Burkina Faso’s former President Blaise Compaore, sentenced in absentia to life in jail for the 1987 assassination of revolutionary icon Thomas Sankara, has apologised to the ex-leader’s family.

“I ask the Burkinabe people for forgiveness for all the acts I may have committed during my tenure, and especially the family of my brother and friend Thomas Sankara,” he said in a message read out by government spokesman Lionel Bilgo on Tuesday.

Compaore seized power in the West African nation in a 1987 coup that toppled and killed serving leader Sankara. In April, a Burkina court handed him a life term in absentia for his role in the assassination.

“I take responsibility for, and regret from the bottom of my heart, all the suffering and tragedies experienced by all victims during my terms as leader of the country and ask their families to grant me their forgiveness,” he added.

Compaore, 71, has been living in exile in neighbouring Ivory Coast since being removed from power by mass protests in 2014.

He returned to Burkina Faso for several days this month, without facing arrest, after the country’s military leader Lieutenant Colonel Paul-Henri Sandaogo Damiba invited him in the name of “national reconciliation”. The visit sparked an outcry among civil society groups and political parties, who said uniting the nation should not come at the expense of impunity.

Compaore expressed his “deep gratitude” to Burkina Faso’s military-dominated transitional government. He called on his compatriots to join “a sacred union, tolerance, moderation, but above all forgiveness so that the national interest prevails”.

A fiery Marxist-Leninist who blasted the West for neo-colonialism and hypocrisy, Sankara was gunned down by a hit squad on October 15, 1987, little more than four years after coming to power as an army captain aged just 33.

Damiba took power in a January coup that deposed former President Roch Marc Christian Kabore, amid widespread anger at the government’s failure to deal with a bloody rebellion that spread from neighbouring Mali in 2015.

A popular measure of German business confidence has slumped amid concerns that Germany might enter a recession.

The Ifo Institute's Business Climate Index fell to 88.6 in July — its lowest level since June 2020. The measure of business sentiment stood at 92.2 in June. It's based on a survey conducted by the Munich think tank of 9,000 managers across German businesses.

Clemens Fuest, the president of the Ifo Institute, said the threat of a gas shortage and high energy prices were weighing on Europe's largest economy.

"Companies are expecting business to become much more difficult in the coming months. They were also less satisfied with their current situation," Fuest said in a statement Monday. "Germany is on the cusp of a recession."

Results of the survey, released Monday, came just as the Russian state gas giant Gazprom said it would be slashing natural-gas flows to Europe to 20% of Nord Stream 1's capacity starting Wednesday. Russia restarted the pipeline Thursday after a 10-day scheduled maintenance, keeping gas flows to 40% of capacity — which was already lower than before.

Gazprom said on Monday that it was cutting natural-gas flows again this week because of an equipment issue, but the German economy ministry said there was "no technical reason" for the reduction. The news sent benchmark European gas futures up as much as 10% on Monday, extending sharp gains that had already more than doubled prices this year.

The developments put pressure on Europe, which is already fretting over the possibility of a natural-gas shortage this winter. It depends on Russia for 40% of its natural-gas needs, from cooking in homes to firing power stations. Most of the fuel to Europe is delivered via pipeline.

"The Ifo business climate index, like the purchasing managers' index, now clearly points to a downturn in the German economy," said Jorge Kraemer, an economic analyst at Commerzbank, according to Reuters. "How bad it ends up, unfortunately, lies mainly in Putin hands."

Defence companies Cohort and Raytheon seeking to beat ultra-fast weapons developed by Russia and China

Arms companies are scrambling to come up with a defence against Russian and Chinese hypersonic missiles amid fears they could offer a decisive advantage to hostile powers.

Andy Thomis, head of the defence company Cohort, said that his business is working on a project to defeat the weapons, which can travel five times faster than the speed of sound and are currently extremely difficult to shoot down.

Mr Thomis, whose company is based in Reading and supplies kit for Royal Navy submarines, said: “Being able to develop convincing countermeasures against them is a really important step forward.

“It's a real challenge. There's no doubt about that.”

Typical rockets fly at about Mach 3, while hypersonics travel at Mach 5 or faster.

As well as being incredibly fast, they have an unpredictable flight path that makes them hard to track.

