate President, Godswill Akpabio, having served as chief of staff to Mr Akpabio when he was governor of Akwa Ibom.

The other person is Isah Shaka, the nominee from Edo state, who is also believed to be a card-carrying member of the ruling party.

Another two, Bunmi Omoseyindemi (Lagos) and Anugbum Onuoha (Rivers) are found to be long-term allies of prominent politicians in Mr Tinubu’s government.

The Senate confirmed all of them despite public outrage, a petition from a coalition of 17 Civil Society Organisations (CSOs) and a threat of legal action by human rights lawyer, Femi Falana.

Meanwhile, going by the Nigerian constitution, their nominations and subsequent confirmation was illegal as the third schedule to the Nigerian 1999 constitution clearly prohibits the appointment of partisan persons into the electoral commission.

“There shall be for each State of the Federation and the Federal Capital Territory, Abuja, a Resident Electoral Commissioner who shall be a person of unquestionable integrity and shall not be a member of any political party,” section 14, 3(b) Item F, third schedule of the 1999 constitution states.

Then a blunder
Beyond this illegality, however, Mr Tinubu committed a blunder with Mr Umoren’s nomination, as the REC from Akwa Ibom, Mr Udo-Tom, has until January 2024 before his five-year tenure expires.

He was sworn into the electoral commission (INEC) on 30 January 2019, meaning his five-year tenure ends in January 2024 and that there currently needs to be a vacancy for the position Mr Umoren was appointed to fill.

The Nigerian constitution, which created the office of REC for each of the 36 states and the Federal Capital Territory (FCT), states that all REC must serve for a complete tenure of five years.

The Electoral Act also states that the REC must be appointed in accordance with section 4 of the Federal Character Commission Act, which requires the need for equitability in the appointment of public officials.

Section 1(a) of the Act states that “the functions of the Commission shall be – to work out an equitable formula, subject to the approval of the President, for the distribution of all cadres of posts in the civil and the public services of the duration and of the States, the armed forces, the Nigeria Police Force and other security agencies, bodies corporate owned by the Federal or a State Government and Extra-Ministerial Departments and parastatals of the Federation and States;”

Section 1(b) added that the functions include “to promote, monitor and enforce compliance with the principles of proportional sharing of all bureaucratic, economic, media and political posts at all levels of government;”

Meanwhile, RECs can only be removed by the president after a two–third vote in agreement from the Senate, according to the Electoral Act.

“The Resident Electoral Commissioner appointed under the Constitution may only be removed by the President, acting on an address supported by two-thirds majority of the Senate praying that the Resident Electoral Commissioner be so removed for inability to perform the functions of the office, whether arising from infirmity of mind or body or any other cause, or for misconduct,” Section 6(3) of the Electoral Act 2022 reads.

Meanwhile, INEC said its regulations prohibit any REC from serving in their states of origin. The commission, therefore, as a tradition, deployed RECs in any state in their geo-political zone other than their states of origin.

The Chief Press Secretary to the INEC, Chairman, Rotimi Oyekanmi, says having two RECs from the same state of origin is not a usual practice.

“It’s not the usual practice to nominate two individuals from the same State for appointment as Resident Electoral Commissioners,” he said in a response to PREMIUM TIMES’ enquiry

The Vice Chairman of the Senate Committee on INEC, which screened the REC nominees, Abdulaziz Yar’adua, did not respond to calls and messages sent to his line requesting comments on whether the committee was aware that there was no vacancy at the time it screened another REC.

The President’s spokesperson, Ajuri Ngelale, could not be reached for comments as his mobile phone line was not connecting and messages sent to his line were yet to be responded to as of the time of filing this report.

More like propaganda to deceive gullible ones. Firstly, they claimed it 6000 bpd and later claimed they will refine 300,000. They didn't make it clear the 300,000 is their feedstock that would last for long time and not daily production.

