Violent activities in Nigeria have resulted in the death of 7,253 Nigerians between June 2018 and May 2019. These figures, released by Nigeria Security Tracker (NST), a project of the Council on Foreign Relations' Africa program, consist of those killed by insurgent groups like Boko Haram and Islamic State in the northern part of the country, herdsmen and extra-judicial activities by the military. During the timeframe, Borno and Zamfara recorded the highest number of killings contributing to 49 per cent of the total deaths within the last one year. Borno recorded 2,384 killings while 1,157 people were killed by different violent activities in Zamfara. Other states that made up the top 10 states of death from violent activities are Kaduna, 540; Benue, 330; Adamawa, 303; Yobe, 264; Taraba, 176; Plateau, 166; Rivers, 160 and Katsina with 127 deaths. The least affected states are Kebbi, 3; Kwara and Jigawa, 4; Osun, 8; Kano and Bauchi, 10; Gombe, Oyo and Enugu, 11 and Abia, 12; The data also showed that extrajudicial activities by state actors led to the most killings in the country with 1,545 deaths, while 1,042 Nigerians were killed by Boko Haram sects. Also, communal crisis and clash between herdsmen and farmers resulted in killings of 1,178 Nigerians while 1,230 deaths resulted from other factors. The Nigeria Security Tracker (NST) said it tracks violence that is both causal and symptomatic of Nigeria’s political instability and citizen alienation. “Relying on press reports of violence presents methodological limitations. There is a dearth of accurate reporting across certain regions, death tolls are imprecise, and accounts of incidents vary. There is the potential for political manipulation of media. A document dated May 30, 2019 which announced the Presidential proclamation of the First Session of the Ninth National Assembly billed for Tuesday, June 11, created confusion at the federal parliament on Monday. The document which had the seal of the Presidency and claimed to have been signed by President Muhammadu Buhari was not addressed to any particular official of the National Assembly. The Senior Special Assistant to the President on National Assembly Matters (Senate), Senator Ita Enang, whose responsibility it is to convey such document to the national parliament, denied knowledge of such communication when contacted by our correspondent. Enang simply appealed to our correspondent to suspend any action on the document pending his confirmation. He was yet to do so as of the time of filing this report. Attempts to confirm the authenticity of the document from the office of the Clerk to the National Assembly, Mohammed Sani-Omolori, who would execute the proclamation, also failed on Monday. The Director of Information of the federal parliament, Mr. Rawlings Agada, told our correspondent that he could not confirm the receipt of such communications since the CNA was not available for the necessary clarifications. The Zamfara State chapter of the All Progressives Congress has expelled the senator representing Zamfara Central, Kabiru Marafa, for alleged anti-party activities. Also expelled is the immediate past deputy governor of the state, Ibrahim Wakkala; and member representing Kauran Namoda/Birnin Magaji Federal Constituency in the House of Representatives, Aminu Jaji. According to a statement on Monday by the party’s state Publicity Secretary, Shehu Isah, on behalf of the state chairman, the decision to expel the three politicians was reached at a meeting of the State Executive Committee in Gusau, the state capital, on Sunday. Isah said, “The provision of Article 21 (A) ii and (D) v of the party’s constitution was activated against the three members for violation of the constitutional provision and engaging in acts inimical to the interest of the party. “Consequently, a resolution was passed expelling all of them from the All Progressives Congress.” He highlighted the provision of the section of the party constitution to recommend that any member of the party who files an action in court against the party or any of its officials without first exhausting the avenues for redress stands expelled. He added that the constitution also said no appeal against such expulsion shall be entertained until the withdrawal of the court case. “We are therefore by this notice informing the general public that from the date of the said resolution, the aforementioned members cease to be members of the All Progressives Congress and consequently are disentitled from enjoying rights, privileges and benefits from the party,” he concluded. Meanwhile, the state chapter has communicated the decision to the party’s National Chairman, Adams Oshiomhole. Boko