Members of a civil society organization have defied rain in Abuja to protest the resignation of President Muhammadu Buhari on Monday. They converged at the Unity Fountain in Abuja urging the president to either resume duty or resign. The group’s leader Deji Adeyanju said members of the Concerned Nigerians will march to the Presidential Villa to demand the resignation of the President.
Adeyanju also said the protest will continue tomorrow with a sit-out at the Unity Fountain until the president either returns or resigns.
He added that the sit-out will continue daily from 9 am to 10 am. “The president cannot continue to remain in London infinitum. Osinbajo cannot continue to function as an Acting President Infinitum.

The police in Anambra on Sunday confirmed that a gunman killed eleven worshippers and injured 18 others in an early morning attack on St. Philip Catholic Church, Ozubulu, Ekwusigo Local Government Area.

The Commissioner of Police, Mr Garba Umar, said in Awka that the remains of the dead had been deposited at Nnamdi Azikiwe University Teaching Hospital Nnewi.

Umar also said that the injured were taken to the hospital.

He said that preliminary investigations by the police revealed that the attack was carried out by a native of the area.

“From our findings, it is very clear that the person who carried the attack must be an indigene of the area.

“We gathered that worshippers for 6 o’clock Sunday mass at St. Philip Ozobulu were in the service when a gunman dressed in black attire covering his face with a cap entered the church and moved straight to a particular direction and opened fire.

“The man after shooting at his targeted victims still went on a shooting spree, killing and wounding other worshippers,’’ he said.

The commissioner said information available to police showed that the attacker was speaking undiluted Igbo Language at the time he was firing at worshippers.

Umar said though no arrest had been made, the police already learnt that the attack followed a quarrel between two natives of Ozubulu residing overseas.

Describing the act as sacrilegious, the commissioner of police said it was wrong for the perpetrators of the act to extend their quarrel into the church.

He added: “Such conduct shows the people behind the act do not fear God.’’

He said the police had launched a manhunt on those behind the act and gave an assurance that everybody behind the act would be brought to justice.

Umar described any insinuation that the attack was carried out by Boko Haram elements as false and urged the people to go about their normal businesses.

Blade-runner Oscar Pistorius has been rushed to hospital with ‘chest pains’ surrounded by armed guards, it has emerged.

Following the recent attacks on the residents of Ikorodu, The Lagos State Police Command has warned residents against living in isolated and unsafe areas where they might be vulnerable to attacks by hoodlums.

Charlie Gard, the baby at the centre of a legal row over his treatment, has died, a family spokesman has confirmed.

The 11-month-old was moved to a hospice following a High Court ruling.
He suffered from an extremely rare genetic condition causing progressive brain damage and muscle weakness. Thw disease was a rare inherited mitochondrial disease which made him unble to move his arms and legs. Considered terminally ill, he also could not breathe unaided, see or hear.

Some very important and sensitive aspects of the Country’s constitution was on Wednesday voted to be amended by members of the Senate based on popular demand from the Public.