A United States-based company, John Deere, has pledged to set up a tractor assembly plant in Nigeria. ⁣

Senior Special Assistant to the Vice President on Media and Communications, Stanley Nkwocha, disclosed this in a statement he signed on Monday titled, ‘As Shettima woos investors in the US: American firm, John Deere, to establish a tractor assembly plant in Nigeria.’⁣

Nkwocha described the proposition as one of the gains in foreign investments recorded from Vice President Kashim Shettima’s visit to the United States.⁣

John Deere revealed its interest in investing in Nigeria’s agricultural sector during a meeting between VP Shettima and top company officials led by its Vice President on Production Systems, Mr Jason Brantley. ⁣

Shettima said Nigeria is committed to transforming agriculture as a pathway to tackling insecurity and improving the livelihoods of smallholder farmers.⁣

He observed, “Without mechanisation, you can never be truly self-sufficient in food production. President Bola Ahmed Tinubu is fully committed to revitalizing the Nigerian agricultural sector. ⁣

“And for us to be self-sufficient in food production, three key elements are essential. First is certified seeds, then mechanization, provision of fertilizer and of course, agricultural extension services.” ⁣

The VP who spoke on the Special Agro-Industrial Processing Zones project stated that “it is designed to provide the infrastructure, platform and framework for the private sector to add value to Nigeria’s agricultural produce for the domestic, regional market and for the global community.” ⁣

He assured the investors that Nigeria is now open for partnership, saying, “We are open for discussions, for conversations towards fast-tracking the whole process. My principal, President Bola Tinubu, is very eager to see that the full potential of the Nigerian agricultural sector is realised.⁣

“The President declared a food security emergency in August this year fundamentally anchored on the fact that we are exposed to all the volatility in the world. We are vulnerable, we are exposed. ⁣

“This is why we are putting in place the mechanisms towards addressing challenges in the sector and we cannot afford to do otherwise”. ⁣

Earlier, Mr. Brantley divulged the company’s proposed investment in Nigeria, promising that the project will unlock Nigeria’s agricultural potential by creating an organised approach to tractor-clearing services for smallholder farmers across the country. ⁣

According to Brantley, it would require zero investment from the government, while credit guarantees would be needed to help make credit available at an affordable rate for interested persons or groups. ⁣

The John Deere VP expressed the company’s readiness to immediately engage relevant authorities in Nigeria, with a view to actualising the objective of establishing the assembly plant.⁣

The meeting, facilitated by the Chairman of Flour Mills of Nigeria, Mr. John Coumantaros, also had in attendance the Minister of Agriculture, Sen. Abubakar Kyari; the Consul-General of Nigeria in New York, Lot Egopija, and the Senior Special Assistant to the President on Agribusiness and Productivity, Dr. Kingsley Uzoma, among others. ⁣

Nigeria Approves Construction of Costal Roads From Lagos To Calabar, Trans-Sahara Route From Enugu To Cameroun


The Federal Executive Council also okayed N2.1trn supplementary budget for 2023.

Nigeria’s Federal Executive Council (FEC) rose from its weekly meeting presided over by President Bola Tinubu at the State House, Abuja, with an approval to construct coastal roads from Lagos to Calabar, as well as roads on trans-sahara route from Enugu to Cameroun.
Speaking after deliberations on Monday, Minister of Works, David Umahi disclosed that he presented a memo to the council for approval, on the coastal roads running from Lagos to Port Harcourt to Cross River.

He also stated that the harvest roads to the Trans-Sahara route, which he said runs from Enugu – Abakaliki – Ogoja down to Cameroon, another road project under Phase 2 as well as the Badagry to Sokoto were all approved for financing.
“So, it was approved to be into finance in a model of EPC + F that’s engineering, procurement, construction and then Financing, and so counsel deliberated and approved and then directed the Minister of Finance to expedite action on its own part”, Umahi further said.