Haram insurgents have carried out multiple attacks on military bases in Borno state, overrunning three of them and stealing weapons, security sources said on Monday. Fighters believed to be from the Islamic State West Africa Province (ISWAP), the IS-linked faction of Boko Haram, stormed four bases from Friday through Sunday in the latest spate of attacks targeting the army, sources from the military and militia said. There were no immediate details on casualties. In the latest incident, on Sunday, the insurgents made a failed attempt to seize a base in the town of Dikwa following a predawn attack. “The terrorists attacked troops in Dikwa around 4:00 am (0300 GMT) but the attack was repelled without casualty on our side,” a military officer, who did not want to be identified, told AFP. The fighters came in 13 trucks fitted with heavy machine guns, said a second officer, who gave a similar account. Dikwa which lies 90 kilometres (56 miles) from the state capital Maiduguri, is home to more than 70,000 displaced people who live in several camps where they rely on food and humanitarian assistance from aid agencies. Late on Saturday, the jihadists blasted into a base in the town of Marte, 40 kilometres away, pushing troops out after a prolonged gunfight, the two military sources said. The militants ransacked the base, carting away weapons abandoned by fleeing soldiers and setting fire to it. The soldiers withdrew to Dikwa. As they retreated towards Lake Chad, the Islamist fighters sacked another base in Kirenowa village, 30 kilometres from Marte. – Soldiers evacuated – “The soldiers in Kirenowa have been evacuated to Dikwa after the attack by the terrorists”, the first officer said. The jihadists were believed to have launched the attacks from their Lake Chad enclave where the Nigerian military has intensified aerial attacks on ISWAP camps. Troops in a base in Dalwa village, 16 kilometres outside Maiduguri, were dislodged after a six-hour battle with ISWAP fighters which continued into Sunday, said the military sources and an anti-jihadist militia. The fighting forced Marte residents to flee into Maiduguri, arriving in trucks on Sunday, according to residents of the city. The newly inaugurated governor of Oyo State, Mr. Seyi Makinde, has said he would scrap the N3, 000 being paid by pupils of all public primary and secondary schools in the state and also promised to donate his salary to pensioners. He admitted that the greatest challenge confronting the state was the issue of poverty and promised to tackle it with a drastic leap in agriculture, just as he pledged to look into the issue of over 400, 000 out-of school-children in the state. Makinde stated this in his eight-page inaugural speech shortly after he and his deputy took the oath of office at the Obafemi Awolowo Stadium, Ibadan. However, Makinde said the state was not capable of paying the new N30, 000 minimum wage but was quick to add that, “I believe in true Federalism. “I believe the states should decide the minimum wage of their workforce based on individual realities. All states are not created equal, so it is against the principle of fairness to apply a blanket rule to govern them all. “That being said, our plan is to make Oyo the first state to pay above the national minimum wage. We know this is possible. We have already set our plan in motion to make this possible. But, this requires time. We propose staggered increments. “I met with organized labour during my campaigns and made a pledge to an open relationship. I intend to stand by that promise. We will have a sincere conversation and arrive at the best decision possible. Rest assured that the decision will put your overall best interests first,” he said. He said, “Ají ṣe bí Òyó làárí, Òyó ò kí ṣe bí baba ẹnìkan.” Oyo leads and others imitate. While we invite the students to come in, we will focus on raising the standard of education in Oyo State. We will work on providing needed infrastructure and manpower by increasing Oyo State’s education budget to 10% of our total annual budget, increasing yearly until we match UNESCO’s recommendation of 15-20%. We will be a pacesetter state in education. “We know that quality education is not possible without quality teachers. Quality emoluments and benefits attract quality teachers. We are not ignorant of the plight of our dear teachers. We know the state of the teacher’s pension scheme. During my campaigns, I promised to donate my entire salary as governor to the Teacher’s Pension Fund. Musician Azeez Fashola, popularly known as Naira Marley, says he has two wives and four children who are all British citizens. He said he is not a criminal and has no idea what the Economic