Stoke City and Super Eagles winger Victor Moses has been ranked as a better player than Manchester City midfielder Frank Lampard and Arsenal playmaker Mesut Ozil by the English Premier League. On the official website of the Barclays Premier League, the three players were ranked among midfielders, with Moses, who had an overall index score of 181, 1003 minutes playing time in 13 appearances, was ranked 77th. Lampard had 179 index score, 410 minutes playing time in 18 appearances and was ranked 80th while Ozil, who had 174 index score and 737 minutes in nine appearance, was ranked 81st. In the overall players ranking Moses, Lampard, and Ozil ranked 176th, 179th, and 181st respectively. Chelsea’s Eden Hazard has remained the best midfielder and best player in the EPL with 627 index score. The Presidential candidate of the All Progressives Congress, Maj. Gen. Muhammadu Buhari (retd), has welcomed the endorsement of former Nigerian President Olusegun Obasanjo, saying it will convince more Nigerians to vote for him and his party. Buhari said this on Wednesday night during an interview with CNN’s Chief International Correspondent, Christine Amanpour. Obasanjo had on Tuesday in Nairobi, Kenya during an interview with the Financial Times of London at the launch of his controversial autobiography entitled, ‘My Watch,’ expressed support for Buhari. When asked by Amanpour what he thought of Obasano’s endorsement, Buhari said, “It would certainly bring more supporters to us and more confidence again to us for those who are sitting on the fence.” This, he said, was “because General Obasanjo is highly respected and as far as the Nigerian nation is concerned, there is no serious issue that can be discussed without people seeking his opinion and listening to it.” In the course of the interview, Buhari disagreed with President Goodluck Jonathan and the Peoples Democratic Party on the reasons behind the postponement of the general elections. Although the ruling party insisted that the Independent National Electoral Commission was not prepared for the elections, Buhari maintained that INEC was forced by the military to delay the elections even after insisting it was prepared. Despite his disappointment, he explained that since the action was constitutional, the APC had asked its supporters to obey the law and remain calm but resolute. Asked about the Boko Haram insurgency, Buhari restated his belief that the military had been unable to overcome the insurgents because resources meant for the military had been misappropriated. He cited scuttled plans by the National Assembly to probe the funding of the army over the last three years and interviews granted to the foreign media by soldiers, who he said, claimed that they had to fight without proper weapons, to back his view. He said, “The National Assembly attempted to conduct a hearing by getting the budget approved by the National Assembly over the last three years and inviting the service chiefs to come and tell them why the weapons were not procured and sent to the soldiers under competent leadership and that hearing was scuttled. “So, it showed the misapplication or misappropriation of the resources provided by government and says why the Nigerian military was unable to defeat Boko Haram.” Regardless, Buhari said the military was competent to tackle the insurgency. If elected as president, he said achieving that goal would not be “too difficult.” “I believe this problem will not be too difficult for the APC government because we know the Nigerian military is competent. It is a question of making sure that the money voted for equipment and training is properly utilised,” he said. The APC’s presidential candidate also said corruption had to be tackled “because there are serious citizens of this country that (have) said unless Nigeria kills corruption, corruption will kill Nigeria.” In endorsing Buhari, Obasanjo had said, “The circumstances he (Buhari) will be working under if he wins the elections are different from the one he worked under before, where he was both the executive and the legislature – he knows that. He is smart enough. He is educated enough. He’s experienced enough. Why shouldn’t I support him?” And Buhari expressed a similar view when asked if he had changed. Justice Ibrahim Buba of a Federal High Court sitting in Lagos on Monday refused to assume jurisdiction over a suit seeking to stop the House of Representatives from holding a plenary towards the execution of impeachment moves against President Goodluck Jonathan. The suit also sought an order restraining Aminu Tambuwal from carrying on as the Speaker of the House of Representatives. But Buba refused to entertain the suit on the grounds that it fell short of the provisions of Order 2 Rule 2 of the Federal High Court Rules on jurisdiction. Two lawyers namely, Anthony Nwajiugo and Okechukwu Ebirim, filed the suit marked FHC/L/CS/1863/14. In it, they sought a declaration that the House of Representatives, as presently constituted with Tambuwal as the Speaker, was subversive of the 1999 Constitution, as amended. They sought a declaration “that the House of Representatives as presently constituted cannot embark on any legislative business, including the adjournment of plenary sessions on the impeachment of the President of the Federal Republic of Nigeria, being improperly constituted; and “A declaration that Hon. Aminu Waziri Tambuwal of Kebbe/Tambuwal Federal constituency of Sokoto State cannot remain and by his action, lost the competence to remain the Speaker of the House of Representatives of the National Assembly of the Federal Republic of Nigeria of Nigeria.” But on Monday when the second plaintiff, Ebirim, appeared before Buba, the judge asked why the plaintiffs did not go to Abuja to file the