A Lagos-based human rights lawyer, Jiti Ogunye, has chided the presidency for seeking medical help for President Muhammadu Buhari in London. He observed that many prominent Nigerians who traveled abroad for medical treatment rarely survived their illnesses. He stated this while commenting on the President’s medical vacation abroad during a live political program on Channels TV. Ogunye said that Nigeria did not lack the necessary manpower to take care of the president’s health within the country since Nigeria-trained doctors were hired overseas to perform great medical feats which implied that medical knowledge was universal. According to him, what Nigeria lacked was the right medical infrastructure made available in adequate quantity to make the country a hot-bed for medical tourism in Africa. Qgunye lamented that most prominent Nigerians go abroad for medical treatment instead of fixing the country’s health care delivery system that was in shambles. He pointed out that Nigerian elites who have died in the cause of seeking medical attention abroad include: Prof. Dora Akunyili, Maryam Babangida, Governor Abdulkadir Kure, Ambassador, Matthew Mbu, and many others. Ogunye noted that Fidel Castro of Cubanever never left his country through-out his years of ill-health but rather relinquished power to his brother – Raul Castro, and remained within the country. He said: “I have always maintained the view that medical knowledge is almost universal. Nigerians are trained here and are hired overseas to perform great medical feats. “So, medical knowledge is universal. What is different is medical infrastructure. So, if what I have said is valid, why then can’t Nigeria get the best medical infrastructure here and then ensure that you get medical care here? “Our people too often are dying in India now. It is not necessary. The former minister of Information, Dora Akunyili, died in India. Maryam Babangida, Ambassador Matthew Mbu, Governor Abdulkadir Kure, Aluko and so many of them died like that. Why should we go to countries with freezing temperature and say that we want to seek medical help? It is abnormal. “If things were normal in the country, if we have succeeded in putting our acts together, the President of Nigeria ought not to be out of the shores of the country receiving medical attention. “Field Castro was ill to such an extent that he relinquished power to his brother – Raul Castro, and never left Cuba, which is a small country of about 10 million people. We can have other examples. “The idea that Nigerians should seek medical refuge elsewhere is disconcerting. It establishes and reinforces the fact that our health care delivery system is in shambles. And, every year we talk about equipping Aso Rock clinic with billions and billions of Naira. “So, if we were a normal people, our president has no business going outside the country to seek medical help. The Senior Special Assistant to President Muhammadu Buhari on Diaspora Affairs, Abike Dabiri-Erewa, has said that contrary to the common belief that greed and poverty are to blame for the indulgence of most Nigerians in acts of corruption, lack of adequate sanctions is the reason corruption continues to thrive in the country. She stated this while making her remarks at the flag-off of South-West Women Against Corruption (WAC) project in Lagos. Dabiri-Erewa said that many young Nigerians are inspired to engage in acts of corruption when the society celebrates those who have been handed light sanctions for looting large sums of money from the national treasury. She urged members of the public to rise against corruption and impunity in Nigeria; adding that the recession the country is currently facing was a direct product of corruption in the country. The presidential aide called on women from the South-West geo-political zone to support President Muhammadu Buhari and Economic and Financial Crimes Commission (EFCC) chairman, Ibrahim Magu, in their efforts to tackle the malaise of corruption in Nigeria. Dabiri-Erewa further enjoined women to inculcate the qualities of contentment, integrity, value, virtue, and valour on their children, stressing that as mothers of the nation, women can be agents of change. She said: “The reason there is so much corruption in Nigeria is not greed but lack of adequate sanctions. “As long as we see corrupt people go to jail, come out and we celebrate, we worship, we clap for them; corruption will continue to thrive. “I think we are at a point where we need to say ‘enough is enough! Never again should we go back to the days where we are coming from. Never again should we have anybody steal our commonwealth, live with impunity and get away with it.’ “That is why I want to appeal to you; let us support President Muhammadu Buhari’s fight against corruption. For the first time, we are having a president who is fighting corruption headlong. We need to support him. “I am ashamed that at a function today, when I said ‘women against corruption’, people shouted me down. But I say ‘one bad apple should not spoils the whole bunch’ “We, as Nigerian women, are people of integrity, value, virtue, and valour. Most importantly, if we have contentment we have everything. If there’s no contentment we will keep stealing until we steal our on hearts out. Chairman of the Peoples’ Democratic Party (PDP) Governors’ Forum, Ayo Fayose, has said that unforeseen circumstances that sprang up after some leaders of the party (including himself) asked Ali Modu Sheriff to lead the PDP made them to change their minds about Sheriff’s competence. Fayose, who was a guest on FOCUS NIGERIA, a live political programme on AIT, said Nigerians should stop viewing them as leaders that refuse to respect the rule of