The Supreme Court on Tuesday upheld the election of the Lagos State Governor, Akinwunmi Ambode, of the All Progressives Congress.
In a unanimous judgment of a seven-man panel of the apex court, led by Justice Tanko Muhammad, the Supreme Court struck out the appeal by the Peoples Democratic Party’s candidate in the April 11, 2015 poll, Mr. Olujimi Agbaje, for incompetence.
In its judgment, read by Justice Clara Ogunbiyi on Tuesday, the Supreme Court struck out Agbaje’s appeal by upholding Ambode’s preliminary objection contending that the appeal was incompetent and academic.
The apex court upheld the argument by Ambode’s lawyer, Olabode Olanipenikun, that the appeal had been rendered incompetent and academic by the virtue of the fact that the PDP refused to join Agbaje to appeal against the decision of the Court of Appeal, which had earlier upheld the judgment of the Lagos State Governorship Election Petition Tribunal to uphold Ambode’s election.
Justice Ogunbiyi ruled, “For all intents and purposes, the communal deduction of the foregoing is a situation where a sponsoring political party has accepted the dismissal of its challenge to an election as binding on it.
“Also inclusive in the said decision is the party’s candidate (appellant in this appeal). It is significant to restate further that the judgment given in CA/L/EP/GOV/762A/2015 has not been appealed.”
Dissatisfied with the declaration of Ambode as the winner of the election, Agbaje and the PDP had filed their petition challenging the outcome of the poll at the Lagos State Governorship Election Petition Tribunal.
In its judgment on June 26, 2015, the tribunal dismissed the petition by reason of the incompetence of the suit.
The petitioners further appealed to the Lagos division of the Court of Appeal, which also in its judgment on August 26 dismissed the case on the same grounds on which the tribunal anchored its decision.
But only Agbaje further appealed the decision of the Court of Appeal to the Supreme Court.
Justice Ogunbiyi, in dismissing Agbaje’s appeal, held that a political party was important “over and above a candidate in an election in our constitutional democracy.”
He said Agbaje, through his counsel, Chief Richard Ahonaruogho, had thus failed to “dislodge the preliminary objection raised by the second respondent (Ambode) and which same I uphold and sustain”.
“Consequently, the appeal herein is struck out for incompetence. The judgment of the lower court which uhpheld that of the trial tribunal and striking out the petitions is also affirmed by me,” Justice Ogunbiyi ruled.
Apart from Ambode, other respondents to the petition were the Independent National Electoral Commission, the APC, and the Lagos State Resident Electoral Commission of INEC.
Meanwhile, Ambode, and the Speaker of the Lagos State House of Assembly, Mudashiru Obasa, have hailed the verdict, saying the people’s mandate had been reaffirmed by the highest court in the land.
In separate statements on Tuesday, Ambode and Obasa added that “the decision of the Supreme Court has put all issues on election matters to rest”.
Ambode, who commended the judiciary for its consistency, said, “Our government is thus poised without further delay to provide the needed leadership to justify the confidence reposed in us.
“The ruling has further proven the judiciary to be the critical institution that could further deepen our democratic values,” the governor said.
The speaker also said the court verdict had put the final legal seal on the victory of the governor and the APC in general in the election.

A well publicized church programme purposely organized by one of the old generation churches- the Christ Apostolic Church, CAC, in Epinmi in Akoko South East area of Ondo state to exorcise the devil and its cohorts said to be tormenting the people in the agrarian community was disrupted by masquerades as the organizers were ironically dealt with instead mid-way into the spiritual meeting.
The disruption of the church service came from an unusual quarter – Masquerades.
Vanguard learnt that four masquerades invaded the church and flogged all those present including two of their pastors.
The incident is talk of the town since it happened last week. While some described it as sacrilegious others claimed that there is more to it than meets the eyes.
The church members and others within the town who were invited to the service held during the week went back home with bruises all over their bodies.

Sharing of proceeds
Infact, reports had it that the pastors of the church reportedly received the beating of their lives and were hospitalized thereafter.
There was stampede in the church which has a capacity to accommodate 100 worshippers as the intruders went wild flogging both the old and the young inside the church.
Findings by Vanguard revealed that the masquerades, after their show across the town, were heading for their hideout to share their proceeds.
They reportedly decided to pass through a short cut in order to escape the surging crowd following them to partake in the sharing of the day’s takings.
Unknown to them, the route they took led to the church where the service was in progress.
Some of the leaders of the church who were ushering invitees into the church were shocked to see the four masquerades running towards the church.
Police source said that the ushers informed one of the pastors who together with others formed a wall to prevent the masquerades from moving near the church.
The leader of the masqueraders, one Tunde Arohunmolase, who is now in police custody reportedly challenged the pastor and his members for disallowing them to use the footpath beside their church as their gateway.
He was said to have quoted the Bible (Psalm 24:1) “ The earth is of the Lord and the fullness thereof” to the pastor.
Tunde was said to have insisted that no human being has the right to stop others from passing through any land since it belongs to the Lord
Vanguard gathered that the Pastor and those that formed the wall refused to budge.
Tunde was said to have signalled to his colleagues and they overran the human wall, headed straight to the church and flogged all those present during the service.
Some members who could not escape through the doors used the windows.
None of those that attended the service was spared from the beating by the masquerades.
Satisfied that they have dealt with the pastors and others, the masquerades reportedly left the church premises without taking anything from the church.
They later, after their ungodly act, passed through the footpath beside the church to their hideout where they later shared their takings.
But nemesis later caught up with them as detectives who traced them after some church members had lodged a complaint, rounded them up while they were sharing their booty.
Vanguard was informed that their leader was arrested while the two others escaped.
The suspect has reportedly given useful information while the fleeing masqueraders are being traced.
Police source said that the suspect confessed that they were pushed into masquerade business because they had nothing doing and do not want to be criminals.
According to the source, the suspect, during interrogation, said they went round the town and were able to make N3,000 which they shared equally.
Vanguard also learnt that they would have made more money if it was during a festival but because the exercise was not attached to any known festival in the town, many of those they asked for money ignored them.
Suspects’ confession
Report said that the suspects confessed that they were lured into the exercise by one Kayode who told them that they stand to make quick money if they joined him in the exercise.
The suspect told police detectives that they had a successful outing until the unexpected happened in the church.
When contacted, the police image maker, Wole Ogodo, said that only one of the suspects is in police custody and that he has confessed to the offense.
Ogodo said that the other two are at large and would soon be apprehended.