The council also approved the sum of N2, 176,, 791,286, 033 as 2023 supplementary budget proposal for Ministries, Departments and Agencies (MDAs) of government.
Addressing newsmen after the FEC meeting, Minister of Budget and Economic Planning, Atiku Bagudu, said the supplementary budget estimates  to be sent to the National Assembly for passage made provisions for defence ministry, cash transfer to Nigerians and wage awards to civil servants, among others.
According to him: “The council considered a request for supplementary appropriation which is a second for 2023 and guide graciously approve the sum of N2,176,791,286,033 as supplementary budget and this supplementary budget is to fund urgent issues including 
N605 billion for national defense and security. This is to sustain the gains made in security and to accelerate and these are funds that are needed by the security agencies before the year runs out. 

“Equally a sum of N300 billion  was provided to repair bridges including Eko and Third Mainland bridges as well as construction, rehabilitation and maintenance of many roads nationwide before the return of the rainy season. 
“Equally, the sum of N200bn was provisioned for seed, agricultural input, supplies and agricultural implements and infrastructure in order to support expansion of production. 

“Equally the sum of N210 billion is provided for the payment of Wage Awards. In negotiation with the Nigeria Labour Congress, the federal government agreed to pay N35,000 each to about 1.5 million employees of the federal government and that amounts from September, October, November and December 2023. And that amounts to about N210 billion which has been approved and also N400 billion as Cash Transfer payments. 

“You may recall that the federal government secured $800 million loan from the World Bank to pay Cash Transfers of N25,000 to 15 million households. The $800 million is for two months, October and November. The President graciously approved that an additional month should be funded by the federal government and that is what this N100 billion is for. 
“Equally, N100 billion has been provided for the Federal Capital Territory in order to support them in urgent and immediate capital expenditure works that can enhance the infrastructure in the city. 

“Equally N18 billion was provided for the Independent National Electoral Commission to support them in the conduct in the Bayelsa, Kogi and Imo elections.
“The sum N5.5billion naira was provided for the funding of the takeover of the Student Loans Board as well as N8billion for the take-off grant of new ministries. Equally a sum of N200billion was provided as capital supplementation to deal with urgent requests that have been made to Mr. President from various parts of the country.”

FEC also approved N5.9 billion for the construction of access roads for the Abuja light rail system.
Minister of the Federal Capital Territory (FCT), Nyesom Wike, told reporters that the President has set a timeline for the completion of the Abuja light rail project, emphasizing the importance of addressing the roads that connect to the railway.
He said: “Today, council approved the ward of contract the construction of access roads for the Abuja light rail.

We are aware that Mr. President has given a directive that very soon he would want to ride on the right rail. Now that would not be possible if there are no access roads for commuters in communities around. 
“Last week, council approved for a lot 3 but this was has to do with Lot 4. Lot 4 has to do with communities around the airport. If we don’t create access road it will be difficult. And so approved to Messers CCPCC at the cost of N5.5 billion”.

The Executive Secretary of the Nigerian Content Development and Monitoring Board (NCDMB), Simbi Wabote, has revealed that the two new refineries in Edo State are poised to contribute to Nigeria's 1.5 million barrels of daily refining capacity.

The Edo Refinery and Duport Midstream Refinery are currently refining petrochemical products in the state and will start petrol refining as soon as they receive crude oil supplies.

Nigeria asked oil-producing companies to supply crude to new refineries
The Nigerian government recently ordered about 52 oil companies in Nigeria to begin supplying crude to emerging refineries to avoid the embarrassment of imports. At the same time, it is a top oil producer in Africa.

Wabote revealed this at the third Biennial International Conference on Hydrocarbon Science and Technology, organized by the Petroleum Training Institute.

The two refineries have reportedly ordered 300,000 barrels of crude oil from the Oza oil field and currently produce diesel, naphtha, and Lour Pour Fuel Oil.

According to a Punch report, the Edo Refinery and Petrochemical company runs the 6,000 barrels per day plant in Ologbo, Ikpoba, Okha LGA, and Duport Refinery, located in the Egbokor area of the state, is part of the integrated park.