law but should understand that in politics, nothing is sacrosanct. He explained that in a democracy which is characterized by a fragile political situation, circumstances can change in a minute and cause one to rethink the position on a particular issue. The governor explained that it was until later that they discovered Sheriff lacked the capacity to lead an all-inclusive party like the PDP that has a good spread across the country. Hence, it was necessary to replace him. Fayose said that the national convention of the party that was scheduled to hold in Port-Harcourt last year would have produced a South-Westerner from among Bode George, Jimi Agbaje, or Prof. Adeniran as national chairman, which would have put the leadership crisis in the party to rest, had that convention not been thwarted by Sheriff and his cohorts. He said the choice of a Southerner for the national chairmanship position of the party was a common-sense fact and morally right since the party has decided that a Northerner will fly its flag in 2019. The governor insisted that, for posterity sake, some leaders of the PDP will appeal the ruling of the appellate court that affirmed Sheriff as the leader of the party. He said the removal of Sheriff will bring a lasting solution to the crisis in the party, which, according to him, will fizzle out soon. He said: “In politics, what you say today; circumstances can change it tomorrow. The reason is this; a minute is too long in politics. So many things can happen in politics. Nothing changes the party but it is the individuals in the party that makes things happen. “In a political situation like this; when you say it will happen this way circumstance can change it. So nothing is sacrosanct in politics. “Let me say to you, if we got it wrong at first, we would have had another opportunity to get it right had the Port-Harcourt convention held last year, which could have produced a South-Western as national chairman of the party. “These days, nobody has the right to zone any office to a particular geopolitical zone. Zoning is not in the constitution, Zoning is just a gentleman’s agreement that leadership should be rotational. “If President Jonathan had allowed somebody in the North to contest for presidency under the PDP, President Buhari would not have had a field day in the North. Zoning is just common sense and morally right but it is not in the constitution of the party or the constitution of Nigeria. “There are three ingredients that produce tomorrow in politics. They are the people, the party, and the candidate. I want to tell you the people component is the most important. Makarfi has the people of the party behind him. “The amount of stalwarts that turned-up for the Makarfi stakeholders meeting shows you where the people are in the party. “The PDP was founded on some many interests – the minority, the majority, everybody – it is an all-inclusive party that has a good spread. It is like a sleeping lion. So, anybody that is playing to the gallery or playing games with us should remember that what goes around will come around. “Again let me tell you Ali Modu Sheriff joined PDP after a while. He will not say he is a founding member of the PDP. We will not abandon PDP to Sheriff or anybody. We will take the whole matter to a logical conclusion for posterity sake. “To bring lasting peace in the PDP, we do not want Sheriff in any capacity in the party. That is the long and short of the solution to the PDP leadership crisis. “If you want to lead PDP, there are certain things that must be part of the leadership qualities you must show. I reiterate we do not want Sheriff as our leader. Makarfi is our national chairman. “This crisis will fizzle away. The Joint Admission and Matriculation Board (JAMB) have announced that the 2017 Unified Tertiary Matriculation Examination (UTME) will hold in May 2017. This was made known by the JAMB spokesperson, Fabian Benjamin, through the Board’s Twitter handle @jambhq According to him, actual dates will be announced soon. Oloyede said: “We are changing the major trust of the sale which is the scratch card. Candidates used to buy scratch cards to access the forms online and that has been abused thoroughly. “What we want to do is for students to pay directly to government coffers and we are working out the process of doing so to avoid the type of abuse that it has been subjected to. Senator Dino Melaye has canvassed for the use of spiritual faculties in the scrutiny of the 2017 budget by the National Assembly in order to eliminate loopholes and leakages that make room for corruption. He stated this in Abuja while speaking to the media on the 2017 budget presented to the National Assembly by President Muhammadu Buhari. Melaye said that the 2017 budget is not different from previous budgets brought before the National Assembly due to the many frivolous needs that were criminally planted into it with the intention to steal from the national treasury. He noted that most Ministries, Departments, and Agencies (MDAs) of the federal government buy fuel and service generators every year for several hundreds of millions of Naira; adding that money sent on entertainment and feeding was also outrageous and “unholy.” The senator asked if civil servants in the MDAs ate “Gucci Eba,” or “Prada rice” or “louboutin beans” to warrant an appropriation of sums of money that chase billions for entertainment and feeding alone. He lamented that while the National Assembly was trying to eliminate areas like insurance, purchase of computers, training and re-training of personnel that serve as conduit for looting the coffers of government, new loopholes are been created by staff of MDAs. Melaye said: “I am of the opinion there’s