Osun State Government has agreed to commence payment of three months salaries for its workers as well as payment of deductions made from their salaries.
The State Government and the Nigeria Labour Congress, after reaching an agreement on Wednesday, signed a fresh Memorandum of Understanding which doused the tension already generated by the alleged diversion of the N34.988bn the state received from the Central Bank of Nigeria.
The Chief of Staff to the Governor, Gboyega Oyetola, Head of Service, Sunday Owoeye, Solicitor General/ PS Ministry of Justice, Mrs. Abiola Adewemimo, PS Local Government, Mufutau Oluwadare, PS, Finance, Leye Aina, PS, Human Resources, Sunday Olajide and Accountant General, Tayo Kolawole signed on behalf of the government.
The Chairman, Joint Negotiation Council, Bayo Adejumo; Chairman, Nigeria Labour Congress, Jacob Adekomi, Nigeria Union of Pensioners, Olatunde Ogunniyi, Labour representatives, Gbenga Oyebode, Richard Oyegbami, Mrs. Toyin Idowu, Alade Amudah and Kunle Ogundepo signed on behalf of Labour.
According to the copy of the MoU made available to our correspondent, the state government will also pay the balance of half payment made to the workers for January and February, while local government workers and primary school teachers will be paid the balance of March and April, 2015 salaries as well as full payment of May and June.
The document also stated that state pensioners would be paid the balance of December 2014 as well as full payment of January, February and March 2015 pensions. Also, local government pensioners and primary school pensioners will be paid their pensions up to June 2015.
The MoU read, “That bailout loan will be disbursed to cover the payment of outstanding salaries for the months of January to June, 2015, as well as deductions from salaries of September and December 2014 and the balance of 2013 and 2014 leave allowances for the state workers.
“That in order to ensure sustainability of payment of salaries in the State of Osun, the first disbursement from the bailout loan should cover the payment of the outstanding September and December 2014 deductions, the balance of January and February Salaries and the full payment of March, April and May 2015 salaries for state government workers.
“That Workers in the employment of Local Governments be paid their first installment out of the bailout loan to cover the payment of balance of March and April 2015 salaries as well as the full payment of May and June 2015 salaries.

The governor of President Muhammadu Buhari’s home State, Katsina, Aminu Masari, lied to the president to get more than N11 billion bailout supposedly to pay workers’ salary arrears, PREMIUM TIMES can authoritatively report today.

Feigning insolvency, Katsina State applied as one of the 27 states in need of bailout from the Federal Government to pay workers owed salaries for months.

In a letter to the speaker of the state’s House of Assembly, titled: “Bailout on Outstanding Salary for Workers of the State and Local Governments” with number S/SGKT/154/3 dated August 26, 2015, Mr. Masari said when he took office on May 29, his government inherited two months outstanding salary of workers of the state and local government from the previous Ibrahim Shema administration.

“I would like to request for the Honourable House’s consent for the State government to collaborate with the Central Bank of Nigeria for a Bail Out of outstanding workers’ salary in the State and Local governments,” Mr. Masari wrote.

“Mr Speaker may wish to know that at the time of the take-off of this administration, the State and Local Governments in the State owed workers two months’ salary to the tune of N11,086,632,741.32 broken down as follows: Katsina State: N3,646,943,099.80; 34 local government councils: N7,439,689,641.32; Total: N11,086,632,741,.32.

“It is in the view of the need for the State Government and Local Governments to meet their obligation in the payment of outstanding workers’ salary, considering the lean resources inherited from the former administration, that it has become necessary for the State Government to apply for the bail out on behalf of the State and Local Governments.” he added.

However, PREMIUM TIMES’ investigation revealed that the state had no business being among the group of insolvent states in need of federal bailout to pay workers salary arrears.

Katsina State civil servants as well as workers in the state’s 34 local governments received their full salaries and allowances up to May when Mr. Masari became governor.

In fact, the governor’s chief press secretary, Abdul Labaran, confirmed to PREMIUM TIMES that workers were not owed and that their salaries had been completely paid up to August.

“Katsina State government doesn’t owe anybody any salary,” Mr. Labaran said over the phone after a long pause.
He also answered in the affirmative when asked if he meant that the state government had paid workers in the state up to August. “That is correct,” he said.

However, when confronted with questions about why the government requested a bailout as contained in the letter to the state assembly from his principal, Mr. Labaran refused to answer saying he was not aware of any such letter. He also refused that the letter to be read to him.
“I don’t know the letter you’re talking about. How do I know you’re quoting from the letter. You could be quoting from anywhere,” he said.
Oluwabusola Olawale, a former media aide of the immediate past governor, Ibrahim Shema, seemed shocked when asked if the last administration bequeathed two months unpaid salaries to the present administration of Mr. Masari.

