LONG POST ALERT
Finally, I have my passport with the PR visa stamped on it.

Some of you might remember my story back in part 8,Aug 21st 2019. I got a refusal letter from my VO (montreal) that my application was denied on the basis of insufficient funds at the time of application. To cut long story short, I did follow the recommendation from you guys (@ladymarshall, @ednut, @majamisile, @topeolu1, @jummolami, @jjohndoe83) over here and it worked out well. I had to liquidate my Stanbic IBTC mutual funds back and included other accounts to buttress my point that I had sufficient funds, drafted emails, had experts in and outside the house proof read it and finally prayed with my wife before I clicked the send button.

About 3 weeks went by and I didn't hear anything. I already gave up and decided to write IELTS again. Started studying and at some point, decided to trend the IRS scores but then I noticed cut off was hovering round 460 and the best I could muster was 455. Still I went on with the decision to re-write IELTS hoping that the crs drops someday. The week I was to make payment for IELTS, my wife asked me to wait just one more week before paying. So I jejely listened to her at this time because she warned me previously to include my US account when we applied but I felt that the account was only 3 months old and doesn't meet the 6 months requirement stated on the canada imm website.

At exactly one month, I was in a boring meeting at work and decided to check my mail cos the meeting no get head or tail. Lo and behold, there was an ADR request asking for FBI report and Egypt PCC between 90 days or they cancel my application. You need to see the speed at which I left the meeting room to the bathroom just to call my wife and share the good news. Within 9 days, FBI report don set. Now the devil tried another one, Egypt PCC was getting difficult to get. I drove couple of times to the Egypt embassy in Washington DC but all they told me was that I had to wait 3-4 months. One lucky day, my wife and I made another trip to the embassy hoping to get some luck. On this day, the queue was so much that the ambassador had to come out himself to attend to people. I didn't know he was the ambassador but I explained by situation to him. He said " I can help you out if you have any family in Egypt". As God will have it, my past 2 bosses in Nigeria were transferred to Egypt but they didn't come to my mind then. My wife just mentioned their names straight up... call Mr xyz and Mrs wya.

The ambassador stamped and signed the PCC request for me, asked me to call them immediately and he took his time to explain what they needed to do. This was about 25 mins on facebook call with them. After the call, I showed him the appreciation and only noticed that he was the ambassador when I saw his pic on the wall and one of the staff confimed it. Long story short, Egypt PCC came back after 60 days. I submitted everything and got CoPR last week at exactly the 1 year mark!!!.

Did Fedex international priorty and got my passport back in 3 days. THIS MUST HAVE BEEN GOD!!!

To all those expecting COPR, may God come through for you just as he did for me and my family. Hang in there, hold on tight. You will share the good news soon.

I didn’t get any ADR. Onky saw a ghost update a week before the letter was posted to my profile.

This case is quite disturbing. Can you confirm if the gentleman got any ADR at some point in time during the E.E Process. I also saw a newsflash today about CIC recruiting new staffs and extending work hours. This is probably the handwork of a new staff, maybe?

Imagine! Montreal! I'm sure if it's Ottawa/Sydney/Accra, this would not be a problem. They're used to Nigerians and our financial system. The Montreal VO is probably not used to that kind of investment funds for PPR

I sent you a mail. Can you please reply so we can discuss in details offline. I won’t mind you adding to the group. I already called the CIC agent yesterday and she told me she was going to drop a note on the case but she can’t put a reconsideration request in. So I guess I just have to wait and pray while I liquidate all the funds so I can raise another CSE and also mail Sydney and the rest.

My primary office is: Montreal Immigration while my secondary office is: Centralized Intake Office. The letter was updated on my profile on the website. It wasn’t sent to my mail directly.

In parallel, I have started the liquidation process. Can’t do more than N2.5m online so I have to do it over 3 days. It takes a max of two days for online redemption.

Is there a way I can get my VO’s email? I want to do just as you advised. I can’t find it in my GCMS note.

Sure. First of all, Ralph and minister are only intermediaries. They can inquire on our application for information purposes but they can't influence CIC decisions or teach CIC to do their jobs. It's not like Nigeria where politicians can dictate to civil servants as they like. In cases of rejection, the VO, CIO and the court are your best resorts. Note that when your case is reopened, it is the same VO who would re-review your case. If you are still not satisfied and you take it to court, the case will be you versus the VO. In other words, the VO is most powerful at this point.