and Financial Crimes Commission found on his laptop. Naira Marley, who claimed to be 28-years old, said apart from storing his songs and music videos, he had never done anything illegal with his laptop. The artiste said this in his statement on oath which he made while in EFCC custody, which was obtained exclusively by The PUNCH. The artiste, who identified himself as a Swedish Yoruba man, wrote, “My name is Azeez Fashola. “I am married to two wives and I have four kids. They are all British citizens staying in the United Kingdom. “I studied in the United Kingdom, started studying at Porlock Hall, then I moved to Walworth School where I received my GCSE. “My results for my GCSE are English (C), Maths (B) and Science (C). “I left Walworth School with my qualification and went further to study at Peckham Academy, where I got distinction in Business. “Then, I went further to study at Crossways College where I finished my Business Law; but I had kids at that time, so I took a break and started making music till date.” According to Naira Marley, he did not own a laptop but was given one to use temporarily to upload videos on YouTube. He said, “I started making music in 2014 individually (sic), but now I’m signed to Marathon, a United Kingdom-based record label. “I had a deal with Coca-Cola for my song, Issa Goal, in which I featured Olamide and Lil Kesh. “I also had deals with Nike to participate in the Nigerian sportswear (sic). “I’m in possession of a MacBook laptop, which I borrowed from a friend named Yad Isril in England, because while returning to Nigeria, I knew I was going to need a laptop to upload my music videos on YouTube and also to keep my exclusive songs.” Naira Marley added, “I’m in possession of the laptop but I have no idea what is on it apart from my music videos.” According to the artiste, the said laptop had no password and could be accessed by anyone. He claimed to have met Isril in a secondary school in England. “He owns the butcher’s and an electronics shop in England. He is a British citizen, though his family is from Iraq. “I don’t have a personal laptop at the moment because I don’t need it. “My management team handles everything I need to do on the laptop. I only use my iPhone X for everything I do,” he said. The EFCC had arrested the artiste on May 10, 2019 together with Omoniyi Temidayo (aka Zlatan Ibile) and three others for alleged advance fee fraud. Following his arrest, the anti-graft agency filed 11 charges against him. The charges with suit number FHC/L/178C/19 were filed before a Lagos State High Court. The artiste was later arraigned before Justice Nicholas Oweibo of the Federal High Court in Ikoyi, Lagos, on May 20, 2019. The National Assembly Joint Committee has raised concern over Federal Inland Revenue Service’s (FIRS) 2019 projected estimate of non-oil revenue tax collection of N146.54 billion. The co-chairman of the committee, John Enoh, and other members of the committee raised the concern at FIRS’s budget defence in Abuja on Monday. The committee sought to know why the 2018 approved estimate was N153.85 billion, while the 2019 projected cost stood at N146.54, amounting to 4.75 per cent decrease. On personnel cost, the committee asked why the service was proposing 14.6 per cent increase in number of staff from 7, 854 in 2018 to 9000 staff in 2019. It equally demanded explanation for the “proposed N160 million meant to sew drivers’ uniforms, N825 million for refreshment and security vote of N250 million among others.” The Executive Chairman of FIRS, Tunde Fowler while presenting the budget proposal, noted that the proposed increase in staff strength was due to recruitment of staff scheduled in 2019. He further explained that N160 million was earmarked to sew uniforms for the 850 drivers of the service as part of effort to make them fit properly into the structure. That means each driver’s uniform will cost over N188,000. Also, Mr Fowler said the amount earmarked for security vote was meant to attend to some security issues, particularly those not receipted for. “The achievement of 2019 budget will be driven by increase oil and non-oil revenue tax collection. “The service in realisation of this responsibility and challenges of doing manual collection will continue to implement automated tax collection for the critical sectors of the economy notably telecommunications, airlines and financial institutions. “The deployment of these platforms is at no cost to the service and the consultants will only be rewarded on increased revenue generation. “There will be increased enforcement activities nationwide to bring more tax payers into the tax net and increase compliance level,’’ Mr Fowler said.
