The Peoples Democratic Party, PDP, has said no amount of blackmail and wild allegations against President Goodluck Jonathan can exonerate the All Progressives Congress (APC) of blame for wave of violence and insurgency ravaging some northern states of the country. The PDP National Publicity Secretary, Olisa Metuh, in a statement on Monday said the memory of Nigerians is not short on the body language and inciting utterances of APC leaders, including their Presidential candidate, Muhammadu Buhari, which have served as fuel to the raging flame of terrorism. According to the PDP, by going to the international media recently to distance themselves from complicity and in turning round to blame the PDP, the APC is asking Nigerians to suddenly grow forgetful of the barrage of statements by their leaders that promoted insurgency in the country. The party observed that whereas a statesmanly statement from a person of General Buhari’s age and status could have helped douse the tension in the land, the APC flag bearer chose incendiary remarks, which emboldened insurgents, apparently in keeping with the agenda of his party to achieve political control through violence. The PDP compared the attitude of APC leaders on the insurgency to the metaphor of a young man sent on a criminal mission by the father, whose boldness knows no bounds. “Nigerians have not forgotten the spontaneous violence and mayhem on innocent citizens following inciting statements by Buhari and other APC leaders then in the defunct CPC, upon losing the 2011 presidential election. “The APC leaders have so far left no Nigerian in doubt of their party’s violent disposition as General Buhari in May 2012, remorselessly stated that ‘the monkey and baboon will be soaked in blood’ should he lose the 2015 presidential election. “Attesting that penchant for violence flows in the portal vein of the rank and file of the APC, Buhari’s Man-Friday and former FCT Minister, Malam Nasir El-Rufai in his capacity then as APC Deputy National Secretary, in January 2014, told the whole world that ‘the next election is likely to be violent and many people are likely going to die. And the only alternative left to get power is to take it by force; this is the reality on ground. “Nigerians have also read and heard other ricocheting calls for violence and threats of parallel government from other leaders of this same party. These are not just mere slips but incontrovertible snips from the agenda of the APC to sustain insurgency and set the stage for carnage after they lose in the 2015 general elections. “We find it funny that the APC which has presented its flagbearer, General Buhari as a macho mascot that will bring insurgency to an end in matter of weeks using sheer force, is turning round to play the card of dialogue just to disparage the President. “Ironically, for over a year of General Buhari’s draconian rule in the 1980s and even now in pretended love for democracy, the General is never known to be amenable to any form of dialogue. So, where will this hyped Midas touch on dialogue come from? “Well-meaning Nigerians appreciate the way and manner the Jonathan administration is confronting insurgency using dialogue and military option. Twice, the Council of State has appraised and endorsed this approach despite spirited efforts by the opposition to distract the President and demoralize our security forces. Nigeria Army Under Ihejirika By Ola’ Audu At least 185 persons including women and children were reported killed after suspected Boko Haram gunmen engaged soldiers of the Joint Task Force in a deadly shootout that left the commercial border town of Baga in Borno State completely burnt down. The fatalities resulted from either gunshots or the subsequent fire that razed the town down. Local government officials, who spoke to PREMIUM TIMES, said 185 persons died, at least 2000 houses, 64 motorcycles and 40 cars were burnt in the wake of the attack. The Borno State Governor, Kashim Shettima, visited the town on Sunday and was told by residents that soldiers were responsible for the torching of houses that led to the death of many. PREMIUM TIMES gathered that scores of others are currently hospitalised with various shades of burnt injuries. Residents said most casualties, especially the aged ones and children, died as a result of the conflagration that engulfed the entire town. Governor Kashim Shettima, who visited the town on Sunday, became emotionally drenched at the sight of charred houses, vehicles and how homeless residents took refuge in the bush. The Commander of the Task Force, Brigadier General Austin Edokpaye, explained that the fire that consumed the town and resultant deaths should be blamed on the Boko Haram terrorists who opened fire on soldiers while using civilians as human shields. A local trader in Baga told PREMIUM TIMES that the attack started at about 8 p.m. on Friday and was continued the next day. “Only God can understand what we have done to deserve this. But the soldiers were mindless that night in their approach; they killed and burnt our houses, chased everyone into the bush including women and children. So far we have buried 185 corpses. – some were burnt beyond recognition; others are hospitalised with various degrees of burnt,” said the resident who begged to remain anonymous. Governor Shettima who drove through the burnt town amidst heavy motorcade of security personnel condemned the incident which he said was a ‘nasty occurrence’. At the town’s hospital, the governor had to commiserate with women, children and aged men receiving treatment for various degrees of burnt caused by the fire. Bashir Isa, a grocery merchant, told PREMIUM TIMES that “everyone has been in the bush since Friday night; we started returning back to town because the governor came to town today. “To get food to eat in the town now is a problem because even the markets are burnt. We are still picking corpses of women and children in the bush and creeks.” Brigadier General Edokpaye denied allegations by residents that the shootout was unprovoked. “We lost an officer during the attack on our men on patrol. We’ve received an intelligence that some suspected Boko Haram members usually pray and hide arms at a particular mosque in town. It was around that mosque that our men were attacked with several of them injured and an officer died. “When we reinforced and returned to the scene, the terrorists came out with heavy firepower including RPGs which usually has a conflagration effect,” the army chief said. Governor Shettima pleaded with fleeing residents to return to their burnt homes as a committee had been empannelled to provide a palliative compensation for the loss they suffered. He also called on the commander to “take full charge” of his operation and ensure he personally supervises his field officers from time to time “in order to avert such nasty incidences in the future.” http://www.premiumtimesng.com/news/130681-185-killed-2000-houses-razed-in-borno-town-baga-as-soldiers-boko-haram-fight.html

