Court Commence Hearing On HND/B.Sc Dichotomy Today

The National Industrial Court in Abuja will today commence hearing in the suit filed by holders of Higher National Diploma in Public Service challenging their discrimination in career progression in public service. Justice Babatunde Adejumo had in July ordered the office of the Head of Service of the Federation (HOSF), the National Council on Establishments and the Attorney General of the Federation (AGF) to file their reply on the originating summons brought by the claimants. The claimants: Garba Bello, Babatunde Samuel, Jubril Kadiri, Christiana Owolabi, Chuba Umechukwu and Fatima Ahmed on behalf of members of the association want the court to make an order directing the defendants to implement the federal government White Paper abolishing the dicho-tomy between HND and their B.Sc counterparts and consolidating emoluments in the public sector. HND holders face discrimination in terms of promotion in organisations. We called on the Federal government to put an end to the B.Sc/HND inequality in the country

In spite of these efforts by the Federal Government to correct the abnormally administratively and correctly equate the HND/BSc qualification have always been punctured by those who do not want the Country to progress technologically. The only option now left is the legislative route. ‘‘The ILO and UNESCO definition of professional classified the HND holder as professional and presuppose that the HND holders are qualified to be regarded as(for example)Engineers, Accountants, Administrator etc. It is therefore erroneous to refer to HND graduates as sub-professionals ’’FME (Ref DHE/POLY:33/C.1/100) of 2006). Having made these failed efforts through the administrative channel, it is clear that only through the legislative channel can this matter be effectively resolved.

PRESS RELEASE BY THE NIGERIAN ASSOCIATION OF TECHNOLOGISTS IN ENGINEERING (NATE) ON THE PROPOSED BILL IN THE SENATE ON THE DISPARITY BETWEEN HND AND DEGREE HELD ON 29TH OCTOBER 2014.
Nigerian Association of Technologists in Engineering (NATE), the professional body representing Holder of Engineering qualification from the Polytechnics, appreciates Senator Ayo Akinyelure for proposing this landmark bill and the Senate for the wisdom to pass it through the second reading and arrive at the public domain.
The world over, technology drives a nation’s economy. Countries that refuse to imbibe technology e.g. Nigeria, become net importers of manufactured goods, generally have poor standard of living, net negative balance sheet and low per capita income.
For decades now the Federal government of Nigeria sufficiently disturbed of the technological and economic damage which the disparity between HND and degree is inflicting on the nation has made several administrative attempts to resolve the issue in the form of various commissions, committee and directives.
Government intervened through Grey Longe Commission in 1996, Shonekan Commission (2006) and Prof. E. C. Edozien respectively. Other interventions were by the National Council on Education which spelt out the goals of Polytechnic and University education which both include teaching and research; stating that Polytechnics specifically emphasize application, development and provision of high and middle level technological manpower. In spite of the above the products of the polytechnic system have continued to suffer various forms of discrimination. {FME (2006) Ref DHE/POLY.33/C.1/100}, Education Road Map 2009 by the same NCE in Section 6.1 (Turn Around And Deliverables) Government has envisaged that it would administratively “Implement it policy on parity between HND and degree in career progression in 2011.

In the Holy book, the world rejected Jesus (YISA) and embrace Barnabers known to be useless to progress. Degree holders are now doing the work once described as middle level job. Everything about our life now come from CHINA. We need to fight back.Polytechnics have made a name for themselves by providing sound, relevant and affordable education. They are best known for preparing students for industry with a wide range of diploma programmes which take between one and three years of full-time study to complete ND.
Polytechnic graduates are considered well-equipped and ready to support the technological and economic development. Today, polytechnic graduates are valued as practical-oriented and knowledgeable professionals, much sought after by industry.
I join every body to reject HND and support the call to cancel polytechnic if the government chose to do that.

It is so bad to see our university graduates searching for job. People that do not have reasons to go to university had degrees because of discriminations. Polytechnic was not designed for the weak. Nigeria do not want Polytechnic education.

PGD in MANAGEMENT then MBA..or PGD in ACCOUNTING then MBF (Masters in Banking and Finance) BUT DEFINITELY NOT MSc. Accounting.
Once you have HND/BSC in any course you can do any Professional Masters like MSW MMP, Mpp, MBA, MBF etc they never lead to PhD or earn you any thing not even Job. You may be lucky with MBA if you join MBA associations, but not academic Masters like Msc,Meng or MA that can lead you to PhD. Instead of wasting your time, go straight now for HND accountancy or Bsc Accounting then ICAN. Just go for ICAN. Most Diplomas and PGD that are non academics are just mere proficiency certificate of no value. Laboratory technician work or ND in LT is for lab far away from acc.