“Throughout the tenure of Ibrahim Shema, workers’ salaries were paid latest on the 25th of every month. As at May both the state and local government salaries were paid on the 25th. So he left office without owing any worker any salary. So this news is strange to us. We don’t know what could have necessitated this letter,” he said.

“There is definitely no justification to ask for a bailout of two months salary,” he said.
The N338 billion federal bailout, paid by the Central Bank of Nigeria, was authorised by President Buhari to help insolvent states that had failed to pay workers for months.

The loan is repayable with an interest of nine per cent over a 20-year period.
By August 31, Kwara, Zamfara and Osun States had received the bailout to clear their backlogs of salaries.
Twenty seven states are expected to receive the aid.

Amongst other conditions for the accessing the credit, the CBN requires the resolutions of the respective state executive council mandating the loan, and an approval from the House of Assembly.

Also, the state must issue an Irrevocable Standing Payment Orders (ISPOs) to ensure timely repayment of the loan from the state’s Federation Account allocations.

The CBN said it gives approval for the fund to be released within 24 hours after a state meets all the conditions.

The Peoples Democratic Party, PDP, has described as alarming, the “damage” so far done on the nation’s economy by the President Muhammadu Buhari-led All Progressives Congress, APC, since it took office at the center, three months ago.
The party said the “shambolic” state of the nation’s economy within the period is a direct fallout of uncertainty created by the inability of the Buhari-led government to chart a clear-cut economic policy, worsened by abuse of regulations, and flagrant violation of constitutional provisions.
PDP National Publicity Secretary, Olisa Metuh, in a statement on Saturday said instead of gains, official reports show that the last three months under the APC-led government have brought a sudden decline in the nation’s Gross Domestic Product (GDP), with attendant losses and hardship to the citizens, while the government embarks on propaganda of imaginary achievements, in addition to attempts to foist harsh economic regime to cover its ineptitude.
“If not for crass incompetence or a possible ulterior motive to subjugate Nigerians for selfish reasons, what else explains the adamant stance of this administration in running a government without the statutory components of a full cabinet and precise fiscal policy direction, even when the negative consequences of this strange totalitarian approach are taking serious toll on the economy and the polity in general?
“Whereas the APC led government is busy with its propaganda of imaginary achievements, official reports from the National Bureau of Statistics show that that the economy is being grounded with Nigeria’s real Gross Domestic Product (GDP) plunging with about 2.35%, while job creation has dropped by 69 percent,” the party said.
“In the last three months under an inept and poorly coordinated APC-led government, our nation’s economy, which before now, held the record as the largest in Africa and one of the fastest growing in the world, suddenly plummeted as officially evidenced in the lull in the capital and money market sectors which have lost billions of naira; spiral rate of inflation, and stagnation in domestic and foreign direct investments, with investors scared away due to the uncertainty arising from lack of economic direction and apparent confusion in the polity.
“This is in addition to the halt in infrastructure development projects in most parts of the country with associated massive job loss, closure of auxiliary small scale businesses, low purchasing power of citizens, among other negatives that have bedeviled the economy since the coming of this government, despite the much APC celebrated promissory notes from the President’s diplomatic shuttles, especially his recent visit to the United States.
“Nigerians would recall that we recently raised alarm on the negative consequences of the recent foreign exchange transaction restrictions, wherein this government is making it impossible for honest Nigerians to engage in free trade and regulate their personal activities as guaranteed by the constitution.
“We also warned about the consequences of foisting a communist economic regime with bans and clampdowns on free trade and the freedom of Nigerians to freely open and operate domiciliary accounts as provided by the Foreign Exchange Monitoring And Miscellaneous Provisions Act, otherwise known as Decree No. 17 of 1995 and wondered whether the nation was not heading back to the era of import duty licenses and regulation of commodity prices.
“Only recently, Fitch Rating, which, under the previous administration, affirmed Nigeria’s long-term foreign and local currency IDRs as well as senior unsecured bond and Short-term foreign currency IDR ratings respectively at ‘BB”s, had now alerted that Nigerian banks and other businesses in the sector would be adversely affected by the economic slowdown occasioned by the incompetence of the President Buhari-led APC government.
“This is more so as the absence of ministers have left the coordination of important government policies in ministries, departments and agencies in tatters, while creating loopholes for overzealous persons claiming closeness to the President to invade the system for inflated concessions, allocations, jobs and other financial sleazes, including misleading the President for approvals outside his limits.
“We invite Nigerians to note that whereas the Presidency has gone ahead to unilaterally deplete the funds inherited in the Excess Crude Account (ECA) and other government savings, as well as reports of engaging in discussions with the World Bank for loans without recourse to appropriate statutory arms of government, no corresponding improvement has been witnessed in the economy. Indeed, we are worried that the damage already done in the last 90 days may linger with us for years to come.
“Nigerians are no longer in doubt that they have been scammed with long list of empty promises which the APC government has no intentions or capacity to fulfill.PREMIUMTIMES

I don’t share such view.
So you are saying he should continue with the probes?
You see, when you arrest armed robbers and take them to court, you are wasting money and time by trying them in the court, but you are saving the society because by the time they are convicted or executed, so many citizens will see it as deterrent. I have no quarrel against probe. Nobody is saying there is no corruption in Nigeria. Nobody is saying that. You have never heard anybody saying that there was no corruption during the era of Jonathan. There was corruption before Jonathan. What is worrying me is that Buhari is aware of the report of the Farouk Lawan committee on fuel subsidy, but he is not going to investigate it because the power issue has affected some of Obasanjo’s friends. You don’t do that; because of one individual, you ignore the interest of the country.
Are you saying Buhari will do anything or refuse to do some things to protect Obasanjo’s interests?
Did you hear him say he was going to visit the report? The report has not been acted upon till today.
May be because the report was not put together under him.
Yes, it wasn’t done under him, but it was part of corruption in Nigeria and he came to fight corruption.