Thirty-three bills were sponsored by senators for amendments to various sections of the Constitution.
Here are some of the crucial decisions reached by the senators.
1. Members of the Council of States — adopted.
This amendment was proposed to make former President of the Senate and former Speakers of the House of Representatives members of the influential National Council of State. It was adopted by the senators.
The Council of States currently consists of the President (chairman of the council), the Vice-President (deputy chairman), all former presidents and all former heads of the state, all former Chief Justices of Nigeria, the President of the Senate (incumbent), the Speaker of the House of Representatives (incumbent), all state governors (incumbents), and the Attorney-General of the Federation (incumbent).
2. Authorisation of expenditure — adopted
The president’s power to continue withdrawing funds from consolidated account after expiration of the annual budget has been whittled down from six to three months.
3. Devolution of Power — rejected
Senators rejected this proposition by 90 to five votes when it came up.
4. Financial Autonomy of State Legislature — adopted
Senators approved an amendment that will see state legislators superintend over their own budget, rather than the existing practice that gives governors powers to appropriate expenses of lawmakers.
Federal lawmakers at the National Assembly already enjoy financial autonomy.
5. Special accounts for local government — adopted
The proposal says local government administrators should be allowed to manage their own accounts as against the existing policy in which governors exert powers over allocations to local government areas.
This section, if amended, will allow separate accounts for local governments from states for receiving monthly federal allocation.
6. Democratic existence funding and tenure of LG Council — adopted
This amendment will prohibit constitution of caretaker leadership for LGAs, a tool that critics said governors have exploited to trample on the independence of local government areas.
7. State creation and boundary adjustment — rejected
In a narrow vote of 48-47, senators rejected an amendment to Section 8 of the Constitution that would have allowed only democratically elected local government councils to participate in state creation and adjustment of boundaries amongst states.
The collapsed proposal also sought to clarify identified ambiguities in the procedure for state creation.
8. Immunity for legislators for acts in the course of duty — adopted
Senators voted to give themselves immunity for anything they say on the floor during plenary or when they hold committee briefings, i.e.: they want absolute freedom of speech and expression while on duty.
One senator, however, rejected the amendment. The identity of the senator and reasons for the action are unknown.
9. Conduct of by-elections and power to de-register parties — adopted
The amendment seeks to alter the Constitution to give the Independent National Electoral Commission, INEC, powers to deregister any political party that fails to meet some criteria, which include failure to win at least one elected seat from councillorship to presidential after a generation election.
10. Presidential assent — adopted
Senators complain that the executive neither rejects, vetoes nor assents to several bills they passed after several months, leaving them confused on the fate of such bills. This proposal seeks to end this by making any bill that is passed by the National Assembly automatically become law if the executive fails to reject, veto or sign it into law after 30 days of transferring same to the president.
11. Time frame for submission of names of ministerial nominees — adopted
Senators recommend that the Constitution must specific portfolio (ministry) to every ministerial nominee for Senate confirmation.
12.Thirty-five percent affirmative action for women as ministers — rejected
Senators rejected mandatory 35 per cent slot for women in the federal cabinet.
13. Submission of commissioner nominees with their portfolios — adopted
An elected governor has 30 days from swearing-in day to name commissioners.
14. Submission of names of office of commissioners shall be attached with portfolio — adopted

The amendment will require the governor to attach specific portfolio (ministry) to every commissioner nominee for House of Assembly confirmation.
15. Appointment of minister from the FCT — adopted
Senators approved constitutional amendment to give a slot to the Federal Capital Territory in the Federal Executive Council. Currently, only the 36 states of the federation are given at least one ministerial slot each in the federal cabinet.
16. Change of names for LGAs — adopted
An amendment proposal for flexibility in the change of name of local government areas was approved by the Senate today.

Somalia’s youngest minister, 31 year old Abbas Abdullahi Sheik Siraji has been shot dead in while in his car close to the presidential palace in the capital Mogadishu.

The Abbas Abdullahi Siraji was appointed Minister of Public Works and Reconstruction by Prime Minister, Hassan Ali Kheyre in March this year.

The slain minister was driving his car when the government soldiers opened fire and killed him in the process. It is unclear the motive behind the shooting.

Local media sources are also reporting that the soldiers behind the killing had been arrested. The country has been suffering a surge of attacks in recent times by insurgent group, Al-Shabaab.

One of the country’s Journalist Harun Maruf, confirmed that Siraji was shot by the bodyguards of another government officials.

After beginning his career with Groningen, he moved to Celtic in 2013, where he won the Scottish Premiership and was named in the PFA Scotland Team of the Year in both of his seasons, also winning the Scottish League Cup in the latter. In September 2015, he joined Southampton.

OSUN GOVERNMENT WANTS US DEAD!!! ”

PRESS RELEASE BY THE ASSOCIATION OF RESIDENT DOCTORS, LAUTECH TEACHING HOSPITAL, OSOGBO ON MONDAY, 1ST MAY 2017 AT THE ARD SECRETARIAT.