suit, since the defendants carry out their statutory duties in Abuja. “Give me reasons why I should sit in Lagos and say the House of Representatives should not sit in Abuja. You have not served them in Abuja; you have served them in Lagos. Can we constitute our own jurisdiction? “The two plaintiffs are lawyers, why are they afraid to go to Abuja? Does the National of Assembly carry out its business in Lagos? “Learned counsel should address this court on why the court should entertain this suit in Lagos, in view of Order 2 Rule 2 of this court.” But Ebirim submitted that being an issue that borders on the Constitution, and given the fact that the National Assembly had a liaison office in Lagos, the plaintiffs had the right to ventilate their grievances before the Federal High Court, irrespective of division. He said, “We submit that a matter that borders on the constitution is national in nature and can be heard in a Federal High Court, irrespective of division.” But Buba dismissed the argument and held, “This case is wrongly constituted in Lagos. The case shall be transferred to Abuja. The plaintiffs shall approach the Chief Judge of this court for a date for hearing.” In an affidavit filed in support of the suit and deposed to by the first applicant, Nwajiugo, the deponent averred that by virtue of his citizenship and training as a lawyer, he was aware that Section 68 (1) (g) of the Constitution provided that a member of Senate or House of Representatives shall vacate his seat upon defection from the party that sponsored him or her before the expiration of his or her tenure. He added that the suit was filed basically to challenge the propriety of Tambuwal presiding over the House business, especially the plans to impeach Jonathan. Justice Ahmed Mohammed of a Federal High Court in Abuja has referred a suit challenging the eligibility of President Goodluck Jonathan to seek re-election to the Court of Appeal in Abuja for determination. The ruling by the judge on Monday made it two cases now pending before the Court of Appeal, challenging Jonathan’s eligibility to seek re-election in the forthcoming poll. There are at least three other suits seeking the same prayer still pending before the Federal High Court. Justice Mohammed made the order of referral following an application filed on November 28 by the plaintiffs in the suit – Adejumo Ajagbe and Olatoye Wahab. The Attorney-General of the Federation, Mr. Mohammed Adoke, who is a defendant in the suit, had opposed the application for referral while the Independent National Electoral Commission – the second defendant – did not oppose the application. Hearing of the substantive suit had yet to commence when the plaintiffs asked the court for the referral on the grounds that the suit involved “a substantial question of law,” on which the Court of Appeal has to make pronouncement “as soon as possible.” Earlier, Cyriacus Njoku had filed an appeal before the Court of Appeal in Abuja to challenge the judgment of Justice Mudashiru Oniyangi of the Federal Capital High Court, declaring Jonathan eligible to stand for re- election. The plaintiffs in the two cases are seeking a court order declaring Jonathan ineligible to contest the next presidential election on the grounds that he had exhausted the two terms allowed by the Constitution, having earlier taken the oath of the office of the President to complete the tenure of the late President Umaru Yar’Adua. Justice Mohammed on Monday dismissed Adoke’s opposition to the referral application. He held that not only did the plaintiffs had the legal right to file the suit, it also amounted to an abuse of court process because parties in the case were different from the one decided by the FCT High Court. The judge held that the fact that the case had yet to be decided by the appellate court implied that the issue of the interpretation of Sections 135 and 137 of the Constitution had not been finally put to rest. He ruled, “The fundamental feature of the issue is that there is no decision yet by the appellate court as it relates to the interpretation of sections 135 and 137 of the Constitution in relation to the tenure of office of the President, concerning whether or not the oath of office taken by President Jonathan after the death of President Umar Yar’Adua should be regarded as an election. “It is my humble view that the constitutional issue raised by the plaintiffs’ present suit involves substantial question of law that requires reference to the Court of Appeal for determination in accordance with Section 295(2) of the Constitution. “In the final analysis, it is my humble view that the present occupant of the office of the President of the Federal Republic of Nigeria, Dr. Goodluck Ebele Jonathan, was sworn in as Commander-in-Chief of the Federal Republic of Nigeria after the death of Alhaji Umaru Musa Yar’Adua in 2010. “The issue of whether he is deemed as having been elected in the first instance, by the said oath of office, imposes a substantial question of law, in the sense that no such situation existed or occurred in the history of this country, and therefore, there is no previous decision on the matter by courts in this country.” Source: http://www.punchng.com/news/judge-refers-jonathans-eligibility-suit-to-appeal-court |