Exactly! So what reason is he going to adduce because the reports are in public domain – that companies, not one, not two, not three, were paid up-front. To ignore that, in my opinion, is a heinous crime.
But how do you think former President Goodluck Jonathan fared in fighting corruption?
I don’t think he fought corruption very well but he did the little he could do. But if you remember some of the suspects that were recently taken to court, their cases started under his administration.
But there is also the general belief that the administration stopped the various anti-corruption agencies from going ahead with the prosecution.
I cannot quarrel with anybody because he has a belief. I have my view, you have your own. People are free to have their view. That is democracy. That is the difference between those of us who have the democracy culture in us and those of you who survived under the military era and because of that, you don’t have respect for the opinion for others.
President Buhari recently appointed former President Olusegun Obasanjo as a special envoy to Guinea Bissau, do you see that as part of compensation for the support Obasanjo gave to Buhari during the election?
It is not secret that Obasanjo supported his candidature. You cannot stop Nigerians from thinking that. One good thing turn deserves another. There is nothing wrong with that because he definitely benefitted from Obasanjo, so if he uses his power to make Obasanjo also benefit, that is all well and good.
On insurgency, the President has been making certain moves such as strengthening international ties. What is your assessment of his approach to fighting insurgency so far?
Don’t forget that this collaboration with international communities started with Jonathan. When the United States of America wanted to fight Al Qaeda after September 11, they had to structure international alliance, to fight Al Qaeda and Taliban. They had to bring in international coalition; they had to bring in Britain, France, Germany, Australia, Canada and many other countries into that coalition to fight. Insurgency now is no longer limited to one country. The one in Nigeria, Boko Haram, its origin came about wayback in 1980 with Maitatsine. When Maitatsine insurgency started, the police started fighting them, but they overpowered the police. The police admitted that they could not cope. So they told the then Governor of Kano State, Governor Abubakar Rimi of the People’s Redemption Party, who was an enemy of Shagari, but he realised that without the support of Shagari, he could not subdue them. He went to Shagari to beg him to send troops and Shagari agreed. The troops fought the Maitatsine for about four weeks before they were able to dislodge the terrorists. And in the process, those of them who were not captured or killed escaped to the North-East and spread themselves. By its training, its disciples were not begging, they were told to go and learn any menial jobs, maybe by selling biscuits, cigarette, Coca Cola and all that. So they went to mainly three states in the North East – Adamawa, Borno and Yobe. They re-emerged in the year 2002 in Yobe. They staged uprising and they were arrested and brought to Abuja here. That was during Obasanjo. Obasanjo was three years in power then. I went for paragon oral interview today at paragon,only 42 was selected out of 120 plus.I was asked to take any topic of my choice, so i decided to go for production but what amaze me was how i was bombarded with question from my colleague,despite noticing a lot of flaws in there respective subject mastery.God guided me throughout the teaching,am hopeful sha.Why do you think i was bombarded with question,although from my colleague,i stood firm with my teaching method and mastery of the subject.

The All Progressives Congress has commended the Service Chiefs for showing what it described as leadership by example by ‘personally’ leading the ongoing “stepped-up fight” against Boko Haram.
It sees the development as a breath of fresh air in the counter-insurgency battle.
The party said this in a statement in Abuja on Monday by its National Publicity Secretary, Alhaji Lai Mohammed,.
APC believed that the report that the Chief of Army Staff, Lt.-Gen. Tukur Buratai, and the Chief of Air Staff, Air Marshal Sadique Abubakar, were personally coordinating the efforts of their troops in the theatre of war was the best news to have emerged from the front line of the Boko Haram battle.
It added, ”There can be no bigger boost to the morale of the gallant troops, who are combating Boko Haram than the sight of their Service Chiefs personally leading the charge from one village to another, battling the insurgents or flying in a reconnaissance aircraft coordinating the various NAF platforms involved in the operation to provide close air support to ground forces.
”By their actions, Lt.-Gen. Buratai and Air Marshal Abubakar have shown that they care deeply for their troops and are determined to lead them to beat the deadline set by President Muhammadu Buhari to end the Boko Haram insurgency.”
It described the Service Chiefs and the troops they led as pride to the military and Nigeria.
APC reiterated its earlier call on Nigerians to continue to support, in all ways possible, the nation’s gallant men and women, who were making every sacrifice, including the supreme sacrifice, to keep the country safe.
Meanwhile, the party also commended the state governors, mostly in the North-West, who have decided to work together to address the security challenges in the area, especially the worsening cases of cattle theft, which had been negatively affecting the economic well being of the people of the region.
It said the efforts, which had led to the recovery of over 3,000 cows and the arrests of many bandits by the joint security task force, set up by the states, must continue unhindered.
”Cattle rustling and the other security challenges in the North-West in particular are all inter-linked and must be addressed holistically.
“This is why we are delighted that the governors of states within and outside the North-West, that is Kaduna, Zamfara, Katsina, Kebbi, Niger, Kano and Sokoto states, have decided to pool their resources to ensure that there is no hideout for criminals or terrorists,” APC said.

