It is very painful that most states are unable to pay salaries for some months and even the oil rich states with huge allocations are in this category.

Despite all this Lagos State Government has continued to pay salary to its public servants on the 23rd or 22nd on every month and recently leave allowance was paid to public servant.

China has offered Nigeria a $6 billion loan to fund infrastructure projects, the Minister of Foreign Affairs, Mr. Geoffrey Onyema, said yesterday in Beijing the Chinese capital.
Nigeria is facing its worst economic crisis in decades as sinking oil prices eat into its foreign reserves and the naira weakens against other currencies.

Nigeria has been for months looking for sources to help plug a projected 2016 deficit of N2.2 trillion ($11.1 billion) as Buhari plans to triple capital spending in the 2016 fiscal year.

According to Reuters, during Buhari’s visit to Beijing, the Industrial and Commercial Bank of China Ltd (ICBC), the world’s biggest lender, and Nigeria’s central bank signed a deal on yuan transactions.
“It means that the renminbi (yuan) is free to flow among different banks in Nigeria, and the renminbi has been included in the foreign exchange reserves of Nigeria,” Lin Songtian, Director General of the African Affairs Department of China’s foreign ministry, told reporters.

The agreement was reached following a meeting between Buhari and Chinese President Xi Jinping.

Dorothy Onyekasi had all the features of a pregnant woman when she stepped into the arrival hall of the Murtala Muhammed International Airport, Ikeja, yesterday, on her way from Dubai, United Arabs Emirate (UAE).

Her dressing, protruding tummy and manner of walking were true to type.

But that was until she had to go through screening by the National Drug Law Enforcement Agency (NDLEA) whose agents found her pregnancy to be fake.

Instead of pregnancy, Onyekas, 41, had strapped to her body substance suspected to be cocaine.

The mother of three, according to the agency’s spokesman, Mr. Mitchell Ofoyeju, faked her pregnancy with 86 pellets of substance that tested positive for cocaine.
He said: “The drug was intercepted during the inward screening of passengers on an Emirates flight from Dubai, United Arab Emirates.

“The substance has a total weight of 1.720 kilogrammes with an estimated street value of N20.6 million.”

The NDLEA commander at the Lagos airport, Ahmadu Garba, said the wraps of cocaine would have been easily mistaken for pregnancy.

“It was discovered that the suspect kept 86 wraps of cocaine inside a waist bag which was tied to her stomach.

“The drug was detected by NDLEA officers on her arrival from Dubai. The drug was immediately packed and weighed in her presence.

“It had a gross weight of 1.720 kilogrammes,” Ahmadu stated.

She is expected to be charged to court soon.

The suspect said it was all her fault, saying: “While I was preparing to return, I met a man in Dubai who gave me the drug and promised to give me enough money to expand my business.

“He also told me that when I get to Nigeria, he would call his partner to collect the drug and give me my money. When I got here, the drug was detected at the airport and I was arrested. It is all my fault. If only I was contented with the profit from the sales of my goods; I would not have been in this problem”.

Amid Nigerian President, Muhammadu Buhari’s visit to Beijing, Foreign Minister Geoffrey Onyeama announced that China has offered Nigeria a $6 billion loan to pay for infrastructure projects. President Buhari aims to increase spending on public works projects as a means of kickstarting economic growth. Nigeria is facing its worst economic crisis in decades as low global oil prices continue to hit public finances in the crude-exporting country.

Meanwhile, Finance Minister Kemi Adeosun said on April 9 that she is forecasting a budget deficit of 2.2 trillion naira ($11 billion) in 2016, and stressed the need for fiscal discipline. The forecast comes amid increasingly negative economic indicators. Inflation, as measured by the National Bureau of Statistics (NBS), rose to 12.8% in March – its highest level in almost four years – from 11.4% in February. This is mainly as a result of higher food and gasoline prices coupled with restrictions on foreign currency movements. The NBS reported on March 22 that unemployment rose to 10.4% in the final quarter of 2015, up from 9.9% in the previous quarter. Meanwhile, the IMF has lowered its 2016 growth forecast for Nigeria by almost one percentage point to 2.3%.

A short term fix

The loan deal will ease some pressure on Buhari in the short term by allowing him to announce the start of construction and other infrastructure projects. Loans from the Chinese government are likely to command lower interest rates than those available from commercial lenders. Moreover, China is unlikely to demand the reforms and oversight that the World Bank or IMF typically impose as conditions for lending. The Chinese loan is likely to take the form of a credit line that can be accessed on a project by project basis.