China reportedly fired a hypersonic projectile around the globe in a test last year, while in May a Russian warship test launched a Zircon cruise missile that can travel at nine times the speed of sound.

The weapons typically fall into two categories - a powered variant which uses a particularly fast type of jet engine called a scramjet, or a projectile launched from high in the sky that bounces off the atmosphere to reach its target.

Either way, to develop a good defence against these weapons, a system must monitor a much larger area to detect and intercept them.

Wes Kremer, president of US arms maker Raytheon Missiles & Defense, said that the focus is likely to be monitoring missiles from space using large constellations of satellites.

The only concession the missiles offer is that they are comparatively delicate because of the huge amounts of heat they must manage.

Mr Kremer said: “It doesn't take much damage to that heat dissipation system to quickly have a burn through and destroy it.

Defence against hypersonic missiles “is in its infancy,” he added, with only one project in the US working on a remedy.

Russia's Yasen-class missile subs have impressed and worried NATO for years, and now Moscow may build more of them

Russia is considering building more of its Yasen-class guided-missile subs, according to state media.

Those subs and the advanced cruise missiles they carry have worried US and European commanders.

Over the past decade, military leaders on both sides of the Atlantic have kept a close eye on the Yasens

Since Russia's first Yasen-class nuclear-powered guided-missile submarine, Severodvinsk, entered service in late 2013, two decades after its construction began, other subs of the class have followed at quicker intervals, and Russian leaders are now considering adding even more of these subs to a fleet that has already impressed and worried NATO commanders with its ability to avoid detection and strike at valuable targets.

The second sub of the class, Kazan, was laid down in July 2009 and commissioned in May 2021. It was followed by Novosibirsk, laid down in July 2013 and commissioned in December 2021, and Krasnoyarsk, which was laid down in July 2014 and is reportedly set for delivery in late 2022.

More Yasen-class keels may be laid later this year, a person in Russia's defense industry told state media this month, adding that Moscow is considering adding two subs to the nine already built or planned.

Submarines are a relative bright spot in Russia's mixed record of naval modernization. That undersea fleet — and in particular the Yasens, which NATO calls the Severodvinsk class — has made an impression on Russia's neighbors.

"I remember my first meeting with Jim Mattis as defense secretary. The most important thing I brought with me to the meeting was a picture of the Severodvinsk-class submarine because that was so important for us to convey to the US that this was really one of the big strategic challenges that we saw," Ine Eriksen Søreide, who served as Norway's defense minister from 2013 to 2017, said during a Hoover Institution event on Wednesday.

Yasen-class subs are just some of the new ships, missiles, and aircraft that Russia has acquired in recent years, but their ability to attack targets on land and at sea make them a particular concern.

With those subs, said Søreide, who was Norway's foreign minister from 2017 to 2021, Russia "can now effectively shut off the Greenland-Iceland-UK Gap and by that also hampering the reinforcements to Europe in a situation of crisis."

Norway's coast runs from the Kola Peninsula, where Russia's powerful Northern Fleet is based, to the Baltic Sea, which the Severodvinsk was spotted sailing to this month, giving the country a front-row seat for the development and deployment of many Russian weapons, but Søreide's warning likely didn't surprise US officials.

A 2009 report by the Office of Naval Intelligence assessed the Yasen class as the quietest of Russia's and China's nuclear-powered subs at the time. In 2014, the officer responsible for submarines at US Naval Sea Systems Command said he so admired the Severodvinsk that he put a replica in his office.

"We'll be facing tough potential opponents. One only has to look at the Severodvinsk," Rear Adm. Dave Johnson said at a conference that October. "I am so impressed with this ship that I had Carderock [naval test center] build a model from unclassified data."

'Very highly precise weapons'

In addition to being distinctly quiet, Severodvinsk is armed with dozens of cruise missiles capable of attacking warships and land targets. Severodvinsk also test-fired Russia's new Tsirkon hypersonic cruise missile in late 2021.

The three follow-on subs are considered Yasen-Ms and are similarly armed but have upgrades that include new sensors, new quieting technology, and a nuclear reactor updated to make less noise.

The Ukrainian first lady, Olena Zelenska, appealed to US lawmakers on Tuesday to provide more help to her country as it struggles against a five-month-long Russian invasion she called “Russia’s Hunger Games”, saying US weapons could help assure a “joint great victory”.