The immediate past Governor of Lagos State, Mr. Babatunde Fashola, spent N139m on the drilling of two boreholes at the Lagos House, Ikeja.
The project was completed by Deux Projects Limited according to a report published by the state government
The report, which was part of the awarded contracts by the Lagos State Tenders Board in 2013, was seen on the website of the Lagos State Public Procurement Agency.
In the same year, N640m was spent by the Fashola administration for the reconstruction of a car park and other associated works at the Lagos House, Marina. The report stated that the N640m contract was given to Julius Berger Plc as part of phase two of the reconstruction of Lagos House where Fashola lived during his eight years in government.
In the same year, N300m was spent on the relocation of cables belonging to the Power Holding Company of Nigeria at the Lagos State University Teaching Hospital. The contract was awarded to Deux Projects Limited.
According to the report, the former governor also spent N175m to replace the railings of a pedestrian bridge on Carter Bridge from Ido to Idumota with concrete railings. The contract was awarded to A Abicon Engineering Limited.
According to the report, N220m was spent on the facility management of the Lagos State University College of Medicine. The contract was awarded to Deux Projects Limited.
The former governor, according to the report, spent N619m on surface repair on Ajara-Erekiti-Iragon-Ikoga Road in Badagry Local Government.
According to the report, Fashola spent N1.2bn on the construction of an unidentified multi-storey building in Onikan, Lagos.
The former governor was also said to have spent N1.6bn on the construction of a 48-bedroom hotel at Lagos State VIP Chalets, Badagry.
About N510m was spent on the remodelling and equipping of the official residence of the state’s Chief Judge at 4 Thompson Avenue, Ikoyi, Lagos, according to the report.
About N165m was spent on the construction of an 18-classroom block at Ajara Senior Grammar School, Ajara Badagry. The same amount was also spent on an 18-block classroom at Community Senior/Junior Secondary School, Bayeku, Ikorodu.
Fashola had recently come under fire for spending N78.3m of taxpayers’ money on his website, tundefashola.com.
Although the figures were published on the official website of the state government, the former governor said all the monies were duly approved by the Lagos State House of Assembly and the Lagos State Public Procurement Agency.
Fashola, in a six-page letter, stated that the website of the state government was authentic.
He, however, warned against attempt by some persons to tarnish his good image and misrepresent his budgetary spending to the members of the public.
All attempts to speak with Fashola’s spokesperson, Hakeem Bello, proved abortive as he did not pick calls neither did he respond to a text message sent to his telephone.

As Nigeria grapples with the Boko Haram insurgency ravaging the North-Eastern part of the country, the option of recruiting and paying “attractive amount of money” to Fulani herdsmen to tackle the insurgents has been recommended to the Federal Government.
The recommendation is contained in a bulky report titled: “Towards a New Dawn in Nigeria post 2015.” It is a compendium of papers, suggestions, analyses, and reports presented by, scholars and policy practitioners assembled by former President Olusegun Obasanjo.
Mr. Obasanjo assembled the think-tank of experts, as special committees of the Centre for Human Security of the Olusegun Obasanjo Presidential Library, to provide actionable and “innovative” policy recommendations for President Muhammadu Buhari to tackle myriad of challenges – particularly those of security, economy, education, and infrastructure – facing Nigeria.
The recommendation of recruiting Fulani herdsmen to confront Boko Haram insurgents was made by a team led by Ahmed Joda and consisted of Nuhu Ribadu, Steve Orosanye, Tunji Olagunju, George Obiozor, Yusufu Pam, and Peter Okebukola.
Mr. Joda was also head of the transition committee set up by President Muhammadu Buhari before his inauguration while most of the others held various positions during the Obasanjo presidency with Mr. Ribadu being the internationally acclaimed pioneer chairman of Nigeria’s major anti-corruption agency, the Economic and Financial Crimes Commission [EFCC].
Noting the socio-economic conditions which provide easy recruits for Boko Haram, the team stated that, “a Boko Haram recruit is offered a juicy pay in a milieu where joblessness pervades”.
Five Steps
In its recommendation, the team made a five-point proposition, covering finance, recruitment, accountability, reward, as well as schedule and propaganda.
It asked the Defence Ministry to determine the battle fronts where the herdsmen would be needed and the specific number and duration of service to ensure accountability of the process. This, according to the report, will involve working in collaboration with civilian Joint Task Force.
According to the report, the second step would involve the Presidency and the National Assembly. After the Defence Ministry and Civilian JTF must have concluded issues of finance, personnel, and logistics, the presidency should present the case to the National Assembly for urgent approval of funds needed.
Subsequently, a joint team of defence officials, civilian JTF and heads of Fulani herdsmen would be commissioned to recruit and pay the volunteers with accurate records kept.
The fourth proposal involves saddling the Federal Ministry of Information, National Orientation Agency, as well as public and private media houses with war propaganda.
They are to embark on “intensive broadcast of jingles to the general public and use propaganda to cause panic in the ranks of the insurgents.”
Similarly, the team proposed that agencies of the federal and state governments, vigilante groups, telecommunication companies and non-governmental organisations should dissipate efforts towards massive enlightenment about how the insurgents, not government troops, are killing people and the success stories of government’s efforts. The enlightenment should also include committing religious leaders like the Sultan of Sokoto and other Islamic scholars to condemn terrorism and “preach true tenets of Islam”.
In its last proposition on the use of Fulani herdsmen to confront Boko Haram, the team proposed that the National Intelligence Agency, State Security Service and the media are to provide “random monitoring of the Fulani herdsmen especially during pay period to ensure they are getting their agreed payments”.
Use hunters too
In another recommendation off conventional military deployment, the think-tank also asked the federal government to adopt the “Mubi Model” of supporting, rewarding, and arming hunters to fight Boko Haram.
The Mubi model refers to the incident in November 2014 when a group of hunters and local vigilante mobilised and successfully liberated Mubi and other towns in Adamawa State hitherto occupied by the Boko Haram sect.
The think-tank therefore urged the federal government and governments of the insurgency-ravaged North-Eastern states to “review the vigilante strategy and support volunteer hunters with generous welfare, military training and light weapons” and provide “corruption free reward system to the vigilantes that is sustainable and competitive to Boko Haram financial offers.”
The committee’s recommendation of using herdsmen and hunters to fight Boko Haram is to supplement the efforts of the Nigerian military.

