i'm a Fan of Rufai, but i must say that he is a fanatic without he being conscious of it. If someone likes this becomes the president, he will make good governance but religiously bias. As much as possible connect and lay ur pipelines across littoral surfaces. It may be longer but its better and less harmful to the locals. I understand your point . Theres possibilities of spillage in future-- but we don't know if its in the nearest future.
Chanelling those pipelines below the surface has proved more advantage than the other (e.g, the easy transport system alongside other river activities) . I hope you know that pipe chanelling also have its standard layout plan . technically, the littoral region must have carried its own "acceptable" number of pipes ,therefore, the next option was borne.

Burying it would only make it hard to detect and control an oil spill. The ppl who advocated for this are certainly not environmentalist- The best thing for d environment would be to find an alternative route for the pipeline.

Cos if you did and understood , you will realize that taking the pipeline below the river surface is an alternative and has created commendable navigation for the see users or were you expecting them to run pipes through the sky?