The Presidential candidate of the All Progressives Congress, Maj. Gen. Muhammadu Buhari (retd), has warned that further postponement of the March 28 election by the Independent National Electoral Commission will amount to “a civilian and military coup.” While advising INEC to take note of its constitutional limitations, he also ruled out participation in any election debate following the postponement of the elections. The former Head of State, sounded the warning in an interview with journalists on Monday in Abuja during a courtesy call on him by the first elected President of Malawi and Leader of the Commonwealth Election Observers Group, Dr. Bakili Muluzi. He said, “We told them about the change in the dates of elections and the constitutional limitations of INEC. That is the last card for INEC and they cannot delay the elections anymore. So, it is up to the government to facilitate a free, fair and credible election. “If they fail to do that then, they will be indulging in a civilian and military coup because the constitution is very clear that certain days to the swearing in, there must be an election which will usher in a new government. So, there are no more excuses. INEC has given a document that they are ready for the election. “They said they had trained their personnel, acquired equipment and have been distributing voter cards. But the security chiefs wrote INEC and demanded six more weeks. “Okay, they have been given six weeks and that is the end of it. So we are getting ready for the election of March 28. “Our enormous support has grown; we have visited 34 out of the 36 states in the country. It remains two states and Abuja and that will complete it. We are now conducting town hall meetings with interest groups, business people, the elite and youths. I appeal to our supporters to remain calm.” Asked if he would participate in further debate due to the shift in presidential election date, Buhari said, “We are having town-hall meetings and the party (APC) has taken a superior position.” Muluzi had while thanking Buhari for receiving his team, said that he had discussions with INEC. He said, “I am from the Commonwealth and we are about 11 members who have been drawn from Commonwealth countries to observe the elections with some members of staff from London. “We arrived here on Saturday and we normally arrive in any country in which we want to observe election five days before, just to interact with stakeholders and the leadership to understand the situation on the ground. It was only on Saturday night that we were informed that the election will now hold on March 28. “We met with INEC this (Monday) morning and we raised some questions and they also answered the questions. We also thought that there should be an opportunity to meet the leadership. INEC has postponed the elections for six weeks. “I just want to appeal to the Nigerian people, especially at this time, to remain calm. This is why I do congratulate him (Buhari) because he has asked his supporters to remain calm until the election is held on March 28. “It is very important, Africa is still very important. We still have to create employment for our people. And if we are going to create chaos in our country, we will be unfair to our people who are looking forward to the leadership for employment. And therefore peace becomes very important. I will have to appeal to Nigerians to remain calm.” Muluzi also said the delegation would meet with President Goodluck Jonathan to make the same appeal so that he must appeal to his supporters to remain calm. Meanwhile, the Sultan of Sokoto, Alhaji Sa’ad Abubakar III-led Jama’atu Nasir Islam, has warned politicians against jeopardising the nation’s democracy with the postponment of the elections by INEC. In its reaction to INEC’s decision to delay the polls, the body also asked politicians to fear God in their actions. The apex Islamic body said on Monday that political gladiators should not jeopardise the already tensed situation in the country. A statement by the JNI’s Secretary-General, Dr. Khalid Abubakar-Aliyu, in Kaduna on Monday, however, asked Nigerians to remain calm by not further heating up the polity. The Federal Government designed the N220bn Small and Medium Enterprises Development Fund to tackle the dearth of financial resources available to small businesses and unleash their potential to create jobs and reduce the incidence of poverty. President Goodluck Jonathan made this declaration at the opening of the National Summit on Raw Materials- based SME Clusters in Nigeria hosted by the Raw Materials Research and Development Council in Abuja on Thursday. Jonathan, who was represented at the event by the Minister of Science and Technology, Dr. Abdu Bulama, said focusing on the transformation of raw materials in each locality of the country was necessary in order to diversify the economy in view of falling prices of crude oil in the international market. He said, “In spite of the recognition of MSMEs globally as the critical engines of economic growth due to their potential to create jobs, boost production, generate income and reduce poverty; in Nigeria, they do not have adequate financing needed to play this pivotal role. “My administration’s decision to create the N220bn MSME Fund as designed by the Central Bank of Nigeria is, therefore, meant to address this challenge, support entrepreneurs and unlock the potential of the MSMEs for job creation and poverty reduction. “This is also aimed at ensuring that productive sectors of the economy continue to attract more finance necessary for employment creation and diversification of the country’s economic base.” The President said the fund would enhance the capacity to develop the grass roots through provision of financial assistance to the active poor, who are majorly small business owners, and by so doing, expand their businesses and improve their livelihood. He asked the management of the fund to collaborate with the Ministry of Science and Technology to ensure the successful implementation of the ward-based cluster programme. Jonathan added that the nation’s ability to transform locally available raw materials into value-added products, which were acceptable and globally competitive, was crucial if Nigeria must be self-reliant. “It