Preamble
The Association of Resident Doctors is the umbrella association of all medical doctors below the cadre of consultants in LAUTECH Teaching Hospital, Osogbo.
One of the objectives of the association is to provide appreciable welfare and palpable support system to her members, who labour day and night to sustain the health care delivery system in the state.
At the same time, the Association is also poised towards ensuring that people of Osun State have access to standard health care services as obtainable in other teaching hospitals in the country.
LAUTECH Teaching Hospital, Osogbo, was established by the Decree of Military Government of the old Oyo State in 1991.
The official Government Gazette that established the Teaching Hospital states clearly that it will operate at per (in areas of health care services provision and remuneration of her staffs)with other teaching hospitals in the Federal Republic of Nigeria.

It is on these important premises that the ARD LAUTECH OSOGBO has continuously reiterated that doctors must earn their salaries to function effectively.
The Association has maintained that the payment of emoluments of essential services providers should not therefore be optional since it will be preposterous to put the lives of the masses in the hands of unpaid doctors – this is likened to putting one’s hands in the fire and expecting not to burn the hands!

Issues
Poor infrastructures
The Association wishes to bring to the notice of the public that facilities in the LAUTECH Teaching Hospital, Osogbo for health care delivery have degenerated rapidly over years. It is an irony that the government that has demonstrated unprecendented bias towards infrastructural development, even though at the expense of worker’s welfare, has neglected the health sector. Our people have been condemned to death by this singular act of the government.
Poor Remuneration
At present, resident doctors in LAUTECH Teaching Hospital, Osogbo are the lowest paid doctors, throughout the entire Federal Republic of Nigeria.
A resident doctor in LTH, Osogbo earns one fourth of the salary of his colleagues in other teaching hospitals – this can easily be verified. Not only this, doctors remain the only set of workers among all staffs within the hospital with this disturbing statistics.
How did we get here?
In 2015, the governor of Osun State and other labour unions (strategically leaving doctors out) agreed to a fractionalization of their salaries to half of original earnings. The doctors in the state were not part of this agreement and they would never be as this is alien to labour law. We are being owed salaries from july, 2015 till date, including months of unpaid salaries during the period of suspension of services in demanding for our rightful wage. Our doctors toil day and night trying to safeguard the health of the people at the expense of their families. Our children do not see us at home because of tight working hours and call duties. Yet we have nothing to show than fractionalized, truncated, bastardized and FULLY TAXED QUARTER SALARIES!
Sometimes last year, we secured a commitment (MOU) from government that the arrears of the fractionalised salaries would be paid once the economy improves. It is thus amazing that despite several funds (excess crude oil, paris club refund etc.) received into the coffers of the state, this promise is yet to be fulfilled.
Yet, members of the Association had continued to work under this atmosphere of hardship. This is certainly demoralising and sickening that doctors can be subjected to this kind of treatment at this age and time.

Missouri American Energy, Moham, has set aside $200 Million for take-off of Nigeria’s first modular refinery with 20,000 barrels per day production capacity in Gbaramatu Kingdom, Warri South-West Local Government Area, Delta State. This was as a result of plans by the Federal Government to establish modular refineries in the oil producing.
The Minister of State for Petroleum, Dr. Ibe Kachikwu, was informed by Mr Henry Iwenofu, President of Missouri American Energy, Mohan that $200 million budgeted by the company for the fabrication and installation of Gbaramatu Modular Refinery, GMR, components in the United States and Nigeria was in one piece, in addition $200 million was available for infrastructural development

About 328 persons have been confirmed dead by the National Centre for Disease Control (NCDC)in the latest outbreak of meningitis and 2,524 suspected cases in different parts of Nigeria.
Among the states affected, Zamfara, Sokoto, Katsina and Niger have been listed as the most affected by theChief Executive Officer of NCDC, Dr. Chikezie Ihekweazu.

He said that the disease has spread to 16 out of the 36 states and about five people have died in Federal Capital Territory (FCT).
The outbreak which started in Zamfara has spread to other states.

3. Chengdu J-20 (China)


Chengdu J-20 is the new China’s stealth fighter. It was designed to compete against other fifth-generation fighters, such as the US F-22 Raptor and Russian PAK-FA. It is speculated, that development of the J-20 was assisted by the Russian MiG aviation company. Low-rate initial production of this stealthy aircraft commenced in 2015. First operational J-20 stealthy fighters were delivered to Chinese air force in 2016.

China has developed in the last decade and has taken a more transparent approach to its military programs.
