President Muhammadu Buhari has not announced a single appointment into his administration, 11 days after he was sworn in for a second term of four years. Mr Buhari wrapped up his first term and immediately began a new tenure on May 29. His first term cabinet was officially dissolved on May 28, alongside all other political appointments. Even though he promised to run a government with marked improvement on his first term, the president has carried on with his usual taciturn attitude to official activities. The country has remained bedeviled by acute unemployment crisis, insecurity, infrastructure deficit and other national emergencies that should ordinarily require emergency attention. Mr Buhari came to power in 2015 to solve these problems. Mr Buhari’s unprecedented six-month delay in naming a cabinet was partly blamed for Nigeria’s economic recession that began in August 2016. Even with the delay, the president ended up with what many Nigerians believed was a lacklustre cabinet with some ministers facing allegations of corruption. The president promised to do better in his second term, but the first 11 days have revealed that he may not stay true to that promise. Since May 29, the president has not made any appointments of people that would work with him. He has not named even the secretary to the government of the federation, chief of staff, chief security officer, state Chief of protocol, spokespersons or other political appointments that are largely deemed uncomplicated because they require no Senate confirmation. Despite the widespread criticism the president received in his first term over delay in key appointments, his failure to name anyone in the first 11 days of his second term appears a retrogression in comparison. In his first term, Mr Buhari named Femi Adesina and Garba Shehu as his spokespersons on May 31, 2015, barely two days after assuming office. Other administration positions were also filled within a short period, but the appointment of the secretary to the government, chief of staff and national security adviser took several weeks. Although Messrs Adesina and Shehu, as well as the chief of staff Abba Kyari and a host of other political aides are still said to be working in unofficial capacity for the president, their appointments still need to be renewed to meet the requirements of the law, according to lawyer Inibehe Effiong. Mr Effiong said all the political offices filled by Mr Buhari, except tenured appointments, have to be renewed because they expired with the president’s first term. “When you compare this with the delay we witnessed in the first term, you will see that it is even worse,” Mr Effiong told PREMIUM TIMES Saturday night. “The SGF and the chief of staff should have been reappointed within 24 hours rather than keeping them doing government work in unofficial capacity.” Mr Effiong said he had approached the court for a judicial review of the president’s action, saying it may cost Nigeria too much damage if not immediately addressed. “For a president who has spent four years, it shows a lack of leadership and direction that he cannot learn quickly from the past and make swift appointments to kick the government running.” “It seemed like if this man is in office for another 100 years, he would still not be able to navigate his activities,” Mr Effiong said. “It is a national tragedy.” Mr Effiong said the president should have named his ministerial candidates ahead of the inauguration of the parliament on June 11. “He should have prepared the list and then send it to them immediately they convene so they can clear the ministers to start work,” Mr Effiong said. “This country is in a very bad shape and we cannot afford to be wasting much-needed time when even developed countries are running 24 hours.” Mr Effiong said he was troubled that the president has not bothered to clarify the status of his aides despite the concerns it has elicited from the public. Following widespread controversy over the six months Mr Buhari wasted to constitute his cabinet in 2015, federal lawmakers debated a bill to compel future presidents to name ministers within a month. The bill was defeated by the ruling All Progressives Congress-dominated National Assembly. Mr Shehu did not answer calls seeking comments about why the president has been dragging feet over appointment or reappointment of aides. The President of the Dangote Group, Aliko Dangote, says erratic power supply is killing Nigeria’s industries and the economy, adding that the availability of consumer credit facility is an important option in fighting corruption in the country. Mr. Dangote said this on Saturday in Lagos at a consultative roundtable titled, “Going for Growth” with some economic stakeholders. He said that the Central Bank of Nigeria (CBN) and commercial banks should develop consumer credit products to encourage low-income earners to engage in loan taking. He also identified a lack of policy implementation as the biggest challenge in the country. “How do you have economic growth without power? No power; no growth because without power there can’t be growth. “Egypt increased its electricity by 10 gigawatts, which is equivalent to 10,000 megawatts in 18 months. “In Nigeria, we have been struggling for 18 years without adding 1,000 megawatts and we have spent about three times above Egypt, why? “So, I think we all need to be concerned about that.” Mr. Dangote advised that the country needed to promote import substitution for foreign exchange accumulation through proceeds from exports. He called for a public-private partnership to boost the non-oil sector of the economy and added that Nigerians should invest in the development of the non-oil sector which had been left in the hands of foreigners. “Government need to encourage non-oil sector growth rather than depending on proceeds from crude oil to pay salaries. “Proceeds from crude oil sale should be for major investment in the country,” he added. He urged the federal government to improve more on the power sector, saying, “No