Israeli officials, including Prime Minister Benjamin Netanyahu, have assured the United States that a counterstrike on Iran will be limited to military targets rather than oil or nuclear facilities, according to a person familiar with the discussions.
President Joe Biden, who has conveyed in public his opposition to striking Tehran’s nuclear and oil facilities, discussed Israel’s plans with Netanyahu during a classified phone call last week. In that conversation, Netanyahu relayed to Biden his plan to hit military targets, the person said.
The Washington Post first reported that Netanyahu had reassured Biden of his plans to avoid nuclear and oil targets.
Responding to that report, Netanyahu’s office said it will consider US opinions but ultimately decide its response to Iran’s October 1 attack based on its own national interests. And American officials said they were still closely coordinating with Israel as it decides how to respond.
“We listen to the opinions of the United States, but we will make our final decisions based on our national interests,” Netanyahu’s office wrote on X.
The White House, which hasn’t commented on Netanyahu’s reported message about avoiding nuclear and oil facilities, previously described the phone call between the leaders last week as “productive” and “direct.” It was their first conversation in nearly two months.
Israel’s deliberations over how to respond to Iran come at a moment of high tensions in the year-long conflict, which has expanded beyond Gaza into Lebanon. At the White House, officials have worked to limit Israel’s retaliation to the barrage of ballistic missiles, hoping to prevent a wider war.
Still, Biden and other top officials have maintained Israel has a right to respond, and have said they were in close coordination with their counterparts as they mulled a decision.

The UN Interim Force in Lebanon says the attack on its peacekeepers was a ‘deliberate’ act by Israeli forces
UN peacekeepers in Lebanon have accused Israeli forces of firing at some of their positions, as Israel expands its attacks throughout Lebanon.
The UN Interim Force in Lebanon (UNIFIL) said on Thursday that two of their Indonesian peacekeepers were injured when an Israeli tank fired at a watchtower at the force’s headquarters in Ras an-Naqoura, causing them to fall.
UNIFIL said in a statement that any attack on peacekeepers is a “grave violation of international humanitarian law”.
The peacekeeping organisation, which consists of about 10,000 peacekeepers from 50 countries and was established in 1978, said Israeli forces had “deliberately” fired at its positions along the border.
Here are some key reactions to the attack on UN peacekeepers:
UNIFIL
UNIFIL spokesperson Andrea Tenenti told Al Jazeera that the attack was a “very serious” development.
Tenenti explained that Israel had previously asked the peacekeepers to move from “certain positions” near the border, but “we decided to stay because it’s important for the UN flag to fly in [the] south of Lebanon.”
“If the situation becomes impossible for the mission to operate in the south of Lebanon … it will be up to the Security Council to decide how to move forward,” he said.
At the moment, we are staying, we are trying to do whatever we can to monitor [and] to provide assistance,” Tenenti added.
Israel
Israel’s UN ambassador, Danny Danon, said he recommended that the peacekeeping force move from their positions away from the Israel-Lebanon border and move northwards “while the situation along the Blue line remains volatile as a result of Hezbollah aggression”.
Italy
Italian Defence Minister Guido Crosetto called the attack on the UNIFIL bases “totally unacceptable”.
This was not a mistake and not an accident,” Crosetto told a news conference.
“It could constitute a war crime and represented a very serious violation of international military law,” he said.
He added that he had summoned the Israeli ambassador to demand an explanation of the attack
France
The Ministry for Europe and Foreign Affairs condemned the attack and said it was waiting for an explanation from Israel as to why the attack took place.
“France expresses its deep concern following the Israeli shots that hit the United Nations Interim Force in Lebanon (UNIFIL) and condemns any attack on the security of UNIFIL,” the Foreign Ministry said in a statement.
“The protection of peacekeepers is an obligation that applies to all parties to a conflict,” the statement added.
Spain
The Spanin’s Ministry of Foreign Affairs called the attack a “grave violation of international law”.
“The Spanish government strongly condemns the Israeli fire that hit the UNIFIL headquarters in Naqoura ,” the ministry said in a statement, adding that the security of the peacekeepers is “guaranteed”.
European Union
Foreign policy chief Josep Borrell said the attack on the peacekeepers, whose positions are well known, is an “inadmissible act, for which there is no justification”.
“Two Blue Helmets have been wounded and this is unacceptable. Any deliberate attack on peacekeepers is a grave violation of International Humanitarian Law and of the UNSC [UN Security Council] Resolution 1701: Israel has an obligation to respect both. Full accountability is needed,” Borrell wrote on X.
Israeli troops move away from Irish forces in Lebanon
Israel's armed forces have moved away from their positions near Irish troops in Lebanon, the Irish Defence Forces have confirmed.
It comes after the United Nations Interim Force in Lebanon (UNIFIL) expressed concern about the Israeli Defence Forces' (IDF) proximity to an outpost where a number of Irish peacekeepers are stationed.
Irish officials said there are now no IDF personnel or vehicles nearby, "having moved north of the post" on Tuesday evening.
"The cessation of activity and the withdrawal of Israeli forces from their positions around the Irish post marks a positive development amidst heightened tensions in the region," they said.
'Relatively calm'
On Tuesday, Israel announced troops had entered western Lebanon, with its invasion previously focused on the east.
The UN's Office of the High Commissioner for Human Rights said a quarter of Lebanese territory is now under "Israeli military displacement orders".
About 1.2m people have been displaced in Lebanon since Israel began intense air strikes last month in its conflict with Hezbollah
On Wednesday, the Israeli military said it had hit 185 targets in the previous 24 hours.
The situation around Irish positions remained "relatively calm overnight", the Irish Defence Forces said.
"Although clashes between both parties to the conflict persist in other areas of the Irish sector," they added.