nothing to rush. Let’s delay this budget and look at it with very celestial and holy eyes, if possible with application of anointing oil, to make sure that we get to the bottom of it so that we can get a Christian and Islamic budget that will be useful to the people of this country. “Those of us in power must operate with the fear of God and believe that there is a day of reckoning that we will account to God what we made out of the responsibility and position God has given to us. “Going through the budget 2017, I can also tell you that there is no great departure from the past, because most of the areas that money is criminally planted into the budget, with the intention to steal, are still there. You will find out that most Ministries, Departments, and Agencies (MDAs) will buy generator every year in each budget. “In other places you will see fueling and servicing of generators running into hundreds of millions. You will begin to wonder how is that going to happen. Entertainment and feeding and all those stuffs; you will see hundreds of millions of Naira. “I mean, are they going to eat “Gucci Eba”, or “Prada rice” or “louboutin beans”? I mean you will begin to wonder why anyone will be this wicked to put these outrageous figures against these issues. “It used to be areas like training and re-training; areas like insurance. These are areas we have seen year in year out. We have seen purchase or computers and servicing of computers in most of the MDA every year; servicing of computers and photocopiers running to hundreds of millions. And if actually you buy these computers, then there should be no space in any of the MDA to even contain the computers, because every year, you see running over hundreds of millions. “These are areas I expect that by the grace of God, the National Assembly should completely delete from the budget. That is why you find out that year in, year out; recurrent and overheads are spent 100 percent meanwhile the capital that has something to do with the poor people – the masses of this country is usually extremely low due to the various issues of procurement and bureaucracy. “I chair the FCT committee of the Senate, and I can tell you that about N29 billion was appropriated by the senate in 2016 budget to the federal capital territory. As I explain to you in February, FCT has only accessed N10 billion that is about 34 percent of budget performance. Governor of Kaduna state, Nasir El-rufai has disclosed that his refusal to appoint as commissioners, any of the people Senator Shehu Sani sent to him in 2015 triggered the anger and media outbursts he has suffered in the hands of the senator. El-rufai said this in a chat with the Nation in Kaduna. He said that the nominees Sani sent to him for appointment were dropped because of lack of necessary academic competence and capacity to function as commissioners and not out of vendetta because Sani defeated his own candidate during the APC primaries. The governor also said that Sani’s opinion that he (El-rufai) masterminded the disciplinary action meted on him by the All Progressives Congress (APC) for publicly criticizing President Muhammadu Buhari contributed to further fan the Senator’s anger towards him. He added that the Senator had a history of activism and that was why he depends so strongly on the media for support in his protests and criticism. The governor hinted that Sani had plans of unseating him as governor in 2019 but declared he was battle-ready for any opposition whether from the Senator, other contenders within the APC fold in the state, or from the opposition political parties. He said: “Shehu Sani’s first anger was that the list of commissioners came out and none from his list. In a state where there are about 10,000 PhDs that I have in my data base; I am not going to take a diploma holder and make him a commissioner just because he is Shehu Sani’s man. I don’t operate like that. “He contested the APC primary and defeated the candidate that I supported (General Sani Saleh), and after the primaries. “I don’t owe Shehu Sani anything. I asked all of them including Shehu Sani, to give me names of people that I will appoint to positions. They gave me, and I looked at them, and none of the people from Shehu’s list is good enough to be a commissioner in my cabinet. “Because of the things he has been doing, criticizing the president, saying all sorts of things about me, the party disciplinary process was initiated against him, but he blames it on me. He thinks I engineered it. But, frankly, I don’t care about Shehu Sani. “Shehu Sani’s history is that he is an activist, of some type and it is up to you to determine the adjective. “I think the problem is that because Shehu Sani’s mind is that of an activist, he thinks that the way to position himself…he thinks politics is being in the media all the time. Activism is different from politics. Sometimes in politics, you don’t want your name in the media, but activists’ oxygen is the media, and he thinks that the way to remain visible and prepare him for running for governor of Kaduna State in 2019 is to criticise everything I do. “I don’t think he is a threat to me politically or in any way. The Economic and Financial Crimes Commission (EFCC) has revealed how a suspect, Adeolu Adeyanju, is still defrauding unsuspecting individuals despite being put behind bars. According to a statement issued and signed by the commission’s spokesman, Wilson Uwajeren, the suspect impersonated the Director, Petroleum Products and Marketing Company (PPMC) by cloning his phone number and using same to instruct unsuspecting businessmen to make payment for trucks of petroleum products to Detwinx Global Services Limited. After payment had been