------By Bassey Edet Asuquo The Bursary Department of the University of Calabar is the custodian of the University’s financial records and manages its financial resources through the efficient application of accounting principles, practices and procedures. The Bursar, Dr. (Mrs) Beatrice Igwe who holds a Higher National Diploma (HND) in Accountancy from the defunct Polytechnic, Calabar and a Master's degree in Business Management from Unical is also a Chartered Accountant amongst other qualifications and professional certificates to her credit. Since her appointment in 2017, the Bursar has lived up to the main responsibilities of her office which includes management of the university budget, procurement and payment of supplies and set up of financial procedures. She has also performed creditably by undertaking general and financial administrative tasks such as managing employment contracts, ensuring compliance with the law and contacting local authorities amongst others. Her commendable performance and exemplary style in office has been adjudged worthy of emulation as reflected in her general acceptability by the University community which was unprecedented in the historical annals of the institution. It was in recognition of these rare professional qualities that Mrs. Igwe was, among other prominent Nigerians honoured with the prestigious Honorary Doctorate Degree of Science (D.Sc) in Financial Management by the European-American University (EAU), Commonwealth Dominica in 2019. This is why her sudden suspension from office as the first female Bursar of the University of Calabar has got many people thinking and talking. Mrs Igwe was expected to complete her five-year tenure as the University Bursar by 2022 before she was placed on suspension for a period of three months beginning from December 22, 2020 over what the University Governing Council termed "acts of alleged official misconduct". Her appointment as substantive Bursar in January 2017 was highly applauded by members of the University community in view of her reputation for hard work, integrity and professional excellence demonstrated in her long years of meritorious service as financial manager. Investigations revealed that all through her career, spanning over three decades, she has never been involved in acts of financial indiscipline or recklessness, let alone face any disciplinary panel. On the contrary, Mrs. Igwe's tenure as Bursar has recorded increased IGR for the University which helped in clearing off most of the University's debt burdens. She also introduced innovations that greatly enhanced transparency and accountability in the operations of the University Bursary. From information I gathered from the University community, It appears obvious that any interaction with the erstwhile VC, Prof Zana Akpagu would result in the rufflling of even a saintly garment. Igwe's predecessor, Mr Peter Agi suffered a similar fate as his appointment was terminated and his career almost ruined when he encountered Prof. Akpagu in Unical after his long sojourn in theprivatesector. He was barely two years and five months in office at the time of his feud with Akpagu which led to his removal from office. Mr. Agi was not the only victim of Prof. Akpagu's over bearing and high handed administration as he became a dreaded demigod in Unical who readily brought down anyone who dared to challenge his administrative excesses or raised opposing views against his military style. After pushing out Mr Agi, many more high ranking academics and Administrators also fell under Akpagu's bossy hammer as he dished out unwarranted queries, warnings, demotions, suspensions and sack letters to anyone who questioned his maladministration. There was tension everywhere in Unical during Prof Akpagu's Administration. In his usual vindictive and acrimonious manner, he ordered the sack of Dr. Sjmon Ajom (Director, Physical Planning), Prof. Enu (Director, Academic Planning), Prof. Okpiliya (Director, CES) and many more. Beyond administrative lashes, Akpagu also chased many of his colleagues who dared to challenge him out of circulation by framing up frivolous charges against them and following them up with the Police and other law enforcement agencies. Under this atmosphere, he was able to grant approvals (order) for the release of University funds for frivolous expenses at will. He would abandon his official duties for several weeks going out on political campaign trips and obtaining chieftancy titles from every village clans and hamlets, across the length and breadth of Cross River State and any staff that refused to accompany him on these aimless journeys or don't join the 'Akpagu choir' to chorus his praises was blacklisted and had a good fight for it. No one dared to stop him or advised him and no one attempted to question him, not even the University Governing Council whose duty it was to do so. It was therefore easy for this highly dreaded warlord from the hills of Bebuagbong in Obudu LGA to armtwist the female Bursar, Mrs. Beatrice Igwe into getting whatever money he wanted and at any point in time. That was the terrible working condition that Dr. (Mrs.) Igwe found herself. Attempts to educate her all-knowing and all-powerful boss on the need to be guided by financial and procurement rules or to ignore approvals were construed as an affront. So Prof Akpagu threw caution to the wind and spent the University's finances like a drunken Sailor. He awarded contracts to friends, family members and concubines. And rather than the Governing Council bringing Prof Akpagu, who as Vice Chancellor, was the Chief Accounting Officer of the University to give account of his wasteful tenure, Council rather decided to go after shadows by suspending the Institution's Bursar and Procurement Officer for daring to take instructions from their boss. It is also not clear why these staff were suspended from office even before investigations had commenced because as a seasonal and