Over 5,000 members of the opposition Peoples Democratic Party (PDP) in Kogi State have defected to the ruling All Progressives Congress (APC).



The defectors included former local government chairmen, councillors, Special Advisers and host of other notable politicians in the state.



The event, which held at the Government House in Lokoja yesterday, saw the new APC entrants moving to the party with thousands of their supporters and they were received by the state governor, Alhaji Yahaya Bello.



Speaking on behalf of the defectors, the leader of the group, Hon. Musa Abdullahi, said their decision to join the APC was informed by Governor Bello’s exemplary leadership style in the state.



He commended the governor for paying the outstanding allowances owed by the past PDP administration in the state.

The Minister of Sports, Solomon Dalung, has released the summary of findings on the death of corps member, Oladepo Ifedayo.

Ifedolapo died at NYSC orientation camp in Kano State on November 29 and was laid to rest in her hometown in Osun State.

President Muhammadu Buhari had ordered an investigation into her death.


Dalung on Wednesday made public the findings by the Ministry and NYSC, absolving NYSC of any lapses in the cause of attending to the late corps member.

The report reads in part:

“The national dailies in recent days have been awash with stories on the assumed circumstances surrounding the death of Oladepo Ifedolapo Rachael, a corps member of the 2016 Batch ‘B’ in Kano on 29th November, 2016…

“FINDINGS:

In all of the above, some conclusions could be highlighted without any fear of contradiction.

(i) From the evening of 27th November, 2016 up to the early hours of 29th, the corps member was promptly attended to. The allegation of negligence on the part of NYSC is therefore unfounded.

(ii) The Orientation Camp clinic where the corps member was first treated has a total of 31 qualified and registered Doctors, 20 Pharmacists and 11 Nurses. There are no student Doctors as all the Doctors are fully certified by the Medical and Dental Council of Nigeria (MDCN).

(iii) The Camp clinic in Kano Orientation Camp, as in all the Camp clinics nationwide, runs 24-hour service, hence she received attention at 3:00 am on the 28th of November when her friends brought her in from the hostel.

(iiii) The Camp clinic in Kano was well stocked with essential drugs for a non-surgical hospital.

(v) There was no delay in referring the deceased to the secondary hospital when the Camp clinic Doctors found that her case was beyond what could be managed in the Camp clinic.

(vi) Apart from being the closest secondary hospital to the Camp, Gwarzo General Hospital is not a village hospital as insinuated in the Press. It is a standard General Hospital established in 1970 as a Zonal Referral Hospital with surgical theatres. It currently has eleven (11) Doctors and is reputed to be one of the busiest in the whole of Kano State.

(vii) We have also established that at no time was the deceased left unattended at the Gwarzo General Hospital as the Nurse who accompanied her to the hospital is a staff of the Hospital.

(viii) Like many corps members do upon arrival at the Camp, it is clear that the deceased had an ailment which she did not disclose. From the Doctors’ report, the corps member died of renal sepsis occasioned by infection. Even to the untrained, Kidney infections do not develop and degenerate to the level of mortality in three days (i.e 27th to 29th November, 2016).

(ix) The close friends of the deceased who were by her side all through at the Camp, have also attested to the fact of prompt attendance at the clinic by the Doctors at the Camp.

(x) The deceased was neither forced nor harassed to take part in any parade at the time of her ailment. There was no usual parade rehearsal since the Swearing-in Ceremony had not taken place at the time she fell sick.

“CONCLUSION:

The purpose of this investigation and report is not to justify the death of our corps member but to establish the facts surrounding her death, especially against the backdrop of the unfounded insinuations that have been peddled in the Press.

“All these facts could be verified right from the Orientation Camp Clinic entries, the medical personnel and the records at the Gwarzo General Hospital. Indeed, the death of a single corps member in the course of service is one death too many.

“Beyond the colossal loss to the family of the deceased, the loss of a corps member to the NYSC family and the nation at large is unquantifiable. At this prime of her life, Miss Oladepo was expected to make her greatest contribution to the development of Kano State and Nigeria in general. She has definitely left a vacuum that may never be filled.

“As we mourn her and other corps members who have departed this world, we shall continue to honour her memory by working harder with the rest of the corps members to achieve the time-honoured objectives of the NYSC.

“May the soul of Oladepo Ifedolapo Rachael and the souls of all other deceased corps members rest in peace Amen.”

Concerned about the aftermath of the November 26 governorship election in Ondo State, Ogun State Governor, Senator Ibikunle Amosun, one of the closest allies of President Muhammadu Buhari, thursday admitted that the All Progressives Congress (APC) was going through a difficult period, but expressed optimism that the party would pull through it soon.

Amosun was believed to have been one of the kingpins behind the election victory of the party in Ondo State.
His comments came on the heels of a fence-mending meeting between the leadership of the party and Senate President Bukola Saraki and other principal officers of the Senate who are members of the party, at the APC national secretariat in Abuja wednesday.Amosun, who was particularly concerned about the new status being accorded him within political circles since the Ondo election as the new leader of the APC in the South-west, rejected the title, but reiterated his support and loyalty to Buhari and the APC.