About 1, 200 Christmas chickens valued at about N4,800,000 perished in an early morning auto crash which occurred on Saturday at Adolor junction, Ugbowo, along Benin-Ore highway in Benin City, capital of Edo State. No human life was however lost in the wreckage of the accident. The dead chickens were allegedly meant for sale at Uselu market, located at a distance of about half a kilometre from the scene of the accident. According to an eyewitness account, the driver of the truck conveying the chicken who was said to have driven all night on the Benin-Ore Expressway from unknown destination, apparently lost control after dozing off, before falling into the deep roadside cutter. The eyewitness, a trader who identified herself simply as Mrs. Amenze, who was close to tears, said, “I pity the driver, so many birds died. This is a big loss.” It was however gathered that while some sympathizers were making arrangement to take the injured driver to the hospital for treatment, others were waiting anxiously to prey on the dead fowls. http://www.pmnewsnigeria.com/2014/12/21/1200-christmas-chickens-lost-to-auto-accident/# |

By Segun James in Yenagoa The sum of N15 billion, being part payment of N37.618 billion, intended as compensation to Odi community by the Federal Government for the infamous 1999 invasion by the Nigerian soldiers has pitched the members of the community against each other. A mob of angry youths from the community on Saturday attacked the deputy traditional head of the community, Chief Ebitimi Karuiru, and other leaders over alleged discrepancies in the sharing of the N15 billion compensation money paid so far. The compensation money was paid last month by the Federal Government in compliance with a 2013 court ruling, which had ordered that N37.6 billion be paid as compensation for the invasion and destruction of the community by the military under the administration of Olusegun Obasanjo. The controversy trailing the payment of the initial N15 billion was worsened by the fact that 40 per cent of the sum was reportedly deducted from the source by the consortium of lawyers engaged by the community. The angry youths, according to the report, had descended on the homes of some prominent elders of the community over the disappearance of over N600 million from the total sum remaining. Chief Karouiru was attacked at his Odi residence with machetes and his car set ablaze, as the rampaging youths went naked into the streets of the town, calling for the heads of those identified as the beneficiaries of the missing N600 million, including chiefs and notable government officials from the community. An eyewitness account reported that the youths swarmed to the community burial site to invoke curses on those accused of diverting the funds meant for the affected families of the community. A squadron of armed mobile policemen has since been deployed to Odi to maintain law and order. A community source identified the signatories to the account to consist of the chief of the Odi Community, Chief Sine Akpere, Professor Kobina Imananagha, Commander Koku Imananagha (rtd) and Koloigidi Aniso. Meanwhile, the state government, through the office of the Deputy Governor, Rear Admiral John Jonah, has held a meeting with the community leaders and demanded for the list of the illegal beneficiaries of the missing money. The deputy governor spoke through the Special Adviser to the Governor on Security Matters, Col. Bernard Kenebai, the Commissioner on ICT, Komonibo. “The issue of the sharing of the money has become a poisoned chalice to the community,” he said. If not for the intervention of the state, the Odi community would have burned again. At the meeting convened by the state government, it was agreed that representatives of the women and the youths should be included for wider representation. “It was also agreed that the signatories made up of category A, Chief Akpere and Prof.Imananagha and Category B, Commander Imananagha and Amiso should be changed and the N9billion be domiciled in a special account pending the resolution of the issues.” A Federal High Court in Port Harcourt had last year ordered the Federal Government to pay N37.6 billion compensation to the people of Odi community over the military invasion during the Obasanjo administration. The presiding judge in the N100 billion suit filed by the community, Justice Lambi Akanbi, had also ordered that the compensation should be paid within three weeks. In the suit, they had prayed the court to award them the amount as damages for the destruction of lives and property in Odi. The community had also asked for N17.618billion as general damages and N20billion for special damages. They in addition had demanded public apology and the re-building of Odi community by the FG. The judge, however, granted two of their prayers and rejected the other two. He accused the Federal Government of being economical with the truth by pleading in their counter affidavits that no inhabitant of the community was killed apart from some armed militant youths who engaged the military in gun battle; and that no property was destroyed by the soldiers. Relying on various statements by the government, National Assembly, and inscriptions left on the soils of Odi by the Soldiers, as well as video clips on the invasion which was watched in the open court at the January 17, 2013 session, the judge had described their claims and counter affidavits “as worthless”. |