You have expressed your concerns about Buhari’s anti-corruption campaign. In specific terms, what are your grievances?
President Buhari has not told anyone how his anti-corruption war will be fought. The Independent Corrupt Practices and Other Related Offences Commission and the Economic and Financial Crimes Commission are Obasanjo’s vehicles. The last vehicle Gen. Buhari used was the Military Tribunals, whose consequences we know. For now, the President has said he will fight corruption but the strategies are not clear yet. So, I do not know how and why people have already started speaking of (an) anti-corruption campaign.
Personally, I have not expressed concerns beyond the fact that due process is important and must define how we go. I am still convinced that we do not need to hear so much lamentation because the case has already been made. It is quite sad that the media has deliberately continued to distort this issue of probe. I do not know where the media got and started spreading this baseless rumour about our committee, for example, pleading on behalf of former President Jonathan not to be probed. Since he left government, I have neither spoken with nor seen ex-President Jonathan until we met him on Tuesday (penultimate week). In our discussion with him, he stated clearly that he was not against any probe but he was pained by what seemed to be like acts of victimisation and persecution. Jonathan is a former President and if he needs shelter, his brother former presidents are there and alive. And they are in a better position to protect the office of a former president with the architecture of respect and integrity. We must be careful not to play into the hands of those dictators who, for fear of persecution and humiliation, have decided to cling on to power at all cost and at the risk of destroying their people.

African dictators, of course! They are all over the place, bringing shame to Africa and diminishing their people, breeding hatred and war by their greed. If you do not treat an ex-president well, those ones who want to go to their grave from the throne will say, ‘You see, we told you, if you leave here, you will go to jail.’ I am against any perceived injustice to anyone at any level and we will speak out when it occurs.
Do you think the league of ex-presidents is there to shield any one of them found by the government to have committed a crime against the state?
No, you can see from what President Bush Jr. did when the disaster of Katrina took place. He pulled out his father and President Clinton to go out and work for America. I have said it over and over; we are blessed to have six living and strong former Heads of State in Nigeria. No country has anything like this. We must learn to treasure what we have, but the sad thing is that for us in Nigeria, no one deserves respect except those who have money and influence or are in office.
What then is your take on the belief by some Nigerians that most of these former military Heads of State were coup plotters and ineligible to be regarded as true leaders?
Did President Buhari not come to power through a coup? In 2007, when I wrote an article to clarify what Gen. Buhari was alleged to have said about Muslims voting for Muslims, I had reactions. Some Muslims abused me and accused me of having deceived and misled Gen. Buhari; some Christians accused me of breaking ranks and making a case for a man who ought to have been tried and jailed. Those who have changed their jerseys and are not Buhari apparatchiks, were they not the same people who abused Gen. Buhari and harassed us at the Oputa Panel for not ordering them to be imprisoned? I laugh when I think of these things. But, as I said, I try to think carefully before I talk. It often takes many years but my critics often find a way of coming around to my arguments. I do not speak out of malice and, sometimes, we may not make our point clearly or even correctly. I am happy that even people like (Prof.) Wole Soyinka have come round now to join the Jonathan train. The Sokoto State Government has introduced a monthly incentive of one million naira to any district adjudged to be the cleanest in the state.
Governor Aminu Tambuwal disclosed this Saturday at the flag-off of special environmental sanitation programme in Sokoto, saying the incentive is part of measures to enhance cleanliness and preservation of the environment.
He said the incentive is one in a series of efforts lined up by the government to protect the health of the people.
According to him, Sokoto will observe environmental sanitation every Saturday for one month, after which the exercise will continue on the first Saturday of every month.
Tambuwal said the sanitation exercise will ensure regular and speedy evacuation of refuse in the State metropolis in particular and all parts of the state in general.
The governor directed the state Environmental Protection Agency to establish a department of waste management whose functions include adequate waste collection, recovery and disposal arrangements.
The agency will also undertake proper waste mapping, making and regular review of waste management plans in relation to non-hazardous wastes, authorisation and control of commercial waste collection activities and lastly, public education enlightenment on the need for effective waste management in all parts of the state.
He said government would continue to support all efforts directed towards development and protection of the environment.
“Consequently, a neighbourhood watch outfit and Sokoto Marshals are being empowered through a legislation to be sent to the State House of Assembly to have established, in their consolidated structures, a sanitary inspection unit whose role will complement that of SEPA in waste management and enforcement of environmental laws,” Tambuwal added.
Mr. Tambuwal also announced that apart from the one million naira to be given to the cleanest zone, the runner-up zone will get N750,000 while the third best zone will get N500,000

In a bizarre story that has continued to perplex investigators and residents of a Lagos community, three generations of a family have died during the delivery of a baby.