Amosun was apparently reacting to the disenchantment within the party over the Ondo governorship election that is threatening to tear the APC apart.

A National Leader of the APC, Chief Bola Ahmed Tinubu, and former Vice-President Atiku Abubakar, for instance, have been identified as critical chieftains of the party that have opened talks with the Senator Ahmed Makarfi-led faction of the Peoples Democratic Party (PDP) to form a new mega party that would wrest control from the APC in 2019.

In a statement he personally signed, Amosun said: “For the avoidance of doubt, I am not, by any stretch of imagination, the leader or new leader of the APC in the South-west. I am a loyal party member, and I shall stand by our party and of course, with President Muhammadu Buhari. I am also obliged to respect all our leaders in the state, South-west and Nigeria.

“This is the minimum that is required of every party member by custom, and by the constitution of the party. I acknowledge that these are rather difficult times in the life of our party and in the nation.
“I am confident that we shall overcome and our party, the APC, and our dear country will come out even stronger, more viable and united.”

Addressing the issue of his assumption as the new APC leader in the South-west, the governor added: “I have noticed with consternation the recurring misnomer and mis-description in political nomenclature particularly as they relate to the politics of the South-west, and by extension, the country as a whole.

“I refer to the emerging tendency of referring to me and some other members of our great party as the ‘Leader(s) of the South West’ or ‘New Leader(s) of the APC in the South West’.

“When that phrase was first brought to my attention, particularly during the weeks preceding the Ondo State gubernatorial election, my immediate reaction was to ignore same as yet another distractive antics of the opposition.

“Somehow, the misnomer stuck and it came to appear rather more frequently in several other fora and publications, including respectable gatherings and the media.

“Lies and misconceptions, when told and asserted repeatedly with gusto, have the tendency to assume the toga of the truth. It is for these reasons that I have considered it of critical importance to set the records straight.
“As the governor of an APC controlled state, Ogun, I am a huge stakeholder in my party. In all that I do, in the open and in private, the bigger interest of our party remains the guiding principle for my actions, decisions and alliances.

“I grew up in the old Western Region, where loyalty to corporate goal and party supremacy was the hallmark of a true party member, and indeed every citizen.”Amosun maintained that “true leadership” could not be by conjecture or wishful thinking. “From the template that we inherited from our forbearers, it is usually earned. Our attention has been drawn to some unfounded allegations making the rounds that the Ogun State Governor, Senator Ibikunle Amosun, ordered the demolition of the Ilaro, country home of Senator Solomon Olamilekan Adeola, otherwise known as Yayi.
For the avoidance of doubt, it must be clearly stated that Governor Amosun has no hands in whatever may be going on with the said property.

Contrary to insinuations making the rounds, the property in question was first served contravention notice by the Ogun State Ministry of Urban and Regional Planning, on January 6, 2014.

At that time, the owners of the building, which was then at window level, were duly alerted to the fact that the structure was being put up illegally and without approved plan.

The contravention notice also advised the owners of the property to come up with all documents in support of their case, “including development permit to the undersigned within 24 hours of this notice on you.”

When that particular notice was ignored, it was followed with another notice dated, January 28, 2014, which was also ignored while the owners of the contravening property continued to develop in flagrant disregard for the laws of the land.

It was under this circumstance that the state Urban and Regional Planning Board Development Control Department issued yet another contravention notice to the owners of the said property, this time, on December 6, 2016.

The said notice gave the owners/occupiers of the property, which is now fully built and in use, in flagrant disregard for all previous notices, 3 days to come up with its approved building plan.

Contrary to claims of the sponsors of the misinformation flying around in the social media, the latest notice, just like the previous ones, which were clearly ignored, was not for demolition. It simply, for the umpteenth time, requested that the owner of the contravening property comes up with its approved building plan within 3 days.

As it is the standard operational procedure, it is only after this notice is ignored that a demolition notice will then be issued on the owners of the contravening property.

It bears repetition that this whole process is totally within the routine, legal operational procedures of the state Ministry of Urban and Regional Planning and has nothing to do with the person of Governor Amosun as erroneously claimed in some quarters.