The suit is coming over one month after both parties received a Freedom of Information, FOI, request, but declined to disclose their finances to a civic group, Socio-Economic Rights and Accountability Project, SERAP. The group said it dispatched the FOI request to the the ruling Peoples Democratic Party, PDP, National Chairman, Adamu Mu’azu, and that of the All Progressives Congress, APC, John Odigie-Oyegun on November 18. Dissatisfied that both parties refused to honour its request, SERAP has charged them to court. Between them, the APC and PDP govern 34 of Nigeria’s 36 states. The February 14, 2015 presidential election is also expected to be between the PDP’s candidate, President Goodluck Jonathan, and APC’s Muhammadu Buhari. In stating why it charged both parties to court, SERAP said “Nigerians have the right to know about spending by their political parties especially the major parties with a strong possibility to assume government in the future.” Read SERAP’s full statement below: A civil society group, Socio-Economic Rights and Accountability Project (SERAP) has dragged the All Progressives Congress (APC) and People’s Democratic Party (PDP) to court over “failure to disclose their sources of spending on their respective electoral campaigns and other operations linked to the February 2015 general elections.” The suits filed last week at the Federal High Court Ikoyi followed Freedom of Information requests to PDP National Chairman, Adamu Mu’azu, and APC National Chairman, John Odigie-Oyegun, dated 18 November 2014. The originating summons against the PDP with suit number FHC/CS/1969/2014 and against the APC with suit number FHC/CS/1968/2014 were brought pursuant to section 4(a) of the Freedom of Information Act, and signed by SERAP Senior Staff Attorney, Olukayode Majekodunmi. The plaintiff is arguing that under the FOI Act, “Nigerians have the right to know about spending by their political parties especially the major parties with a strong possibility to assume government in the future. Citizens should be able to examine financial transactions of parties and be certain that politicians are working for their voters, not their benefactors.” The plaintiff also argues that, both the APC and PDP “Cannot take the position that the FOI Act does not apply to them because to do so will seriously undermine citizens’ trust in their political parties and lack of trust will inevitably destroy confidence in the system and decrease citizens’ interest and participation in democratic processes.” The plaintiff also said that “Without free and fair elections there can be no democracy. However, elections are only one part of the democratic process, and a fair and effective electoral system must be founded in an adequate democratic infrastructure and responsibility of political leaders.” The plaintiff wants the court to determine “Whether by virtue of the provision of section 4(a) of the Freedom of Information Act 2011, the Defendants are under an obligation to provide the Plaintiff with the information requested for.” The plaintiff is seeking: A DECLARATION that by virtue of the provisions of Section 4 (a) of the Freedom of Information Act 2011, the Defendants are under a binding legal obligation to provide the Plaintiff with up to date information relating to the following: 1. Information about the spending and sources of income derived from federal, state and other institutions, agencies or persons for the campaigns and other operations of the Defendants related to the February 2015 elections. 2. The total amounts that have been spent and the anticipated spending and the sources of any such spending related to the February 2015 general elections. 3. Total contributions received by the Defendants for or on behalf of their Presidential candidate and candidates for the governorship elections and the sources of any such contributions. Earlier in its FOI requests, the plaintiff had expressed “serious concerns about the risks of corruption during electoral campaigns for the February 2015 general elections, especially the role of money in politics and the persistent failure generally to comply with national and international law on political party finance.” According to the plaintiff, “Releasing the information will help to address the perception among the citizens that the major political parties in the countries are less transparent and accountable. The lack of transparency and accountability in political finance is seriously undermining the legitimacy and credibility of the democratic and electoral processes, and invariably contributing to denying the citizens the right to effective participation in their own government.” The plaintiff further argued that, “Transparency, accountability, integrity and independence of political parties is also important to achieve greater transparency in public life, to curb the influence of money in politics, to promote a level playing field, and to remove the risks to the independence of political actors and would-be public office holders and the risks of conflicts of interest, including undue influence and corruption in the funding of political parties.” According to the plaintiff, “By virtue of Section 1 (1) of the Freedom of Information (FOI) Act 2011, SERAP is entitled as of right to request for or gain access to information being requested. Under the FOI Act, your party is under a binding legal obligation to provide the applicant with the information requested for, except as otherwise provided by the Act, within 7 days after the application is received.” The plaintiff also said that, “By Sections 2(3)(d)(V) & (4) of the FOI Act, there is a binding legal duty to ensure that documents containing the necessary information are widely disseminated and made readily available to members of the public through various means. The information being requested does not come within the purview of the types of information exempted from disclosure by the provisions of the FOI Act.” |