Saturday PUNCH learnt that on May 7, 2015 Dr. Bosun Owolabi, was contacted when 34-year-old Edith Ororobi, went into labour to give birth to her first child ever.

The doctor allegedly raced to the house at Bogije Town in Ibeju-Lekki area of Lagos in the dead of the night.

But by the time he was done with the delivery, Edith; her 61-year-old mother, Elizabeth Ororobi, who witnessed the procedure, and the newborn baby, were all dead.

Police sources familiar with the case told our correspondent that Owolabi instantly fled the scene only to contact a relation of the victims on the phone and explained how the grandmother, mother and newborn baby died.

The man, who was contacted was Elizabeth’s younger brother, Jite Tubman.

In his statement to the police, Tubman explained that at about 3.14am on May 7, he received a call from a doctor, whom he later learnt was Dr. Owolabi.

Tubman said, “The doctor said my elder sister died of shock after realising that her daughter, Edith, had died during delivery.

“The father of the dead newborn baby, has travelled out of the country. I later reported the case to the police, who took an ambulance and followed us to the house.”

The bodies of mother, child and grandmother were deposited at the Lagos Island General Hospital.

A police source told our correspondent that by the time they got to the scene, Owolabi, was nowhere to be found.

“The mother was found in a pool of her own blood while the baby was found dead on a bed. The grandmother was also found on the floor lying on her right side. We are still searching for the doctor. The family has even refused to come forward after reporting the case,” a police source said.

The case was transferred from the Elemoro Police Division at Ibeju-Lekki to the Department of Criminal Investigation, Panti, Yaba.

When Saturday PUNCH contacted Dr. Owolabi on the phone to get his side of this story, he said his lawyer would be in a position to tell the story better.

“I don’t want to say what I did not do,” he said.

Asked to explain what actually happened during the delivery and why he was on the run, Dr. Owolabi said, “I am not on the run. That is a lie. I was never arrested and I am not aware that the case is now at Panti (DCI). I cannot say anything further.”

The police believe that Dr. Owolabi works with the Government Health Centre at Arapaji Village, Ibeju-Lekki but explained that the case has been stalled because the family seemed not to be interested in it.

The PUNCH had on Monday exclusively reported that the Presidency had commenced the process of identifying fearless judges that would be saddled with the responsibility of prosecuting corrupt persons.
It was also gathered that the Federal Government was planning to establish 37 of the Special Courts to try corruption in the Federal Capital Territory, Abuja and the 36 states of the Federation.
A top operative of one of the anti-graft agencies, who confided in one of our correspondents, said that the Federal Government decided to set up the planned special courts because of the long delay by regular courts in deciding corruption-related cases.
It was further gathered that the President recently made a demand for 36 judges with the requisite integrity and boldness to decide cases in line with the law and not according to influence of the people or the pecuniary gains that come with associating with them.
The anti-graft officer said, “The President is being careful; he does not want people to do a wishy-washy job for him.
“Buhari is pressing for the establishment of special courts to try corruption cases. He wants the courts to be established in Abuja and the 36 states of the federation so that they can fast-track such cases.”
Investigations further revealed that the Federal Government had contacted the National Judicial Council to provide judges with impeccable reputation to preside over the planned courts.
It was gathered that the NJC released the names of 100 judges from the 36 states of the federation to the leadership of three major anti-corruption bodies in the country after an internal process of selection.
The judges were screened by operatives of the Economic and Financial Crimes Commission, the Independent Corrupt Practices and other related Offences Commission and the Department of State Security on Tuesday.
It was gathered that the focus of the on-going screening exercise is to identify judges with a passion for the law and the constitution rather than deference to personalities.
The officer stated, “On Tuesday, the NJC forwarded the list of 100 judges to the anti-corruption agencies for screening. The exercise is meant to select the judges for the special courts the President is moving to establish to try corruption cases.
“The plan is to get judges that are bold, courageous, and fearless. Many of them must have delivered sound judgements (in the past). They don’t want those who play to the gallery.
“The screening exercise is very intensive; they are passing through the NJC that has the list of all the judges. When the NJC is through with its screening, it passes the list of the judges to security operatives and the anti-graft agencies to continue with the investigation.
“And because this is a democracy, they have to go through acceptable legal channels; they have to amend the constitution to set up these courts. They want to start with speed; even the legislatures have to be involved to amend the constitution.”
It was also learnt that the anti-graft agencies screened the judges by doing background checks on them, particularly looking at their history at the bench.
The source said, “We are working on the information we got about them (the judges). There are those who have been compromised in the past, who will not be part of the arrangement.”
But the anti-corruption agencies are not saying much about the on-going screening exercise, which is said to have entered its second phase.
When our correspondent contacted the Head of Media and Publicity of the EFCC, Mr. Wilson Uwujaren, on the telephone on Friday, he said that he was not aware of it.
“I am not aware of the exercise you are talking about,” he said.
Similarly, the Resident Consultant, Media and events of the ICPC, Mr. Folu Olamiti, said that he could not comment on the story, when contacted.
“I can’t comment on it,” he said.
Also, the Acting Director, Information, National Judicial Council, Mr. Soji Oye, said he was not aware of any plan to create special corruption courts.
It will be recalled that the EFCC Chairman, Mr. Ibrahim Lamorde, had in 2012, when he was being screened by the Senate, called for the establishment of special courts for corruption cases.
He had said, “The reason for the clamour for special courts for certain cases has to do with the processes of law. Judges have corrupt cases and other cases to attend to, but if we have special courts for corruption cases, it would facilitate the process. I don’t think it will be too much to ask that a special court be dedicated to corruption cases.”