is, therefore, a vital component of the country’s overall strategy for achieving global competitiveness, reduction of post-harvest losses and ensuring food security,” he added. The Presidential Candidate of the All Progressives Congress, Gen. Muhammadu Buhari, says the APC government will end current epileptic power supply in the country. Buhari told party supporters in Brinin Kebbi on Thursdaythat “ending current epileptic power supply will boost the economy and attract domestic and foreign investment.” He further said that, if elected, the administration would focus on the provision of employment to curtail youth restiveness and insecurity in the country. “I will revive mining industries and give loan to our businessmen and women in such a way that our economy will emerge stronger than ever. “My administration would utilize resources prudently and end corruption through intensified anti-corruption crusade; build schools, provide materials and transportation for students,” Buhari said. The APC candidate pledged to transform the health sector through the provision of modern equipment, qualified medical personnel and adequate drugs across the country. He noted the neglect of agriculture in the country, saying that the APC government would open up the sector, especially fishing and rice production, to generate employment and boost rural economy. “We will also be transparent and uphold trust and confidence entrusted in us by Nigerians, if elected into power in the 2015 elections,” he said. Unveil a marshal plan for the regenerative development of the Niger Delta. Diversity Diversity refers to the inherent complexities of the variations in the social fabric of a people. Elements of poorly managed diversities include absence of cohesion, low capacity or political will to address resulting tensions, weak institutions of the state, in- equalities in every facet, impunity, breakdown of mutual trust, rising incidences of violence and total breakdown of law and order. To quickly reverse this observable trend in our society: I pledge to: Continually acknowledge and consciously equality and equity in all government businesses and activities. Implement the National Gender Policy including 35% of appointive positions for women. Work with National Assembly to pass a National Disability Bill, which I shall immediately assent, into Law. Immediately charge relevant MDAs to implement new building codes to ensure that people with disability have easier access. I will lead the campaign for restoration of mutual trust and cohesion for nation building, while also working with the National Assembly to make appropriation to strengthen institutions and platforms promoting dialogue and inclusion. I will promote amendment to the provisions of section 14:3 of the Constitution to give effect to the expansion of the scope of representation to include women and persons with disabilities. Work with National Assembly to pass the National Disability Act and the Equal Opportunities Bill. Health I pledge to: Implement the National Health Act 2014,which guarantees financial sustainability to the health sector and minimum basic health care for all and ban medical tourism by government officials. Launch special programme to improve availability of water and sanitation. Review occupational health laws and immediately commence enforcement of the provisions to reduce hazards in the work place. Unveil a health sector review policy to ensure the efficient and effective management of our health systems. Mobilize the health workforce needed for the all-round implementation of our primary health programmes for rural communities. Agriculture I pledge to: Make pronouncement to make agriculture a major focus of the government and lay the institutional foundation to attract large-scale investments and capital into the agricultural infrastructural sector Launch a massive agricultural infrastructural investments plan that will focus on production, transportation infrastructure and marketing logistics across Nigeria Launched a massive, well-coordinated and innovatively funded Youth in Commercial Agribusiness Programme. Establish agricultural produce pricing and marketing mechanism and institutions Work with State and Local Governments to launch Agricultural Support Programmes that will drive state level massive agricultural land development and mechanization agenda Revamp, revitalize and continuous improvement on the national agricultural extension and rural support service system Initiated a holistic project aimed at promoting and securing access of standardized agricultural products to both local and international markets Lay the groundwork for a standardized market uptake and aggregation outlets for specific agricultural produce Initiated a comprehensive revamp of key development banks (Bank of Agriculture, Bank of Industry and Nigeria Import & Export Bank) operations to fund inclusive agricultural value chain operations Lay the groundwork for an ambitious, massive, seamless, accessible single-digit agricultural value- chain finance programme Initiated the process to appropriately liberalise and expand agricultural and rural insurance system with premium subventions support to farmers Revamp the agricultural cooperative system to drive rural agriculture and improves stakes for smallholder farmers Launch appropriate tariff rectification instrument to support import-export anomalies Management of the Economy for prosperity Every Nigerian deserves to benefit from the running of our collective resources. We promise not to leave any Nigerian behind in our determination to create, expand and ensure equitable and effective allocation of economic opportunities. No matter the amount of funds we generate, unless there is an efficient and effective