The Edo Refinery was financed via a N700 million investment by the government of Godwin Obaseki in 2019 and expanded to 12,000 barrels per day capacity.

New refineries springing up to end petrol imports
NCDMB reportedly has stakes in the Duport Refinery and is devoted to the facility's expansion.

"If all plans go well, Nigeria will meet the target of 1.5 million bpd by 2025 through the various refining investments such as the 650,000 barrels per day Dangote refinery and the Bua Group refinery project," Wabote said.

The NCDMB boss listed Waltersmith modular refinery, Duport Midstream refinery, OPAC Refinery, Edo Refinery, Aradel Holdings Refinery, and the 445,000 barrels per day Kaduna and Port Harcourt refineries as projects that would help Nigeria to hit the 1.5 million barrels per day refining capacity goal.

"The realization of these projects would culminate in Nigeria achieving a combined refining capacity of approximately 1.5 million barrels per day by 2025," Wabote added.

OPEC predicts increased oil production for Nigeria
Earlier in October, the Organisation of Petroleum Exporting Countries (OPEC) said that emerging refineries in Nigeria would help lift the country's crude oil output.

OPEC revealed that Nigeria is about to witness the establishment of small modular refineries with 20,000 bpd capacity in the medium term.

The group revealed this in its World Oil Outlook, launched in Saudi Arabia.

The Outlook says Africa will see a medium-term distillation capacity of 1.2 million barrels daily.

A significant increase is due to the upcoming 650,000-capacity Dangote Refinery, which is projected to boost Nigeria's capacity.

The refinery was officially opened in May 2022 by ex-President Muhammadu Buhari and is slated to begin production in October with the initial plan of refining diesel and aviation fuel and later petrol in November.

Petroleum Institute finally completes Its modular refinery, ready to compete with Dangote's
Legit.ng earlier reported that the Petroleum Training Institute (PTI) under the Federal Ministry of Petroleum Resources, has announced the completion of its modular refinery with plans to increase its capacity for use in the commercial sector.

According to Punch report, PTI, based in Effurun, Delta state, also reportedly teaches artisanal refiners the abilities necessary for processing crude oil.

He added that the ministry aids in educating people so that their actions do not negatively impact the environment.

As the Supreme Court commences hearing on the February 25, 2023 Presidential Election Appeal, the Peoples Democratic Party (PDP), says it is confident that, guided by the provisions of the law, the body of evidence, circumstances, and facts presented before it, the Apex Court will deliver justice in the matter.


In a statement signed by Debo Ologunagba, the National Publicity Secretary of the party, the main opposition party said it believes that the issues of the February 2023 Presidential election—the alleged violation of rules and laws, the brazen manipulations and falsifications in perversion of the country’s electoral process—have put democracy in a precarious situation.

According to the party, Nigerians and indeed the whole world look forward to the Supreme Court for justice in the hope that the Court will apply the laws, including the express provisions of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), the Electoral Act, 2022 and the Independent National Electoral Commission (INEC), Guidelines and Regulations in delivering substantial justice in the matter.


The PDP said the earnest expectation of Nigerians and lovers of democracy across the world is that the Supreme Court will use this case to firmly validate the maxim that the Judiciary is the last hope of the common man.

“Nigerians are therefore optimistic in hoping that the Supreme Court will dispense substantial Justice according to law and fact in the Appeal,” the party said.

E-hailing drivers under the aegis of the Amalgamated Union of App-based Transporters of Nigeria have decried the increase in the level of job loss among its members following the withdrawal of investors.

The union lamented that vehicle owners were selling their vehicles due to the country’s dwindling economy.

Speaking in an interview with Saturday PUNCH, the AUATWON spokesperson, Jossy Olawale, stated that investors were finding it difficult to cope due to the increase in the price of petrol and maintenance costs.