[color=#006600][/color]The Inspector General of Police, Solomon Arase, has urged doctors to treat accident and gunshot victims without seeking police clearance.
An earlier directive that had been in place for years required gunshot victims to present police clearance before receiving treatment, a move authorities hoped will help in arresting fleeing criminals.
A statement by the Force Public Relations Officer, Emmanuel Ojukwu, said the call by the IGP became necessary following death of victims who could not secure clearance in time to be treated.
Mr. Emmanuel said, “The Police High Command also directed its Officers and men not to harass good Samaritans/Nigerians in this regard, but endeavour to elicit correct facts in relation to incident from them”.
According to the statement, Mr. Arase encouraged doctors and other medical personnel to attend to accident victims and persons with gunshot injuries and thereafter, inform the police for necessary action.
“Doctors on duty are equally duty bound to treat victims of gunshot wounds and further inform Police of relevant facts,” Mr. Ojukwu said.
He said the safety of all Nigerians is a collaborative effort of all and sundry.
“Police therefore, enjoin citizens not to relent in their cooperative attitude in ensuring safety of all. While they are also to report any suspicious person or persons to the nearest Police Station,” he added.

I read with amazement the story on page 16 ofThe PUNCH, August 19, 2015, on how no fewer than 2,000 commercial sex workers in Awka, the Anambra State capital, have concluded plans to commence their strike action against the state government.
It means prostitution is legalised in that state.Their leader was even reported to pointing accusing finger at the government officials as their best customers who throw money at them; “They want me to expose them?”. Awka with only about 301, 000 population in 2006 has over 2,000 prostiutes in one group.
This is more than the sin of Sodom and Gomorrah in the Bible.
The Anambra State Government should allow the strike for everlasting, and that would be the best thing that can happen to the state. It is the handiwork of God.

The authorities of Adamawa State University, Mubi, have recruited 80 hunters to ensure the security of the university community.
TheNews Agency of Nigeriareported that the university’s Vice Chancellor, Prof Joshua Shall, disclosed this to newsmen in Mubi on Thursday, just as the institution resumes academic activities.
Shall said that the institution was aware of the complementary role played by the vigilante groups and the hunters when the military recaptured Mubi town after it was overrun by insurgents in October 2014. This, he said, informed the decision of the university to recruit the hunters to boost security in the institution.
Shall, who said that 95 per cent of the students had resumed for classes, stated that the institution lost 11 members of staff and three students, while property worth N5bn were destroyed by the insurgents.
“They (insurgents) broke into all offices, staff quarters, hostels, laboratories, stores and looted property,” he said.
The vice chancellor said that the school managed to reopen following the intervention of the Tertiary Education Trust Fund, which he said, supported the institution with N250m.
He said that TETFund also approved a substantial amount of money for the institution which his management was now trying to access to sustain the ongoing rehabilitation work in the university.
While lauding TETFund for the support, Shall also commended the national body of Academic Staff Union of Universities, for donating N21m to its members in the university.
He said the university had also compiled the lists of damages incurred by its wrkers and submitted same to the Victims Support Fund, for possible assistance.
“We hope that when the fund commence rendering assistance to victims of insurgency, we will be remembered,” Shall said.

THE Rivers State High Court sitting in Port Harcourt, on Thursday, dismissed the suit filed by a former governor of the state, Mr. Rotimi Amaechi, challenging the setting up of a Judicial Commission of Inquiry to probe his administration.
The State Governor, Chief Nyesom Wike, had constituted the Justice George Omereji-led judicial commission of inquiry to probe the sale of assets belonging to the state by the Amaechi administration.
But Amaechi had gone to court to challenge the setting up of the commission of inquiry to probe the immediate past government.
However, Justice Simeon Amadi, who delivered judgment in the suit, affirmed that the judicial commission of inquiry was not established to investigate the personal activities of the former governor.
Justice Amadi added that the commission was established to investigate the previous actions of government as they affected the people of the state.
According to him, Wike, by the provisions of the law, is empowered to establish the judicial commission of inquiry to investigate previous actions of government.
Justice Amadi specifically said that there was no law preventing a state government from finding out how the state’s resources were spent.
On the assertion by Amaechi that the 30 days set aside for the sitting of the judicial commission of inquiry will deny him fair hearing, Justice Amadi maintained that the number of days set aside for the commission did not breach his (Amaechi) right to fair hearing.
According to him, since Amaechi has yet to file a memorandum before the commission and has not appeared before it, the former governor cannot complain of not being given a fair hearing.
The court stated that the 30 days set aside for the commission of inquiry were not sacrosanct and could be extended.
The court described Amaechi’s suit as being speculative because the former governor failed to prove the injuries he had suffered as a result of the establishment of the commission of inquiry.
Amadi added that the terms of reference of the commission did not accuse the former governor of crime – contrary to the former governor’s claim.
He pointed out that the former governor was not on trial, saying, “The judiciary is not only the last hope of the common man, but it is also the last hope of the mighty and the movers and shakers of democracy. Those who by the benevolence of the judiciary got to power should resist the temptation to emasculate the judiciary.”
However, the Rivers State Attorney General and Commissioner for Justice, Mr. Emmanuel Aguma, explained that with the court ruling, the commission of inquiry could begin its sitting and promised that it would be fair to all parties.
Aguma pointed out that the court decision on the matter had shown that no claimant could run to a court to stop the “legitimate business” of a judicial commission of inquiry.
But Amaechi’s counsel, Mrs. Winifred Enyinnaya, said the former governor would appeal against the judgment.[color=#990000][/color]
