Those state don't usually have much applicants like Lagos State....and there is availability of booklets...
Anyway, just follow up and be patient

Any officer that has collected that huge amount of money from you and haven't delivered is really playing with trouble.... when you even said you have his picture , I fear....
Anyway, just be patient....as far as the person is an immigration officer... there's truly scarcity of booklet for now...but I believe, all our Lagos passport offices will soon receive enough booklets to produce the pending works.