But no need for court, what I would advice is send a direct email to your VO and copy CIO sydney. Refer to the CSE you raised yesterday. Personally I find this current tone in this draft problematic, it sounds defensive and questions the VO's intelligence. The VO knows investments and mutual funds are acceptable funds but each case is different and investments have different clauses which the VO must closely examine. Most importantly, the VO must be convinced of your access to your funds.

Introductory paragraph of your draft is fine.

Paragraph 2, 3, 4 and 5 are unnecessary.

Sample:

Dear Visa Officer,

I am writing to make an appeal in respect to the refusal of my permanent residency application. I got a refusal letter on 20th of August 2019 on the basis of proof of funds. I raised a CSE appeal yesterday but decided to kindly explain further in this email. In my refusal letter, you indicated in paragraph 4 that you were not convinced that I have at my disposal "with sufficient liquidity and with the ability to transfer those assets the necessary threshold of funds to support my establishment in Canada on arrival". You indicated that I cannot use equity or property as settlement funds and in my original application, I actually did not. I used a mutual investment fund as my proof of funds as at February... with NGN....equivalent to CAD...The letter backing my proof of funds stated that the investment can be liquidated anytime by me.

To prove to you that the funds for settlement in Canada are readily available to me with sufficient liquidity, I have liquidated the mutual investment cash and transferred it into my savings account, please find attached. (if you cannot liquidate it or if you decide not to, remove @ bold).

I have attached my US bank statements for a 6 months period and my payslips. I did not include the US account in my original application because I was transferred from Nigeria to US in November 2018 and as such the US account was less than 6 months old as at the time I applied 11th of February 2019.

In my attached US bank statement, the latest balance as at August...is USD... This amount exceeds the minimum proof of funds required for my family, a family of three (Please reprint the latest balance showing today or this week's date)

Kindly consider reopening my application. I understand the integrity of the application process is paramount to Canada and I appreciate the work that you do. I plead and kindly request that you favourably re-evaluate my application in the light of my updated documents. Thank for the work that you do and I look forward to a positive response.

PS: After sending your VO a direct email, raise another CSE directly to your VO, put this explanation in an LOE and attach with your updated US bank statements (and NGN savings account showing the liquidated mutual funds, if you decide to liquidate). That way, the 1500 word limit doesn't affect you.

All the best to you and I am positive your application would be reopened but personally I would still advice that you still liquidate your mutual funds and transfer to your savings account. Because if you decide to use only the US bank statement, the VO can still refuse you a second time and claim that at the time of your application in February 2019, you did not have the sufficient funds in your US bank account eligible for your family size. So my question to you is from November 2018 to February 2019 when you applied, how much was in your US bank, was it sufficient for family of 3 (exchange rate fluctuation aside)? If no, I pray the VO shows mercy. To avoid any loophole for another refusal or non-reconsideration, please liquidate your mutual funds.

Nice. But I wish you had not resubmitted the mutual funds letter again. There must have been a clause that might have made the VO question how easy it is to access your funds. There was a case here not too long ago with a gtb clause and the mistake was resubmitting the gtb letter again upon ADR request instead of liquidating the cash outright. Hopefully your bank account statements for raw cash would convince the VO. Let's stay positive.

Is the CSE same as an apeal? Cos I already did that.
Below is the mail I sent out to Ralph and minister. The one I submitted on the CSE is not as detailed because if the 1500 word limit but it has the main point of raw cash available and both statement been sufficient. Please help review and if you can cone out with something more concise, I’m willing to resubmit

The VO misinterpreted it. What we have on the Canadian website for PoF states that you can’t use “equity on property” but the VO intepreted it as “equity or property”. Further down the website page, it then says you can use investment accounts etc and also stated type of money you can bring into Canada upon landing which includes stocks etc.

Like you said earlier, trying to proof him wrong is not the point but instead showing that I have sufficient funds which I have done. It will end in praise IJN.

Paragraph 7 also caught my eye, the VO evaluates eligibility from the time you get ITA as well as post-AOR.

