The verse was directed at Timothy a traveling overseer chosen to form churches among the gentiles in the first century.
Paul instructed Timothy to lay his hands only on gentiles Christians who married only one wife so whoever has more than one knows that something is wrong with his standing.
Bishops are the overseers in the congregation while Deacons are their assistants so if you're not qualified to be any of the two then you're not a complete Christian worthy of honor among God's people. 1Timothy 3:2 & 12

So if we are moving on to maturity as Christians no longer to be fed with spiritual milk {Hebrews 5:12-14} whoever wants to be recognized as a bonafide member of the Christian congregation he must stop SLEEPING with anyone who is not the wife (not wives) of his youth! Proverbs 5:18

A human sacrifice for sin belongs to the realm of Lucifer. It is an abomination in the site of God..when he sent Jonah to Ninevah to preach to them. They repented of their sins and God forgave them. No human or animal sacrifice was needed or required..
All he desires is a sincere repentance and he would forgive. Except you want to advice God that his solution is not sufficient..Then take it up with him. If God says if I repent, he would forgive me..I think I am ok with that.