“We remain completely broken when our world is destroyed by war. Tens of thousands of such worlds have been destroyed in Ukraine,” she said, through a translator, in an emotional 15-minute speech to members of the House and Senate.

The wife of the Ukrainian president, Volodymyr Zelenskiy, showed videos of children she said had been wounded or killed, including a three-year-old boy now learning to use prosthetic limbs.

“How many children like him are there in Ukraine? How many families like this may still be destroyed by war? These are Russia’s Hunger Games,” she said, in reference to a series of novels and movies in which people hunt one another.

“I am asking for weapons, weapons that would not be used to wage a war on somebody else’s land, but to protect one’s home and the right to wake up alive in that home.

“The answer is right here in Washington DC. Help us to stop this terror against Ukrainians and this will be our joint great victory in the name of life, freedom and the pursuit of happiness.”

The US has provided $8bn in security assistance to Ukraine since the war began, including $2.2bn in the last month, the Biden administration says.

Members of Congress responded warmly on Wednesday and said they were ready to authorize more.

“They’re not asking for US soldiers,” the Republican South Carolina senator Lindsey Graham said after the speech. “They are asking for US weapons. I think now’s the time to put together another aid package to go into 2023 with a supply of advanced weapons and economic assistance to stay in the fight.

Richard Blumenthal, a Democratic senator from Connecticut, said: “What we saw here was human tragedy right before our eyes, innocent people murdered. Why? Because they are Ukrainians. That’s genocide. That’s what happened in world war two. And that needs to be stopped.”

Zelenska said: “The war is not over. The terror continues, and I appeal to all of you, on behalf of those who were killed, on behalf of those people who lost their arms and legs, on behalf of those who are still alive and well and those who wait for their families to come back from the front.

“I’m asking for weapons, weapons that could not be used to wage a war on somebody else’s land, but to protect one’s home and the right to live a life in them. I’ve asked for air defense systems in order for rockets … not to kill children in their strollers, in order for rockets not to destroy children’s homes and kill entire families.”

Zelenskiy said he expected “significant results” from his wife’s meetings in Washington. She met on Tuesday at the White House with Joe Biden and the US first lady, Jill Biden.

Russia calls its action in Ukraine a “special military operation” to ensure its own security. Zelenska concluded her remarks by describing the Russian invasion as terrorism, and linking it to America’s experiences of such attacks.

“America unfortunately knows from its own experience what terrorist attacks are and has always sought to defeat terrorism,” she said.

“Help us to stop this terror against Ukrainians, and this will be our joint great victory in the name of life, freedom and the pursuit of happiness of every person, every family.

“This is what I’m asking for and what my husband is asking for, not as a presidential couple but as parents and children of their parents. Ukraine moved closer to adding more modern American fighter jets to its air force this week after US lawmakers agreed to pay for pilots to be trained on F-15s and F-16s in the States.

The US Congress approved a Defence Authorisation Act this week that contained a $100 million amendment to help shift Ukraine’s military hardware away from its ageing Soviet-era technology, which currently includes MiG-29s and Sukhoi planes.

"Ukrainian pilots are going to be taught to fly F-15 and F-16 fighters in the USA," Andriy Yermak, head of the Ukrainian Presidential Administration, said on Saturday.

"This amendment to the bill on the US defence budget for fiscal year 2023 was supported by the House of Representatives. It is planned to allocate $100 million for this."

The development revives speculation that Ukraine may be given F-class fighter jets, either from the US or Poland, which flies F-16s as well as Soviet-era MiG warplanes.

There have previously been calls to provide warplanes along with other military assistance, notably from British Foreign Secretary Liz Truss

But Washington has so far been cautious about sending equipment to Ukraine because it is worried that Ukrainian forces will use US weapons to attack Russian territory.

The only known deal so far fell through in March, when Poland said it would transfer its MiG fighter jets to Ukraine in return for F-16 replacements from the US, and Washington refused.

The training will not start immediately. The US Senate, which isn't due to vote on it until September, still needs to pass the bill, and basic training on the F-15s and F-16s takes at least three months.

Kyiv has been calling for better planes to compete with Russia's more advanced air force since the beginning of the war.

"We are fighting with the equipment of the '70s and '80s, they are fighting with the equipment of 2010 and later," Ukrainian Air Force spokesman Colonel Yuri Ignat said in March.
