yes keke napep are required to obtain insurance and also before anyone is allowed to put his keke napep on the road they are usually required to go for testing in other to get a RIDERS CARD....But nigerian factor set in for most,they dont even bother getting particulars,insurance or riders card before hittin' the road.

taxis and cab operator are required to bring their vehicle to the v.i.o testing yard in other to be tested and issued road worthiness certificates,
this are the list of what are tested before the issuance
1.the mechanical system(the general condition of the engine)
2. the electrical system(brake light,head light,reverse light,trafficators,horn,wipers etc)
3.the general body conditions(to check for dents and underbody rusts)
4.tyre conditions and suspensions
5.documentations etc
most are refused road-worthiness certificate but you still found out they operate without one.

when a driver runs foul of road traffic law(commits an offense),v.i.o are empowered to issue out a fine for such offenders,and additional to the fine is the impoundment of such vehicle.

yes there are designated and approved assessment centers for vehicle requiring road worthiness certificates,but what we have is not at par with the numbers of vehicle.
in fact government is working to create more testing centers so as to accommodate the surge in the numbers we have one the road now.
and for the taxi,more effort will be put in controlling their excesses

I need advice PLEASE; I applyd for drivers licence Sept. 2013 and I was issued a Temporary licence that expired Jan. 2014. Till date I havnt got the Permanent licence, the VIOs just keep extending it, they say there's a 'backlog'. But I suspect somethings wrong with my Licence cos it seems its just me that's affected. Its over a year now! What do I do?

You'll have to go back to the office you did it after the extension expires,in fairness there are sometimes backlog in licensing centers...or omissions but it will definately be resolved sir.

sir,receipt is same as agreement,its a binding document between parties
the receipt that was prepared for you by the seller
(it is usually typed in this format)

and the affidavit will be in this format
AFFIDAVIT FOR CHANGE OF OWNERSHIP
i,....................................bought a pathfinder jeep with engine no.......
and chassis...... from Mr so and so....
this affidavit is required to effect change of ownership and for record purposes.

AUTHORIZATION is typed by the seller introducing the buyer and addressed to the licensing office so as to effect the change of ownership

6. when you are flagged down by the federal road safety,they don't normally demand for vehicle particulars,but in extreme cases they may demand for that,but what they normally ask for is DRIVER'S LICENSE,they also check if you use your seat belt,they also check the electrical systems(brake light,head light,trafficator,reverse light etc),they also check if you have a fire extinguisher and a spare Tyre in your vehicle.

7.yes its highly advisable to keep your original vehicle documents at home.
what we have on the originals is what the photocopies will show
furthermore, with the advent of technology now, you could easily make colored photocopies of your document/drivers license,and they will actually look like the originals.

8. actually,its not easy to determine stolen vehicle,but with these steps you should have a clue of what you are buying
(i) beware of excessive cheap deals.....eg. a camry that normally sells for 900k and somebody bring it to you for 250k (run for your life)
(ii)make sure you demand to see and verify the person whose name is on the vehicle document and confirm before purchase.
(iii)you can confirm from courtville limited if the chassis number of a vehicle is already existing on the database( if existing don't ever purchase such as tokunbo b'cos it mean it has been registered in nigeria before)

you get an agreement/receipt from the seller to prove you have purchased the vehicle,and you'll tell him that he will have to do the letter of authorization for the would-be buyer when the vehicle is eventually sold by you.in that case you will sign as the witness to the new buyer.

the passport would be of the buyer since the seller(previous owner)details is at the licensing office.(one on the court affidavit and the other goes to the licensing office).

agreement/receipt is same,but letter from the seller authorizing the change is quite different.
also the letters are to be typed and affixed a postage stamp.

if you buy registered cars and sell as business,you don't need to change to your name since you are acting as the middle man between the seller and the would-be new buyer,you can always tell the seller that the name on the authorization letter would be of the person you sell it to.

5.its very neccesary to change the ownership to yours as soon as you purchase the vehicle.although no law enforcement agent will disturb you for driving a vehicle that does not carry your name as the owner.
but lets look at this case scenario!
A seller sold his vehicle to you and you did not bother to change the ownership to yours,unknown to you the seller has previously taken a loan from the bank and he eventually defaulted in paying his debt...the bank can come anytime to you to seize the vehicle from you since they can investigate all properties in his name.

but normally,if you purchase a registered car with old numberplate,the seller gives you the documents as it must come with the vehicle and the agreement.
but with the new vehicle numbering introduced,the seller of the vehicle would have to remove the numberplate from the vehicle after selling it,because he owns it.he can only sell the vehicle not the numberplate.
you will have to re-register the vehicle so that it can be in your name

and for the insurance its mandatory to get at least genuine third party vehicle insurance which goes for N5000,the third party covers damages done to another vehicle in case of an accident.
to make insurance works in Nigeria,we have to shun patronizing touts who deals in faking insurance and get genuine insurance from the insurance companies.

I had HND mechanical engineering at the polytechnic Ibadan in 2010,and presently gainfully employed, a friend's friend promised to help me secure admission for my post-graduate in the states, and true to his word I was offered an admission at langston university, Oklahoma for the fall session 2015 but for computer science and at undergraduate level,i have payed the sevis fee @ seme border and the visa booking fee at GTB in October 2014, hoping to book an appointment in November.