professional Accountant, Dr. (Mrs.) Igwe has her records intact and expects to receive a clean bill if due process is followed in the ongoing investigation. But it appears decision has already been taken against her even before the commencement of investigations to sacrifice her in place of Akpagu, the sacred cow. Observers in the Unical drama cannot understood why Prof Akpagu constituted himself into a huge grave yard along the career paths of University staff who were unfortunate to work close to him even as he goes about freely, enjoying his ill gotten wealth. Another school of thought linked Dr. (Mrs.) Igwe's trouble to the current Vice Chancellor, Prof Florence Obi who they said was not happy with the duo of Dr. (Mrs.) Igwe and the present Registrar, Mr. Gabriel Egbe for joining their former boss, Prof Akpagu to work against her candidature as Vice Chancellor of the University and that she was determined to ensure the removal of Mr. Egbe as Registrar after she is through with the Bursar. If she succeeds in executing her plans, it would then be on record that the first female Vice Chancellor of the University of Calabar removed, in her very first month in office, the first female Bursar. The question on everyone's lips begging for answer is why can't Prof. Akpagu be brought to book? and why should Mrs. Igwe and others atone for the sins of Akpagu? Ogar Emmanuel Oko Recent happenings as aftermaths of the keenly contested United States 2020 presidential elections by Donald Trump; Joe Biden, Howei Hawkins and Jo Jorgensen, and its much debated poser by political analysts will forever cacoon and balkanize the sociopolitical sphere henceforth as being aided by the left giant electronic socializing platforms that appear to be afraid of free speech if nothing is done for the good of all and sundry. For many reasons, I became apathetic to comment on the disputed US elections on the grounds of bugging capitalism surveillance, political prejudice, human rights violation (free speech) and selective justice just to mention but a few. Nowadays events have left me with much to be bothered about. An instance where people are silenced in a similitude of contemporary fascism and a sort of monopoly antitrust violations by the big tech. The elections have come and gone. Who won or lost is absolutely immaterial now. What's important is the seeming intrusion on people's rights and the concomitant in later years. Freedom of expression. No doubt the United Nations Universal Declaration of Humans and Peoples Rights guarantees everyone the right of expression and the United States constitution collaborated such rights too! However, one is not ignorant of the US First Amendment bill. The First Amendment (Amendment I) to the United States Constitution according to Wikileak, "prevents the government from making laws which regulate an establishment of religion, or that would prohibit the free exercise of religion, or abridge the freedom of speech, the freedom of the press, the freedom of assembly, or the right to petition the government for redress of grievances. It was adopted on December 15, 1791, as one of the ten amendments that constitute the Bill of Rights." Though, the First Amendment guarantees free speech, but does not overtly apply to private sectors and overly allows them to moderate speech that instigates violence on their platforms. Granted that such companies have their policies: rules and regulations of operation. Needs abound that deserve a new focus on the power these companies wield. Since technology now rules the world, there come a time in the near future where people would be compelled to say whatever that pleases someone however correct or wrong — but, as far as some group of people want it. This fear being expressed should concern us no matter what side of the fence we sit currently. American Civil Liberties Union (ACLU) said it "should concern everyone when companies like Facebook and Twitter wield the unchecked power to remove people from platforms that have become indispensable for the speech of billions." As we observe, there is an attempt to stifle and gag dissenting voices world over and this could polarize the so-called free-world! A few days ago, Senator Marco Rubio on Fox News argued that ; " We're now living in a country (world) where four or five companies — unelected, unaccountable — have the power, a monopoly power to decide: we're going to wipe people out, we're going to just erase them from any sort of digital platform. " So sad! Again, no one would bicker if censorship applies to all, irrespective of your political ideology, religion affinity or social status. People would cry foul when it appears to have a censorship that is unfair and discriminatory. For example, this writer's Facebook account was restricted on two occasions within three months for saying that Boko Haram was the Victor Frankenstein (creation) of northern Nigeria. Be it as it may, it's no news that the big tech CEOs have gone too far in a bid to censor free speech which is a constitutional right in most nations. Their garvel struck on President Donald Trump and some 70,000 people within a week. He was banned from Facebook, Twitter, Instagram, YouTube and Google for what they described as violation of their community guidelines. They alleged that he(Trump) was using their platforms to impel political violence which led to the invasion of the Capitol — the US historical legislative complex on Wednesday last week. If this writer's account could be flagged off; if Trump could be banned whether temporary or permanently in the guise of censorship, why is the Iranian dictator and supreme leader, Ayatollah Ali Khamenei's accounts aren't banned yet for using the big tech to propagate inciteful messaging against Israel, US, UK, France and Saudi Arabia? One wonders why Google, Twitter, Facebook, Instagram, YouTube, etc don't apply the same pressure or rules on some of the despotic and totalitarian leaders we