Nonetheless, a devaluation of the naira versus the US dollar remains likely in 2016. The Chinese loan does not address the disparity between the official exchange rate of 197-199 naira to the dollar and the actual market rate of approximately 320 naira to the dollar. Financial markets remain convinced that the government will devalue the naira, and until it does investors will remain reluctant to commit money to Nigeria. Difficulties sourcing foreign exchange, and in some cases shortages of industrial and other goods as a result of foreign exchange restrictions, will continue to adversely impact businesses with operations in Nigeria.

The loan amount is larger than expected, putting Nigeria at risk of struggling to repay if the oil price falls further. Buhari is aware of the need to diversify sources of government income, and wants to broaden Nigeria’s tax base and expand its portfolio of export goods. These measures are likely to take years to generate significant additional government revenue, and infrastructure projects are themselves unlikely to generate sufficient income to finance loan repayments in the near term.

What to watch

The IMF and World Bank will hold their spring meetings in Washington, DC April 15-17, at which a Nigerian delegation will be present. The lenders are likely to use the forum to once again exert pressure on Nigeria to loosen or scrap currency controls. Separately, equity and fixed income index provider MSCI will decide by April 29 whether or not to remove Nigeria from its Frontier Markets Index as a result of Nigeria’s currency restrictions. If MSCI expels Nigeria it would be the third such instance, following moves by J.P. Morgan and Barclays, and would add to mounting negative sentiment towards Nigeria among global investors.

The government is likely to come under intense scrutiny from civil society groups and political opponents to ensure that the money is spent on the projects for which it is intended. Nigeria has a poor record when it comes to efficiently deploying funds to build infrastructure. and money is often lost to recurrent spending, inflated salaries, over-invoicing, procurement scams and other methods of theft. Eliminating – or at least limiting – inefficiency and corruption from public works projects will be key if the government’s deal with China is to deliver on economic growth.

University of Maiduguri, Borno State, on Saturday presented first-class degree certificates to 172 students of the institution during its 22nd combined convocation.
The Vice-Chancellor of the institution Prof. Ibrahim Njodi, who, according to the News Agency of Nigeria announced this at the ceremony, said 37, 259 students, comprising five sets of students from 2009 to 2015, graduated at the convocation.


“It is gratifying to inform you that the university graduated five sets of students from 2009/2010, 2010/2011, 2012/2013, 2013/2014, and 2014/2015 academic sessions from 12 colleges, faculties, distance learning centre and 23 affiliated colleges.
“A total of 37, 259 students were graduated. Out of this, 32, 869 were regular students, 841 students were from affiliated colleges and 3,549 students were from the Distant Learning Programme,’’ Njodi said.


He said the university had signed a Memorandum of Understanding with the United Nations Children’s Emergency Fund and Norwegian Embassy to work out a programme on de-radicalisation of repentant members of the Boko Haram terrorists group.
“There is a strong partnership between the university and the UNICEF on safe schools project.
“In this regard, the university will continue to explore all avenues for support and collaborations,’’ Njodi said.

He said there were plans by the university to organise an international conference on Boko Haram terrorism to facilitate research into the mystery behind the group.
According to him, the move is pursuant to President Muhammadu Buhari’s call during his inaugural speech on the need to conduct an in-depth research towards understanding the Boko Haram insurgency.
He said it was also consistent with “our mandate of solving societal problems through research.’’

the hope of some serious student was disappointed when ASUU and NLC Imo State chapter failed to reach agreement on how to pay teachers salary in order to call off the strike. it's been 2 weeks or more since IMSU has been on strike but the Commander of free education, Governor Anayo Rochas Okorocha urged the school authority to harmonize their request and consider calling off the strike. meanwhile, IMSU is seeking for autonomy!!!!

I remembered that year (2012/2013) when i used to visit Aba from owerri for shopping, gallivanting and frolicking with my friends but now all my men then are now malay squad so going there is of no use and my shopping level have ultimately changed to platinum!!!!! mehn, my normal room in that hotel is rm 317 (2level underground). their room and service so cool. infact, 2700 naira will give a comfortable room underground but your network service will be like airplane mode things..but 3500 (choi!!!!) will give u a super model suit !!!! their animal pepper soup (chicken) full option for only 700 naira!!!!plus cheap strippers that throng the location...oh my goodness...u guys just reminded me of my way back cheap flexing mode. though formal governor theo orji used to lodge there, but the owner, Mandela, is a well known business man who owns a lot of hotels in aba with different names and theo also made him LGA Chairman of Ohafia....
let him use his money to upgrade that area because a lot of guys around there patronized him and so, should enjoy a conducive environment instead of smelly, fishy aroma!!!!! thanks!!!!!