The Nigeria Communications Commission (NCC) yesterday said it intervened with an interim price floor for data services to avert a looming price war in the telecommunications sector.
But the Communications Minister Adebayo Shittu has asked Nigerians to brace for a price rise.
The regulatory commission said it feared that the price war could eventually lead to a monopoly in the telecom industry that would force small operators to shut down.
It said that monopoly in the telecom sector could also push the country back to the days of NITEL – the troubled governenmt-owned telco – to the detriment of small operators.
NCC Executive Vice Chairman Prof. Umar Dambatta stated this when he appeared before the Senate Committee on Communications.
The committee was mandated to investigate the proposed data tariff hike said to have been ordered by the NCC.
Committee Vice Chairman Senator Solomon Adeola, who presided, noted that there was a public outcry over the proposed increase.
Sen. Adeola said Nigerians were united in their opposition to the proposed increase.
He said the position of Nigerians was that a tariff hike was ill- advised, especially with the biting economic situation.
Dambatta told the committee that the NCC’s intervention was not designed to undermine consumers.
He noted that if cheap prices were introduced, they may end up undermining the telecom service operators.
He said if the situation arose where the operators could no longer cope, the consequences could be better imagined.
Dambatta said the need to avert a crisis in the industry informed the decision to introduce interim price floor for data services at N0.90k per BM.
He said: “We wanted to protect the Nigerian consumer from unhealthy price war in what may lead to a monopoly that may lead us to the days of NITEL. We did not increase any price but merely provided a regulatory standard to protect small telecom operators.”
Dambatta said there were some telecom operators that lacked the capacity to compete with the big operators.
He said the N0.90k price floor for purchase of data was a benchmark below which no operator could sell.
“We said in the interim directive measure that no operator should sell below 90k per megabite. There was a price war in the market; that was why we issued the interim directive.
“A situation where a dominant operator provides services far below what is obtainable in the sector in order to attract more customers may lead to a situation where smaller operators will be forced to shut down,” he said.
Dambatta, who said there was a mix up of the interim directive, noted that instead of increase, the NCC wanted reduction in price of tariff to create a balance between big and small operators.
He said the NCC did not set any price ceiling but provided a price law.
Dambatta added, “ We stepped in when we noticed a price war in the sector. The price war was already reaching undesirable level that we had to step in to prevent a monopoly like the days of NITEL.”
The interim floor price, he said, has been suspended temporarily to allow for further consultations.
Dambatta said the NCC would conduct extensive research to come up with a price floor that would be acceptable to Nigerians.
The Minister said the reality was that telecom service providers are operating in an unfriendly business environment, including lack of electricity and increasing security challenges.
He said: “This is one area that I believe that we all must face the reality… If you look at the NCC law, it is positioned to reflect experiences, expertise and all of that and I want to believe that there must not be too many interventions in the activities of the NCC.
“I am a political office holder. I am not an expert, so I cannot venture to say whether they did wrong or right, except they say that the constitution has granted them the role of a supervisor of a direct regulatory authorities, particularly relating to the activities in the telecoms industry.
“The only area I feel they were deficient was in the area of communicating with the people of this country, particularly because of the sensitivity that has been imposed on Nigerians by the harsh economic situation.
“I know that if you want to make omelet you must break eggs. Unfortunately in this country, we fail to appreciate the transformation role that ICT has brought about in the lives of Nigerians.
“I keep saying this, and I have no apology in saying this, before 1999, GSM lines in Nigeria were less than 500,000. Today, we have well over N152 million lines. All the hustles that Nigerians were going through before the exponential development of ICT are no more with us.
“It is also important to say that operators in Nigeria are operating on a very harsh situation, which is not known in other advanced countries. For instance, over the years, the Nigerian state has not succeeded in fixing electricity over the last 20 years.
“This industry’s reliance on electricity and because Nigeria has failed in providing reliable electricity, it means they have to rely on extra budgetary provisions to provide electricity 24 hours, seven days of the week, which additional expenditure does not operate in other countries which we seek to copy. This is one challenge that we must look at.
“The other challenges in the area of security; a lot of infrastructure by operators are usually under coma by criminals all across the country. Indeed we know what the security situation is in the country. Apart from that we also have the problem of taxes which they have always be talking about. I have always challenged operators that I want to see all the taxes so that we find a way of harmonising them.
“What I am saying is this, if Nigeria has invited international investors to come and invest in Nigeria so that our lives will be better, so that the economy will be better, so that businesses can be more conveniently made, so that even government can run more conveniently, to whom much is given, much is expected.
“The Nigerian state must also be in a position to provide its own share to make an enabling environment operate properly.
“So, I am not supporting at this stage or not supporting the price increase with regards to the floor. But what I am saying is, these are technical issues whose decision must be taken having regard to all the factors that are important before a decision can be taken.
“I am appealing to the distinguished senate in intervening, they should try to encourage NCC to be the best that it can, they should try to assist us (NCC) in the area of holding the balance between the interest of operators and the interest of the Nigerian masses so that we can be seen to be providing the best.”
MTN CEO Mr. Ferdinand Moolman, who was also at the hearing, said that the industry had been operating without data floor since 2015.
He underscored MTN’s commitment to ICT development in the country.
The MTN boss also stressed the need for a long time overview of the industry.
He was emphatic that the industry needed to be health to continue to grow.
Moolman said: “MTN remains unrelentingly committed to the sustained provision of affordable and accessible voice and data services in accordance with the National ICT and Broadband plan. In line with this commitment and to continue the provision of high speed data services to its esteemed customers, MTN recently bid for, and acquired the 2.6GHz LTE spectrum at the cost of US$96million.MTN also launched 4G LTE services, enabling faster access to digital platforms and igniting socio-economic development with a multiplier effect on the economy.