made, the suspect would transfer about 80 percent of the money to a certain bureau de change operator, and kept the rest in his bank account. Uwajeren, who said that the EFCC was intensifying investigations into the shady activities of the serial fraudster, disclosed that Adeyanju’s fraudulent activities from the prison yard came to fore after a complaint by one of his victims. He said: “His (Adeyanju’s) fraudulent activities out of the prison yard, came to the fore after a complainant, a friend to a Director at the Petroleum Products and Marketing Company, PPMC, petitioned the EFCC that Adeyanju conned him into paying him N9 million. “His modus operandi was to clone the telephone number of the director, using same to instruct the petitioner to “make a payment for 50 trucks of petroleum products to Detwinx Global Services Limited”, which he did. “But on the receipt of the money, Adeyanju found a way to get N7.4 million transferred to a bureau de change operator, who converted same to its dollar equivalent, while keeping N1.5 million in his personal account. “The suspect is said to have several aliases with which he uses to defraud people, and at the moment also has cases pending before the Independent Corrupt Practices and Other Related Offences Commission, ICPC, the Department of State Services, DSS, and the Nigeria Police. A youth group within the main opposition party, the Peoples Democratic Party, PDP, known as PDP Youth Frontier, PDPYF, has called on the presidency to facilitate a trip to London for governors Ayo Fayose and Nyesom Wike to visit President Muhammadu Buhari. The group made this position known in a statement released through its Twitter handle @PDPNYF on Thursday following the visit of a delegation from the National Assembly led by the Senate President, Bukola Saraki, to Abuja House in London to see Buhari. The statement endorsed by the group’s national coordinator, Austin Okai, said the President’s health is not the internal affairs of the APC alone. The Independent National Electoral Commission, (INEC) has explained why conducting an election in Nigeria is expensive. The electoral umpire said that logistics, personnel costs, and electoral disputes were responsible for the increase in government spending for elections. The Chief Press Secretary to INEC Chairman, Rotimi Oyekanmi, stated this in Abuja when he addressed the media to explain why the commission earmarked whooping N19.1 billion for Anambra governorship election in 2017. According to him, INEC maintains over 800 offices and 16,000 regular staff nationwide, hire thousands of ad-hoc staff who are mainly corps members, and acquires sensitive materials abroad due to integrity deficit and trust issues in the country. He noted that provisions made for the conduct of fresh elections ordered by the courts following electoral disputes also added to the increasing cost of conducting elections in Nigeria. Oyekanmi said: “Nigeria is a big country and the population is quite high. So many things are put in place for elections in Nigeria. We hire a lot of ad-hoc staff for elections. We have the security apparatus. We have the ballot boxes and papers, and other sensitive materials we acquire abroad due to integrity deficit and trust issues in the country. A lot of logistics go into elections in Nigeria “In 2016 we had N50 billion, and of course about N20 billion of that went into personnel cost. We have over 16,000 staff. We have over 800 offices nationwide – one in each of the 774 local governments across the country. We are in the 36 states of the federation and Abuja, and all these staff has to be paid and have to be mobilized. That is different from the thousands of ad-hoc staff that we need during elections. You know we rely on members of the National Youth Service Corps (NYSC) to conduct our elections. “But of course, in 2016, we spent N87 billion on elections that was; because, last year we had over 160 elections that were conducted; rerun elections, by-elections, and end of tenure elections including Edo and Ondo gubernatorial elections. “Luckily for us this year, we have only Anambra to conduct towards the end of the year, and our proposal for this year is quite less for electoral recurrent. In 2016, electoral recurrent was about N24 billion but this year; we have N19.1 billion because we have fewer elections to conduct.” “So, the logistics that go into all these things increase the cost of conducting elections. “Then, you have the dispute after elections which may necessitate the conduct of fresh elections and it costs money. The federal government has given 11 reasons why it believes that the economy is on its way out of recession that has rocked the nation for almost a year. The government described the reasons as proofs in a report contained in Issue 23 of Aso Villa’s Newsletter titled: ‘Government at Work’ The reasons stated in the report are summarized as follows: 1. Over-Subscription of FG’s Eurobond. According to the report, government targeted $1 billion but got $7.8 billion in one week, which has confirmed the confidence level of the international investment community in Nigeria’s economic reform agenda. 2. Growth in non-oil sector of the economy. The report states that agriculture grew by 4.54%, crop production is at nearly 5% (its highest since the first quarter of 2014) and the solid mineral sector averaged about 7% during the third quarter of 2016. 3. The Anchor Borrowers Programme (ABP) of the Central Bank of Nigeria. The programme substantially raised local rice production in 2016 (yields improved from two tonnes per hectare to as much as seven tonnes per hectare, in some states) and produced a model agricultural collaboration between Lagos and Kebbi states. 