I didn't actually advice you to write the latter with attached evidence. I just said you should threaten them that you would write to the state ministry of education with evidence (if they choose not to take steps to stop these students)

As for how to deliver the latter anonymously, just meet random boy on the road, give it to him tell him to give the security person that one woman said he (the security man) should delliver it to the principal while you stay a far.... and be watching them. Or better still invite your friend from a distance let him deliver it to the principle.
