Ahead of the 13th June inauguration of the 10th National Assembly, former members of the Federal Parliament from the South South geopolitical zone, have rejected the micro-zoning of the position of the President of the Senate to Godswill Akpabio.

The group tagged “Forum of Former National Assembly Members, South South Zone” said though the leadership of the ruling All Progressives Congress (APC) has zoned the position to their geopolitical zone, there is an urgent need to review the stance and throw the contest open to all senators-elect from the South South.

Quoting from the amended Senate Standing Orders, they said the issue of ranking should be ignored and every elected senator allowed to contest for the positions of two presiding officers of the 10th Senate.

Speaking on behalf of other 18 members, Halim Agoda said: “The Forum notes that it is the prerogative of Senators-elect of the National Assembly to choose their Presiding officers to wit: President of the Senate, Deputy President of the Senate, and other Principal Officers.

“The Forum further notes that unlike the House of Representatives where only ranking members can aspire to the Speakership and Deputy Speakership positions, ALL Senators-elect are qualified to contest for the offices of Senate President and Deputy Senate President.

“For the avoidance of doubt and purpose of clarity, the Senate rules, Order 3 sule(3) (a) state as follows: The election of the President of the Senate shall be conducted in the following manner: a) ASenator-elect, addressing the Clerk, shall propose another Senator-elect to the Senate to be President of the Senate and shall move that such Senator-elect “Do take the Chair of the Senate as President of the Senate.”

Another Senator-elect shall second the nomination. b) A Senator elect when nominated and seconded shall inform the Senate whether he or she accepts the nomination. He/She may then proceed to address the Senate,“We further note the provision of Section 14 (3) of the Constitution of the Federal Republic of Nigeria (as Amended), which states:

“The composition of the Government of the Federation or any of {ts agencies and the conduct of its affairs shall be carried out in such a manner as to reflect the federal character of Nigeria and the need to promote national unity, and also to command national loyalty, thereby ensuring that there shall be no predominance of persons from a few states or from a few ethnic or other sectional groups in that Government or any of its agencies”.

“In compliance with this Constitutional position, the country’s ethno-religious, cultural, and regional diversity and balance must be considered.

“In this context, the existing arrangement, whereby the office of the President of the Senate, the Deputy Senate President, the Speaker of the House of Representatives, and the Deputy Speaker of the House of Representatives are rotated between Northern and Southern Nigeria, be strictly adhered to.

“We strongly commend, appreciate and applaud the leadership for zoning the Office of the Senate President to the South-South and urge that this zoning be sustained.

“The Forum notes that the leadership of the Party recently clarified that her earlier zoning of respective offices to geo-political zones and individuals will be reviewed subject to a wider consultation.

“This clarification has brought relief and succour to the people of the South-South Zone as it has opened the democratic space for the APC senators-elects from the Zone (seven number) who may wish to exercise their rights to contest for the Office of the Senate President, to do so without encumbrances.

“As former members of the National Assembly, we believe and demand that all persons elected as Principal Officers of the 10th National Assembly should be above board and people of integrity and without blemish.”

Senate slams Ministry of Justice over N10.4bn judgment debts


Judgement debt refers to money that a court of law orders the losing party to pay to the winning party.

The parties in the case may be an individual, a family, a company, an institution or a government.

The Senate has indicted the Federal Ministry of Justice for its alleged failure to show how the N10.4 billion judgment debt was disbursed to the beneficiaries.

The indictment of the ministry was a sequel to the consideration of the 2017 and 2018 reports of the
Senate Public Accounts Committee, SPAC, chaired by Senator Mathew Uhroghide (PDP Edo South).

The Red Chamber, therefore, ordered the ministry to stop further disbursement of the judgment debt
and demanded that the committee responsible for the disbursement should be re-constituted and evidence forwarded to the Auditor-General of the Federation, AuGF, and SPAC within 30 days.

According to the Auditor-General’s report, the committee saddled with managing the disbursement of the judgment debt was dissolved in 2013.

It stated that when the N10.4 billion was disbursed by the Ministry of Justice in 2017, the committee had yet to be reconstituted.

The report added that lack of control, as witnessed in the disbursement of the judgment debt, could lead to a loss of public funds.

In the report, the Auditor-General, however, recommended that the Solicitor-General of the Federation
and Permanent Secretary in the Ministry of Justice immediately constitute the committee as required
by law.

The report reads in part: “Examination of the budget of the Federal Ministry of Justice revealed that the sum of N460.95 million was appropriated for payment of judgment debts for 2016 and N10 billion appropriated for 2017, totalling N10.46 billion.

“Further examination revealed that the committee saddled with the responsibility of managing the fund was dissolved after the 2013 financial year and is yet to be reconstituted after the 2016 and 2017 appropriations.

“However, the ministry has been disbursing this sum without a committee in place. Lack of control could
lead to loss of public funds.”

In another development, the Senate has ordered the University of Ilorin, the University of Abuja, University of Uyo, Federal University, Birnin Kebbi; Federal University, Lafia; Federal University, Wukari; Modibo Adamawa University of Technology, Yola and the Federal University of Petroleum, Effurun to refund N4.7 billion mismanaged by the school management.