He said, “Now, some investors who bought cars and gave it to drivers are finding it hard to cope. They are selling out their cars and withdrawing from the business. This is reducing the numbers of drivers daily which is really affecting some of our members because many people are losing their jobs.

“On our various platforms, we see people requesting for cars because their car owners have withdrawn their cars as they cannot cope with the current situation. The issue is that once your car becomes faulty, the amount you had saved for three months may not be enough to repair it.”

Speaking further, he said, “That is why we have been calling on the government to support us with the alternative CNG that they have been talking about because we are the worst hit by the removal of subsidy and increase in the pump price of fuel.”

In June, the union protested against the high commission rates set by Uber and Bolt despite the increase in petrol pump prices which dwindled their revenue generation.

They also demanded the protection of the drivers, as some attacks and killings were recorded in some parts of the country.

He also said the details of passengers should be revealed to the drivers before pick-up for safety precautions.

He said, “During the protest in June, we requested that there should be a reduction in our commission and increase in fare as well as the security of drivers because we don’t know the identity of the drivers. Up till now, there has been no significant change.

“When there are attacks on drivers, the application company, most times, conceals the data of the passengers. We’ve had a situation whereby there was an attack on a driver but there was no information about the passenger he carried before the attack.

“That is why we are calling for adequate data collection and the government should regulate this sector. The National Identification Number can also be utilised in this regard.”

N25,000 Cash Transfer: FG Disqualifies Nigerians Without NIN, BVN, CBN Begins Payment.


The Federal Government is reviewing and expanding the National Social Register to accommodate pensioners and ex-servicemen under its Conditional Cash Transfer scheme.

Saturday PUNCH gathered that the government was also taking out dead beneficiaries from the register and would disqualify those without National Identification Numbers and Bank Verification Numbers.

It was further gathered that payments would be made directly to the beneficiaries by the Central Bank of Nigeria and not through consultants, as the first batch of bulk payments would begin next week for five million households.

The Conditional Cash Transfer scheme is part of the National Social Investment Programme of the Federal Government, which is a project created to change the lives of millions of Nigerians living in extreme poverty, upgrade their standards of living and improve the economy.

In commemoration of the 2023 International Day for the Eradication of Poverty on Tuesday in Abuja, President Bola Tinubu launched the disbursement of N25,000 to 15 million households for three months as a social safety net intervention.

The aim is to mitigate the impact of the recent fuel subsidy removal and help eradicate poverty across the country.

Providing further details on the initiative in response to inquiries by Saturday PUNCH, the Special Adviser on Media and Publicity to the Minister of Humanitarian Affairs and Poverty Alleviation, Rasheed Olanrewaju, stated that the cash transfer scheme had been reviewed and expanded.

Asked if the Federal Government would use the old register used by the former President Muhammadu Buhari administration to transfer the money, he stated, “We are using a verified expanded register that has pensioners and veterans, as well as other vulnerable persons who were not captured.”

Confirming the position of the minister’s media aide, the National Communications Manager, of the National Social Investment Programme Agency, Jamaldeen Kabir, stated that beneficiaries who had exited the poverty line were being removed from the register.

Kabir said, “What he (Olanrewaju) told you is very correct because the register is being expanded. First of all, it has to be verified so that those who are out of the poverty line will be removed from the old register.

“Those in the register, are they still within the poverty line or have they exited the line? The expansion will also include the wives of fallen heroes and pensioners.”

On when the cash transfer would begin, Olanrewaju stated that though bulk payments would commence from next week, some of those who had been verified had already started receiving payment alerts.

“The cash transfer (scheme) has been launched and once a household is verified, they get paid. The batches begin this month, next week to be precise; however, verified people have started receiving alerts,” he stated.

Also commenting on when the cash transfer would begin, Kabir said, “Actually, when the programme was launched at the Presidential Villa three days ago, some beneficiaries were presented with some cheques.