utilization, it will only create few billionaires. Unless we fight corruption, the economy will only benefit the greedy in our society. I pledge to: Work with the legislature to strengthen constitutional provisions to make the meetings of the National Economic Council more periodic and predictable and its decisions more binding. Present annual report on the state of the economy to the National Assembly and the Nigerian People. The Preparation of Medium Term Expenditure Framework (MTEF) and annual Budget will be guided by job creation projections. Negotiate rule-based oil revenue management process, and adopt a rule based excess crude account management process, which will entail a fixed percentage (e.g. 10% or 20%) of oil revenue each year, and also set clear rules about where the proceeds will be domiciled, when the savings can be used, by whom, and what the savings can be used for. Work with the National Assembly to adopt a rule based, realistic and predictable oil benchmark as a basis for a more transparent management of federation account revenue and excess crude account. Launch a Small Business Loan Guarantee Scheme in partnership with Commercial Lenders to improve access to finance for SMEs. Automate the business registration process to ensure sole proprietorships can be opened within 24 hours and incorporated business within 5 days. Reduce the cost of company registration to a maximum of N10, 000 for sole proprietorships to encourage formalization. Review and regulate import duty waivers to promote transparency and accountability; Forge partnerships with state and local governments and private sectors to promote innovation, entrepreneurship and cottage industries; Work with the National Assembly to review and finalize work on the Petroleum Industry Bill (PIB); Boost community and local participation in downstream through expansion and promotion of local content development; Commence organizational reforms to curb corruption in NNPC and its subsidiaries Industrial Relations I pledge to: Give political force to collective bargaining in all sectors of the economy, revive Tripartite Committee of Government, employers and workers organisations, whose task would be to constantly review matters of labour relations and the practice of industrial relations. Undertake to institute an annual statutory tripartite body contribute towards formulation and implementation of broad macro-economic policies. Reposition Ministry of Employment, Labour and Productivity and all relevant agencies mandated to manage labour dispute and grievance handling process to ensure pre-emptive strategies to halt the current frequent incessant strikes phenomenon. Power The power sector has become a monstrous demonstration of corruption. Despite investment of more than X there is nothing to show but few fat cats. I pledge to: War against corruption in the power sector Tackle the issue of gas availability for the proposed power plants Emphasis alternative sources of power such as small, medium and large hydro plants (Mambilla has capacity for 4,700 megawatts), wind, coal and solar. Efforts will be geared towards smaller and potable power supply. Start an accelerated training of human resources for the power sector. Work with PenCom to consider giving soft loans to power sector operators. Youth and ICT Development The youth are the salt of the nation. More than 60% of our population is categorized as being of youth age. The future of the nation depends on the brains of the youth and not on what is buried under the ground. I pledge to: Declare support for the appointment of young people with requisite qualification into key political offices to begin the incubation and mentoring for a successor political generation. Unveil a policy that all federal contractors must employ at least 50% young people. Work with the private sector to establish innovation fund for young people. Encourage that girls' and boys’ education is prioritized in states where this is established to be a big problem. Review and make pronouncements, with attendant political will and commitment, on the full implementation of the national youth policy. Establish innovation centers in conjunction with proposed National Science Foundation and the private sector. Include vocational skills in the curriculum of Almajiri schools so that they become self-employed. Unveil a policy that will begin to multiply the efforts and effects of technology incubation centers to at least establish two of such centers in each of the geopolitical zone. Establish a free-tuition and scholarship scheme for pupils who have shown exceptional aptitude in science subjects at O/Levels to study ICT-related courses. Immediately establish linkages with friendly names to champion exchange programmes for the acquisition of IT related skills. Extend the local content policies to cover software and hardware developments in the youth-driven markets. Put in place a quality assurance mechanism to ensure that standards are met and adhered to and make it a policy for companies to procure a % of their ICT needs from the local market. Hold a summit of all ICT service providers, OEMs, etc both local and foreign that are doing business in Nigeria to device concrete skills transfer and capacity building models in a sustainable manner. |

Date for NYSC Batch A 2014 POP JANUARY 6, 2015 The Director General of the NYSC today during the # meetNYSCDG365 tweetchat on Twitter stated that the 2014 Batch A Corps Members’ service ends on 12th of February. But corps members will have to return for their certificates on March 2nd due to the fact that they are participating in the February 2015 Elections. It should be noted that there probably won’t be any passing out parade as he said it will be ‘lowkey’ for security reasons.