4. The Fertilizer Intervention Project. According to the report, the project involves a partnership between the federal government and the government of Morocco, for the supply of phosphate. It is on course to significantly raise local production, and bring the retail price of fertilizer down by about 30 percent. 5. Take-off of the newly established Development Bank of Nigeria (DBN). With an initial funding of US$1.3bn (provided by the World Bank, German Development Bank, the African Development Bank and Agence Française de Development), medium and long-term loans to will be available for Micro, Small, Medium-scale Enterprises (MSME) for job creation. 6. A new Social Housing Programme. The programme is kicking off in 2017. The ‘Family Homes Fund’ will take off with a 100 billion naira provision in the 2017 Budget. (The rest of the funding will come from the private sector). 7. More than N800 billion released for capital expenditure in the 2016 budget. The report claimed that this is the largest ever capital spending within a single budget year in the history of Nigeria. These monies have enabled the resumption of work on several stalled projects – road, rail and power projects – across the country. 8. Implementation of the Social Investment and Empowerment Programme (SIP). All the four components of the SIP, the report noted, have now taken off. It described the SIP as the largest and most ambitious social safety net programme in the history of Nigeria, with more than 1 million beneficiaries so far: – 200,000 N-Power beneficiaries, 23,400 Government Enterprise and Empowerment (GEEP) Scheme beneficiaries, 1,000,000 Homegrown School Feeding Programme (HGSFP) beneficiaries, and ongoing Conditional Cash Transfer (CCT) payments across nine pilot states. It said: 9. Strategic Engagements with OPEC and in the Niger Delta According the report, the engagements have played an important part in raising expected oil revenues. Acting-President, Yemi Osinbajo has said that the federal government will develop thermal power plants in Egbema local government area of Imo State as it seeks to beef up electricity supply in the country. He said this in Owerri at a stakeholders’ forum on sustainable development in the Niger-Delta region. Osinbajo said the development of the facilities in the area was necessary due to the huge deposit of gas in the area, stressing that situating the thermal power facilities in the area will solve the problem of gas supply to the stations, leaving government with only the problem of electricity transmission. The Acting-President also said that the project will be executed in consultation with the state government, adding that President Muhammadu Buhari had promised to make sure Imo people got their just dues. The Senator representing Rivers South East constituency in the red chambers, Magnus Abe, has accused Rivers state governor, Nyesom Wike, of fanning the embers of hate and disunity among the people the Niger-Delta along party lines. The Senator decried the discrimination meted out to APC members in the state House of Assembly by governor Wike because of their political affiliation. He said: “I’m sure that in the 24 hours you have spent in River state that you have come to find that there are deep fault-lines in River state. And, you have seen with your own very eyes what all the evidence in this country has been pointing to you that there is a problem here. “Yesterday, people talked so much about unity. How we are all united, and how what was happening in government house united the position of all Rivers people. But let me say that unity is not what we do or what we say when the Acting-President of Nigeria is seated and all the television stations in the country are tuned in to what we are doing. “Unity is what we do when the cameras are not there or the Acting-President is not there. That is not an act that will promote unity and that why we did not come. “The Rivers state House of Assembly has 32 members. Out of the 32, the six members of the All Progressives Congress (APC) are the only six people that take taxis to the Assembly all the other members drive cars that were bought by Rivers state government, and the governor tells us that it is his personal contribution to the House, and these other six people are not entitled. In an atmosphere of that nature, it is clear that there can be no unity, because it is not the words that are said in the front of television cameras that will bring unity, it is the actions that we take when nobody is watching. “We have gone through a lot as Rivers people because of the situation that has been ousted on us in this state. Acting-President, Yemi Osinbajo, has said the federal government has plans to engage youths of the Niger – Delta region who are involved in illegal refining of crude oil by employing them in the modular refineries the government will establish in the region. Osinbajo said that the government was poised on making sure that the youths of the region stay off violence and crime through engagements that will channel their resourcefulness and energy to productive venture. He also debunked rumours that the amnesty programme of the federal government has been scraped adding that more resources has been earmarked for the sustenance of the programme in the 2017 budget. The Acting President further said that there are more provisions for social interventions in the region, stressing that Rivers state had the second highest number of unemployed graduates who were captured through a transparent process in the N-Power project of government which according to him was a demonstration of the federal government’s commitment towards improving the welfare of youths in the region.