“So, before this month ends, the beneficiaries in the first phase will receive theirs, and this phase caters to five million households. So, we are expecting those five million households to receive money in October, November and December,” Olanrewaju added.

On how many ghost recipients had been discovered, the minister’s aide stated that a lot of measures had been put in place to make the scheme credible, such as the introduction of the NIN and BVN.

“They may not be ghosts, but we have put in place many controls to make the process credible and clean. First, we looked for the NIN and BVN to match with in-person verification and biometrics. The process is from the CBN to the beneficiaries; there are no middlemen,” Olanrewaju stated.

Asked to state the number of dead recipients, he replied, “We have struck off many names following the verification. The final figure will be out in weeks; it may run into millions.

“Some are dead; some are no longer in that category (of the poor) and some could not be identified at locations given, so wait till we get the compilation ready,” he added.

Asked to state those involved in identity theft, he said, “All these will be determined when the final report is out. For now, we will pay those fully verified and the names will be pasted in communities.

“Fifteen million households amount to about 62 million individuals, with an average of five persons per household.”

The humanitarian ministry stated that the determination of the Federal Government to eradicate poverty was in line with the President’s Renewed Hope Agenda, which has poverty eradication, food security, economic growth and job creation as priorities.

At the launch of the cash transfer scheme on Tuesday, Tinubu, who was represented by the Secretary to the Government of the Federation, Senator George Akume, enumerated various steps his administration had taken to ameliorate poverty in the country.

These, according to the President, include providing the policy framework and road map for poverty alleviation, developing humanitarian response and expanding the National Social Register to capture Nigerians living below $1.95 per day.

Other steps include restructuring the National Social Investment Programme and repositioning it for quick and efficient delivery that is transparent, as well as partnering with the World Bank Group and other development partners to implement conditional cash transfers and business grants, among others.

The ministry stated that the government was also investing N100bn in the purchase of 3,000 units of 20-seater Compressed Natural Gas-powered buses for cheaper transportation.

It further stated that there was an investment of N200bn to cultivate 500,000 hectares of farmland to improve food security.

The ministry added, “The release of 2,000 metric tonnes of grains from the strategic grains reserves to households across the 36 states and the Federal Capital Territory. The distribution of 225,000 metric tonnes of fertilisers and seedlings to farmers, who are committed to the nation’s food security.

“The release of N75bn to support 100,000 small and medium enterprises and start-ups. Renewed Hope Shelter Programme for the poor, refugees and internally displaced persons targeted at one million households.

“Business grants and loans for vulnerable market women, farmers and traders to expand their business, targeted at two million beneficiaries, among other interventions from various ministries through a multi-sectoral approach.”

The Minister of Humanitarian Affairs and Poverty Alleviation, Betta Edu, recently stated that all stakeholders, including the private sector players, development partners and other nations, should support Nigeria in its drive to eliminate poverty.

She stated, “The cardinal goal of President Bola Ahmed Tinubu’s administration is to give the poor and vulnerable Nigerians a new breath of hope, which is also in line with the SDG target”

“President Bola Ahmed Tinubu will not relent until vulnerable Nigerians are completely pulled out of poverty by 2030.”

Edu said the conditional cash transfer was a proven way to alleviate poverty, as it would give households the financial support to start micro and small enterprises, provide basic health care and food, keep their children in school and attend to the immediate needs of the households.

She stated, “Mr. President, during the October 1, 2023, national broadcast, announced this intervention; we have gone through a thorough and rigorous process of verification for the National Social Register, giving us the lead way to begin payments.

“The beneficiaries are drawn from across all states in the country plus the Federal Capital Territory and it is being done in a transparent manner that is traceable and verifiable.

“Beyond this, the government will be providing low-cost shelter for the poor and internally displaced persons as a form of providing that cover for them.

“Several other interventions, including the rural vocational skills intervention, will be carried out on a country-wide scale. All of these are targeted at the various dimensions of poverty across the country.”
