It's injury and madrid is an extremely demanding club for performance. If Hazard was to be in let's say psg or bayern he would've been starting every week. You have to be 100 percent fit both mentally and physically to start for madrid. First time Tuchel is trying to get players that will suit what he actually want to play, he has been carrying some of the players with this 3 at the back, e.g jorginho(defensive liability) and Sylver(he is old). If we get fofana, he will be pairing with Koulibaly in 4 at the back. Chalobah is not a natural CB, he is just been used as a Cb because of this 3 at the back formation. We only have two natural CB while city and the rest have four.