I already raised a CSE attaching bank account statements for raw cash that is accessible. I was transferred from 9ja to NA as at Feb when I applied but my salary account was just 3 months old then. So I added my NA salary account which is over the minimum in my CSE and also attached the mutual funds updated letter again.

It was over 6 months. I didn’t use any property ad proof of funds

Dear Experts,

I need your advise. I got a refusal letter on my application today which does not add up. The denial ground was that I did not have sufficient proof of funds but I do have funds to the total of CAD20990 with stanbic mutual funds. The minimum requirement for my family size is CAD19390. My mutual funds states categorically that I have full access to it and can liquidate it in partial or fully. The last GCMS notes I requested that I got last week did not state anything about issues with POF. It only said it requires further review. I don't even know what to do at this moment. I need advise please. I still have additional funds in my other accounts but did not bother to raise a CSE cause I thought i had passed the minimum POF. Is there an email I can contact or some phone number to reach to state my case and show that I have enough funds?

Waiting your advice on next steps or even a way forward

It is obvious you are not requesting this info for your personal building. I will advice you work out the quantities you need, go to market and get the prevailing prices of materials you required add your profit and submit your quote. Or better still consult a pro QS to help you.

The 2141 may pass, a little addition won't hurt though, but you need to do a little rewording with the 0911. You used a little too much of the words in the NOC.

I need you guys to help scrutinize the duties below if they match the 2 NOCs (2141 & 0911). I intend to use both NOCs in my application.

DUTIES (NOC 2141)
• Develop maintenance standards, schedules, programs and current best approach for implementation and execution
• Monthly review of equipment performance inorder to implement systemic actions to improve reliability and efficiency
• Develop standard operating procedures, process control strategies and troubleshooting guides for production lines
• Execute root cause analysis for process failures on production lines to improve efficiency
• Execute breakdown analysis for breakdown parts on production lines to improve efficiency
• Conduct loss elimination on top equipment losses
• Develop and review job safe practices on an annual basis for exisiting euipment
• Develop and train job safety aids and practices for new equipment
• Develop work plan for rebuild technicians and area matrix
• Develop equipment training packages for machine operators
• Train new hires on equipment technology

DUTIES (NOC 0911)

• Plan, organize, direct, control and evaluate the production of xxxxx comprising of 3 sizes and 18 SKUs.
• Manage operational budget for xxxxx production covering Labour, contractors, material utilization, maintenance and repairs, operating supplies, expense, travels and overtime.
• Develop and implement plans to efficiently use materials, labour and equipment to meet production demands.
• Plan and authorize equipment maintenance, repairs, overhaul and changeovers for production lines with minimal impact on product supply.
• Champion execution of manufacturing excellence strategies, continuous improvement ideas
• Plan and implement salary raise for employees in the department
• Identify top losses across operations and channel resources towards eliminating the losses using lean manufacturing concepts
• Develop career plan and succession plan for all employees in the department.

I'll advise you go ahead with your application. If you're sure of ITA soon, you can even submit your application before leaving for North America. When PPR comes, IRCC will direct you on passport submission.

@glitteringstar and other elders in the house. I need ur advise on my case:

I actively started this Canada PR in Apr. Got my IELTS and ECA just came in Aug 20. So I’m good to dive in but something new just came up at work. I have been transferred out of Nigeria to a Northern American country and I should be out Nov/Dec this year but I don’t want to stop this journey for my kids sake. Now my dilema:I have all my POF in 9ja and everything needed for the application. Is it possible to update my location and where to submit my passport when my PPR eventually happens? Should I proceed with my application or wait till I am out before I submit my profile? I am open to all suggestions.

Ip1: March 15

Ordered 1st GCMS notes: 9th May (VO is Ottawa)

Ordered 2nd GCMS Notes: 28th June

Ip2: 1st July (when I noticed)

My husband worked in Angola a few years ago as a commuter ( 1 month in and 1 month out) but left the company and has been in Nigeria...

Did the system ask you to upload a PCC or a visa officer asked you? Cos my understanding is that you don’t need a PCC if your husband didn’t stay for 6 months straight. See below attachment.

WES sends verification request to Yabatech through email and courier, so once your WES account changes to "awaiting verification", shapaly visit Admin Building in Yabatech ......