business will thrive with business owners generating powers themselves.” Mr. Dangote said that all stakeholders must come together and support the government in finding a solution to power challenges in the country. Apart from power, Mr. Dangote suggested that government focuses more on three areas which include finance, manufacturing and agriculture. According to him, Asian Tigers concentrated on these three sectors for them to be where they are. He further urged the government to focus more on the fiscal policies for the country to move to the next level. The business mogul said by next year, the country would have exported eight million tonnes of cement to African countries from the present six million tonnes. Mr. Dangote added that Nigeria would also be the biggest exporter of fertilizers in Sub-Sahara Africa. Also speaking, the Chairman of Zenith Bank Plc, Jim Ovia, noted that government policies had supported the production of petroleum, cement, and fertilizers. Mr. Ovia commended the government on broadband penetration in the country, saying it had boosted banking activities. He supported Dangote on the need for consumer credit and said banks were doing their best on it. Mr. Ovia, however, noted that the process had been slow because of the challenges associated with people given accurate data for know-your customers (KYC) process. Also, the former Managing Director of Stanbic IBTC, Peterside Atedo, urged the CBN to continue with the effort taken in reducing the inflation rate from 18 percent to as low as 11.37 percent as at April 2019. The Economic and Financial Crimes Commission (EFCC) has withdrawn from a case of financial misappropriation preferred against Senator Danjuma Goje in what SaharaReporters can confirm to be a deal between President Muhammadu Buhari and Goje. Goje is accused of stealing N5 billion between September and November 2010, after forging a document titled, 'Resolution authorizing His Excellency the Executive Governor of Gombe State to acquire a loan of with Ref. No: GM/HA/RES/VOL. 1/17. SaharaReporters had exclusively reported that Goje stepped down for Senator Ahmed Lawan in the race for the Senate Presidency in exchange that the charges of financial impropriety leveled against him by the EFCC be dropped on orders of President Buhari. The President, who is leading a so-called 'war against corruption', struck the deal to enable the attorney- general of the federation take over the case in order to stall it and ultimately quash it. At the resumed hearing of the case at the Federal High Court Jos on Friday, one Pius Ukeyima Akutah from the Ministry of Justice took over the case from EFCC's counsel, Wahab Shittu. Goje was represented by Chris Uche and Paul Erokoro both Senior Advocates of Nigeria (SAN). Until the shady takeover, the EFCC had diligently prosecuted Goje's case for eight years. The battle for the soul of the Nigerian Senate has taken another twist and turn as President Muhammadu Buhari is concluding plans to drop charges preferred against Senator Danjuma Goje by the Economic and Financial Crimes Commission (EFCC), SaharaReporters can confirm. Goje who had indicated interest to run for the senate presidency in the 9th Assembly on Thursday abruptly stepped down for Senator Ahmed Lawan, President Buhari's anointed candidate for the seat. The move came days after the president vowed not to interfere with the leadership selection of the 9th Assembly. The Plan In the frenzy of last-minute efforts for the president and his allies to have their way and say in what happens in the senate, Presidency sources who spoke to SaharaReporters revealed that the major bargaining chip for Goje was to get the president who is championing a so-called anti-corruption fight to exonerate him from financial impropriety in a two-fold manner which is to quash the case outright for lack of merit or to reassign the case to a new trial judge in other to prolong and weaken the case. The Federal High Court which will sit in Jos on Friday will be presided over by Justice Babatunde Quadri. A source within the EFCC confirmed to SaharaReporters that the lawyers for the EFCC in the matter are currently in Jos and have been put on standby for a directive from the presidency on Friday morning. The office of the attorney-general had also been notified by Buhari to await a directive on whether to withdraw (nolle prosequi) or completely reassign the case. Last April, the EFCC had filed a cross-appeal at the court of appeal sitting in Jos, against the judgment of a federal high court in Gombe State that partially upheld a no-case submission by the former governor-turned senator. The anti-corruption agency is trying Goje and two others — Alhaji Aliyu El-Nafaty and Dokoro Gombe (alias S.M Dokoro) — on an amended N5 billion fraud charge. The EFCC believed Goje, between September and November 2010, forged a document titled, 'Resolution authorizing His Excellency the Executive Governor of Gombe State to acquire a loan of N5,000,000,000.00 only', with Ref. No: GM/HA/RES/VOL. 1/17. That resolution was alleged to have been signed by Shehu Atiku, Clerk of the Gombe State House of Assembly, with the intent that it be acted on as a genuine document by Access Bank Plc leading to a N5 billion-facility being obtained from the bank by the Goje administration “for infrastructural projects”. George Uboh, a whistleblower who challenged the reappointment of the governor of the Central Bank of Nigeria, Godwin Emefiele, has asked the police to charge him to court or release him from illegal detention. His call is coming 23 days after he was placed in detention without trial at the Nigerian Force Investigation and Intelligence Department (FCIID). Uboh through his attorney Kanayo, called on Police DIG, Tony Michael, and the CBN governor, Emefiele, to desist from "charging him and withdrawing charges". He further demanded to be charged to court in order to have the opportunity to introduce the quantum of evidence in his possession regarding over $2.5 billion missing under Emefiele's watch.
