If oil producing states were proactive, had vision and were not sabotaged by a federal gov't that may unjustifiably feel threatened, then all of them should have at least one modular refinery and oil producing coy! I think one of the problems preventing this from happening is that the federal gov't doesn't want some states to produce more than the regulatory agencies claim they can produce!