The Auditor-General reports for 2016 and 2017 indicted the seven universities which was upheld by SPAC and also considered and approved by the Senate.

The breakdown showed that the University of Abuja mismanaged a total of N1.3 billion in 2017, the
Federal University of Petroleum (N1.1 billion), University of Ilorin (N745 million), Federal University of Technology, Akure, FUTA (N467 million), Federal University, Wukari (N43 million), Federal University, Dutsinma, Katsina (N141 million) and Federal University, Lafia mismanaged N32 million.

The Senate has considered and sustained the indictment and will be forwarded to the Secretary to Government of the Federation, SGF, for further action.

The leader of INRI Evangelical Spiritual Church, Primate Elijah Ayodele has said President Muhammadu Buhari-led Government performed “woeful” since its emergence in 2015.

In a statement signed by his media aide, Osho Oluwatosin, the cleric made it known that the outgoing government failed woefully in every sector except infrastructure.

His words; “President Buhari didn’t perform well for this country. He failed in every sector of the nation throughout his eight years in power.

“President Buhari’s government didn’t give Nigerians joy.

It’s quite unfortunate that things turned out this way, the country has been seriously damaged.


He didn’t add any value to this country, He is leaving it worse than he left it. He is not to be blamed totally, He wasn’t in charge of the government.

“In terms of education, so many people couldn’t progress. People spent more than four years in school because of Buhari’s failure.

“Economically, things are very difficult for Nigerians. The economy is in one of it’s worse state as we speak.

“Security wise, there was no serious improvement.”


Primate Ayodele slammed the government for corrupt practices while praying that the country never witness a government like his again.

The only thing he should be praised for is infrastructure but every other thing, He failed at them.

“The government is really corrupt. No respect for human rights and rule of law. I pray we never witness another government like President Buhari.

Whoever will take over must not follow Buhari’s steps,” he said.

The Police Service Commission has condemned in strong terms the assault of a Police Officer by one Seun Kuti.

The Commission commended the Inspector General of Police, Baba Usman Alkali for his prompt action in ordering the arrest and prosecution of Seun who obviously has diminished the sanctity of the symbol of authority of the Nigerian nation.

A statement signed by its spokesman, Ikechukwu Ani also said “

The Commission demands that the culprit must be arraigned immediately and that the Inspector General must ensure that the matter is followed to it’s logical conclusion to restore public confidence in the Nigeria Police as the lead Agency in internal security and in it’s ability to
maintain law and order and also protect lives and properties.

Chairman of the Commission, Dr.Solomon Arase, former Inspector General of Police said “no matter the offence the Police Officer committed, nobody, including Seun Kuti has the right to assault a Policeman in uniform and on official duty”.

Dr. Arase “frowned at the effrontery of Seun to slap the Police Officer, insisting that Nigeria is not a Hobbesian state where might is right.

“We must as a civilized people explore established channels of complaints against alleged infractions by law enforcement Officials rather than this uncouth behavior in
assaulting the symbol of authority in our country” he noted.

“We look forward to the prompt prosecution of Seun to act as a deterrent to others of his ilk” Dr. Arase added.


He further commended the Police Officer for refusing to be provoked by the action of his aggressor, a development he said would have been more fatal.

The PSC Chairman said it was unfortunate that at a time the Management of the Nigeria Police were dealing decisively with Officers who harass, intimidate or assault civilians on our roads and work places, the same Police Officers have become victims of the actions of some uncultured elites.

He said the Police should use the present incident to set an example that this will never be tolerated in Nigeria, a country governed by laws, rules and regulations.

The Chairman noted that the groundswell of public opinion against the conduct of the abuser is indicative of the love and respect Nigerians have for the law enforcement
Officers.


This he said underscores the need for all Police Officers to continually respect the right of the populace and be professional in all their conduct.

10th NASS: Tinubu breaks silence on brewing crisis in APC

Amid the raging crisis over the leadership of the 10th National Assembly, President- elect Bola Ahmed Tinubu has ruled out the possibility of a repeat of the 8th Assembly saga when the opposition outfoxed the All Progressives Congress, APC, to head the country’s legislature.

Tinubu, represented by the National Vice Chairman, APC Southwest, Isaac Kekemeke, disclosed this during a lecture organized in honour of Afenifere Leader, Chief Reuben Fasoranti, who marked his 97th birthday at the weekend.

According to him, the party still has enough time to bring the warring factions together before the inauguration of the National Assembly.

He allayed fears that the opposition would hijack the leadership of the National Assembly.

“Opposition will not take over the National Assembly; both the President-elect and party are working tirelessly to ensure that whatever you perceive as anger will be sorted out, and this is a democracy,” he said.

A week ago, APC endorsed Senator Godwill Akpabio and Tajudeen Abbas as Senate President and House of Representatives Speaker.

Since then, aspirants for the 10th NASS leadership have threatened to boycott the party.

In 2015, Bukola Saraki and Hon Yakubu Dogara emerged as winners of the leadership of the National Assembly against the wishes of the ruling APC.