got. Surprisingly, the only action meted out on Khamenei by Twitter was the removal of his tweet which suggested coronavirus vaccines made in the United States and Britain are "untrustworthy", saying the tweet violated its rules. Individuals are using Twitter and Facebook to promote radicalism; Nazi ideology and antisemitism. These people are the geese that lay golden eggs. They're untouchable. What's sauce for the yam is also sauce for water-yam. Since Trump is seen as a tree that's growing too great and must be pruned, the pruners have to be careful not to become victims of hitting by branches. Already, Amazon has lost about $5b in two days; Twitter stock went down 12% with a loss of 4 million accounts out of the 330 million monthly active users. Trump said he can't be silenced and I strongly agree. How can you silence a man that's a megaphone himself? Near impossible! He has apparently informed his supporters that he was going to launch his outlet. A quick check; before the banning or suspension of Donald Trump's accounts, he was the most followed active politician on any microblogging social media platform on earth. He'd a staggering number 88.7 million follwers on Twitter; 24.6 million followers on Instagram, 35.5 million followers on Facebook and huge followers on YouTube. No sitting or former President has such following while in office except Barrack Obama that's currently on top of the ladder as a private individual. With the ban, Trump moved to a right-wing microblogging site, Parler. His supporters left in droves from other platforms to join him. Irked by such moves, the Big Tech booted Parler off the internet due to tie with Trump. This has made most Trump's supporters to seek refuge at online conservative platforms like Gab; MeWe, DLive, Telegram, PragerU, Rumble and American Media Periscope. These are free speech networks with little or no censorship rules. The Telegram has 7 million users in the US and more than 133,000 people downloaded the App only on Sunday. Rumble — a censorship free video platform has grown to 50 million users since Trump's suspension. MeWe received about 1.5 million users in less than 72 hours and was adding more than 20,000 members an hour as people continue to move in droves to new outlets. Andrew Torba, the CEO of Gab with over 3.7 million users said the social network got 600,000 new users in the early hours of Monday this week alone after Parler was taken off the internet. Many outlets are being developed to oust these mainstream outlets. Trump won't be silenced! The mystery for ages would be, how could a man taunted to be irrational, nitwit, loquacious and unruly pulled about 46.9%( 75m) of the total votes cast in the elections 65% turnout of about 165 million registered voters. It's preposterous for any sane person to malign such a man and his supporters. The 46.9% of America electorate that exercised their franchise in favour of Trump aren't fools. They've shown to the world that US democracy is pseudodemocracy or tycoonocracy where government is controlled by wealthy business tycoons or plutocrats. These guys are the CEOs of big tech, powerful industrialists and oil magnates. Trump can't be silenced. But the world is about to be gagged! If Trump and his supporters' speeches are to be censored, the table shouldn't be turned. Let the rules be applied to all! |

In this hour of sorrow, I convey my deepest sympathies and heartfelt condolences to Late Senator Rose Okoji Oko's family, relatives and the good people of Cross River North Senatorial district. My thoughts and prayers are with you. Dr (Mrs) Rose Okoji Oko was a patriotic Nigerian and a dogged fighter whose contributions to national development were immeasurable. She would be greatly missed by many including, family, the People’s Democratic Party, Yala, the Senate, Cross River State and the Federal Republic of Nigeria. Her contributions to the growth of democracy in the country will be remembered for generations especially her elegance and highly cerebral nature with captivating command of English language. As a Senator, she made useful contributions while she led her Senatorial district in the Upper House. History certainly will reserve many positive pages on the big impact she made in her Sixty Three (63) productive years on earth. The late Senator was a very vibrant legislator who brought to bear her wealth of experience in education, the civil societies and the government to debates in the Senate. Her contributions on burning national issues were very valuable because she possessed all round knowledge on various issues. Although I received the news of her death with shock and disbelief, I give glory to God for a life well spent. While I pray that God would grant her eternal rest and give her family the strength to bear the loss, I urge family, friends and associates to find solace in the fact that the late Senator left an enviable political career that would be treasured for a long time to come. Advertisement The panel, unannounced, on Friday went to the hospital on investigation into the shooting at Lekki tollgate where 15 protesters were reportedly killed. Witnesses of the Lekki shooting accused the military of taking away the bodies of those killed in the incident. The panel met resistance as it got to the gate of the hospital. Advertisement Ebun Adegboruwa, a member of the panel, told soldiers, who stopped them at the gate, that the panel came to the hospital because it had intelligence that might help with its investigation. “The facility is relevant to our investigation. We have a pathologist. We are here on the authority of the president, not only the governor,” he said. “We are following dues process, and it is important we visit the mortuary as it will help our findings. We have confidential information that the military hospital here is relevant in the investigation of the Lekki event. We heard this hospital is controlled by 65 battalion, and under the 81 division.