Nobody said DEGREE and DIPLOMA are equal. The applied courses in the technological school are for immediate consumption in industries, this was lord over the polytechnic by Nigerian. No country in Africa or Britain fight over this nonsense thing any more. No more HND in some countries. Go your way I will go my way. Why creating obstacle that will make another person to bow down for your son? Where is Engineer OZORO(1966) now?
You do not know how the dichotomy entered into Nigerian head, but you are all involved now. People that have no business going to University like me were forced to obtain degrees after wasting our time in the polytechnic. Close all the polytechnics down. Can you see the unemployment figure? Good this is just the starting point. What you think you know from your University HND holders knows better. He has gone back to University to Obtain degree. Can Degree holders drop his PRIDE to learn a trade? Time will tell.

Today’s Technology graduates are definitely not the same as the 1948 pioneers; Let us recalled the renaming of Yaba Technical Institute as Yaba College of Technology in 1963. Yaba students went on strike in 1969 calling for the abrogation of the Higher Technician Diploma and autonomy for the College. In July 1969, Decree No. 23 was promulgated after students’ agitation which necessitated shutting down the institution for five weeks! The old Technical Institute has at last graduated into motherhood.

Section 1 (a) of Decree 23 of July 1969 states:-
“To provide courses of Instruction, Training and RESEARCH in Applied Science, Technology, Commerce, Management, and such other field of learning as the Council may from time to time determine”.

A comparison of Decree 23 of 1969 which re-established the Yaba College of Technology with the University of Lagos Decree 3 of 1967 is quite revealing:-
1 (3) The objects of the University shall be:-
1 (3) (b) “To provide courses of instruction and other facilities for the pursuit of learning in all its branches, and to make those facilities available on proper terms to such persons as are equipped to benefit from them”.
1 (3) (c) “To encourage, promote and conduct research in all fields of learning and human endeavor”

The Decree 23 of 1969 was nothing but a fulfillment of the philosophy that gave birth to polytechnic education the world over and it was indicative of the level of technological development in post-independence Nigeria.

Consequent upon the Presidential directives for the removal of Ceiling and other forms of Dichotomy, Discrimination and Stagnation from career progression of Higher National Diploma (HND) holders, the Federal Ministry of Education (FME) submitted a memorandum on the subject to the National Council of Establishment (NCE) at its 31st Meeting in Asaba, Delta State in December 2006. After all the deliberations Council directed Federal Ministry of Education (FME) to convene a Stake holders Forum to reflect and incorporate all shades of opinion on the matter, before final decision is taken. This position was reiterated at the subsequent Meetings of the Council at Abuja and Jos in 2007 and 2008 respectively.

Which ever way. Some of us can not obtain PhD if not for the Polytechnics Education. The situation is not as bad as painted. A lot of degree holders today are doing the work met for HND even ND.
Graduates are teaching in private Nursery/pry. schools with take home less than N30,000.
Nigerian keep on importing pencils, rulers, biros, spoons, plates, tiles, doors, tables, underwear even tooth picks. Where can our degree graduates work? I can tell you that more than 80% of HND holders are now working with 2nd degree qualifications. Let us all enjoy the dichotomy for as long as it stays with us.

The former Head of the Civil Service of the Federation Stephen Oronsaye refused the Higher National Diploma (HND) as not equivalent to a university degree.
Oronsaye, , said “it is not the same curriculum; that is the truth.”
He said then that the Federal Ministry of Education was currently working on a scheme to enable HND graduates to spend an additional year to obtain “something that will be equivalent to B.Sc or B.Ed.” which was different from the white paper.

Leadership of National Association of Technologists in Engineering (NATE) through its National President of NATE Dr. Leo Okereke has severally appealed to the Federal Government to implement the white paper made from the Ernest Shonekan panel on the disparity between Higher National Diploma (HND) and university degree.

“Many stakeholders have also expressed concern over the treatment meted out to graduates of polytechnic, especially in the federal civil service. Today, in many government institutions, products of polytechnics hardly go beyond level 14 just as many of them are being systematically frustrated out of the service when their juniors are promoted above them, even though HND holders have continuously proved their mettle,” she said.
She urged the federal government and even private companies to stop discriminating against polytechnic graduates, which she said is creating unnecessary animosity between HND and degree holders.
